Fundamental Assumptions

1. Government will always want to regulate access to beverage alcohol withinits jurisdiction

2. Government will want to have a guaranteed revenue stream from the sale of

liquor

GOALS AND EXPECTED BENEFITS

Contract with a cost effective private sector provider for DistributionServices (and potentially sale of the Operational Assets);

Achieve the following supply chain performance outcomes:

• i. Service delivery to GLS and Wholesale Customers that is predictable, cost

effective, fair, efficient and meets industry norms for key performanceindicators; and

• ii. A logistics model that lowers overall supply chain costs to the Province;

memorandum of agreement with the BCGEU.

Purpose of this NRFP

To develop creative Proposals for the provision of DistributionServices within an optimized supply chain resulting from:

• the removal of the LDB warehouses and

• wholesale distribution operations from the existing beverage alcoholsales and supply process.

Up to the top three ranked Proponents who provide the best overallsolution for the Distribution Services will be shortlisted.

Short Listed Proponents will proceed to Stage Three of the NRFPprocess.

Operational Assets

Proponents wishing to purchase some or all of the Operational Assetsmay elect to do so by indicating an interest in their Proposal.

Offers to purchase Operational Assets will not be evaluated in thisNRFP.

Operational Assets will not be considered in the Stage Two or the StageThree for the Distribution Services.

 Operational Assets in its Proposal, then the Province may in its solediscretion negotiate the sale of the Operational Assets during Stage Fourof the NRFP rocess.
