Scores of such competitions must be filled in the entry form at the time of sending entries for AIGVMSC. COMMON GENERAL RULES FOR ALL INDIA G.V. MAVLANKAR SHOOTING CHAMPIONSHIP AND NATIONAL SHOOTING CHAMPIONSHIP COMPETITIONS

1. ELIGIBILITY

1.1. Participation is open to competitors belonging to State Associations/Units affiliated to NRAI. In case where No State Association exists, competitors belonging toclubs directly affiliated to NRAI will be allowed to participate. NRAI members must also take part through State Rifle Association/Clubs of their native place otherwisetheir entry will not be accepted. All the State Rifle Associations/Units will allow the members of NRAI to participate in the competitions organized by NRAI withoutbecoming a member of that State/Club to which he/she belongs. However, if there is no such Association/Club functioning in their State, they can take part asmembers of NRAI provided they have paid all their dues towards NRAI.

1.5 All affiliated State Rifle Associations/Units will send results of State Championships conducted by them to NRAI for verification one month before AIGVMSC. In case,there is no State Rifle Association, results of competitions conducted by affiliated clubs will be recognized and must be sent to NRAI one month before the AIGVMSC.

1.6 Any shooter, who had achieved the scores as per rule 1.4 but could not participate, will be allowed to compete in the next AIGVMSC provided his/her absence isnot more than two previous AIGVMSC/State Championships. (Clarification: Performance in the last competition in which he/she has participated will only beconsidered).

1.7 Shooters will be eligible for award of medals only if their scores equal or exceed as per rule 1.4.

2. BOARDING/LODGING

2.1 It will be the responsibility of the shooters to make arrangements for their boarding and lodging wherever the Championship is held. However, the host StateAssociation/Unit/Club may help in providing necessary Boarding and Lodging facilities as near to the Range as possible, provided the competitors intimate theirrequirement to the Organizing Committee well in time.

3. TRAVELLING FACILITIES

3.1 Railway concession vouchers will be issued by NRAI which will entitle a competitor to travel from his home Station to the place of competition at concession rate,as may be allowed by the Ministry of Railways from time to time. The necessary particulars in the entry form must be furnished for issue of these concessionvouchers.

3.2 Team Officials accompanying the team are also eligible for this railway concession vouchers.

4. SHOOTING PRACTICE

4.1 The competitors are allowed practice on the Tournament Ranges as per the directions of the organizers. Competitors are requested not to arrive in the Campbefore the due date of arrival as announced by the Organizers.

5. ARMS/AMMUNITION

5.1 NRAI/Organizers will provide no arms to the competitors.

5.2 The required ammunition for practice and competitions will be provided against cash payment, to competitors on their competitor cards and valid armslicense/special permit subject to the availability of ammunition. The quantity will be decided by NRAI from time to time, according to the availability of stocks.

5.3 Imported ammunition will be supplied during National Championship/AIGVMSC for ISSF and National Rule matches, subject to availability of the same.

6. ENTRY APPLICATION FORM/ENTRY FEE

6.1 Entry forms will be available from NRAI Office at Delhi. These Entry forms duly completed along with necessary entry fees by cash or Demand Draft will beaccepted up to the date as may be notified in the circular. Cheques will not be accepted.

6.2 Incomplete entry form, without details regarding previous participation, photograph of competitor, date of birth certificate (for juniors) and without entry fee andthe recommendation of State/Unit will not be accepted. These will be treated as late entries and will only be accepted with triple entry fee and on completion offormalities and subject to the availability of lanes.

6.3 The late entry may however be accepted with three times the normal entry fee till 17.00 hours, two days before the inauguration of the Competition provided itdoes not disturb the schedule of the matches and the same is accepted by the Organizing Committee. In case draw has been made for the match in whom the lateentry has been accepted, the Organizing Committee will decide the detail and lane number from which the competitor will shoot that particular match.

6.4 Entry fee is neither refundable nor adjustable or transferable from one match to another or from one shooter to another.

6.5 Entry forms should be typed or filled in block letters and must be completed in all respects.

6.6 All matches of similar nature will be fired concurrently but the entry fee shall be paid separately for each event.

6.7 Shooters desirous of representing another state/unit must take a NOC from their parent State/unit. All the State Rifle Associations/Units will register the names ofshooters and will certify that the shooters being recommended for participation by them are duly registered with them.

6.8 Shooters furnishing wrong information regarding their previous participation and date of birth shall be debarred from taking in any championship for two years.

7. TIME SCHEDULE

7.1 Matches will normally be held between 8.00 a.m. to 6.00 p.m. It is the responsibility of the competitors to be acquainted with the program, time table, etc. andto be present when their turn comes, failing which their names will be struck off from the matches. No refund of entry fee will be made.

7.2 Drawing of lots wills normally do the allotment of details and firing points and the competitors shall abide by the Schedules so drawn.

7.3 The time, date and place of draw will be notified on the notice board.

7.4 Allotment of details and lanes will be made in the name of State Associations/Units/Clubs and not on individuals. The team manager must notify the names of theshooters who will be shooting in different details and lanes latest by 17.00 hours on the day prior to the date of that particular match.

7.5 Lane adjustment will be made in case if any lane goes vacant allotted to a state/unit. No fresh lane will be allotted to the state in any further detail, whoseshooters fail to report in time unless the Organizing Committee feels that the delay was beyond his/her control.

8. ORDER OF FIRE 3 POSITION MATCHES

8.1 In all three position matches, the order of fire will be as laid down in ISSF rules. At present it is prone, standing and kneeling.

9. SHOOTING

9.1 All devices or equipments which may facilitate shooting and which are not mentioned in these rules and regulations are forbidden.

9.2 The Firearms and Equipment Control Jury as well as Range jury shall have the right to examine a Competitors’ Firearms, ammunition equipment and apparel. Theresponsibility shall be upon the competitor to submit questionable equipment and apparel for official inspection and approval in sufficient time prior the beginning of amatch so that it is not inconvenient either to the competitor or the officials. Team leaders are held equally responsible to ensure that the competitor has onlyequipment and apparel, which meets the regulations.

9.3 Before the Competition, each firearm and other equipments must be examined and approved by Equipment Control Jury. If a shooter begins the competition withan unapproved weapon and/or equipment, he will be penalized by deducting 2 points for each competition shot fired and will not be permitted to continue till theweapon and/or the equipment is checked.

9.4 If a shooter alters a weapon or equipment already checked before or during competition in any way that would conflict with ISSF/National Rules, he will bedisqualified.

10. PRIZES

10.1 First three individual aggregate winners will be awarded Gold, Silver and Bronze Medals respectively.

10.2 First three team winners will be awarded Gold, Silver and Bronze Medals respectively.

10.3 Medals will not be awarded to those, whose score is less than the qualifying marks as prescribed for the relevant matches irrespective of their individual position. The grading of those securing above the qualifying marks will be done as usual.

10.4 The Individual prizes will be awarded as under:

a) 3 prizes when there is a minimum of 4 shooters completed full course.

b) 2 prizes when there is a minimum of 3 shooters completed full course.

c) 1 prize when there is a minimum of 2 shooters completed full course.

10.5 No prize will be awarded in case of a single entry but organizers may award memento to the shooter.

10.6 Junior and Sub Junior shooters are exempted from clause 10.4 above subject to achieving the minimum qualifying scores during AIGVMSC.

10.7 Shooters participating in AIGVMSC to achieve the Minimum Qualifying Scores (MQS) as per rule 17.6.1 below will not be awarded any medal.

10.8 Shooters participating in Rapid Fire Pistol events may be given medals subject to achieving following scores during NSCC:

a. Seniors 500/600

b. Juniors 490

11. AGE LIMIT

11.1 Any competitor who has exceeded the age of 21 years and 15 years as on 31st December of the year in which the Competition is conducted will not be eligible toenter any Match intended for juniors and sub-juniors respectively. A proper birth certificate shall be produced with the entry forms by such junior and sub juniorcompetitors.

11.2 Persons above the age of 55 years can take part in veteran category matches subject to achieving scores as per rule 1.4 and 17.6. Veteran may also shoot inNational Rule matches/National Championship/All India Civilians Shooting Champions matches, subject to achieving the scores for seniors under rule 1.4 and 17.6.

12. TARGET

12.1 All targets shall confirm strictly to the ISSF specifications in every respect unless otherwise stated and shall be provided by the Organizers.

13. RANGE DISCIPLINE

13.1 The Competitors shall observe strict safety regulations and range discipline and shall not load or commence firing unless on the firing line and only whenappropriate firing order is given by the Range Officer. The competitors shall carry all weapons with bolts/actions open at all the times except on the firing line. Thedecision of the appropriate Jury shall be final in all such matters.

14. PROTESTS AND APPEALS

14.1 VERBAL PROTEST

14.1.1Any shooter or team official has the right to protest a condition of the competition, decision or action immediately and verbally to a Competition Official,Referee, Range Officer or Jury Member. Such protests may be submitted on the following matters: -

14.1.2 A shooter or team official considers that the ISSF Regulations, ISSF Rules or Competition Program were not followed in conducting the competition.

14.1.3 A shooter or team official does not agree with a decision or action by a competition official, referee range officer or Jury Member.

14.1.4 A shooter was impeded or disturbed by other shooter(s), competition official(s), and Spectator(s) member(s) of the media or other person(s) of causes(s).

14.1.5 A shooter had a long interruption in shooting caused by equipment failure, the clarification of irregularities or other cause(s).

14.1.6 Shooters were delayed by slow target marking or target changing or other unnecessary delay(s).

14.1.7 A shooter had irregularities regarding shooting times, including shooting times that were too short or the non-appearance of targets within the specified time.

14.1.8 Competition officials, Referees, Range officers and Jury members must consider verbal protests immediately. They may take immediate action to correct thesituation or refer the protest to the full Jury for decision. In such cases, a Range Officer or Jury Member may stop the shooting temporarily if necessary.

14. 2 WRITTEN PROTEST

14.2.1 Any shooter or Team Official who does not agree with the action or decision taken on a verbal protest may protest in writing to the Jury. Written protest mayalso be made without making a verbal protest. All written protests must be submitted not later than 30 minutes after the matter in question occurs and must beaccompanied by a fee of Rs. 200/-. The protest fee will be returned, if the protest is upheld and will be retained by the Organizing Committee if it is lost.

14.2.2 All scoring protests must be submitted within 30 minutes after the official scores are posted on the main score board. The time when the scoring protest timeends must be posted on the main score board. A protest fee of Rs. 200/- per individual result must be paid to the Secretary, NRAI along with the protest. The fee willbe returned if the protest is upheld and retained by the Organizing Committee if the protest is lost.

14.2.3 Decision by the Classification Jury on value or number of shots on a target is final and may not be appealed.

14.2.4 In the event of disagreement with a Jury decision except Rule 16.3 the matter may be appealed to the Jury of Appeal in writing by the team leader or arepresentative within one hour after the Jury decision has been announced, along with a protest fee of Rs. 500/-. The fee along with protest will be returned, if theappeal is upheld and will be retained by the Organizing Committee if the appeal is lost.

14.2.5 In special circumstances, the time for submitting appeals to the Jury of Appeal may be extended up to 24 hours, by decision of the Jury of Appeal. The decisionof the Jury of Appeal is final.

15. ELIGIBILITY OF NCC CADETS/HOME GUARDS/MPs/MLAS

15.1 There is no separate category for shooters from NCC or Home Guards. Shooters from these organizations can participate in categories for Civilians. The entries ofNCC cadets must be forwarded through DG NCC, New Delhi. Shooters from Home Guards may participate through respective States where they are residing.

15.2 Members of Parliament/Legislative Assembly including Ex-MPs/MLAs can participate in special category of .22 Rifle Match for them.

16. GENERAL

16.1 The competitions will be conducted according to ISSF or National Rules and Regulations as applicable unless otherwise stated.

16.2 It is the responsibility of the competitor to be completely familiar, understand the competition rules of ISSF and NRAI and it is so presumed when he signs thecompetition entry form and shall agree to abide by the said Rules.

16.3 When a Rule refers to right hand shooters, the reverse of that rule refers to left-handed shooters.

16.4 Unless a rule applies specifically to a Men’s or Women’s event, it must apply uniformly to both men’s’ and women’s events.

16.5 The shooters will be given 10 minutes preparation time before the competition starts. Sighting targets will be raised 10 minutes before the start of theCompetition.

16.6 If a shooter arrives late for a competition, he will not be allowed extra time, unless his late attendance is due to circumstances beyond his control. In such casesthe amount of extra time to be allowed will be decided by Jury and/or Range Officials.

16.7 All shooters and team officials must be familiar with the program.

16.8 The participating State Associations/Units/Clubs should officially nominate a Team Manager, who will be responsible for the conduct of his Team members. TheTeam Manager or his/her authorized representative only will attend the Managers meetings, submit protests, if any, and be sole in charge of day-to-day affairs of theteam concerned. The concerned shooters can lodge scoring protest also.

16.9 These rules have been compiled and passed by the NRAI keeping in view of the latest Rules. However slight changes have been made to suit local conditions.These rules are to be read in conjunction with the ISSF rules, which are the main basis for the conduct of shooting competitions, by NRAI.

16.10 Modifications to ISSF Rules, wherever made are always open to change, revision/amendment, as may be considered to suit local conditions from time to time.

16.11 Not-with-standing ISSF Technical & General Rules, NRAI Governing Body/Organizing Committee is empowered to modify/change/amend the rules and program ofcompetition.

16.12 Wherever a reference is made to an article(s) in the rules, it refers to the article(s) of the ISSF rules. In case of any verification in details given in ISSF Rules,the details given in these rules will prevail for all purposes.

16.13 In AIGVMSC shooters taking part in Peep Sight Matches are not allowed to take part in Open Sight Matches.

16.14 No Certificates will be issued to shooters failing to achieve the qualifying scores as per rule 1.4 above during All India G V Mavlankar Shooting Championship.

16.15 The State Rifle Associations/Units will be imposed a penalty of Rs. 3000/- per shooter in case their shooters score below 15% (for Rifles/Pistols/Shotguns) and25% (for Open sight air rifles) of the qualifying score as per NRAI Match Book rule 1.4 during All India G V Mavlankar Shooting Championship. The State/Unit mustdeposit the penalty amount with NRAI immediately otherwise shooters from that unit/state will not be allowed to participate in any competition conducted by NRAI.The Secretary General may also call explanation of the unit/state for sending such shooters. Shooters participating in AIGVMSC on the basis of their performance duringany competition conducted by NRAI shall be exempted.

16.16 A penalty of Rs. 200/- will be charged if a shooter looses his/her competitor card during the competition and fresh card will only be issued on deposit ofpenalty.

17. SPECIAL RULES FOR NATIONAL SHOOTING CHAMPIONSHIP COMPETITIONS

17.1 Open Sight Rifles will not be permitted in any Small Bore and Big Bore Rifles ISSF matches.

17.2 The first 40 shots of the 60 shots in Big Bore rifles Prone event may be used as the 40 shots Prone stage of the Three Position Event.

17.3 All the matches will be conducted in National Championship in Senior and Junior category.

17.4 Unless otherwise specified, the number of shots per competition target shall be one only.

17.5 In ISSF Rifle, Free Pistol and Air Pistol Matches, sighting shots (unlimited in number) may only be fired before the beginning of each match or position. Once thefirst match shot has been fired, no further sighting shots are allowed unless permitted by Jury or Authority designated.

17.6 A shooter is eligible to compete in NSCC only if he/she has scored a minimum of following scores in respective events during the previous NSCC/NationalGames/AIGVMSC.

17.6.1 In case a shooter fails to achieve the qualifying scores as per rule 17.6 above, he/she will be allowed to participate in the next NSCC based on his/herperformance during the preceding NSCC. (Explanation: Scores achieved during 47 NSCC will also be valid for 49 NSCC even if a shooter fails to achieve the scores during48 NSCC. Shooters participating for the first time in NSCC and fail to achieve the qualifying scores as above will have to go back to AIGVMSC to get the qualifyingscores)

17.6.2 Shooters participating in AIGVMSC to achieve the Minimum Qualifying Scores (MQS) as per rule 17.6.1 will not be awarded any medal.

17.7 A shooter may participate in Rapid Fire Pistol event if he qualifies in at least one 25M event in AIGVMSC. He may continue to shoot Rapid Fire Pistol in NSCC if heshoots the minimum score as per rule 17.6 of NRAI Match Book in Rapid Fire Pistol event or in any 25M Pistol events. If he fails to qualify in Rapid Fire Pistol and other25M events, the shooter must participate in AIGVMSC to qualify for the Pistol event.

17.7.1 A junior shooter who qualifies as per rule 17.6 of NRAI Match Book may shoot senior event also.

17.8 Anybody who had qualified, but was not able to take part in the previous NSCCs in ISSF events, will be allowed to compete in NSCC provided his/her absence isnot more than TWO NSCCs. (Clarification: Performance in the last competition in which he/she has participated will only be considered. However, this clausedoes not apply to international shooters.)

17.9 Shooters achieving scores as per rule 17.6 during NSCC are not eligible to take part in the next AIGVMSC.

17.10 Shooters furnishing wrong information with regard to rule 17.6 & 17.7 shall be debarred from taking part in any championship for two years. Disciplinary actionshall also be taken against the official signing the entry form.

17.11 Shooters will be eligible for award of medals only if their scores equal or exceed as per rule 17.6

18. TEAM REPRESENTATION

18.1 Team events will be conducted only in respect of matches against whom a specific remark to that effect is made.

18.1.1 Team medals may be awarded as under:

1. 3 Prizes when there is a minimum of 4 teams2. 2 Prizes when there is a minimum of 3 teams3. 1 Prize when there is a minimum of 2 teams4. No prize where there is only 1 team.

18.1.2 All affiliated State Rifle Associations/units must send team entry fee also for matches in which they intend to field a team along with the entry form under rule6.1. Final entry (by names) under rule 18.7 of NRAI Match Book 2002 must be submitted latest by 17.00 hrs. on the previous day of the start of that particular match.In case there are less than four teams, the entry fee will be refunded.

18.2 A team shall consist of three shooters and one reserve, if necessary. All shooters representing a team should enter in the respective individual events also.

18.3 If after the final entry any of the three shooters of a team withdraws from the team for any reason whatsoever after the commencement of the match the entireteam will be scratched.

18.4 Shooters of the same State/Units can form teams only. In case where no State Association exists members of different clubs in the State directly affiliated to NRAImay join and form team. Members of NRAI can also form a team, when, not representing their State, Association/directly affiliated Clubs.

18.5 The shooters can represent their respective States only. Once they have represented the State Rifle Association, they will not be allowed to represent as amember of NRAI in any other match and vice-versa.

18.6 No competitor shall represent as a reserve of different teams in any one event.

18.7 Final entry of three members of the team must be submitted latest by 17.00 hrs. on the previous day of the start of that particular match.

18.8 Only one team from each state/unit will be allowed in each event irrespective of the number of participants in that event.

19. EQUIPMENT AND AMMUNITION

19.1. Shooters shall use only equipment and apparel, which comply with ISSF Rules. Anything (rifles, devices, equipment, accessories etc.) which may give a shooteran advantage over others and which is not mentioned in these Rules or which is contrary to the spirit of the ISSF regulations and rules, is prohibited. The shooter isresponsible for submitting all equipment and apparel for official inspection and approval to the equipment control prior to the beginning of a competition. Teamleaders are held equally responsible for the shooters to have equipment and apparel, which meet the ISSF regulations and rules. The Jury has the right to examine ashooter’s equipment and apparel at any time.

20. CHAMPION OF CHAMPIONS

20.1 CHAMPION OF CHAMPIONS – AIR RIFLE

Criteria for Selection

Top 8 shooters from amongst 16 finalists of Air Rifle men and women’s event will be considered. Only aggregate of the 10 shots of the finals will be considered forselecting the 8 shooters who have the highest aggregate score in the finals will participate in the Champion of Champions.

Only scores shot in the finals [10 shots] will be considered, to arrive at top 8 placings.

After completion of the finals of the Air Rifle Men & Women, the 16 finalists (8 Men & 8 Women) will be considered for entry into the Champion of Champion. For thepurpose of this competition only the scores of the 10 shots of the finals will be taken into account and 8 shooters who have the best/highest scores amongst 16 (Men &Women) of the finals will enter the said competition.

PROCEDURE FOR THE CONDUCT OF “THE CHAMPION OF CHAMPIONS”

Rules for conduct of the competition are the same as the finals of any Air Weapon event.

All 8 participants selected on basis as above will start with a NIL/ZERO scores.

All eight shooters shoot the 1st five shots as shot in any air weapon finals. After completion of each shot, the shooters score will be announced & noted. Oncompletion of the 5th shot the shooter with the lowest aggregate score of the 5 shots will be eliminated. The 6th shot will be shot by the balance 7 shooters. ZONAL COMPETITIONS

The Governing Body in its meeting held on 8th August 2006 has approved rules for the conduct of Zonal Competitions as follows:

1. The Zonal Competitions should be conducted every year and States under the respective zone must conduct this competition by rotation. The following are theguidelines for conduct of Zonal Competitions:

The scores achieved by the shooters will be considered for participation in AIGVMSC.

Minimum 3 States must take part in the Zonal Championship.

The format of the competition must be as per the program of All India G V Mavlankar Shooting Championship. The Organizers may add ISSF matches or any othermatch but these scores will not be considered.

Shooters must take part in their respective Zonal Competitions only and shooters from other zones should not be allowed to participate.

The states are grouped into four zones as under:

1. East Zone: Assam, Bihar, West Bengal, Orissa, Jharkhand, Chhattisgarh, Manipur and all North East States including Union Territory of Andaman & Nicobar.

1. North Zone: J & K, Punjab, Haryana, Chandigarh, Delhi, U P, Rajsthan, Uattranchal & Himachal Pradesh

1. West Zone: Maharashtra, Gujarat, Goa, Madhya Pradesh and Union Territory of Daman & Diu.

1. Zonal Shooting Championships/Inter University and Inter College Competitions conducted under the supervision of NRAI will be considered under rule 1.4 of NRAIMatch Book.
