Some key components of the I-270/Roberts Road DDI include: No right-of-way acquisition, no environ- mental impacts, dedicated bike lanes through the interchange – first in the U.S., dual turn lanes for large trucks, design of DDI merged with a maintenance design project for the overhead bridges that was al- ready underway, extensive public involvement and education process, full closure of the bridges through the interchange; four-month construction schedule, $10.6M construction cost. This presentation will discuss the intricacies of the planning effort, the key aspects of the design, and les- sons learned during both design and construction. The presentation will provide insight about design and construction, including lessons learned during various points in the process. The ASCE Board ofDirection has selectedThomas W. Smith III, ENVSP, CAE, M.ASCE, as thenext executive director ofthe American Society ofCivil Engineers, effectiveJan. 1, 2015.Smith, ASCE’s currentdeputy executive directorand general counsel, willsucceed Patrick J. Natale,P.E., F.ASCE, who hasserved in the position since 2002 and announcedhis end-of-year retirement last October.With a master’s degree in structural engineeringand a B.S. in civil engineering from the Universityof Virginia, Smith has been a dedicated ASCEmember for more than 25 years, and theassociation’s deputy executive director since2010 and general counsel since 1997. Smith alsoholds a law degree, and before joining ASCEpracticed law with a focus on land use issues. Hehas published articles on engineering ethics andlegal issues and is a frequent speaker on thesesubjects.“Under the leadership of current ExecutiveDirector Pat Natale, ASCE has truly become aleader in the association community, with a voicethat gets national attention and highly dedicated

volunteers and staff,” said ASCE Past PresidentGreg DiLoreto, P.E., P.L.S., F.ASCE, chair of theexecutive director search committee, followingthe ASCE Board’s Aug. 24 meeting in Denver.“In our search for a successor, we were lookingfor that rare combination of a highlyaccomplished executive and leader whointimately understands both the civil engineeringprofession and the association business. In TomSmith, we have found that person.”During his tenure at ASCE, Smith has providedleadership, direction and management oversightacross a wide spectrum of ASCE’s programs,operations and strategic initiatives, workingclosely with ASCE geographic and technicalorganizations and affiliates worldwide.In 2011, Smith received the William H. WiselyAmerican Civil Engineer Award, whichrecognizes ASCE members for their continuingefforts to promote appreciation for the history,tradition, developments and technical andprofessional activities of the Society.Smith is also a Certified Association Executive(CAE) and an Envision SustainabilityProfessional (ENV SP), and has been active inhis community. He serves on the Fairfax CountyBoard of Zoning Appeals, and previously chairedbar association committees providing legalservices to local homeless shelters as well ascoordinating national moot court competitions.

We are excited to announce the formation of theLower Scioto Valley Chapter of the Central OhioSection of ASCE. The Lower Scioto ValleyChapter (LSVC) will better serve our sectionmembers residing or working in the southernOhio region. Most activities will be centered inthe Chillicothe or Piketon areas, including

With great weather and a golf course in excellentshape, 75 golfers participated in the 18h annualCentral Ohio Section Golf Outing. Over $2700 wasraised to support the Younger Member Group andthe ASCE Central Ohio Section Civil EngineeringCareer Day. In addition, $180 was collected andcontributed towards the Carolyn J. MerryScholarship Fund. The outing was held again atDarby Creek Golf Course. Patrick Herl and ZachFreshner posted the winning low score of oneunder par with Mike Couvreur and Matt Lilie comingin second with an even par score. Purpose and BackgroundRecent advances in bicycle facility design guidancehave led to increased demand from governmentagencies and the public to implement many ofthese innovative treatments. What: International Conference on Perpetual PavementWhen: Oct. 30-31, 2014Where: Hilton Columbus/PolarisMore than 250 experts from 30 states and 19 state depart-ments of transportation attended the first two InternationalConferences on Perpetual Pavement (ICPP), held in 2006and 2009, to discuss optimal design and construction ap-proaches for asphalt pavements designed and built to lastlonger than 50 years without requiring major structural reha-bilitation or reconstruction, and needing only periodic surfacerenewal in response to distresses confined to the top of thepavement. Following the success of the first two conferenc-es, ICPP 2014 will provide a venue for participants to catchup with developments in this fast-moving field, and for stateand local government to learn how to take advantage of thebenefits of perpetual pavement.

Perpetual pavements contain a surface layer of high qualityasphalt that resists rutting and traffic wear, intermediatelayers of high modulus asphalt that provide structure and alsoresist rutting, and a fatigue-resistant bottom layer for crack

resistance. Perpetual pavements are becoming popular withtransportation agencies seeking to reduce lifecycle costs andeliminate user impact associated with pavement reconstruc-tion, because maintenance is limited to periodic resurfacing.

The conference, hosted by the Ohio Research Institute forTransportation and the Environment (ORITE) and the OhioDepartment of Transportation (ODOT) with sponsorship fromthe asphalt industry, will provide a forum for agencies whohave constructed perpetual pavements to share their experi-ences and for those who are considering construction to gainfrom these experiences. Topics will include: design verifica-tion and calibration, modeling, instrumentation, construction,and monitoring. Information provided at this conference willpromote the proper design and construction of perpetualpavements.
