2. INSTITUTIONAL DEVELOPMENT PROPOSAL (IDP)(Implementation period: April 2017- March 2020)

2.1 Give the Executive Summary of the IDP (max 2 pages).

North Eastern Regional Institute of Science and Technology (or NERIST) is a science and technology oriented higher education institute at Nirjuli, Itanagar, Arunachal Pradesh. Established in 1984, it is a deemed university, autonomous, fully funded and controlled by the Ministry of Human Resource Development, Government of India. The institute organisation structure is shown in Fig. 1 and is managed by a Board of Management, comprising representatives of MHRD, the eight beneficiary

states of the North Eastern region, AICTE and educationists. The state governor of Arunachal Pradesh is the de facto head of the highest body, NERIST Society, which consists of education ministers of all North Eastern States. The Board of Management is headed by the Chairman. NERIST was established as project by NEC and subsequently it was transferred to MHRD as a CFTI since 1994. It was conferred deemed to be University status in May 2005. PG and Research programmes were started since 2006 and first Ph.D. was awarded in second Convocation in 2010. At present 6 B.Tech. and 11 M.Tech. programmes are in operation. NERIST is catering to the technical man power needs of 8 North Eastern states in particular and India in general. It has large percentage (45%) of SC/ST students. The teachers are highly qualified and from different parts of India. NERIST would like to increase its output in M.Tech and Ph.D. scholars in future to the requirements of the region and national needs. The UG laboratories and workshops were well established and PG laboratories need to be developed. As far as employability of graduates is concerned, the progress is satisfactory. A Senior faculty is appointed to look after the training and employability of graduates. It is under progress. In the coming three years it has aggressive plan to strengthen PG and Research, and employability of graduates. Training need analysis for all categories and students’ feedback survey were conducted and requirements are presented under various sub-sections of this proposal. NERIST has a Society, Board of Management as per UGC guidelines and Academic council. NERIST TEQIP-III proposal shall be approved by BoM after the go ahead signal from NPIU. With the assistance of this Rs.15 crores, the Institute development proposal mentioned will be fulfilled to the expectations of NPIU and MHRD, Govt. of India in catering the specific technical manpower needs of the region and the nation.

2.2c.9 Increasing faculty productivity and motivation

Institute has taken a decision to promote research amongst faculty as a motivation through one time grant of Rs. 5 lakhs per project.

Projects shall be selected by an external expert through competitive bidding amongst departmental projects.

Engineering departments shall be bidding for four projects each and the non-engineering supporting departments shall be bidding for one project each.

The selection of project shall be done by an external committee comprising of experts from reputed institutes like IITs.

2.3.1 Obtaining autonomous institution status from UGC-done

Institute has already acquired Deemed to be University status from UGC in 2007. Efforts shall be taken to improve the academic output with the help of academy autonomy.

2.3.2 Improving the NBA accreditation of UG, PG.

Institute has six engineering UG programmes and eleven engineering PG programmes. All the six engineering UG programmes are NBA accredited. Two PG engineering programmes have already applied for NBA accreditation. Institute shall strive to improve the NBA accreditation status of the Institute. Institute shall be utilising TEQIP fund for procurement and other services for the improvement of labs of UG and PG engineering programmes. Each engineering department shall utilise Rs. 50 lakhs and each non-engineering supporting department shall utilise Rs. 20 lakhs for the improvement.

2.5 Twinning Plan Institute would like to have twinning plan with Tezpur University and NEHU for capacity

building, knowledge transfer, long term strategic partnerships through MOU within 2019. Institute shall be planning for strategic partnership with foreign Universities for faculty

exchange, student exchange etc within 2020.

2.6 Recruitment and selection of high-quality faculty-action plan. Institute is having 150 faculty posts filled up out of 200 posts available as on date. Recruitment is going on almost every year following UGC norms as per the approval of

BOM. Institute shall be planning for filling up of most of the posts within 2020 through continuous

process.

2.7 Fund shall be submitted to four funds and sustainability funds during the financial year 2017-18, 18-19, 19-20.

2.8 Meeting through heads-faculty-students.

Meeting was held with senior faculty and functionaries on 25.01.2017 at 5-00 pm under the chairmanship of Director to percolate the information of TEQIP III and its objectives and the information was also shared through emails. Individual departments and Sections have presented their plan and proposal which were discussed on 09.02.2017 and IDP was finalised along with Institute TNA.
