Introduction to MP3

MP3 is the third phase of the Elephant Park regeneration and is bounded by New Kent Road on the north, Ash Avenue to the west, Lion Way to the east, and the new Park to the south.

MP3 will successfully establish The Park and activate New Kent Road, whilst delivering fantastic places to live.

Allford Hall Monaghan Morris (AHMM) design buildings that are satisfying and enjoyable to use, beautiful to look at and easy to understand. AHMM were awarded the RIBA Stirling Prize in 2015 for Bruntwood School in Wandsworth. This secondary girls’ school was built by Lendlease.

AHMM are currently working with Lendlease on West Grove north that was given planning consent in 2015 and is currently on site.

The principles and scope of the development have been established by the Outline Masterplan that was given planning consent in January 2013 and include:

• Maximum and minimum parameters for the development plots

• Range of land uses

• Design guidelines

• Maximum and/or minimum numbers for aspects such as car parking, affordable housing, amenity space, etc.

The image above shows a visual representation of the Illustrative Masterplan; a possible interpretation of how Elephant Park could look when designed to the constraints of the Outline Masterplan.

The design proposals for MP3 will need to comply with the approved outline application. The stages of design development are shown to the right, together with key consultation events.

MP3 will include two residential plots (H4 and H5) and the surrounding public realm. Each plot will submitted as a Reserved Matters Application. This current consultation is for plot H4.

The content of the Reserved Matters Applications will include detailed proposals relating to access, appearance, landscaping, layout and scale. All other matters have been established and agreed by the Outline Planning Consent.

New Kent Road character areaOutline Masterplan and Reserved Matters Maximum and minimum parameters

MP3 is part of the New Kent Road character area. The following are the relevant requirements for this character area:

• Respond to the busy and strategic location of the existing street whilst transforming its relationship with the buildings, reconnecting the masterplan to the wider area and providing a strong link to the new Park

• Create an inviting entrance and a series of routes through to the park from the North

• Provide an innovative large destination shopping and busy street environment

• Maximise the opportunities of views across London with significant buildings that also provide variety and interest along the street

• Attract people from the north with focal buildings and a destination in the park and its surrounding cafes and restaurants.

• Retain the existing trees on the New Kent Road frontage where possible

The Reserved Matters Applications will be subject to a similar consultation and approval process as a normal detailed planning application, as described in the diagram below.

Site Context

MP3 includes Plots H4 and H5 of the Outline Masterplan. Separate planning applications will be submitted for each plot.

Plot H4 is bordered by New Kent Road, Plot H5, the new Park and Elephant One, a development by Delancey.

Park Promenade, Ash Avenue and Lion Way are new roads that surround plot H4. Ash Avenue and Lion Way, if approved by the council, have been chosen after members of the local community suggested they should reflect the Victorian street names.

New Kent Road is a major part of the local movement network for local bus services and vehicles. The road is managed by TfL and

heavily trafficked creating a significant barrier to pedestrian and cyclists. The London Cycle Network route 23 passes along the footway on the south side of New Kent Road.

Elephant One is nearing completion and includes 374 new homes which will be available to rent alongside 272 student units across three buildings. The residential offer will be complemented by a new Sainsbury’s supermarket and a collection of smaller commercial units.

Castle Square is being delivered as part of Elephant One. This major new public space for the area has been designed to be able to accommodate markets and other types of uses. Castle Square is scheduled to open in the coming months.

The first phase of the new Park secured planning consent earlier this year. This will deliver approximately half of the new park in 2017 as an interim facility. The first phase includes a children’s play area, a flexible stage for community use and planted gardens.

The second phase of the new Park will be linked to development of Plot H5.

Plot H5 will be similar to Plot H4 in terms of its land use, access and urban form. Detailed design work and public consultation on this plot is scheduled to begin next year.

• Establish clear, pedestrian priority links to The Park

• Link cycle routes to the existing cycling provision within and around Elephant Park

• Establish the Park Promenade, a vibrant café and restaurant frontage

• Provide a generous spill out zone to the park frontage

• Remove vehicles from the Park Promenade

• Use appropriate planting to soften the public realm, providing seasonal interest and a variety of foliage texture

• Deliver a Pocket Park
