President's Letter
Complaints familiar to longtime Leaguers about the size ofthe work load and over-workedleaders were strangely absentfrom debate at our NationalConvention in Houston in May.We decided that much of our'strength lies in being a multiissue organization and added toour program a stUdy of national
. security policies. As columnistEleanor Goodman put it, "Womenare no longer bamboozled by thenotion that military policy isfor men only. II

We'll ask you toexpress your opinion in Decemberso we can forward our positionto the National office by theJanuary 3 deadline.
How to increase financialsupport and membership nationally were other major topics ofdiscussion at Convention. Therewere many objections to directmailings from National. Sinceso many Collier County memberswere out of town during the period set for a national membership campaign (Sept. 6 to Oc. 8)we were not able to participatein it. With this, the first

NOVEMBER MEMBERSHIP MEETING
ARE YOU READY FOR A HURRICANE?
by Sloan Robbins
The League is fortunate to haveWayne E. Daltry, Planning Director of the Southwest Florida Regional Planning Council, as theNovember 8th meeting speaker. One year ago the Council published its 1981-82 Regional HurricaneEvacuation Plan. Mr. Daltry willdiscuss the importance of adequateevacuation facilities and plansin his presentation.
Evacuation readiness is one aspect of a multi-faceted issue, our League discovered in a study, initiated last springs. We presented both a report on the National Flood Insurance program, and the record of variances granted by the county for constructionbelow the program's mandated baseFlood Elevation levels.
The Federal Insurance progr~,
which has the second largestFederal indebtedness after. socialsecurity, is complex, constantlychahqing. anc:l".deals primarilyin ~~:atistical chance. rathe~
than in human safety.
We have concluded that the"minimum standards II requiredunder the Program representonly the tip of the iceberg. In Collier County, largely aFlood Plain, other questionsmust be addressed. For example, are the building codes- adequate? A house may be builtabove projected flood leVels, but will the roof lift in highwinds? Is the set back inhigh hazard areas sufficientand amply enforced? Does ourcurrent permitted density ofdevelopment increase potentialflood hazards in adjacent areas?
The ~nitial presentation on the* NFIP' "was reviewed with 'interest
by League members. I hope thatconcerned Leaguers will takepart in a League stUdy relatingto our safety as residents ofCollier County.

"There is nothing more dangerousthan ignorance in action, II was afavorite quotation of Florence .Schnackenberg, our faithful telephone chairman and historian .for the past few years, who diedon September 4 after a long illness. She strongly supportedthe League's activities to minimize this threat.
Although Florence was homeboundby illness, she managed to findmany ways to actively help us.
Ably assisted by her husband,George, she clipped many newspapers, saved other records ofour League's history since ourbirth in 1974 and put them in ahandsome volume for safe keeping.
Though few of us had the opportunity to meet her, many know hercheerful voice on the telephone. We were saddened by the news ofher death. We will miss h$r.
