15 Friday November 23, 2018 STATE TIMES NEWS JAMMU: MIER College of Education (Autonomous) on Thursday organised a cer- tificate distribution function for the Course on Human Rights and Values. The Chief Guest of the function was Sarita Chouhan, Commissioner Secretary, Department of Higher Education, J&K. The programme com- menced with the lighting of the lamp of human rights and values by the digni- taries. Dr. Adit Gupta, Director and Principal MIER College, extended a formal welcome to the chief guest and other dignitaries and added that this is an add-on course initiated by MIER which has been very popular among students, would be teachers and facul- ty alike and put the college as front runner. The course is all the more relevant in the modern con- text in which violation against the weaker sections of the society are escalating day by day, he exhorted. He also welcomed the 7th batch of new students for the course for them it was the inaugural session of the add- on programme. Monika Rathore, Coordinator of the add-on programme gave a brief introduction of the course and elaborated upon its objectives. Sarita Chouhan said that gone are the days when only academic degree courses were enough to grow in life, now the times have change and students have to polish and enhance their skills through add-on courses in addition to their academics. This add-on course would help the students to under- stand and advocate for their rights, she said and empha- sised that every human being is entitled to basic rights and they are ensured by the government, however; people should be aware of their rights and fight for them, especially women, she said. Chouhan said that we should also respect the rights of other human beings to create an egalitar- ian society and highlighted Article 21 which emphasise on "Right to Life and Right to Personal Liberty." She appreciated the role of MIER which is doing a com- mendable job by creating the sensitisation and giving the road map regarding human rights among the students and the community. A group dance on the theme 'Suno Meri Awaj' was presented by the students of the college followed by a short action on the theme 'Unity of Religion'. Later the students who had completed the course successfully were awarded certificates by the Chief Guest. The program was conducted by Diksha Kumari, a B.Ed Special Education student semester 3rd. STATE TIMES NEWS UDHAMPUR: Delhi Public School (DPS) Udhampur on Thursday hosted Virtuosity- The Art and Craft Fest, an inter-school drawing compe- tition, under the banner of Jammu Sahodaya Complex Jammu Chapter here. In all, 15 schools from in and around Jammu partici- pated in the competition which was declared open by the Chief Guest, Dr. Yogeshwar Gupta, President Udhampur Municipal Corporation in the presence of Guests of Honour, Surinder Singh Khalsa, Vice President Udhampur Municipal Corporation and Dr. J.C Gupta, Pro Vice chairman DPS Udhampur. Jagadish Singh Dhami, President Jammu Sahodaya Complex and Principal Heritage School and Nirmal Mahna, Secretary Jammu Sahodaya and Principal DPS Kathua presided over the function. Dr J.C Gupta, in his open- ing remarks, said that teach- ers are the biggest resource to mould young minds and make them a futuristic per- son. He welcomed all students of the participating schools and their teachers and wished good luck to the stu- dents. Dr. Kunal Anand said that Art reflects civilizations. He said each society has expressed their history, its feelings, its fears and its tra- dition through art. He thanks the participat- ing school and their princi- pals for their contribution towards making this event a grand success. The competition was dived among 3 age groups. Group one for classes 6th to 8th, group 2 classes 9 and 10th and group 3 for classes 11th and 12th. All groups were further divided into four cat- egories, poster making, por- trait making, traditional art and craft. Dr. Yogeshwar and Surinder Singh Khalsa along with Dr. J.C Gupta later distributed the prizes among the winners. Dr. Yogeshwar congratu- lated the winners and appre- ciated DPS Udhampur team for putting up such a marvel- lous show. He said that today there are so many creative profes- sions and Art is one of them where one can reflect feel- ings of creativity on paper. He appreciated the whole programme and promised to extend whatever help possi- ble for these creative bud- dies. DPS Udhampur hosts Sahodaya Inter-school Drawing Competition STATE TIMES NEWS JAMMU: The Canara Bank Officers' Association (CBOA), J&K Region, organ- ised Canpal T20 Cricket Tournament at Green Belt Park, Gandhi Nagar, here. A match was played between two teams of the association i.e. Blue and Red. The purpose of conducting the match was to ease the overburdened/stressed bankers for a healthy sup- portive atmosphere. The teams were a mixed group of male and female offi- cers of Canara Bank in Jammu region. Team Red Captain Jatinder Kumar won the toss and elected to bat first and scored 104 runs in 20 overs which the Team Blue chased down in 17 overs with the loss of one wicket only. Govind from Team Blue scored 48 runs and was declared Man of the Match while Ila Gupta who took an impressive hat-trick was declared as the Women of the Match. Ajay Kumar and Ila Gupta also shared the maximum wicket-taker award. Mayor of the City, Chander Mohan Gupta presented the awards to the winners and trophy to the winning captain Pankaj Choudhary. STATE TIMES NEWS SRINAGAR: Former chief minister Mehbooba Mufti on Thursday hit out at the BJP for alleging that regional parties were working at Pakistan's behest, saying credentials of the NC and the PDP were not ques- tioned when they were in alliance with the saffron party. Mufti's remark came after BJP general secretary Ram Madhav alleged that the PDP and the NC had boy- cotted local body polls in the state earlier because of instructions from Pakistan. The BJP leader, however, withdrew his words follow- ing a dare by NC leader Omar Abdullah to prove his charge. Shocked to see baseless allegations against main- stream parties in JK follow- ing dictates from Pakistan levelled by @rammadhavbjp ji, PDP chief Mufti said in a series of tweets. Questioning the BJP over casting aspersions over a party's nationalistic creden- tials, Mufti expressed sad- ness over reducing the polit- ical discourse of the country. Sad to see what the politi- cal discourse of our country has been reduced to. How does one define a party's nationalistic credentials? Nationalistic and patriotic only if you are with the Centre and Pakistan spon- sored and anti nationalistic otherwise? she said. Mufti said all mainstream parties in Jammu and Kashmir have taken grave risks to bridge the trust deficit that exists between people of the state vis-a vis the country and it was strange that their creden- tials were not questioned when the NC or the PDP was in alliance with the BJP. Both PDP and NC have been allies of BJP at some point. Strange that our cre- dentials werent (were not) questioned then. But just because our MLAs had enough integrity to stand up to your (BJP's) failed attempts of defection, they are now anti nationalistic? she tweeted. STATE TIMES NEWS SRINAGAR: NC leader Omar Abdullah on Thursday asked the Jammu and Kashmir Governor to make public reports about horse-trading in government formation in the state and demanded an apology from BJP's Ram Madhav for alleging that the alliance with the PDP was at Pakistan's behest. Defending his decision to dissolve the state assembly, Governor Satya Pal Malik claimed "extensive horse- trading" was going on and it would have been impossible for parties with "opposing political ideologies" to form a stable government. "If the Governor has him- self accepted that MLAs were being bought over, money was changing hands, people should know who was doing it. If the governor has such reports, he should make them public. "These are not our accusa- tions. It was the Governor who said horse-trading was happening and money was changing hands. We want to know where did this money come from? We want to know at whose behest this money was being given and who was being bought?" Abdullah told reporters here. He said allegations of use of money and horse-trading cannot apply to the NC- PDP-Congress grand alliance, Malik is referring to another letter in which Peoples Conference chair- man Sajad Gani Lone had staked claim for government formation. "The Governor said horse- trading and use of money for engineering defections had to be stopped. In our case, three parties (PDP, Congress and NC) came together. This accusation does not stand against us that money was used here. "Following our letter (PDP president Mehbooba Mufti's letter to governor), another letter was sent to the gover- nor claiming support of 16 or 18 MLAs. The governor has said on this letter that this is horse-trading and money was changing hands. This cannot be ignored," he said without naming Lone. The Raj Bhawan had issued a statement on Wednesday explaining why the governor had dissolved the assembly. On allegations by some BJP leaders that the alliance was formed at Pakistan's behest, he asked BJP national general secre- tary Madhav to produce evi- dence or apologise. "If you have the courage Ram Madhav, bring the proof of your accusation to the people's court. Let us see where you stand. Stop this politics of cowardice. "We have seen a lot of peo- ple like you who indulge in shoot and scoot politics. You level baseless allegations and then lie low. You should either give proof of allega- tions or apologise," he said. BJP leaders are disre- specting the sacrifice of nearly 3,000 NC workers, who were killed for refusing to do Pakistan's bidding, Abdullah said. "I am sorry Madhav, you are disrespecting sacrifices of my 3,000 colleagues who refused to dance to the tunes of Pakistan. They died because they did not take instructions from across the border. For the NC, power has never been its aim and it does not want to be part of the government, but lend outside support to safeguard Article 35A of the Constitution before the Supreme Court, the former chief minister said. Make public reports of horse-trading in govt formation: Omar to Guv STATE TIMES NEWS RAJOURI: District Election Officer/Deputy Commissioner Rajouri Mohammad Aijaz Asad on Thursday ordered suspen- sion of ARO Lamberi Lower and attached him with ADC Nowshera with immediate effect. The action was initiated after complaints of unlaw- ful recounting in Panchayat Lamberi lower. The matter took an ugly turn when the ARO with- out consulting his Returning officer took up the recounting of polled votes even after the count- ing had been completed successfully and winners had been declared already. The matter was brought to the notice of DC Rajouri who acting swiftly on the complaint appointed ADC Nowshera as the enquiry officer. ADC Nowshera in his detailed enquiry report no ADC/NSR/PE/2018/53 dated 20-11-2018 report- ed that the concerned ARO acted in a manner beyond the sphere of his statutory powers in a biased manner which could have resulted in a serious law and order situ- ation. After the enquiry report was submitted, DC Rajouri immediately placed the erring official under suspension and attached him in the office ADC Nowshera. ARO placed under suspension STATE TIMES NEWS JAMMU: The Governor's Administration on Thursday ordered renewal of the Group Personal Accidental Insurance Policy with M/S Oriental Insurance Company Ltd for (2nd Year) commencing from midnight December 1, 2018 to midnight November 30, 2019, as per the agreement already executed between the Government of Jammu and Kashmir and Ms. Oriental Insurance Company Ltd. According to the Principal Secretary Finance, Navin K Choudhary the policy shall cover an aggregate of more than 3.50 lakh employees including the employees of PSUs/Autonomous Bodies/ Local Bodies/ Universities, Daily Rated Workers, Consolidated /Contractual/Contingent Paid workers/ Adhoc Workers and SPOs. The sum assured under this policy shall be Rs 10 lakh per employee against payment of a yearly premium of Rs 360 inclusive of GST. He said all the Drawing and Disbursing Officers (DDOs) shall deduct Rs 360 from all categories of employees to be covered under the scheme from the salaries of November 2018 on compulsory basis. Similarly, the DDO of State PSUs, Autonomous Bodies, Local Bodies and Universities shall remit the amount of Rs 360 in respect of their employees for being covered under the scheme through demand draft favor- ing Principal Secretary to Government Finance Department on or before 5 December 2018 positively and same shall be furnished to the Joint Director Resources/Chief Accounts Officer, Finance Department, Civil Secretariat I&K Jammu/Srinagar. However, wherever due to any administrative or financial problem, the DDO could not deduct the premium of his employee(s) from the salary of the November 2018, he shall immediately deposit/remit the prescribed pre- mium against the proper Head of Account in the concerned Treasuries through challan after collecting the premium from the left-out employees to bring them under the insurance coverage. Navin said sanction has also been accorded to the advance drawal of Rs 12,59,65,000 @ Rs 360 per employee by the Joint Director Resources, Finance Department for subsequent release of the amount to the M/S Oriental Insurance Company Ltd as premium for Group Personal Accidental Insurance Policy for 3.50 lakh employees of the Government of Jammu and Kashmir for a period of one year. STATE TIMES NEWSSRINAGAR: Former chiefminister Mehbooba Mufti onThursday hit out at the BJPfor alleging that regionalparties were working atPakistan's behest, sayingcredentials of the NC andthe PDP were not ques-tioned when they were inalliance with the saffronparty.

Mufti's remark came afterBJP general secretary RamMadhav alleged that thePDP and the NC had boy-cotted local body polls in thestate earlier because ofinstructions from Pakistan.

STATE TIMES NEWSSRINAGAR: NC leaderOmar Abdullah onThursday asked the Jammuand Kashmir Governor tomake public reports abouthorse-trading in governmentformation in the state anddemanded an apology fromBJP's Ram Madhav foralleging that the alliancewith the PDP was atPakistan's behest.

Defending his decision todissolve the state assembly,Governor Satya Pal Malikclaimed "extensive horse-trading" was going on and itwould have been impossiblefor parties with "opposingpolitical ideologies" to forma stable government.

"If the Governor has him-self accepted that MLAswere being bought over,money was changing hands,people should know who wasdoing it. If the governor hassuch reports, he shouldmake them public.

"These are not our accusa-tions. It was the Governorwho said horse-trading washappening and money waschanging hands. We want toknow where did this moneycome from? We want toknow at whose behest thismoney was being given andwho was being bought?"

Abdullah told reportershere.

He said allegations of useof money and horse-tradingcannot apply to the NC-PDP-Congress grandalliance, Malik is referringto another letter in whichPeoples Conference chair-man Sajad Gani Lone hadstaked claim for governmentformation.

"The Governor said horse-trading and use of moneyfor engineering defectionshad to be stopped. In ourcase, three parties (PDP,Congress and NC) cametogether. This accusationdoes not stand against usthat money was used here.

"Following our letter (PDPpresident Mehbooba Mufti'sletter to governor), anotherletter was sent to the gover-nor claiming support of 16or 18 MLAs. The governorhas said on this letter thatthis is horse-trading andmoney was changing hands.This cannot be ignored," hesaid without naming Lone.

The Raj Bhawan hadissued a statement onWednesday explaining whythe governor had dissolvedthe assembly.

"I am sorry Madhav, youare disrespecting sacrificesof my 3,000 colleagues whorefused to dance to the tunesof Pakistan. They diedbecause they did not takeinstructions from across theborder.

JAMMU: The Governor's Administration onThursday ordered renewal of the GroupPersonal Accidental Insurance Policy with M/SOriental Insurance Company Ltd for (2ndYear) commencing from midnight December 1,2018 to midnight November 30, 2019, as perthe agreement already executed between theGovernment of Jammu and Kashmir and Ms.Oriental Insurance Company Ltd.

According to the Principal SecretaryFinance, Navin K Choudhary the policy shallcover an aggregate of more than 3.50 lakhemployees including the employees ofPSUs/Autonomous Bodies/ Local Bodies/Universities, Daily Rated Workers,Consolidated /Contractual/Contingent Paidworkers/ Adhoc Workers and SPOs.

The sum assured under this policy shall beRs 10 lakh per employee against payment of ayearly premium of Rs 360 inclusive of GST.

He said all the Drawing and DisbursingOfficers (DDOs) shall deduct Rs 360 from allcategories of employees to be covered under thescheme from the salaries of November 2018 oncompulsory basis.

Similarly, the DDO of State PSUs,Autonomous Bodies, Local Bodies and

Universities shall remit the amount of Rs 360in respect of their employees for being coveredunder the scheme through demand draft favor-ing Principal Secretary to GovernmentFinance Department on or before 5 December2018 positively and same shall be furnished tothe Joint Director Resources/Chief AccountsOfficer, Finance Department, Civil SecretariatI&K Jammu/Srinagar.

However, wherever due to any administrativeor financial problem, the DDO could notdeduct the premium of his employee(s) fromthe salary of the November 2018, he shallimmediately deposit/remit the prescribed pre-mium against the proper Head of Account inthe concerned Treasuries through challan aftercollecting the premium from the left-outemployees to bring them under the insurancecoverage. Navin said sanction has also beenaccorded to the advance drawal of Rs12,59,65,000 @ Rs 360 per employee by theJoint Director Resources, FinanceDepartment for subsequent release of theamount to the M/S Oriental InsuranceCompany Ltd as premium for Group PersonalAccidental Insurance Policy for 3.50 lakhemployees of the Government of Jammu andKashmir for a period of one year.
