Operations The wastewater treatment plant processed an average of 1.64 million gallons of influent per day (MGD) and zero plant related odor complaints were received. On November 28th Reynolds Construction, Field Operations Team and Plant Operations Team successfully shut down the collection system in order to complete the headworks bypass project piping. We also coordinated with the team in Islamorada when to shut down and bring their collection system back up. We are currently utilizing the bypass mode with screening box at the headworks successfully.

Wastewater Field Operations There was a total of 39 service calls for the current month. Of these, 28 were system generated, mostly by low vacuum detection at a vacuum station. These system generated service calls caused no damage and had no effect on the District’s customers. The problems were corrected quickly by the field staff. The remaining 11 service calls are as follows:

Non-System Generated Odor

Controller with serial #AC138985 was found hung open, causing a low-vac at the vacuum pit for Lot #40 in Calusa Campground.

The controller is completely disassembled. Dirt and water was found throughout the inside of the controller. Debris inside the components of the controller is what caused it to malfunction.

The components of the controller are cleaned and dried. It is now ready for a new rebuild kit. The rebuild kit replaces all rubber parts, 1/16” tubing and the shaft. The shaft spring /washer, air passage screen, check valve housings, sensor assembly and needle valve will get replaced as needed.

Vacuum Chamber test. The Vacuum should not drop more than 1” Hg in 10 Seconds.

Inserting the Sensor variable duckbill and valve diaphragm onto the controller, before Chamber A is assembled and installed.

The controller is assembled and ready for testing. During this stage the controller will go through the following tests. Sensor setting test, sensor variable duckbill test, sensor seat test, valve diaphragm test, 3rd seal test (shaft seal test), check valve and 4th seal test.

The controller is now completely assembled. It is ready for the complete controller exterior leak and sensor diaphragm test.

The controller is ready for the final test. The controller is now simulated to ensure that it fires off with 4”- 6” of water and that it does not hang open for longer than 7 seconds.

The controller info is logged into the controller rebuild log and it is now ready to be installed.

The Solar Arrays project includes solar panels over the disinfection basin and on the roof of the Operations Building. During the month of November, SALT submitted the final plans and shop drawings for the solar array to be placed on top of the Operations Building. They also submitted their safety plan for temporary restraints and harnesses for working on the roof of the building. The solar panels for both the Operations Building and the disinfection basin arrived and were stored on site.

Reynolds Construction of Florida LLC began working on the headworks bypass portion of the Capital Upgrades Project. On the night of November 28, the flow from both Key Largo and Islamorada was shut down to allow for installation of the tee needed for the bypass piping. The shut-down went according to schedule and the tee and valve were installed. The new screening box was lifted and set on top of the headworks platform and the vertical section of the18” ductile iron pipe to the screening box was installed. The Capital Upgrade project consists of four separate scopes of work that are described below.

This project consists of 18” ductile iron pipe and fittings, electrically actuated 18” valves, replacement of corroded metallic conduit on the headworks and cleaning, concrete repairs and re-coating of the influent channels.

The process water pumping system consists of four variable speed water pumps to provide treated effluent for use as seal water, chemical mixing water, centrifuge wash water and general wash-down water around the plant. This system replaces a single pump system with bladder tanks.

Scope 3 Bridge to SBR #3

Contract Price $26,399.93

The bridge to SBR #3 includes a walkway, handrails and support columns to bridge the gap between the 3rd floor exterior walkway of the Operation Building and SBR #3. The bridge will allow for improved access to SBR #3.

The filter booster pump upgrade includes removal of one 30 HP pump and replacement with a 14 HP pump, removal of the local control panel and replacement of all conduit and wiring between the pump station and the Operations Building. The project also includes re-programming to improve operator control of the pumping system.

Active IT Projects Project Description

Continuing Database Services RFQ

RFQ to develop, build and support database modules that will facilitate the District’s operations was advertised for proposals on May 9, 2018. Deadline to submit proposals was July 16, 2018. Three proposals were received and evaluated by a 5 person committee. There was a public meeting on August 28, 2018 to announce the results. This project was presented to the Board on October 2, 2018. It will be brought back for more discussion and a presentation on January 8, 2019.

Vac Station I Cameras

We are starting to install the security camera system at Vac Station I. This is the last vac station that we will need to install.

Plant Front Gate Entry System

We replaced the front gate entry system at the plant. The previous system was part of the original install and had many unfixable issues. The new system was install in-house and is functioning well.

The Disinfection Basin Repairs and Modifications Request for Proposals was published in October. A single proposal was received. An update on the proposal is presented in the Engineering section of this report.

Steel Storage Building $175,250.00

The Field Operations department has included a steel storage building in its capital budget for FY 19. The proposed building would be approximately 37’ X 25’ and would be tall enough to drive a forklift into. The building is proposed to be at the WWTP site adjacent to the Vacuum Station E building. It is anticipated that this item will be discussed in February and may be authorized by the Board to be advertised.
