The Association for Neighborhood and Housing Development held its Annual Meeting on Nov. 12 at the Bubble Lounge in Tribeca, where more than 80 members, board, staff, and friends celebrated ANHD’s accomplishments over the past year. The festive crowd also cheered the election of Margaret Chin, Brad Lander, and Jumaane Williams—former ANHD Board Members and colleagues—to the New York City Council. All three Council Members-elect had inspiring and hopeful words for groups committed to building strong, vibrant, and affordable neighborhoods in our city. Representing Chinatown and the Lower East Side, Chin thanked her supporters and pledged she would remain committed in her new position to her strong, vocal advocacy for affordable housing. Representing Park Slope, Carroll Gardens, and Borough Park, Lander stressed that the city’s high rate of homelessness was unacceptable, and deplored the need of so many New Yorkers to pay an unsustainable portion of their incomes for housing. Representing Flatbush, East Flatbush, and the Flatlands, Williams also strongly reiterated his commitment to ensuring that all New Yorkers have access to affordable housing. The three new Council Members stressed how much they value the efforts of ANHD and the importance of working together going forward. During the formal part of the event, Board President Michelle de la Uz, Executive Director of the Fifth Avenue Committee, acknowledged the leadership of ANHD’s new Executive Director, Benjamin Dulchin. De la Uz congratulated Dulchin for making great strides to build on ANHD’s long, successful track record of high-impact advocacy. She also outlined this year’s programmatic highlights, including: Launching the Center for Neighborhood Leadership, a joint project of ANHD and the New York Immigration Coalition aimed at establishing a permanent infrastructure in New York City to promote and bolster community organizing and leadership development. The Center’s first class of 10 community organizing apprentices are now working with host groups throughout the city. Completing the first year of the second four-year cycle of the Initiative for Neighborhood and Community Organizing (INCO), a partnership between ANHD and the Neighborhood Opportunities Fund, a local donors collaborative. • Hosting a National Conveningon Permanent Affordability at the FordFoundation attended by over 65housing officials, policy experts,CDCs, and advocates from acrossthe country. Participants shared bestpractices and workable models; HPDCommissioner Rafael Cestero gavethe keynote address, noting that thecity was actively exploring permanentaffordability strategies.

• Taking a more industrywide andstrategic approach to BankReinvestment Advocacy. ANHD metwith banks, regulators and electedofficials to ensure that partnershipspromoting lending and investment inour communities are maintained andstrengthened in a meaningful way.

• Releasing a new report,“Predatory Equity: Evolution of aCrisis,” which details the impendingstorm of default and foreclosure ofvastly overleveraged rentalproperties and advocatesmeasures to secure these buildingsas affordable housing. ANHD isalso training and supportingmember organizations working toresist the harassment anddisplacement of tenants.

• Preserving federally assistedhousing projects. ANHD played a keyrole in Belmont Arthur LDC’sacquisition of Findlay Plaza, a Section202 property that is home to over 160senior citizens.

• Working to assist first-timehomebuyers and stem the tide offoreclosures through the comp-rehensive activities of the New YorkMortgage Coalition.

The FMR for an area is the amount that would be needed topay the gross rent (shelter rent plus utilities) of privatelyowned, decent, and safe rental housing of a modest (non-luxury) nature with suitable amenities. In addition, all rentssubsidized under the Housing Choice Voucher program -Section 8 Vouchers -must meet reasonable rent standards. Inaddition to determining payment standard amounts for theHousing Choice Voucher program, the FMR is used todetermine initial renewal rents for some expiring project-basedSection 8 contracts, to determine initial rents for housingassistance payment (HAP) contracts in the ModerateRehabilitation Single Room Occupancy program (Mod Rehab),and to serve as a rent ceiling in the HOME rental assistanceprogram. In the New York Metropolitan area, FMR increasedslightly for studios and 1 bedroom apartments, but decreased

by a comparable amount for larger apartments.

AARP, in a new report, recommends preserving affordablehousing near transit. The report, co-authored by the NationalHousing Trust and Reconnecting America, has found that morethan 250,000 privately-owned federally subsidized apartmentsexist within walking distance to quality transit in 20 metro area.With demand to live near transit on the rise, this criticalhousing resource is increasingly at risk in the face of upwardpressure on housing prices and expiring government subsidies.The report concludes that preserving affordable housing neartransit is essential for creating livable communities for olderAmericans. AFI enables community-based nonprofitsand government agencies to implement and demonstrate anassets-based approach for giving low-income families a handup out of poverty. DHCR seeks proposals to supplement compliancemonitoring of weatherization program. Due to the largeincrease in Weatherization funds through ARRA, DHCR isseeking to supplement the compliance monitoring activites ofthe Agency.
