Charter  School  Governance,  Accountability,  and  Authority  Task  Force    The  Charter  School  Governance,  Accountability,  and  Authority  Task  Force  (CSGTF)  Working  Group  had  a  meeting  on  November  17  addressing  the  details  within  HRS  §302B  that  had  not  yet  been  discussed.  The  next  Working  Group  meeting  is  on  December  6  at  1:00  pm  in  the  State  Capitol.  The  final  CSGTF  meeting  is  on  December  7  at  10:00am  in  the  State  Capitol,  room  225.  As  a  reminder,  for  additional  information  on  CSGTF,  visit  the  CSGTF  website.

LSB Policies and Procedures Consistent with Ethical Standards of Conduct As mentioned in previous CSAO Updates, in accordance to HRS §302B-7, local school boards (LSBs) are required to develop internal policies and procedures consistent with ethical standards of conduct, pursuant to Chapter 84. The Charter School Review Panel has indicated that they plan to withhold the third per pupil allocation in January from those schools and LSBs that have not met this requirement. An LSB is not considered in compliance with this statutory requirement until the CSAO has a copy of the necessary policies. Contact Kenyon Tam at [email protected] to ensure that the CSAO has your applicable LSB policies or with any questions.  

Pursuant to the responses to the community, we have formed a committee to work on the ESEA waiver on the behalf of the charter schools. The Department of Education has willingly accepted this committee to help draft and implement the application for the ESEA Flexibility Waiver. Exit  Interview  with  the  State  Auditors    The  Office  of  the  Auditor  self-­‐initiated  a  system-­‐wide  audit  of  the  charter  schools  earlier  this  year.  After  several  months  of  waiting,  the  State  Auditor’s  office  has  finally  scheduled  an  exit  interview  with  the  CSAO  and  the  CSRP,  set  for  Monday,  November  28.  We  will  keep  you  informed  of  the  results.    

 

E-­Rate  Update    E-­‐Rate  is  a  federal  program  that  provides  discounts  to  schools  to  for  telecommunications  and  Internet  access,  and  the  CSAO  has  been  providing  the  technical  assistance  to  the  charter  schools  for  this  program  for  years.  For  this  year,  we  have  selected  an  outside  company  to  take  over  the  E-­‐Rate  process.  We  have  signed  a  contract  with  Miller  Institute  (learningtech.org)  for  SY  2011-­‐12.  After  this,  the  Miller  Institute  can  work  directly  with  schools  in  the  future  on  providing  E-­‐Rate  services.  Schools  on  the  E-­‐Rate  list  will  be  contacted  shortly  with  timeline  information.  For  any  questions,  contact  Katy  Parsons  at  [email protected].

Supplemental  Agreements    As a follow up to CSAO’s meeting with HSTA, we will be sending a memo to HSTA early next week to commence negotiation of supplemental agreements on behalf of the Local School Boards that have requested assistance. If your LSB would like assistance and has not contacted CSAO yet, please contact Allan Toh at [email protected].  

2012  Eddie  Would  Go  Essay  Contest    The  Eddie  Aikau  Foundation  is  launching  their  7th  annual  Eddie  Would  Go  Essay  Contest.  This  Essay  Contest  is  open  to  students  in  7th  through  10th  grades  in  all  public,  private,  and  charter  schools  throughout  the  islands.  The  contest  guidelines,  application,  and  timeline  can  be  found  at  the  Eddie  Aikau  Foundation’s  website.  Several  winners  from  last  year  came  from  the  charter  schools.  Applications  must  be  postmarked  by  January  24,  2012.      

Update  to  Official  Enrollment  Count    Last  week,  we  provided  you  with  a  preliminary  enrollment  count  table.  The  CSAO  is  still  waiting  on  a  few  schools  prior  to  being  able  to  finalize  the  FY2012  official  enrollment  count  (OEC).  However,  assuming  that  the  final  supporting  documents  are  received,  the  OEC  for  this  year  is  9,339.  This  is  406  students  below  the  May  projected  enrollment  of  9,745.  Below  is  the  latest  chart  that  provides  the  updated  school-­‐by-­‐school  details  and  includes  the  November  count  and  next  year’s  projected  count.      FY2011-­‐12  Official/Projected  Enrollment  Counts

 Second  Per  Pupil  Allocations      In  last  week’s  CSAO  Update,  we  included  a  table  that  showed  the  breakdown  of  the  second  per  pupil  allocation.  Those  that  signed  up  for  ACH  transfers  received  payment  on  November  16.  Physical  checks  were  mailed  out  on  November  16  to  all  other  schools.
