ACT Inc. Assessment for ARDECACT Inc. offers an assessment process. We follow the AADDIE method: Assess, Analyze, Design, Development, Implement, Evaluate. This is necessary because you can’t impose the technology and improve the use of technology without understanding process, flow and fit.

First we will do a systematic assessment (current – desired):

Process is how the information and the data that you need to get you from where you are to where you want to be, works. Need to graphically identify the pattern of where you are, to where you want to be.

We look at the human process and the technical process. Must also look at environmental factors. While this phase of the assessment is going on you look at opportunities for improvement.

Flow is where it moves within the organization and touches others that are outside. This is the operational side. For example, if they’re using Pro/E to design weapons, they need to think about designers, manufacturers and soldiers in the field. This is the value chain. May include financial chain, supply chain, etc. The manufacturer may want to see design in a CAD format; does he use the same CAD system?

Fit is where you’re aligned with the outcome that you desire. Once the fit is defined, we will define interventions (i.e. red dots on the visuals).

The last step is the systemic assessment (how to move from current – desired):

Root cause is where we can really address the design of the improvements.

The end result is a set of performance improvement solutions that are viable, affordable and can be implemented with documented metrics for evaluation and change along the way. This gives you more control over the outcome and your investment as more information is available.

ImplementationThe purpose of the assessment is to determine the readiness of ARDEC engineers to perform their jobs in the existing working environment. Since this is not known, it is not possible to determine the total cost of the assessment process until it is well underway. We believe, however, that we can gauge the time and cost to conduct this process after a 3 – 5 day preliminary assessment. This will involve our certified performance coach, Robin Rokisky, working at your site to understand the overall processes and functions performed by ARDEC engineers. The estimated cost of the preliminary assessment, based on Federal Supply schedule, is $0000 to $00000. After the conclusion of the preliminary assessment, a report will be prepared that outlines the recommended process for conducting the complete assessment as well as the estimated cost.

Robin Seaton RokiskyIntroduction and Biography

Robin S. Rokisky, CPT, is a Principal of Seaton Delta Consulting, an Ohio-based firm dedicated to providing world-class performance solutions for today’s business problems. Mrs. Rokisky has helped organizations and individuals achieve measurable results in business information technology (IT) investments, as well as in Team and personal effectiveness for over two decades.

Robin recently achieved the highly sought-after and internationally recognized designation of Certified Performance Technologist. This award was based on national peer review and attestations of demonstrated competence for over 10 years, providing measurable results on projects such as cross-enterprise/cultures IT integration; establishing innovation teams and related processes; improving customer service ability and re-alignment of IT support organizations; and leadership development resulting in substantial business growth. She holds five additional performance related Certifications, including one from Yale in Team Performance Leadership.

Robin started her career in IT as a “crossover recruit” into the computer systems world back in the 1970’s. Pulled from a process engineering / sales group, she was given the mission of ensuring installation through education and support on an international scale for new online computing systems across three divisions of an engineered products company. The daughter of a career Air Force pilot, her unique combination of skills in cross-cultural communication, change, and disciplined project management allowed her an opportunity to facilitate technology, people, and business integration successes; and build bridges between her “internal clients” and then disparate equipment, telephony, and software vendors.

Subsequently “growing up” corporate ladders of manufacturing, service and legal organizations through assignments spanning: distributed systems analysis/design/programming; user education/training; information center/help desk startup and management; strategic planning; cross-platform vendor management; outsourced services; technical event/conference management; and even regulatory compliance. Progressively assuming responsibility at Management and Director levels, Robin evolved her skills in all aspects of value-add IT integration that span mainframe to mini; PC to networks; and wireless to web-portal technologies. Additionally, she has quite purposefully developed what are traditionally termed “soft skills” relating to human performance at both an individual and organizational level – resulting in an ability to rapidly identify and break down barriers to success both systematically and systemically.

Robin’s cross-industry Clients include small and medium growth businesses, as well as larger perhaps better-known Clients such as Highlights for Children, HospiceCare, The Plain Dealer, Thompson Hine & Flory LLP, Society (KeyCorp) Bank, Stroh’s, The Davey Tree Expert Company, and the Visiting Nurse Association, to name a few. ABOUT CADTRAIN

DiscoverIT ‘s parent company, ACT Inc., has entered into an agreement with CADTRAIN to deliver computer network enabled, self-paced training and assessment products to Picatinny Arsenal.

Self-paced training and assessment have reduced costs and increased the effectiveness of training for many of our clients. Motorola, Siemens and Cingular are a few of DiscoverIT ‘s customers who have benefited from our computer based training products. Studies have shown that “e-learning can yield a budget savings of 40 to 50 percent2” and “return on Investment (ROI) truly become evident when companies see a real difference in business quality and productivity3”. To meet the needs of Picatinny Arsenal, DiscoverIT, like PTC4 (see Appendix B), has entered into an agreement with CADTRAIN to deliver their COACH (Cadtrain On-line Assistant) Curriculum for Pro/ENGINEER, or COACH for Pro/E, and COACH Learning Management System (COACH/LMS) products to your Pro/E users. More than 1,000 companies worldwide use COACH as an integral part of their training and support strategy for Pro/E.

COACH for Pro/E. This curriculum5 includes more than 800 hours of learning content and 2,500 individual topics. Accessed through a standard web browser, COACH Pro/E can be delivered through the Picatinny Arsenal internal network to offer users the right education with the right media at the right time. Users can learn new skills as needed and immediately apply them to real projects and situations. COACH for Pro/E delivers interactive examples and hands-on exercises to reinforce learning. DiscoverIT can now offer a blended environment of classroom training, e-learning tools and both formal and informal support.

COACH/LMS. This Learning Management System (LMS) for Pro/E provides full-featured training, assessment and tracking to help manage and improve user proficiency. This system offers the most comprehensive set of tools available to enable Picatinny Arrsenal to capture critical information, validate training and calculate the return on investment on your training dollar. After a review of your requirements, COACH/LMS will be tailored expressly for Picatinny Arsenal, establishing a skills matrix for each user to identify the specific training modules that are needed for job performance. As training takes place, COACH/LMS provides adaptive content and comprehensive assessments and continual feedback to ensure that users learn what they need to know.

COACH products can be used to complement instructor-led training, both before and after implementing a course, allowing Picatinny Arsenal to reinforce user training and leverage your investment. Reports that show the results of each user’s progress can be generated from COACH/LMS and also can be exported into Excel templates designed for Picatinny Arsenal.
