INDIAS MONUMENTAL MESSPAGE 5
As Darbar move has arrived in Jammu, it
is promotion time for the citizen. Now he
will see with his eyes stretched from ear to
ear plus mouth wide open, the whizzing
past of special people called politic ians,
administrators and ministers. Otherwise,
they were living a remote Jharkhand jun-
gle style life with no insight about fast
moving white cars, police jeeps and
sirens. Poor Jammites will now feel and
have darshan of these special people.
Promotion is a great soothing cause to cel-
ebrate. Previously tribals and now sub-
jects as Darbar is have arrive d to rule
them, the citizens have been given peakhour time to celebrate. Between 9 and 10
AM, they will be stopped at all important
roads and crossings for long time. They
will be made to guess and play Kaun
Banega Karorpati on which minister is
passin g and how ma ny ca rs are followi ng
him. The government has given been gra-
cious and those who miss the morning
show have been given another prime time
slot in the evening. They can indulge in all
fancies and look to the sky and thank God
about real democracy and arrival of
Darbaris and listen to their peculiar Raag
Darbari. The show will continue for six
months so, Jammuites are fortunate
enough to thank their stars. Great gover-
nance and the lucky Jammu citizen whatelse he wanted than this valuable bargain.

The Darbar has opened yesterday
and as per tradition, the Chief
Minister was presented with a Guard
of Honour. It reminds one ofAlexanders entry into Persia---
pomp, show, mil itary drill and th en
the overreaching statement ---All
that is not Greek is ugly. Omar
uttered the same style statement
about Narendra Modi, the BJPs PM
candidate--- I can dislike him but
not ignore, he can galvanise the
BJP. Days earlier, in order to set
the political stage for his grand entry
into the Jammu Secretariat, he laidout his vision about the political
future of Kashmir. He evinced inter-
est in the North Ireland formula or
Scotland pattern relationship for
Kashmir with India. When ques-
tioned about this statement, he
resorted to his usual parroting;Kashmir is an integral part of India
and shall always remain so.
This was one scene, set for the peo-
ple by Omars Nat ional Conf erence. While he was receiving the Maharaja
style Guard of Honour, PDP, his
main political opponent in his home
turf took out a large rally to oppose
Omars war mongering on
Kashmir. PDP rally led by
Mehbooba Mufti sensing the prover-
bial iron is hot strike now op portuni-
ty, hit hard on the Chief Ministers
stance on Pakistan when he said
India should hit hard at Pakistan.
PDP in true testimony to its versionof another faade of political haze
does not want India to hit hard at
Pakistan. What makes them crib and
complain on Omars stance when
Pakistan is indulging in total hate
India; bash India approach is equally
not understandable.
Back at Jammu, when Omar entered
the Civil Secretariat, another must
political scene was created by BJP,
who believe Jammu is their funda-
mental stronghold. They too had to
show their political worth and whatan opportune moment than to take
out a protest rally and march as near
to secretariat as possible. Then have
a sit in, mission accomplished, jobdone and work statement completed
with a big media photo shoot click-
ing their every move, they think
Jammus aspirations have been
given vent to.
Three political dramas in a single
day, yet all such efforts only enacted
to influence constituencies or play to
the galleries. In first place, Omar
Abdullah is the Chief Minister of a
sensitive state. He has no right to
speak in public about contentiousissues which will only rake up con-
troversies remotely connected to any
solution on Kashmir. Given the pen-
chant of politicians to comment on
anything, it makes a dispassionate
observer hang his head low over the
polit ical oppor tunis m being dis-
played by them. Regarding Modi
one preponderating factor today is
that he has galvanized his party to
action. He is becoming a bogeyman
for the opposition and Omar being a
partn er with un-li kemin dedCongress at the Centre and in coali-
tion with it in the State it is but natu-
ral to pay some tribute to it via Modi
bashing. Rem ember all Modi dis likeor hate statements are being regis-
tered at 10 Janpath, so why not to get
a decent entry there.
Darbar move is an administrative
exercise and not an ideal stage for a
political fight. Omars statement s,
PDPs protest and BJPs loud
demonstration are not needed on
such occasion. Instead all the politi-
cal parties should have released their
policy principles in order to make
administration corruption free andresponsive to the aspirations of the
people. In a spir it of coo rdination it
was one moment when there should
have been some unanimity on mak-
ing governance effective. As Darbar
move and opening of Secretariat in
Jammu means after six months it is
now time for this region to taste the
fruits of good and effective gover-
nance. That spirit is miles away and
not in sight at all given the oppor-
tunism and political slug-fest, all
parties ar e indulging in to. In the bar-gain Jammu will continue to suffer
on many counts.

JAMMU, NOV 04 Jammuand Kashmir chief minister,Omar Abdullah, Monday

a bit of exaggeration."As far as, Modi wave is con-cerned. I think the Modiwave would be a bit of exag-geration", he told media per-

be on the average voter but itis visible amongst the cadreof BJP to the extent that it has

Are you not
part of I ndia, of course youare", chief minister clarified.Replying to another questionabout its coalition partner's(Congress) aversion to opin-ion polls, Omar said that he
has no opinion about hisallies felt about the subject."As far as NC is concerned, the opinion polls rarely areconducted in Jammu and
Kashmir and therefore this ismore a theoretical questionrather than a practical one"."The day, I feel that meaning-ful opinion polls are conduct-ed in the state and they havea bearing on the elections, Iwill form an opinion till weare regional party for us toform an opinion that mattersin rest of the country nothere'.To a question about Irelandtype solution in resolvingKashmir imbroglio, he saidthat as a chief minister "itwould be gross impropriety,if I was to promote one solu-tion as opposed to others. Asa leader of the NationalConference, my party has

the fact that we want a dia-

Seven killed ...one in a private hospital,
officials said.
Armed with automaticweapons, suspected Garo
National Liberation Army
insurgents from across
Meghalaya had on Sunday
night indiscriminately
opened fire upon a group
of people gambling on the
occasion of Diwali at
remote Gendamari, under
Aagia Police Station.
Six persons were gunned
down on the spot, while
10 others were seriously
injured with one of them
succumbing to his wounds
on way to hospital, they
said.
Those killed on the spot
were identified as
Bholanath Rabha,
Amarendra Rabha,
Jayanta Rabha, Puran
Rabha, Kalpanath Rabha
and Lulu Rabha.
Security measures have
been intensified in the dis-
trict following the inci-
dent, the sources added.
Goalpara district has been
witnessing violence since
October 20 last with
protests against the
upcoming Rabha Hasong
Autonomous Council
elections between
November 13 and 25
demanding exclusion of
non Rabha areas from the
Council.
Sources ruled out that last
night's incident was con-
nected with the Council
elections.
Proscribed GNLA based
in the Garo hills jungles of
Meghalaya, adjacent to
Goalpara district, has been
fighting for a separate
state since 2009 indulging

has never uttered a single
word for Jammu, the BJP
always remained on fore-
front to highlight the prob-

migrants, senior citizens,

gramme is for highlight-
ing the discrimination
with Jammu and seeking
attention of the govern-
ment towards the Jammu
and Ladakh regions.
Shamsher Singh Manhas
said that despite massive
funding from the Centre
for development of all the
three regions but major
portion of these funds is
expended in valley. Not
only this, even the funds
exclusively meant for
Jammu too are diverted to
Kashmir and the Congress
is responsible for such act

LTC scam: ...assistant who had submit-

but no money was ever
transferred to his account.
The MP has claimed that
he had brought this matter
to the notice of concerned
authorities and even sub-
mitted that complaint let-
ter to CBI when it
searched his premises
here.
The tour operator and Air
India did not offer any
comments.
CBI has alleged that Mr.
Sahani made false claimsof approximately Rs. 9.5
lakh for seven business
class return air tickets
costing nearly Rs. 1.34
lakh each to Port Blair in
December 2012 using
fake air tickets and board-
ing passes for himself and
six associates, the sources
said.
CBI sources said the
agency has registered a
case of cheating and for-
gery among other charges
under Indian Penal Code
(IPC) and relevant provi-
sions of the Prevention of
Corruption Act.
CBI has alleged that the
MP purchased seven
return e-tickets in con-
nivance with the tour
operator and the Air India
employee. He also
allegedly used online
service to get boarding
passes using web check-in
basis.
The sources said just
before the boarding time,
these boarding passes and
tickets were allegedly can-
celled using the sign-in
code of Akhtar, the Air
India customer service
agent, and money was
refunded with little deduc-
tion.
Meanwhile, the e-tickets
and boarding passes
which were earlier issued
were allegedly presented
to claim the travel expens-
es by the MP.
The sources said even
though no expenses were
incurred by the MP, he
allegedly claimed the
amount using these e-tick-
ets and boarding passes
which were cancelled.
Chopper scam: ...any kickbacks.
Giuseppe Orsi and Bruno
Spagnolini, former and
current Chief Executives
of AgustaWestland respec-
tively, are facing trial in
Italy for alleged corrup-
tion. Mr. Orsi was heading
AgustaWestland when the
deal was signed in 2010
and is now the Chief
Executive Officer of par-
ent company
Finmeccanica.
The statements of both
these top executives are
important for CBI for
finalising its charges
which would be levelled
in the charge sheet, the
agency sources said.
India has become a civil
party in the ongoing trial
in Italy which helped it in
getting court documents
submitted by Italian pros-
ecutors in connection with
the case.The CBI needs statements
and answers to its queriesfocusing on its probe so
far in the case. The agency
will have to corroborateallegations levelled in its
FIR, besides piecing
together the entire
sequence of events in its
charge sheet.
It has named both the
firms in its FIR in which11 others including Mr.
Tyagi and three alleged
European middlemenhave also been named for
"tilting" the deal inAgustaWestland's favour
in lieu of 51 million euro
bribes.
The agency has alleged
that the bribes were trans-
ferred through a web of
Indian and Tunisian soft-
wares firms in the garb of
technical contracts.
It has alleged that during
his tenure as the IAF
chief, Mr. Tyagi and "with
his approval" the Air
Force, "conceded to
reduce the service ceiling
for VVIP helicopters from
6,000 m to 4,500 m as
mandatory to which it was
opposing vehemently on
the grounds of security
constraints and other relat-
ed reasons".
According to the FIR,
"Haschke Guido and
Gerosa Carlo (middle-
men) managed to send
5.6 million through
Mohali-based IDS
Infotech and Chandigarh-
based Aeromatrix Info
Solutions Private Ltd to
India and kept the remain-
ing amount out of about
24.30 million received
from AgustaWestland with
themselves in the account
of IDS Tunisia."
Both the Indian compa-
nies have denied involve-
ment in the bribery scan-
dal.
State needs ...Kamal further added peo-
ple of J&K require a chief
minister who is accessibleto the common masses,
understand their senti-
ments, requirements and
aspirations and not ambi-
tious opportunists catering
only to the vested interest
of his kiths and kins and
not the down-trodden. The
border issues can be tack-
led by the centre govern-
ment and the para military
forces not the irrelevant
genesis of incompetent of
Chief Minister, says Dr.
Nirmal Kamal.
China sets ...DBO on August 20 this
year.
The matter was raised at
the border meetings dur-
ing which the Chinese
side claimed it was aweather station, a state-
ment which the Indian
side contested as there was
no civilian population in
the area.
The DBO air strip had
been activated after 43
years in 2008 when an
AN-32 transport plane
landed there.
However, after the land-
ing, the transport plane
was used only for air drop-
ping material for troops of
Army and ITBP, manning
the hostile terrain in this
region. Hercules has made
at least seven landings so
far in the area, the sources
said. It is capable of carry-
ing up to 20 tonnes of
load.
In a related move, Chinese
troops mounted on vehi-
cles entered five km deep
into Indian territory at
Trade Junction area in
north of Ladakh.
However, there was no
face-off as the Chinese
troops pulled back on their
own, the sources said.

Sunil Khandbahale did notknow how to use a dictionary. He is now the proud creator ofdigital dictionaries in all 22vernacular languages SunilKhandbahale is a picture ofunassuming self-assuranceand eager observation. For aman who has garnered muchacclaim for creating online
and mobile-based dictionariesfor all the officially recog-nised Indian languages, helooks around with some aweat the interiors of the LeMeridien hotel in the city, where he was invited to speakabout his work at INK 2013.
This is thefirst time Ihave sat in a
plane, hereveals with asmile, I wasmore worriedabout checkingin and bucklingmy seatbeltthan the actualtalk. Sunil, one of threechildren from afarming familyin Mahiravani, near Nashik, says that he isthe first in hisfamily to havereceived com-
plete formale d u c a t i o n .My parentswere not finan-cially well off,
but they weredetermined to educate us. Ioriginally wanted to become a
painter but because I got goodgrades I was sent to an engi-neering college to studyinstrumentation, he says. ForSunil, who had studied inMarathi medium till then, theGovernment Polytechnic ofAhmednagar was a chal-
lenge. He was one among theminority who did not speakEnglish, a factor that prompt-ed some of the other studentsto leave the course and madeSunil consider the same. Iwas on the brink of quitting
but I remembered the sacri-
fices my parents had made toeducate me and I could notgive up on them. When Iapproached a professor withmy problem, he suggested Iget a dictionary. I found it to
be a strange word and did notknow what to do about it,Sunil says. Sunil did eventu-ally learn its meaning and
procured a dictionary, spend-ing hours making notes andlearning new words. By thetime his course ended, Sunilwas surprised to learn that hewas among the few who had
passed. The a chievement ledhim to think that his friendswho had left the coursewould have stood a betterchance had they also hadaccess to a dictionary. Thedictionary was my friend, and that friendship hadhelped me see that day. So Istarted making photocopiesof my dictionary, with all mynotes and observations, butthe reach was limited. I thenconsidered printing it as a
booklet but that raised a l otof new costs I could not bear. This was in 1997, and com-
puters were becoming popu-lar, so I decided a digital dic-tionary was the way to go,he reminisces. After over-
coming his lack of softwareknow how (by sitting in aroom with a borrowed com-
puter and books for the betterpart of six months), Sunilfinally released an onlineEnglish-Marathi-English dic-tionary, the first of its kind.

Learning the French lan-guage is made easier with theonline course offered byClick on French. Designed
by teachers from the AllianceFranaise, the course onCertified Spoken FrenchLessons for Beginners(Level DELF A1), is certi-fied by the French Embassy.Bincy Mathew speaks to theMarcin Caban, managingdirector of the e-learning
port al. The Allia nceFranaise (AF) realised thatthere are a lot of peopleinterested in learning Frenchand who may have contactedone of the centres for enquir-ing after the course, but donot eventually sign up for thecourse because the centre isfar away or the timings donot suit their requirements. So the French embassy andAF understood that the alter-native to classroom learningwas to take the same qualitycontent or pedagogicalapproach used in AF andoffer it on an online plat-
form. This is how Click onFrench was started. Wouldnta one-on-one classroominteraction be better? Thereis no better way to learn thanone-on-one, when the stu-dent has the full attention ofthe teacher and is practisinghis French to the maximum. But nowadays you dontneed to be sitting in the sameroom with a teacher to have aone-on-one session with himor her. The uses of voice overInternet protocol (VoIP)tools allow a very effectiveinteraction be ween a teacherand a student. So now, thestudent has the choice, and ifhe had to choose between a
bad or average teacher in aone-on-one session in aclassroom or a one-on-onesession with an amazingteacher 1,000 km from him, Iknow what he will choose. At the moment, there are60,000 students registered onClick on French, and theyalso know what is best forthem. How was the course
conceived and how has itbeen structured? The coursetook the best teachers of theAlliance Franaise network inIndia, to design a tailor madecourse. The result is a step-
by-step, student focussedcourse that puts an emphasison learning to speak Frenchas fast as possible. For that, the course contains more than3,000 audio files recorded by
native French speakers so thatthe student can get the perfect
pronunciation, which is oneof the most difficult andimportant aspects of learningFrench.

KOLKATA: Preparing forhis last outing at the iconicEden Gardens, legendary
batsman Sachin Tendulkarwas a picture of focus andconcentration as the Indianteam hit the nets on Mondayahead of the all important
Test match against the WestIndies beginning November6.Tendulkar started off withsome warm-up exercises andsubsequently rolled his armover at the nets.Bowling in tandem withspinners RavichandranAshwin and Pragyan Ojha,Tendulkar dished out leg
breaks and Murli Vijay hadsome difficulty negotiatingthe spin at the nets. He was
beaten on a couple of occa-sions by Tendulkar's sharpturning deliveries. After bowling for a few min-utes, the little master paddedup and chatted with coachDuncan Fletcher as he waitedfor his turn at the nets.He first faced the pacers, dis-
playing his watertightdefence. While other bats-men at the adjacent netsmissed or edged a few,Tendulkar looked at ease hit-ting his trademark drives. He tackled the pacers foraround 15 minutes before
moving to the adjacent netwhere the spinners were onthe job. He also asked Ojha, who was bowling more at thestumps, to alter his linewhich the left arm obliged.Tendulkar, who seems tohave lost none of the zeal for
batting despite spending amarathon 24 years in topflight cricket, was in his ele-ment against the spinners ashe executed elegant drivesand cuts much to the delightof a motley crowd of aspiringcricketers. The batting legend knockedat the nets for another 20
minutes and then made wayfor the others, as he watchedthe youngsters practice at thenets. After a brief rest and chatwith teammates, Tendulkarmoved to the far away netwhere local club bowlerswere in action. He knocked afew balls and later gave a fewtips to the youngsters.Meanwhile, Fletcher wasseen engaged in an animatedchat with opener ShikharDhawan whose stint at thenets was uncomfortable as hecontinuously missed oredged. The coach was seen
gesturing to Dhawan aboutways to play the rising ball.At the fag end of the practice, when the Indian players were
busy in fielding drills,Dhawan spent some time dis-cussing matters withTendulkar.
Before moving out with histeammates, Tendulkar had abrief fielding ses sion wherehe concentrated on somecatching practice.Earlier, on his arrival at thevenue. Tendulkar was greet-ed by his wax replica placedat the entrance of the dress-ing room by the local staging
body, Cricket Association ofBengal (CAB), which is leav-ing no stone unturned tomake the master's swansongEden outing for India memo-rable for him, the city, as alsohis countless admirers. One hundred youngstersstood on both sides of thestretch from the main gate ofthe stadium upto the dressingroom and formed a humanchain when the Team India
bus arrived and Tendulkaralighted from the vehicle.Saluting 24 golden years ofTendulkar's international
playing career, 24 confetticannons burst spraying red

MUMBAI: The two matchesthat India lost in the ODIseries against Australia werethe only times when theIndian batting order was test-ed to the fullest. In the three games that Indiawon, the top three ensuredthat Suresh Raina, YuvrajSingh and the others simplydidn't have to pad up.While that should certainly
put a great deal of pressureon these middle-order con-tenders, those in the queuefor an opportunity top of theorder, have already realisedthat now is not a time whenselectors are going to comecalling at the door.Among them is GautamGambhir, who has decidedthat he'll be concentrating onthe Ranji Trophy this seasonin an effort to help Delhiretain the coveted title.
Mind you, here's a batsmanwho was reckoned to be theworld's best between 2008and 2011, a World Cup-win-ning Team India cricketer, and also someone who led
the Indian Premier Leaguefranchise Kolkata KnightRiders to a famous title winlast year."I prefer not playing cricket
just to make comebacks. Idon't believe in that thought.Whether it's the Indian teamor KKR or Delhi, India 'A' orany other team, I prefer to
play to win... Even if it's formy club or my company,"says the left-handed batsman. In an exclusive conversationwith TOI, Gambhir said thatthe decision to head toEngland and play for Essexwas also based on the philos-ophy that he simply wantedto get a taste of county crick-et, not because scoring therewould've meant selectorslooking at him from a differ-ent point of view."As a kid, I always wanted toexperience the English coun-
ty scene. It's unfortunate thatI had to return midwaybecause of a personal loss. Ihad just scored a century andwas beginning to enjoy thestint," he says.

From weak denials to contradictory state-
ments and vague responses, the UnitedStates has tied itself up in knots in trying todeal with its still-unravelling Snoopgate. It is more than five months since whistle-blower Edward Snowden left the Americanshores for Hong Kong, the first port of callin his agonising quest for political asylum and three months since the Russians didgrant him a temporary asylum for a year. But there is still no stopping the copiousflow of sensational disclosures onAmericas far-reaching surveillance opera-tions, all based ontop-secret documents leaked by the one-time CIA staffer and National Security
Agency contractor to select media outlets. For President Barack Obama, the last twoweeks have been a particularly testingtime. The new disclosures have been acute-ly embarrassing as never before, relating asthey do to some of Americas closeEuropean allies: France, Germany, Spainand Italy. A Guardian report that the NSAhas been monitoring the telephone conver-sations of as many as 35 world leaders hasbeen followed by the stunning dispatch inGerman weekly Der Spiegel thatChancellor Angela Merkels mobile phonehas been tapped by NSA right since 2002.An outraged Ms Merkel wasted little time
in picking up the phone and confronting MrObama, who sought to assure her that theUS was not eavesdropping on her.The German chancellor is apparently farfrom convinced. For the better part of thepast week, a team of German officials anda delegation from European Parliamenthave pitched themselves in Washington, complaining of breach of trust anddemanding that the Obama administrationmake amends forthwith. Their hurried tripfollowed another set of damning disclo-sures: That the NSA tracked more than 70million phone calls in France, some 60 mil-lion in Spain and 46 million in Italy. It ledto the incredulous spectacle of these alliessummoning the respective US Ambassadorand giving an earful over what Washingtonhas been up to. France and Germany havedemanded a no-spying pact, like the onethe US has with Britain, Canada, Australiaand New Zealand. So horrified have German diplomats beenthat they teamed up with their counterpartsfrom Brazil in an effort to draft a resolutionfor consideration and adoption by the UNGeneral Assembly. Brazils PresidentDilma Rousseff, after all, is one of the firstreported victims of American snooping, somuch so that she cancelled a scheduledState visit to Washington in September. Theproposed UN resolution may well be aimedat America, but the draft being deliberatedupon by some 20-odd countries, includingIndia, does not name the United States assuch. Instead, it simply calls upon all Statesto uphold the right to privacy and reviewtheir extra-territorial surveillance of pri-vate communications and interception ofpersonal data of citizens in foreign jurisdic-tions.With one report or another popping upevery passing day, the Obama administra-tion is still to get its act together on how todeal with what willy-nilly has become acredibility crisis for it among its own alliesand other friendly nations. As in the caseinvolving Chancellor Merkel, the questionbeing asked is whether President Obamawas really unaware of what has been goingon for years. US officials insist Mr Obamahad no knowledge of the reported tappingof Ms Merkels phone till she raised thematter with him, but the German newspa-per, B ild am Sonntag, quoted US intelli-gence sources as saying that NSA chiefGen. Keith Alexander had briefed Obamaon this specific matter back in 2010. Yet,Mr Obama did not halt the operation but
rather let it continue, the paper said. NSAspokeswoman Vanee Vines, however, refuted the assertion.US intelligence chief James Clapper, how-ever, came up with an altogether differenttake during a Congressional hearing, sur-prising everyone by stoutly defendingAmericas spying on world leaders, includ-
ing close allies. His rationale? The othernations, including allies, were doing muchthe same. For Mr Clapper, it is a basictenet to collect, whether by spying oncommunications or through other sources, confidential information about foreign
leaders to find out if what theyre sayinggels with whats actually going on. Theembattled Gen. Alexander was quick toconcur with him at the same hearing, com-menting that one of the first things helearned in intelligence school was that howvaluable it would be to learn about theintentions of foreign leaders. But the Senate Intelligence Committeeschairperson Dianne Feinstein appeared todisagree with the Obama administrationsintelligence brass. With respect to NSAcollection of intelligence on leaders of USallies including France, Spain, Mexicoand Germany let me state unequivocal-ly: I am totally opposed, said the seniorCalifornia Democrat, who was particularlycritical of NSAs monitoring of the calls ofsuch friendly leaders as Chancellor Merkel.Senator Feinstein mooted a total review ofall intelligence programmes. She spoke ofindications from the White House thatintelligence collection on USs allies wouldbe done away with. But there has been noformal communication from the WhiteHouse on this score. Spokesman JayCarney, however, acknowledged: Werecognise there needs to be additional con-straints on how we gather and use intelli-
gence. All these assertions notwithstanding, notedAmerican scholars are skeptical if theallied nations would put an end to theirspying on one another, given that it hasbeen going on for centuries. As ex-CIAveteran Peter Earnest, citing a famousquote by 19th century British statesmanHenry Temple, told CNN: We have noeternal allies and we have no perpetual ene-mies. Our interests are eternal and perpetu-al, and those interests it is our duty to fol-low. One of the strong defenders of thefar-reaching American surveillance is for-mer Vice President Dick Cheney. The fact is, we do collect a lot of intelli-gence, he says, noting: That intelligencecapability is enormously important to theUnited States, to our conduct of foreignpolicy, to defence matters, to economicmatters. For President Obama, however, the world-wide American surveillance and the back-lash from its allies and friends have onlyadded to his other recent woes, notably thepoor handling of events leading to theGovernment shutdown that lasted 16 days, and the ongoing problems with the rolloutof his signature healthcare initiative. Allthese have combined to bring down Mr
Obamas approval rating to an all-time lowof 42 per cent in a new NBC News/WallStreet Journal poll released this week. Theonly consolation for him is the even lowerrating of 22 per cent for Republicans in theUS Congress, who have made the goingtough for him on about every major policydecision.

Sample this! October 2013: TheArchaeological Survey of India, one of themost coveted agencies in India, startedexcavating at the fort of the former king,Raja Rao Ram Baux Singh in Daudia Kheravillage at Unnao in Uttar Pradesh in searchof gold supposedly worth Rs30,000 crore, and all based on a dream of a sadhu. Whereother nations invest money in excavationsonly after research and geographical sur-veys, the premier national excavationagency, which operates under the Union
Ministry of Culture, relies on the dreams ofseers. If you found that rollickingly laughable, thedents get more visible when one browsesthrough the recent Comptroller andAuditor-Generals report that states thatwhen asked to give details of past excava-
tions, the ASI could not give any detailsabout any of the 458 excavations that hadbeen approved in the past five years. If youwanted to search for evidence of misman-agement and fraudulent investments, oneneednt go far.The CAG also found out that out of thesample of 1,655 ASI protected monumentsit investigated, 92 were absolutely untr
