This past October, Pine Lake resident Kate Reese helped organize a community pumpkin
carving party at the picnic tables near the lake. Residents showed up with carving tools,
buckets to compost pumpkins guts, and armloads and wagonloads of crea!vity. They
brought their pumpkins too.
Neighbors shared ideas as well as some tasty munchies. Start thinking about your
pumpkin designs for next year. The fun of this year’s party may prompt an annual event.

The winter holidays are a !me for celebra!on, and that means more cooking, home
decora!ng, entertaining, and an increased risk of fire and accidents. Pine Lake CERT and
Neighborhood Watch recommend that you follow these guidelines to help make your
holiday season safer and more enjoyable.
Holiday Ligh�ng
• Whenever possible, choose holiday decora!ons made with flame-resistant, flame-
retardant, and non-combus!ble materials.
• Do not overload extension cords.
• Don't mount lights in any way that can damage the cord's wire insula!on. To hold
lights in place, string them through hooks or insulated staples. Don't use nails or
tacks. Never pull or tug lights to remove them.
• Never use electric lights on a metallic tree. The tree can become charged with
electricity from faulty lights, and a person touching a branch could be electrocuted.
• Before using lights outdoors, check labels to be sure they have been cer!fied for outdoor use. Make sure all the
bulbs work and that there are no frayed wires, broken sockets, or loose connec!ons.
• Plug all outdoor electric decora!ons into circuits with ground-fault circuit interrupters to avoid poten!al shocks.
• Turn off all lights when you go to bed or leave the house. The lights could short out and start a fire.
Decora�ons
• Use only non-combus!ble and flame-resistant materials to trim a tree. Choose !nsel and ar!ficial icicles of
plas!c and non-leaded metals.
• Never use lighted candles on a tree or near other evergreens. Always use non-flammable holders, and place
candles where they will not be knocked down.
Holiday Entertaining
• UnaDended cooking is the leading cause of home fires in the United States. When cooking for holiday visitors,
remember to keep an eye on the range.
Trees
• When purchasing an ar!ficial tree, look for the label "fire-resistant."
• When purchasing a live tree, check for freshness. A fresh tree is green, needles are hard to pull from branches,
and when bent between your fingers, needles do not break.
• Cut a few inches off the trunk of your tree to expose the fresh wood. This allows for beDer water absorp!on and
will help to keep your tree from drying out and becoming a fire hazard.
• Be sure to keep the stand filled with water because heated rooms can dry live trees out rapidly.
Toys
• Electric toys should be UL/FM approved.
Children and Pets
• PoinseFas are known to be poisonous to humans and animals, so keep them well out of reach, or avoid having
them.
• Avoid using !nsel. It can fall on the floor and a curious child or pet may eat it. This can cause anything from mild
distress to death.

the short-term moratorium, which

• Accepted a bid from United
Grading Company to demolish the
condemned property on Spruce
Drive.
• Approved a new alcohol ordinance.
• Approved a new schedule of
permit fees (available at City Hall).

and sediment control ordinance, in
order to keep the city’s storm
water plan current and legal.

from the Atlanta Regional
Commission, which looked at Pine
Lake’s Code for internal conflicts
and for provisions which might

The ARC looked at land use,
transporta!on, historic
preserva!on, and redevelopment,
and suggested specific
amendments to align all policies
with the goals outlined in the City’s Comprehensive Plan. The Council
is crea!ng a plan to implement
most of the suggested changes.
The in-depth report was a result of
a “Community Choices” award that
Pine Lake received this spring.

The 2013 budget is ready for
community and council review,
beginning at the work session on
Tuesday, October 30 (Clubhouse,
7:30pm), and again during the Town
Hall on Thursday, November 1 at
7pm (also at Clubhouse). This budget
is based on the CURRENT tax digest,
at the CURRENT millage rate. The
budget includes 2012 budget figures,
actual year to date, and proposed
2013 figures, along with explanatory
notes. The budget will be available
in hard copy on October 30 and on
the web on November 1. The official
Public Hearing (adver!sed in legal
organ) is on Tuesday, November 12
at 7:30pm; Council hopes to approve
the budget during the work session
on Tuesday, November 27.

McAllister ParkMcAllister ParkMcAllister ParkMcAllister Park Masters of the backhoe, employed by United Grading Company, spent three days in September taking down the two-
story residence on Spruce Drive which had been condemned aGer repeated flood damage. The mayor organized a
salvage opera!on, and took bids for nearly $800 in fixtures, paneling, molding, cabinets, etc. UGC took care of what
was leG, leaving a small concrete pad for future use and a short run of concrete driveway. GEMA has paid 85% of the
project costs; the 15% city share has been paid from the McAllister fund.
Now we start the design phase to be lead by Brent Walker, former city council member who works for the GwinneD
Parks and Recrea!on Department, under a contract with Lowe’s Consul!ng. The City of Pine Lake has entered into a
professional services agreement with Lowe’s for engineering, planning, and other municipal services. Their first task,
funded by a Community Development Block Grant through DeKalb County, is to lead a process for community input
(limited by the allowable uses of the flood-way property) and to develop a ‘concept site plan’. Brent began to gather
ideas during LakeFest and will con!nue his work during the November Town Hall. His findings and preliminary site
plan are on the agenda for the November Council mee!ng (Nov 12).

If you are a homeowner, you may undertake your own renova!ons, but you DO need a permit (available from City
Hall). You do not have to be a contractor. HOWEVER, if you have anyone else work on the house, then they need to
be either a licensed contractor, or licensed in one of the trades (electrical, plumbing, HVAC, etc.). In other words, you
can work on your own primary residence, but as soon as you get someone else involved, workers must be licensed.
The state law that governs this (O.C.G.A. 43-41-17(h) was historically oGen disregarded in Pine Lake. With SafeBuilt
now conducing inspec!ons and a new process for obtaining permits in place, the law will be fairly and consistently
applied.
Welcome New StaffWelcome New StaffWelcome New StaffWelcome New Staff Allison Campbell will coordinate all rentals and use of the Club House (and eventually the Beach House); she is paid
with funds from rental income and will be charged with maximizing the City’s rentals over !me.
Raoul Mar!nez has been hired as Public Works assistant to work 20 hours a week; Raoul brings a broad background in
general maintenance and repair. Welcome aboard!
Pine Lake Phone Lines Knocked Out
A windstorm in late October caused a power surge at City Hall. Most of the city phone lines were knocked out, leaving
one single line for both City Hall and the police sta!on. The lines that got fried also included the City’s voicemail
system. The only way to get an answer is if someone is in the office, and selec!ng extensions won't work. The City is
working on a solu!on, but in the mean!me, we ask for your understanding.

Miller are restoring an old property for Casa
Bizzoso. Future plans include housing a few
resident and studio ar!sts and providing

a garden and transform the old tennis court
on the property into a larger studio and
sculpture garden.

If you’re registered to vote in Pine Lake, your vo!ng

The nearest early vo!ng is at the Dekalb Vo!ng Office
at Memorial and Northern, 4380 Memorial Drive. This
is the old Home Depot building across from the Dekalb
County Jail. The county extension office and the tag

The tradi!on con!nues: Pine LakeFest 2012 was a fun-packed, community
-backed weekend enjoyed by a growing number of delighted aDendees.
This year boasted more vendors, more aDendees, more sponsors, more
ac!vi!es, more volunteers, and more enjoyment all around.
In addi!on to geFng beDer, LakeFest got comfy too. This year the
planning commiDee added several “conversa!on coves”—comfortably
decorated spaces, intermixed with the vendor booths, where fes!val
aDendees could sit, relax, and chat about the wonders of LakeFest.
CONTESTS As in previous years, LakeFest 2012 hosted art-inspired contest: sand
sculpture, chalk art, and Floatzilla—LakeFest’s signature flo!lla of
decorated boats parading across the lake. (See page 9 for a list of
contest winners.)
