Title: Membership Policy

1. QUALIFICATIONS OF MEMBERSHIP
a) Regular Membership – the individual shall be a graduate of High School Grade 12 and
have successfully completed a two year Post Secondary Education or equivalent.
b) Associate Membership – the individual shall be engaged or employed in the construction
industry.
c) Corporate Membership – the company / organization shall be associated with the
construction industry.
d) Honorary Membership - Granted by the Board of Directors as per Honorary Membership
policy.
d) Life Membership – granted by the Board of Directors as per Life Membership policy.
EQUIVALENCIES
- Grade 12 Completion
o GED or o Adult Education Program
- 2 Years Post Secondary Education
o Red seal journeyman certification in a related building construction trade. o 10 years experiences in the building construction field as a project manager,
supervisor, manager or owner of a construction company.
- Grade 12 and two years Post Secondary
o There are applicants whose education work experience and life experiences are such that becoming a qualified building official would appear be an asset to the profession but they do not meet the minimum requirements as established. In such cases NSBOA Membership Committee will review their résumé, references and interview the individual to ensure that they would be an excellent candidate to become a Qualified Building Official. The membership committee will also review their marks and where the applicant does not appear to be passing with sufficient grades to demonstrate that they have a grasp of the role and responsibilities of a building official the membership

committee may advise the applicant that they will not support their application to the NSBCTCB.
HOW TO APPLY
- Membership Applications are available online or contact the Registrar at the contact information provided in Schedule A.
- Completed Membership Application Forms and Membership Fees can be mailed to NSBOA at the address provided in Schedule A. Check to be made out to Nova Scotia Building Officials Association.
- Membership Applications are reviewed quarterly by the Membership Committee (March,
June, September and December). - Registrar shall respond to applicant within 2 weeks of receipt of application to indicate when
committee is meeting and if application is complete.
MEMBERSHIP COMMITTEE EVALUATION
- The Membership Committee shall evaluate each and every membership application individually and on its own merits
- The Membership Committee shall issue types of memberships as a result of qualification, education, and work experience as set out by the “Qualification for Membership”
- The Membership Committee shall document reasons for accepting equivalencies of each
member for transparency to the Association and for future reference for similar applications. - The Membership Committee shall only accept new members as Associate Members until they
meet all the requirements of a Regular Membership
2. BENEFITS TO MEMBERSHIP
a) attend meetings of the association. b) receive an annual list of the names and business addresses of the Board; c) receive a membership card; and d) be entitled to a reduced rate / fee for courses and seminars sponsored by the
Association.
3.0 FISCAL YEAR
The fiscal year of the Association shall commence on the first day of April and shall end on the 31st day of March of the following year.
4.0 MEMBERSHIP DUES
Annual dues shall be payable upon the first day of April of every fiscal year as follows:

a) Regular Members, Associate Members and Corporate Members shall pay such dues as
established at an Annual General Meeting.
b) Special Levies shall be payable by the regular membership in such amount as shall be
determined by the Board or Association from time to time for special projects or
emergencies.
c) Honorary Members shall not pay dues.
d) Life Members shall not pay dues
e) Membership in the Association and all its benefits shall lapse when dues are 3 months in
arrears.
f) An application for reinstatement as a Regular Member will be considered by the Board
and is subject to all requirements of the by-laws and shall be accompanied with a non-
refundable certified cheque payable to the Association in the amount of any outstanding
dues along with the applicable reinstatement fee of One Hundred Dollars ($100.00) to
cover administrative costs.

Title: Life Members Policy

1.0 Life Membership
Life membership may be awarded in accordance with the NSBOA Constitution and By-
Laws (Part 2 Section 2(e) – Life Membership).
2.0 Nominations for Life Membership in the Association must be submitted sixty (60) days
prior to Biennial Meeting.
Nominations may be made by a member to the Board in writing, and the nomination
shall include a list of Associations involvement/accomplishments of the nominee.
The nominations shall be investigated by the Executive Committee.
All nominations for Life Membership shall be considered by the Board at a meeting prior to
Biennial Meeting. There shall be a vote by secret ballot and if approved by two-thirds (2/3) of
the Board, the Life Membership will be granted to the nominee at the Biennial Meeting. (In
accordance with NSBOA Constitution and By-Laws (Part 2 Section 2(e) – Life Membership).
A maximum of two (2) Life Memberships can be awarded at each Biennial Meeting.
3.0 The Life member(s) and his/her guest shall be invited to the NSBOA’s Biennial Meeting that
confers Life membership on him/her at the expense of the NSBOA.
Upon awarding a life membership at Biennial Meeting, the Project Administrator shall update the
Life Membership Plaque.
Life Members shall enjoy all the other rights and Privileges of Regular Members but shall not
have the right to vote or to hold office.
4.0 Life Membership Revocation:
Life membership may be revoked by a (two-thirds) decision of the Board of Directors after
careful consideration of evidence as provided by member(s) or Regions involved which clearly
shows the lifetime member in question has worked against the best interest of member(s) and
or Regions of the NSBOA since or before being granted lifetime membership.

1.0 Honorary Membership
Honorary membership may be awarded in accordance with the NSBOA Constitution and
By-Laws (Part 2 Section 2(d) – Honorary Members).
This Award may be granted posthumously.
2.0 Nominations for Honorary Membership in the Association must be submitted sixty (60)
days prior to Biennial Meeting.
Nominations may be made by a member to the Board in writing, and the nomination

Title: Testing Challenge and Re Writing Policy

1.0 POLICY STATEMENT
The Nova Scotia Building Officials Association (NSBOA) is committed to making its testing program accessible to candidates. NSBOA also believes that the process around challenges and rewriting of tests needs to be clearly defined and transparent.
2.0 PURPOSE OF THE POLICY
2.1 To ensure that tests are administered in an appropriate manner that provides fair measurement of the scores for each test taker. 2.2 To ensure that participants have a clear understanding of the procedure for challenging and/or rewriting tests. 2.3 To document the current practice for rewriting of tests at NSBOA. 2.4 To respect NSBOA’s agreements with external organizations with regard to policies and procedures for using their training materials including tests.
3.0 PROCEDURE
Challenge exams
A person can request to challenge any test offered by NSBOA. This request must be in writing to
the Project Administrator of the Association and will be vetted through the Education Committee.
The fee to challenge a test will be the same as the course registration fee and must be submitted to the Project Administrator prior to taking the test. Tests may be challenged either during the normal course of the examination period at the end of any course offered by NSBOA or during makeup test sessions scheduled on a quarterly basis as required throughout the year. Individuals who challenge a test will not be permitted to sit in on the training course of that test. If an individual fails a challenge test (passing grade is 70%), they will be required to take the course. They will not be given the opportunity to challenge the same test a second time. If the student does not pass the test at this time, they will be afforded the opportunity to rewrite as outlined below.

Rewriting tests (with the exclusion of challenge tests)
If an individual fails a test at the end of a course (passing grade is 70%), there are two courses of action that can be followed. If the student makes a grade between 60% and 69%, they will be allowed the opportunity to rewrite the test at a makeup session. If the participant receives a grade of 59% or lower, they will be required to take the course again.

Title: Testing Accommodation Policy

1.0 POLICY STATEMENT
Nova Scotia Building Officials Association is committed to making its Examination Program accessible to candidates. The Association will grant reasonable testing accommodation for candidates who have a disability and who can provide appropriate documentation of the effect of their disability on the ability to take examinations under standard conditions. This policy recognizes that it is the candidate’s responsibility to identify the nature of the accommodation required. Notwithstanding the provision of testing accommodation, all candidates must satisfy the requirements for qualification and all accommodations must respect the dignity of candidates while preserving the integrity of the examination.
2.0 PURPOSE
2.1 To ensure that examinations are administered in an appropriate manner that
provides fair measurement of the scores for each test taker.
2.2 To be consistent with the provinces commitment to increasing accessibility,
independence and opportunity for persons with disabilities.
2.3 To provide candidates with equal treatment with respect to services, goods and
facilities without discrimination because a disability.
3.0 DEFINITIONS
3.1 Accommodation(s) – A change to the administration of an examination to allow
appropriate measurement of the examination candidate’s knowledge of the Nova
Scotia Building Code and/or the Nova Scotia Building Code Act.
3.2 Qualified Medical Professional – May include the following: medical doctor,
psychiatrist, nurse practitioner, registered nurse, chiropractor, occupational
therapist, physiotherapist, optometrist/ophthalmologist, dentist, pharmacist,
audiologist, or psychologist. 4.0 TYPES OF ACCOMMODATIONS
Requested accommodation may include:
- Testing time (e.g., extension, rest breaks for medication or snacks etc.)
- Physical Environment (e.g., barrier-free test center, enhanced lighting etc.)

- Test Design (e.g., larger print test booklets and answer sheets, changes to background and foreground colours of test booklets and answer sheets etc.)
- Assistance (e.g., writer, recorder, interpreter, reader; to be supplied by the Association.)
- Other, as appropriate
5.0 APPLICATION PROCEDURE
Persons seeking testing accommodation to write examinations are required to submit their
request in writing, no later than thirty (30) days before the examination sitting, to the NSBOA
office at the address provided in Schedule A.
Requests for testing accommodation must include a current (within three (3) years) letter of
support from a qualified medical professional:
a) affirming the existing of the disability,
b) describing the functional limitations resulting from the disability, and
c) stating the specific accommodations necessary to take the examination (i.e., if additional
testing time is requested, the precise amount of additional time required must be specified).
The document must be written on official letterhead and signed by the qualified medical
professional.
Candidates are advised to retain copies of materials submitted as the request and supporting
documentation will not be returned.
6.0 CHECKLIST

Title: Course Enrollment Policy

1.0 POLICY STATEMENT The Nova Scotia Building Officials Association (NSBOA) is committed to making its professional studies program accessible to interested individuals in a fair and equitable manner. This policy recognizes that it is the individual’s responsibility to ensure compliance with enrolment procedures and requirements. This policy further recognizes that it is NSBOA’s responsibility to confirm participation with each individual.
2.0 PURPOSE OF THE POLICY 2.1 To ensure that enrolment in the courses is administered in a fair and equitable manner; 2.2 To reduce NSBOA financial risk; 2.3 To improve the timeliness of the release of pass/fail notification, letters of confirmation and certificates to participants. 3.0 PROCEDURE 3.1 Participants and/or their delegate must complete a registration form for each course they wish to take. 3.2 NSBOA does not allow student(s) to audit a course. 3.3 Payment, purchase order or verification from employer for the course must be received in full by NSBOA prior to the start of class. No refund will be issued after the start of the course however a credit may be extended if the participant is interested in pursuing further courses. This will be done at the discretion of the Project Administrator in consultation with the President. 3.4 Once payment is received, NSBOA will confirm registration with the individual and/or their delegate as instructed. 3.5 NSBOA undertakes to release pass/fail notification by email within 14 days of receipt from the exam marker. If this is not possible, participants will be notified by email of the release date. 3.6 NSBOA undertakes to release letters of confirmation and certificates to participants and/or their delegate within 2 weeks of pass/fail notification. If this is not possible, participants will be notified by email of the release date.

1.0 POLICY STATEMENT
The Nova Scotia Building Officials Association (NSBOA) is committed to ensuring that all registrants for professional development sessions and/or courses are treated fairly.
2.0 PURPOSE OF THE POLICY 2.1 To ensure that all registrants know and understand their obligation to NSBOA once they have
indicated their participation in any of NSBOA’s professional development sessions and/or course. 2.2 To ensure that registrants are treated fairly and equitably. 2.3 To ensure that NSBOA can better manage their event budget for each function by adjusting their
confirmation numbers to service providers. 3.0 PROCEDURE
Once an individual has sent in their registration documents for any of NSBOA’s professional development sessions and/or courses, they are deemed to be registered in such session and/or course. If an individual cancels their participation in any session and/or course, 30 days or more from the start date of the event, they will be credited the full amount to be used at future events. If an individual cancels their participation in any session and/or course, 5 days or less from the start date of the event, they will forfeit their right to a refund or credit. If an individual does not honour their financial commitment to NSBOA for sessions and/or courses, they will not be allowed to participate in further training provided by the Association until such time as the account is cleared.

Title: Expense Policy

1.0 Expense Policy 1.1. Within fourteen (14) days, all expenses incurred by members and staff must be submitted on forms
provided by the Association, complete with all supporting vouchers, receipts, etc. 1.2 All expense accounts of members must be approved by two signing officers of the Association. All
expense accounts for staff must also be approved by the President. 1.3 (a) All expense accounts must show chronologically, in detail, the actual expenditures incurred
and must be reasonable in view of all the attending circumstances. (b) Supporting vouchers, receipts, for hotel, train, bus and airfares must be attached. (c) Mileage for privately owned cars shall only be allowed covering travel from the permanent
residence to the meeting location and return. (d) Claims for reasonable taxi fares must indicate origin and destination of travel and be
supported by receipted vouchers. 1.4 (a) Claims for items such as telephone, faxes and email access shall be supported by particulars
such as nature of expenditures, person and place called. Telephone calls, faxes and email access shall be subject to the approval of signing officers.
(b) All required overnight accommodations shall be approved by the Board. 1.5 When a member is traveling to/from an NSBOA function the maximum allowance for meals and
mileage are reviewed each year and are as laid out in Schedule B.

1.0 Code of Practice Preamble: The operating principles of the Board: Decisions by the NSBOA Board of Directors shall be based on the best knowledge available, be ethically justifiable and be made in the best interests of the membership at large. Each Board member shall participate actively at Board meetings, show respect and consideration for the opinions of all other Board members and make decisions based on discussing and weighing information put forward. In decision making, the Board members will put the interests of the membership ahead of any personal or group-specific interests. Once a decision has been reached by the Board of Directors, individual Board members have an obligation to stand by that decision in any group or individual communication with members. The Board of Directors of the NSBOA adopts this policy to set the standard for the participation of individual Board members in fulfilling their leadership role on behalf of NSBOA’s membership. Governance: 1. NSBOA’s Biennial Meeting is the supreme governing body of the Association and sets policies and
goals for NSBOA. During the time between Biennial Meetings, NSBOA’s Board of Directors is the governing body of the Association and decides the policies of the Association.
2. The Executive Committee acts on behalf of the Board between Board meetings. 3. The President, as the Chief Executive Officer, administers the affairs of the Association. 4. The Board shall be responsible for addressing the overall values, direction and policies of the
Association within the framework set out by the Biennial Meeting and NSBOA’s Constitution and By-Laws.
5. All board members shall sign and abide by a confidentiality agreement. Roles and Responsibilities:
1. Members of NSBOA’s Board of Directors have a duty and an obligation to the membership to conduct the business of NSBOA in a way that ensures democratic, responsible and effective administration of the Association.
2. Board members are in a privileged position with the ability to participate in decisions and the
ability to access the information required to make the decisions. They must take the care and caution to report Board decisions fairly and the reasons for the decisions accurately; to do otherwise is an abuse of the Board member’s privilege.

3. It shall be the foremost responsibility of Board members to uphold the interests of the
membership of NSBOA.
4. As a member of the NSBOA’s Board of Directors, a Board member represents the membership of the Association not simply their individual component. In all decision-making processes of the Association, Board members shall always put the interests of the membership ahead of any personal or group-specific interests.
5. The role of the Board shall be to develop, as required, strategic plans for NSBOA’s overall objectives and to set the direction for the Association in terms of, legislative/public policy and other objectives and shall ensure the strategic plan and direction plans or actions have been carried out.
6 Informed individual input in the decision making process is critical; Board members have an obligation to express their views. If they oppose a
recommendation to the Board, then they have an obligation to provide constructive criticism and reasonable alternatives.
7. The Board has a duty to bring the views of the members to the Board but also to consider the debate/discussion at the Board and the information presented, and then has the duty to make decisions based on the best information available.
Decision Implementation:
1. Members of the Board do not exercise authority as individuals but only as members of a collective body.
2. The Board shall not redo the work of the Association’s Executive Committee, the staff and/or its
various committees. 3. The Board shall consider recommendations from the Executive Committee, then, either accept or
reject those recommendations. 4. Implementation involves the operations and administrative side of the Association, which are the
responsibilities of Association Project Administrator in cooperation with the President. 5. NSBOA’s President and the Project Administrator shall be responsible for the implementation of
Board decisions and directions between meetings of the Board of Directors. 6. The Board should expect accountability from those charged with carrying out the directions of the
Board and the Association.

Destruction Methods: Documents are to be destroyed in one of the following manners: shredded (manually or machine) or burned. We encourage members to destroy of such documents be using environmentally safe practices.

Communications The President is the official spokesperson for NSBOA. No other member or staff person is authorized to speak on behalf of the association unless delegated by the President. The President or designate are the only authorized persons to divulge information concerning Association matters to the news media I. GOALS (1) To promote Association solidarity within the NSBOA. (2) To develop and maintain communication within the NSBOA, and between the NSBOA, the public
and the media. (3) To build membership and public support for the NSBOA and for the Association movement in
general. II. SPECIFICS RELATING TO GOALS 1. Promoting the Association through:
(1) encouraging membership activities through Association, Executive, Board and Zones meetings.
(2) maintaining an NSBOA website. (3) ensuring timely distribution of membership information (, meetings, news releases,
upcoming events) via email, website or regular mail communications.

Title: Elections Policy

1. ABSOLUTE MAJORITY and SECOND BALLOT SYSTEM of VOTING 1.1 All elections for office shall be conducted in accordance with the absolute And second ballot system of voting. 1.2 Nominations for office may be accepted from any member who is eligible to vote and present at the meeting called for that purpose.
1.3 Nominees must both be present and indicate their willingness to stand for election or, if absent, have indicate in writing their willingness to stand for election. 1.4 The election for each office shall be completed before nominations may be accepted for any subsequent office. 1.5 Elections shall be by secret ballot. No candidate may be declared elected unless he/she has received a majority of votes cast, and second and subsequent ballots shall be taken if necessary to obtain such majority. On the second and subsequent ballots, the candidate receiving the lowest number of votes on the preceding ballot shall be struck from the ballot. 1.6 When two (2) or more candidates are to be elected for any position, each member voting shall be required to vote for the full number of candidates to be elected or the members ballot will be declared spoiled. 1.7 No vote count will be announced. 1.8 If there is only one (1) nominee for a position, the chairperson shall declare that nominee elected by acclamation. 1.9 The President leaving office (Past President) shall conduct the election.

1.0 Preamble The Education Committee of the Nova Scotia Building Officials Association (NSBOA) is appointed by the Board of Directors and is responsible for the mandate and mission of the Association dealing with the training and professional development of building officials. NSBOA is accredited as the training provider for the delivery of courses approved by the Nova Scotia Building Code Training and Certification Board for the qualification of Building Officials as required under the Nova Scotia Building Code Act and Regulations. This education committee is responsible for scheduling courses for the training of building officials; ensuring there are sufficient facilitators trained and available to deliver these courses; the development and administration of a Code of Conduct; the delivery and marking of exams as per the policy and the recording of marks and the delivery of these marks to participants in a timely manner. 2.0 Proctoring of Exams Education Committee’s Responsibilities Approve all proctors and exam markers. Facilitator is permitted to mark the exam. Members of the education committee or facilitators may proctor exams. Others may be approved by the Committee as required. 3.0 Project Administrator’s Responsibilities Develop a master list for each exam with corresponding names and numbers. Number all exams. Student not permitted to write name on exam. Provide all exams to the proctor and provide Facilitator copy of Exam to marker. Record marks and advise all students of their mark in a timely fashion. 4.0 Proctor’s Responsibilities Ensure that that correct number of students is present to write exam. Collect all cell phone and electronic equipment prior to the writing of the exam. Distribute exams. Collect exams when the allotted time for writing has expired. Forward envelope containing exams (only) to person marking the exams. 5.0 Marking of the Exam All marking of exams is done in compliance with the Facilitator’s copy of the exam. Forward marked exams to Project Administrator.

Title: Bursary Policy

1.0 Preamble
The NSBOA bursary is awarded annually to support the post secondary education efforts of the children
of our regular members. The amount awarded is $1000 and the money is released to the successful
applicant once confirmation of school registration is received by NSBOA.
2.0 Guidelines and criteria
Applicants must complete a registration form and on the form must identify that their guardian / parent is
a regular member of NSBOA.
Applicants must be pursuing post secondary or graduate studies (university, college, community college
or other approved program). The school program and corresponding number of years to complete it
must be identified in the application.
Applications must be received by April 1st of each year and should be forwarded to the Administrative
Assistant of NSBOA at the address indicted on the application form.
3.0 Process
The Administrative Assistant of NSBOA will review all applications to ensure that they are compliant with
the criteria.
All qualified applicants will have their name entered in a draw at the spring conference. Two names are
selected at this time - the first name being the winner and the second name being drawn as a backup.
Bursary money is released once confirmation of school registration is received by the Administrative
Assistant of NSBOA.
4.0 General
Applications are not renewable and must be submitted each year. The name of the current bursary
award winner will not be included in the next year's draw unless they are the only applicant.
The bursary winner and his/her guardian/parent will be invited to the fall conference dinner where the
cheque will be presented.
