In doing so, please con- sider adding a line item called something like “uncollected maintenance fees” resulting from non-paying unit owners whose units are in foreclosure. There are several provi- sions contained in Chapter 718 (the Florida statute per- taining to condominiums) that I would like to remind board members of: 1 — within 90 days after the year end the associa- tion shall compile a finan- cial statement for the past year, and, no later than 120 days after the year end, the board shall provide each unit owner with a copy of the financial statement or at least make it available to them at no charge. 2 — financial statements of associations whose to- tal revenues are between $100,000 and $200,000 need have prepared a com- piled statement. If the rev- enues are between $200,000 and $400,000 a reviewed statement and those whose revenue exceeds $400,000 will need an audited fi- nancial statement. I feel that it still has an obligation to the members of UCO (the unit owners) to provide a forum for them to hear for themselves and to see the proposed plans presented by the golf course owners. At the same time, the committee that has, I believe, seen the plans and is opposed to them should be given equal time to present their reasons for their opposition and give their rec- ommendations as to what they would like to see done with the property. Hopefully, through a series of town hall meetings, we can accomplish this, but we need everyone’s cooperation in this effort. Lastly, please note that my day seems to consist of one meeting after another. It is a rare moment that I can sit at my desk and stare at my com- puter. Therefore, I ask that if anyone wants to meet with me, please call Mary Patrick Benton at the UCO office (who has my schedule) and make an appointment. That way, I will be able to devote the time to address your issue. Remember — all the officers are there to help. o Delegate Meeting Fri., Nov. 6, 9:30 am Clubhouse Theater revenue is under $100,000 need only prepare a Report of Cash Receipts and Ex- penditures. The three types of financial statements men- tioned above are prepared by Certified Public Ac- countants. Please also note that by a vote of all the unit owners, these requirements can be waived for up to two years. 3 — when it comes to taxes, most associations file an 1120H Federal form and a Florida Corporation an- nual report. Condominium records must be kept in Palm Beach County and no more than 4 miles from the association. I would also like to remind those unit owners who rent out their apartments that any rental less than six months is considered by Florida statute to be a short term rental sub- ject to Florida room tax. Long term rentals (in excess of six months) are not subject. I came into the office of President almost 4 years ago, having to deal with an unfin- ished clubhouse and theater and a lawsuit against WPRF. Now, as I enter the last 4 months of my presidency, I am again dealing with a con- troversial subject — the golf course — which UCO as an Save the Date The UCO Installation Luncheon is sched- uled for Sunday, March 14, 2010 at the Marriott Hotel in West Palm Beach. This is a good time to notify your Association so that they may put the price of your tickets in their 2010 budget. We will be installing a new UCO President, Vice Presidents, Treasurer, Corresponding Secretary, and Recording Secretary. The Executive Board will be installed too. A delicious brunch will be served as well as music for dancing. The good news is that we have been able to keep the cost per person to $35. More information will follow as we get closer to 2010. Mary Patrick Benton, Chair From the Desk of Vice President Jerry Karpf As many of you know, Dan Gladstone and I have been working on developing water cut-off valves, which could be installed in every unit in the village, because of the vast amount of flooded units we have had so far. This year, the installation of this valve is of the utmost importance; if we don’t do something soon to prevent these floods, we may find that our insurance will increase consider- ably. One thing you should remember is that for every flood a unit has, the Association must pay a $5,000 deductible. The cost of installation will be $155 per unit for a standard setup. Only Licensed plumbers, who will get a permit for the entire Association, will do the installation. If you wish to have these cut-off valves installed, you can reach me at 683-9189 to set up an appointment for a plumber to come to your Association retrofitted with cut-off valves. Any time you go away, all you would have to do is shut off your water outside your unit. o Many Associations have responded to the idea that a main water valve next to the water meter, in a visible and feasible location, is an urgent necessity (see picture). Furthermore, the location must be in a convenient place where everyone can see it at any given time. If you put it in a remote place it will not be practical. This valve must alert everyone in the building that the water valve in a vacant apartment is open. This person can shut it off easily with a quarter turn. There is no need to call the water company. You can shut it or open it at will. The reward is huge. So do not wait, call Jerry or me at the UCO office to re- serve a place for your Association. o Dan Gladstone’s Advice:

Heisapersonwhodislikesnegativism and confronta-tions, preferring to listen tocomplaints and defuse situ-ations and rectify problemswhere possible.Amorningperson,Rodgerprefers todothe bulk of hiswork at thattime,gettinganearlystartonhisprojectsfortheday. PatBlunckcreatedthejobandRodgerwantstomakethejobhisbycreatingmorecon-sistency andharmony in thewayresidentsdealwithUCO.Hewouldalsoliketoopenthelines of communication andreducethenumberofrumors. Rodgerisapeopleperson,withadesiretohelpthosewhohavesomeproblemsorcom-plaints.Withhisbackground,he’s very knowledgeable oftheworkingsofAssociationsandislookingforwardtoshar-inghisknowledgewiththosewhoavailthemselvesofit.Healsoappreciatesthechallengesthatworking in theVillagewillbe,but looksforwardtothem.Ifyou’reatUCO,stopbyandsay“Hi”andintroduceyourself.You’llenjoytheex-perience.o

After 10 successful yearsworking inCenturyVillage,PatBlunckdecidedtoreturnto his home state of Okla-homa.UCOwasfortunatetoacquiretheservicesofRodgerCarver as Pat’s replacementasLCAM. Rodger brings 12 yearsof experience in buildingmanagement, mostly with55+ communities.Workingin theVillage is a naturalprogression frommanagingindividualAssociations- tobeingresponsibleforawholecommunity.Hisphilosophyisthatthe“buckstartshere”andthatit’shisjobtoseethattheindividual residents are get-tingthesafetyandqualityoflifethattheyanticipatedwhentheyboughtintheVillage. Rodgerfeelsstronglyaboutkeeping up his LCAM (Li-censedCommunityAssocia-tionManager)credentialswithat least 20 hours every twoyearsincontinuingeducation.Inaddition,heenjoyssharingthe information that he hasacquired from lawyers andinsurance agentswithBoardofDirectors andOfficers sothey canbetter run theirAs-sociations. Rodger believes in theteam concept of manage-ment and looks forward toworkingwith theUCOVPs

Thepositionstobeelectedthis year are: President, twoVicePresidents,theTreasurerand20members for theEx-ecutive Board.All eligiblenomineesmay run for anyofficeprovidingtheymeetthefollowingrequirements. ForOfficers, the require-ments are:Membership inUCO, domicile and in resi-dence in theVillage for aperiod of not less than ninemonthsayearduringtheterminwhichtheyserve. For ExecutiveBoard, therequirements are:Member-shipinUCO,domicileandinresidenceintheVillageforaperiod of not less than ninemonths each year inwhichthey serve, andmustdeclarehis readiness to serve on atleasttwocommittees. Before I startmy article,Imust state our policywithregard tomanufacturers andanyonewho lectures at anymaintenancemeeting: UCO and the maintenance committee do not endorse or approve of any manufacturer, product, or contractor. All opinions of any lecturer are strictly their own and not those of UCO. This article cannot be used in any legal matter. Weadvisedeveryonepres-ent about the amountofwa-ter damage claims that havebeenoccurringinapartmentshereintheVillage.Asofthiswriting,wehavehadover55claimssubmittedtotheinsur-ancecompany.Ifthistypeoflosscontinues,thereisaverygoodchancethatAssociationswillfaceaverylargeincreasein insurance rates,unlessweact proactively to do some-thing to prevent apartmentsfromwaterdamagewhileunitownersareaway. Notemyarticleonthefrontpage,which refers to cut-offvalves.Theywillpermitanymember of theAssociationBoard to shut off thewaterwhenaunitisunoccupied. Ournextguestwasthepresi-dent of operations,who ex-plainedtheinstallationprocess,whichisdoneentirelybytheiremployees.Theydo not selltheirwindows to any otheroutletordistributor.Thislineofhurricanewindowscarriesatenyearwarranteeonthewindows,paint,andontheinstallation.Ev-erythingaboutthesehurricane-proofwindowsistopoftheline.Atmyrequest,thiscompanyhasdesignedapatioenclosurethatmeets allMiami/Dadecodes.It is far less expensive thananyenclosurewehaveseentodate,withcostrunningbetween$3,600and$7,000,dependingonthesizeofapatio. Ihavesavedthebestforlast:Thiscompanyofferstimepay-mentsforupto25years.Overthe next severalmonths, thecompanywillbeintheVillagetocheckthevariousbuildingsthatareinterestedininstallingwindows.AnyAssociationthatisinterestedinseeingapresen-tationon thehurricane-proofwindows,patioenclosures,andpatioslidingdoors,feelfreetocontactmeintheUCOofficeat683-9189.o

Theymeetmonthly in theClubhouse,thethirdMondayofthemonth,intheafternoon(usuallyfollowstheTranspor-tationmeeting). I know theywouldwelcomeallinterestedresidents. I urge you to readJackie’s column appearingelsewhereintheReporter. In addition to preparingfor hurricanes,we also haveto look closer to home tosee yet another threat to ourcommunities— termites.Unfortunately, they exist allover thecountry.Wearenotexempt,butwecantakesstepstoprevent invasion. Everybuilding shouldhaveground

bait traps inplace topreventsub-terranium infestations.Wherethereisdeadwoodordry rot typedamage left un-treated,itwillquicklyinvadethe entire building requiringevacuation and tenting ornew types of treatment sug-gestedbysomeexpertsinthefield.Also, shouldyoubringany antiquewood furnitureintoyourhome,makesuretodoublechecktoseethattherearenotinyholesanywhereonthesurface. In Memoriam PearlRoth Pfeffer passedawaypeacefullyonSeptember1,2009,afewmonthsshortofher102ndbirthday. Pearlwasanextraordinarycaringandinfluentialmother,grandmother, great grand-mother,greatauntandgreat-great aunt. Shewas born ontheEastSideofNewYorkandgrewupinBrooklyn.ShewasagraduateofEasternDistrictHighSchoolandwhileattend-ing high school, put herselfthrough theWoodsBusinessSchoolforAccounting. In1933,shemarriedMorrisDavidRothandboreoneson,Stanley, in 1937.Duringherearlycareer,sheworkedasanaccountant during theGreatDepression,andthenwithherhusband, opened two restau-rants inBrooklynfrom1940through1959. Onher 100th birthday, shereceivedmany acknowledg-ments frommanyCongress-men,Senators,GovernorsandthePresident.

The Prius Is Great ItallstartedinApril2006.We returned toNew JerseyfromCenturyVillageandafterspending30-40dollars everytimewestoppedforgas,wede-cideditwastimeforachange. Wehada2004vanwhichwethoughtweneededforthetrip up andback every year.After careful considerationwepurchaseda2006ToyotaPrius.We have nothing butgoodthingstosayaboutthiscar.Ithaslotsofroombecauseitisahatchbackandtheseatsfolddown.Itisa“fun”cartodriveandweweregetting45mpg.Wekeptthecarforthreeyears putting about 35,000milesonitandneverhadabitofaproblem.Infact,welikedthe car somuch that in Julyof 2009,we bought a 2010beautifulbrightredPrius.Thecarhasbeenimprovedandwenowget51mpg. Thatisourexperiencewiththe Prius. If more peoplewouldbuythesehybridcars,ourgasandemissionsituationwouldbegreatlyimproved.

MyheartisheavyasIrecalltheeventsthattookplaceattheUCOofficeonThursday,Sep-tember24,2009about3p.m. Myhusbandwas told thathe could go into the Presi-dent’s office to meet withhim.An appointment hadbeenarranged for3p.m.HewasgreetedatthedoorwaytothePresident’sofficeby twothugswhoproceededtopushandshovehimintothedoor. By the time hemade hisexit,aboutfiveminuteslater,hewasescortedbyDanGlad-stonewho tookhim into themen’sroomandattemptedtotend tohis bleeding injuries.

Edie Levine cried out, “areyoubleeding, areyoubleed-ing?”Indeedhewas,thebloodstainedpantscantestifytothat.TheSheriff’sofficewascalledandareportwasmade.Laterthatafternoon(earlyevening)bleedingbeganagainandweneededmedicalattention. Ifeelviolatedtothinkthatmature adults would bringthemselvesdowntothislow-estlevelandinmyownhomecommunity. It boggles mymindandtryasImighttogetover this incident, I’m stillhavingaveryhardtimedoingso.Wedon’talwaysagreewithoneanotherbutthisbehaviorwasdespicable.Shameonyou!

Asofthistime,Iamwritingthisarticle.Idohaveasmallpain inmy neck above therightshoulder—nolie.Nowwhat I can tell you is this: Iwasveryluckytobedrivingaverylargevehiclewhiletheotherdriverhadacompactcar.The damage to that vehiclewas quite a bit.Mine, againfromwhatIcansee,seemstobesuperficial.Notyetsure,asthecarhastobeputontoaliftandcheckedforundercarriagedamage.TherestistheServiceAidethatdidthecrashreportmesseditupsobadlythatIhadtogototheSheriffHeadquar-tersonGunClubtoreporttheerrorsandhewascalledinandhadtoredotheentirereport.Ok,what’sthepointintellingyouthis tale? Put the phone down and drive!!! Now,becausesomeonewasnotpayingattentionandtalk-ingonaphone(allegedly)anentirehalfadaywaswastedbythiswriter,nottomentionvehicledamage tobothcars,a Sheriff’s employee couldhave been doing othermoreimportant business, and so,threepersonshadtheirentireafternoonwrecked. Asof4:30p.m., theother

personhad not reported thatcrashtotheirinsurancecom-pany.Youmayalsobeinter-ested to know that there arethree (3)typesofcrashesthatareclassifiedasnon-prevent-able.TheFirst isstoppedatthe directionof aPoliceOf-ficer;theSecondisstoppedataTrafficSignal; theThird isbeing struckwhile ProperlyandLegallyParked.Anythingelseandyourinsurancecom-panywill hammer youwithpremiumincreasesordropyouall together.Now, if you areinvolvedinacrashandbeforeyouleavethescene,checkthepaperworkgiventoyou.Noteto theofficer: If anythinghewrote iswrong, have it cor-rectedatthescene. Rather than speak aboutnewrestaurantsorbusroutes,Iamgoingtosharealittletrans-portation historywith you.For the new residents, youmayfindthisveryinteresting,andfor thoseofyouwhogoback to the beginning timesof CenturyVillage, pleasereminiscewithme.Butfirst,did you know that theUCO Reporterwasonceknownas“TheVillageVoice”? Irecentlymetaveryinter-estinggentlemanbythenameofSteveSchwartz.Hismotherhad recently passed and hecame tomyhome forme tobringtheSalesAgreementtotheUCOofficeandItookthetimetolistentohisstorywhichIamnowsharingwithyou. Thestoryisabouthisfather,AlSchwartz,whocametotheVillage in the “RedButtonsEra” of the 1970s and re-tiredfromtheNewYorkCityTransitAuthority.Hedecided

thiswas the place to comefor retirement and, bywordofmouth, approximately sixother transit employees fol-lowedhim towhathecalled“hislittleparadise.” AlmetMr.Levy,whowason thepremisesat that time,following the various con-struction sites andMr.Levythought itwould be a greatideaforhimtosetupatransitsystemfortheVillage. Duringthisperiod,HaverhillNorthwasnothingmore thanfarms.ThebiggestadjustmentsfromNewYorkwere that thearea that hadno ideawhat abagelwas, couldn’t even re-memberwhenpizza came totheareaandtherewasrelativelynoplacetogoandeat.(Canyouimagine?)TheVillagewasthemostexcitingplacearound. Al and his friends begansettingupatramsystem.Thetramswere actually pulledbyoldtugspurchased,hebe-

lieves,fromtheoldequipmentattheairportwhichpulledtheluggagecarts.Thetramswereopen air carts (a laDisney)but they couldbe covered ifrainwaspredicted.Theyhadlimitedmobilityandcouldtip.However,thiswasthetravelofchoiceonSaturdaynights togototheClubhouseandattendthetheaterperformances.Onshownights,theywoulddou-bleuptheroutessoeveryonecould get to theClubhouse.The tugswere then replacedby twoCushman carts andalsoJeeps.Thetransitretireesbecame the village drivers.Thetrams,however,werenot

registeredvehiclesandcouldnotleavetheVillage. Afteraperiodoftime,oldcitybuses,knownintheVil-lage as the “BlueBombers,”were purchased.Apparentlytherewasanareaof landonOkeechobee thatwas ownedbyMr. Levy that had a gasstation on it. There was amechanic on duty to serviceandrepairboththetramsandbuses.Theyalsoboughtveryoldbusesandputthemonthebacklotofthestationinordertocannibalize themforpartsto keep the “Bombers” run-ning.When the buseswereintroduced,thisnowallowed

the residents to expand theirtraveltoPublix,KmartandtothePalmBeachMallafter itwasconstructed. Other transportation thatcame to theVillage duringthe formation yearswas theCountyBusRoute#4andCo-Tran,whichisnowPalmTran. Clubhouse LibraryBy Dot Loewenstein October has arrived andsomeof our snowbirds havereturned.Wehaveanewvol-unteer at our library, and asalways,whenwe add a newvolunteertothelistondisplaythere,wehighlightthename.Italwaysthrillsustostopinandseehowneatlyourbooksandmagazines are arranged.Formyself,I’mluckyifIcanfind20minutesafewdaysaweekto—whatistheArmyexpression—“fielddress”theplace. Readersmaynotrealizethatthescheduleofpeoplework-ingon certain days does notrequire them tobe there, forexample,from9until1.Thereis no set time for each one,and some have been knowntoworka lotmorethanfourhours,whileothers, likeme,may only have 20minutestospare,betweenbuses.ThethingthatIfindmostamazingisthattheymaycomeinoneday in themorning, anotherweek in the afternoon, andevenatnight,beforeorafterashow—thereisnosettimeforvolunteers to come in.Thus,when you are trying to read

Plans for the Old Turtle Bay Golf Course RecentlyIwasinvitedtoameeting in someone’s hometomeetDrewWaldman, thedeveloperofwhatwasthefor-merTurtleBaygolfcourse.Mr.Waldmanandtwoofhisassis-tantssharedhisplanswithus,showedusalarge,color-codedmapofwhathisdevelopmentwould look like, gave us anopportunity to express ourconcerns about this propertywhichadjoinstheVillage,andallowedusunlimitedtimeforquestions.Thiswasanenlight-eningandhelpfultime,becauseuntilthen,despitethefactIhadbeentomanyDelegateMeet-ings,Ireallydidn’tunderstandwhatwasgoingonrelativetotheoldgolfcourse.Otherswhoattendedfeltthesame. Mr. Waldman’s statedplansare tohavemoderate-ly-priced housing, variedin style, amaximumof 550units in all, in a village-typesetting— that is,with somesmallshopsandstoresforusebytheresidents.Theseshopswouldnotbethereforusebythe general public, butMr.WaldmanwouldwelcomeanarrangementwherebypeopleinCenturyVillagecouldpa-tronize them. In fact, Mr.Waldmanmadeitclearseveraltimesthathelookedforwardtodoingalmostanythingco-operativelywiththeVillage. Iwaspuzzledwhen IfirstsawthelargemapshowinghisdevelopmentandtheedgeofourCenturyVillageproperty.Therewere two large lakes—were theyours?No, theyexplained, thesewere lakeson their property that theywould build, which wouldnotonlyprovidesomepleas-ant scenery, but also form akindof buffer zone betweentheirhousingandourVillage.Inotherwords,thelakes,nottheirhousing,wouldabutmostofourproperty. Iwasheartenedbywhat Ilearnedatthisinformalmeet-ing.Itseemedfromtheplansthat thoseVillagerswho livewith a nice viewof the golfcoursewould now perhaps

haveanevennicerviewwiththe lakes and surroundinggrass areas. It seemed toothat with this buffer zone,wemight not have to be asconcerned aswewerewithVillage break-ins.The plansare not for this to be low-incomehousing,whichmightwell bring in a bad element.Itispossiblethatnotonlythelakes,buttheirvillageaswellwillprovideourVillagewithabufferzonefromcrime. I knownothing about thelegal aspects of this, but IbelieveMr.Waldmanseemedamenabletoourputtingupafence if we wanted to have one.Perhapsinwhateverne-gotiations are involved, thiscouldbewritteninasokaytodoifwefeltinthefuturewewanted it.There is no fencenow, Imight note for thosewhodon’tknow.IunderstandthatmanyGolf’sEdge resi-dentsliketheirviewwithoutafencebeinginterposed.Plus,afencewouldbeexpensive,asDaveIsraelpointedoutatthismeeting,costingmaybewellover$100,000. Somethinghas to bedoneeventually about the formergolf course land ifwhat I’vebeen told is true, thatTurtleBaywasa losingpropositionandanothergolfcoursesimplyisnotinthecards.Itseemstome thatwhatMr.WaldmanplanscouldverywellbeaplusfortheVillageandthegeneralareainwhichwelive.Asonepersonat themeetingpointedout,thebestoverallsolutionforhigh-crimeareasindeclineistostep-by-stepimprovethemwithgoodneighbors.This persondescribedhowthiswasdoneinHoboken,NJ,asuccessfulef-fortwhichthenspreadtosomesurroundingtowns. TheonethingIamuneasyabout is the added traffic.Mr.Waldman did not havean answer for this, sayingthiswouldbeamatterforthecounty or town toworkout.Iwouldguess at the least, itwouldmean another trafficlightonHaverhillbetweenourentranceandOkeechobee. I would like to seeMr.

A History of the Pro-Active Committee to Save the Golf Course OnApril5,2005,represen-tativesofD.R.Horton,alargenationalrealestatedevelopermadeapresentationtotheresi-dentsofCenturyVillagetode-velopthepropertyontheGolfCourse.Morethan1,200peo-plewereinattendance.Therewastremendousoppositiontothe development.TheUCOadministrationatthattimedidnot support theopposition tothe development, thereforeseveral days later a groupofresidentswho live facing thegolfcourseandseveralgolferscalledameetingtoplanhowtohandleaunitedefforttoforcethe developer to discontinueany plans for development.Thiswasanad-hoccommitteeofconcernedresidents.ItwasestablishedandregisteredthenasaNotForProfitCorporationwiththeStateofFloridawithafullcomplimentofCorporateOfficers. Thisstrongoppositionwassuccessfulindrivingapower-fuldeveloperaway.Overtheyears this committee actingonbehalfofall theresidentswasabletokeeptheownerofthegolfcoursefrompursuingplanswith other developers.Now that the golf course isclosed the owners are onceagain attempting to plan ahousingdevelopmentonthatproperty. Recently at a DelegatesmeetingamotionwasmadetohavethepresentUCOadmin-istrationsupporttheresidentsin opposition to the own-ers plans. Therefore, TownHallmeetingsareplannedtodiscuss how to continue theoppositiontoanyhousingde-velopmentonthegolfcourse.

This is to let you knowwhatatreasurewehaveintheCVDramaWorkshopClub.SydelleBanks,whohasquitea background as amusicianandinthetheater,startedtheDramaClub. OnMonday, Labor Day,9/7/09,TempleAnsheiShalomofCVsponsoredabarbequeas a fundraiser.TheDramaClub volunteered to be theentertainment. Theeventwasheld in theSocialHall,consistingoftworooms and 22 tables. Theyweresetupfromfronttobackandwalltowall.Thedaybe-fore,GerryMedmanandLeoAronson spent several hourssetting up the sound systemofseveralmikestomakesureeveryonecouldhear,wherevertheywereseated.Everythingworkedperfectly. Thenextday—after200peoplewerefed—theDramaClub presented several skitsand a short play.Theywerefunny, amusing, interesting,clever and entertaining.The16performersdidanexcellentjob.Unfortunately,themicro-phonesdidnotworkwell,butGerry and Leomanaged toget themworking properly.In spite of this setback, theperformerswereprofessionalandcamethrough. To help hail the fun andfrivolityoftheparadethrough-outthenation,theU.S.PostalServicewillissuefourattachedstamps,displayingthesitesasmentionedabove.Illustratedaremarchingbandsandballoonsaswellashappyonlookers. Bigparadesareheldeveryyear in many cities in thecountryon the fourthThurs-day inNovember,participat-ing in the traditional day oftogetherness,whenAmericansof all backgrounds sit downtotheholidaydinnerandgivethanksfortheirbounty. Meet Your NeighborsBy Jean Dowling There aremany speciesofbirdsresidinginCenturyVil-lage,buttheonesinouryardsareprobablythemostfamiliar.Itseemsthatthedovesarethemost prevalent, but there aretwotypesthatfrequenttheVil-lage.Thefirst,andmostcom-mon, is theMourningDove,so named for themournfulcry theymake.They are thesmaller of the two types andabrown/graycolor.TheothertypeistheRingedTurtleDove.Thesearelarger,lighterincolorandhaveablackringaroundtheir necks.Their habitat islimitedtoafewFloridacities. Recently,as Iwasbringingplants from thecar, Iheardaflutteringnearme.Thinking Ihadstartledadove,I turnedtoseeabeautifulwhitepigeonlandnearmeandwalk towardme.Shecontinuedtowardmeuntil

peoplefromthebuildingstartledherandsheflewtothelandingofthestairs,wheresheremainedtherestoftheday.Myhusband,whohadraisedpigeonsinhisyouth,saidthatshewasafemale,hadprobablyjustgottenawayfromsomeoneandwasnotabletoflywell.Eachdayshecontinuedtocomebacktofeedandtookupwith theRingedTurtleDoveswhichIthoughtwasanice,safegroupforher.However,assoonasshewasworldlyenough tobealittlemoreindependent,thelittlehussywasseenonawireoverOkeechobeecavortingwithabunchofstreetpigeons!Iguessyoudothebestforthem,butsomewindupinthestreetsanyway. TheDove population hasbeendepletedlargelylatelyaswehavetwohawkswhoregu-larlydineondovemeat.OneisaCoopersHawk,whoswoopsdownfastandgrabslunchontherun.Thishawkissmallerthantheother,andhaslovelymarkings.The back is dark

witharusty-barredbreastandasmallconicalbill.Theyarenotquiteas largeasacrow.Thelargerofthehawks,Ihavenotbeen able to identifyyet.Heisabout twice thesizeof theCoopersHawkandverydarkwithaverylargewingspread. In addition to the doves,wehavetheraucousvoicesoftheBlue Jay to start thedaydemandingpeanuts,whichonehidesinthewindshieldwiperarea ofmy car for a “rainyday.” Blue Jaysmust havesomeredeemablequalities tomake up for the noise theymakesothat iswhytheyareabeautifulbird.Theysportacrest;haveablackneckbandandablueback,tailandwings.They have white spots onwingsandtailandadullgrayunderbelly. Tri-Rail: A Model for Central Florida You’ve heard the expres-sion, “there’s strength innumbers.”Well, that’s theapproachI’mtakingintryingtopersuadestatelawmakerstoapprove a dedicated fundingsourceforourcommuterrailsystem,Tri-Rail. Recently,OrlandoMayorBuddyDyerpaidusvisit.HeischairmanoftheCentralFloridaRegion-alTransportationAuthority,which is planning to launchitsown61-milecommuterrailsystem,SunRail,in2011. As chairmanof theSouthFloridaRegionalTransporta-tionAuthority, I wasmorethan happy to giveMayorDyeratransittoursohecouldsee for himselfwhatmakesTri-Rail so successful.Thiswasmyfourthtourinthepastmonthwith elected officialsinterested in expanding theirtransitservices.Wespentthedaymeetingwith legislatorsandbusinessleadersdiscuss-ingeverythingfromtheneedforadedicatedfundingsource,tocoordinatingsupportofthefederalgovernment,toreceiv-ingstimulusfundsforAmtrakandhigh-speedrailthroughoutthe Eastern Seaboard andCentral Florida, as well asreviewing unresolved issuesrelatingtolastyear’sfiledstatelegislation. Acohesiverailnetwork isessentialforfuturegrowthanddevelopment inFlorida.Ap-provingsometypeofdedicat-edfundingsourcewill resultinthecreationofhundredsofthousandsofjobsinconstruc-tion, transit operations andotherancillarybusinessesthatwill benefit from the growthof transit.Most importantly,linkage of rail systemswilltakemorevehiclesoffourcon-gestedroads,makingFloridaacleaner,greenerplace. PalmBeachCounty con-tinuestodemonstrateitscom-mitment to support publictransportation.Outofthe$44millionofgastaxesweantici-patecollectingin2009,$30.5million(69%)isgoingtomasstransit, with $13.5milliongoing to theRoadProgram,which,inadditiontoroadcon-struction includes pathways,streetlights,beautificationand

generalroadmaintenance. Like us, Orlando needsa dedicated funding sourcefor rail, suchasa twodollarsurchargeon rental vehicles,somethingourcountylobby-istsandIhavebeentoutinginTallahasseeforseveralyears.AlthoughTri-Railcontinuestoset ridership records, it can’tfunctiononfaresalone.PalmBeachCounty is subsidizingTri-Rail to the tune of $6.7millionthisyearand$4.3mil-lionnextyear.Unfortunately,it’seasyforlawmakerstosayno to providing state dollarsfor a “local” service far re-movedfromthestatecapital.Butsupposeitbecomesare-gionalrequest:SouthFloridaplusmetro Orlando, alongwithmaybeTampaandJack-sonville— fourmajormet-ropolitanareasthatrepresentmorethanhalfthestate’spop-ulation.Thosearethekindsofnumbers thatget lawmakers’attention. Ifirmlybelievethatregionaltransportationsystemsarethefutureofurbanpublictransit.Wecanno longerdo it on acity-by-city or county-by-countybasis.SunRailofficialswereveryimpressedwithhowefficiently Tri-Rail movescommuters betweenMiamiandMangoniaPark,approxi-matelythesamedistancetheyare planningwith SunRail.Severalsaidtheyappreciatedoursharingsomeofthepitfallstheyshouldexpectastheygetupandrunning. I am looking forward toa greatworking relationshipwithMayor Dyer and thetransportationofficialsofOr-angeCounty,aswehelpmoveFlorida toward becoming amore transit-friendly state.We’ll be traveling togetherwithsimilarmessages,goingthrough the samepermittingprocess to receive federaldollars,maybe even buyinginsurancetogetheratacheaperrate.Thetimeisrightforthistypeofpartnership.WehaveanadministrationinWashing-ton that recognizes thevalueof public transportation, andifwe pool our lobbying re-sources effectively, there areunprecedented opportunitiesfor expanded rail intercon-nectivity.o
