Sub: Appointment of Authority Representative

01. The undersigned was nominated as Authority Representative to conduct

the Departmental Promotion Examination of different categories at WAPDA

Engineering Academy, Faisalabad from 26.08.2013 to 29.08.2013 vide

Director (Exams) WAPDAs letterdated 16.08.2013 (F/A). TA Bill is placed below

for counter signature, please.

Sub:- Engagement on Daily Wages Basis Against Non Sanctioned Posts.

87. GM Finance (Power) WAPDA vide PUC has intimated that Chief Engineer

Mangla vide office order dated 20.3.2013 and 25.4.2013 (CP-47/1 & CP-47/2 )

have engaged 23 persons in different ranks on daily wages basis against

non- sanctioned posts with the approval of Member (Power). He has sought advice

whether Member is competent to make appointment on daily wages basis against

non sanctioned posts.

88. Member concerned is competent to engage staff on daily wages basis

against existing sanctioned posts as per office order dated 24.12.2002 (F/A).

89. May we inform the quarter concerned accordingly, please.

Sub: Appeal No.82(L)CS-13, Afzal Ahmad v/s WAPDA.

Ref: PUC (CP-38)

32. Assistant Registrar FST, Lahore has issued notice dated 22.05.2013 in appeal

No.82(L)CS-13 filed by Afzal Ahmad v/s WAPDA to appear before court on 20.06.2013.

33. Mr. Afzal Ahmad, Retd. Steno Gr-I o/o GM(Hydel)Oeration WAPDA, WAPDA

House Lahore has filed an appeal for time scale up-gradation in BPS-17. Necessary

comments have been prepared which may be submit in court through counsel.

34. In order to proceed further, we may ask Dir(Litigation)WAPDA to nominate

suitable WAPDA counsel to defend the appeal on 20.06.2013 in FST, Lahore against the

said appeal. Draft is added for approval, please.

Sub: Appeal No.82L CS-2013-Afzal Ahmed VS WAPDA before FST Lahore

54. The undersigned alongwith Muhammad Ijaz Chaudry (Adv.) WAPDACounsel has attended FST Lahore on 23.08.2013 in connection with above titled

appeal.

55. Courts proceedings could not be convened due to non-appointment of

FST Members and next date will be intimated through court notice.

Sub: Defaulter on Account of Non-Payment of Monthly Installation againstBorrowing of CNG Green Rickshaw.

20. Regional Director (Lahore Region), Punjab Small Industries Corp. Govt. ofthe Punjab vide PUC has intimated that Mst. Nargis W/O Muhammad Anwar wasfinanced and facilitated to purchase 4-stroke CNG Rickshaw on installment basisat the guarantee of Mr. Maqbool Ahmed Sheikh, Stenographer-I office ofDG Finance (Water) WAPDA. Under these circumstances the borrower has beendeclared defaulter. He is requesting to facilitate recovery of outstanding amounti.e Rs.112,373/- out of monthly salary/dues of Mr. Maqbool Ahmed Sheikh, APS,as per commitment through cross cheque bearing tilted PSIC CNG RickshawScheme as the Government is pressing hard for recovery of outstanding amount

from the defaulter.

21. May we forward the PUC to DG Finance (Water) WAPDA to proceed thecase at his own level under intimation to Regional Director (Lahore Region),Punjab Small Industries Corp. Govt. of the Punjab, if agreed to please.

Sub: Time Scale Up-gradation from (BPS-16) to (BPS-17)

Ref: PUC (CP-89)

266. Chief Engineer/Principal, WAPDA Staff Collage, Islamabad vide PUC has

forwarded an application of Mr. Muhammad Arif, APS, of his office wherein he

has requesting for grant of Time Scale Up-gradation in BPS-17 from the date of

passing of DPE i.e 30.05.2013 instead of with immediate effect i.e 06.07.2013.

He has further stated that the above named official is going to retire from service

on 01.02.2014 and will be deprived of annual increment for the year 2013, if he is

not allowed time scale up-gradation w.e.f 30.05.2013.

267. Director (Rules) WAPDA vide Office Order dated 23.06.2010 (F/A), has

clarified that the Time Scale Up-gradation shall be granted with immediate effect

i.e after holding of Up-gradation of Promotion Boards and approval of respective

competent authorities.

268. No further action is required in the instant case as the official has already

been informed vide this office letter dated 06.08.2013 (CP-82/2). May we file the

PUC, please.
