Govt. of India on 22.05.2017 notified a new more transparent coal allocation policy for Power sector, 2017 SHAKTI (Scheme for Harnessing and Allocating Koyala (coal) Transparently in India). As per the new SHAKTI policy, para B(iv), coal linkages may be earmarked for fresh PPAs, by declaring the availability of coal linkages with description, to the states. States may indicate these linkages to Discoms/SDAs. A methodology (copy enclosed) for linkages to states as per para B(iv) of new allocation policy for power sector SHAKTI 2017 has been prepared by CEA and approved by Ministry of Power (MoP), OM dated 06.10.2017. MoP vide letter dated 02.11.2017 requested CEA to invite applications from states for Coal linkages as per policy. In this regard, states are requested to furnish the applications for coal linkages as per para B(iv) of SHAKTI 2017 policy, based on the power scenario in state (present/future) in the enclosed format (annexure I) to this division of CEA by 15.01.2018 else it will be assumed that no linkage is required under para B(iv) of SHAKTI policy. Notice Inviting applications for linkages to States as per B (iv) of New Coal Linkages

Policy for Power Sector 2017 – SHAKTI issued by Ministry of Coal.

Govt. of India on 22.05.2017 notified a new more transparent coal allocation policy

for Power sector, 2017 – SHAKTI (Scheme for Harnessing and Allocating Koyala (coal)

Transparently in India). As per the new SHAKTI policy, para B(iv), coal linkages may be

Methodology for linkages to States as per para B(iv) of New Allocation

Policy for Power Sector 2017 - SHAKTI

Coal linkages would be earmarked to States on the recommendation of Ministry of Power

in commensurate to the likely Power-Deficit in the state. The States may allocate this coal

to DISCOMs / SDAs which in turn may allocate to power plants.

Following are the broad guidelines for the states:

1. This exercise shall be carried out once in a year. The applicant state will submit its

application for coal linkage under above policy to CEA by 31st January.

2. The Demand-Supply Gap in the State shall be taken in to account while

recommending coal linkages to the States.

3. Demand/ Supply scenario in each state shall be submitted as per attached format in

Annexure-I and the same shall be verified by CEA keeping in view of the demand

projections as per Electric Power Survey (EPS).

4. Preference would be given to the States as per their performance in UDAY scheme.
