CSDL Vision
• Business custodians will edit their data in CSDL directly;
• Time from edit to availability of edit in CSDL will be less than 24
hours;
• General users can lodge notifications which will be passed directly to
the business custodian;
• Majority of graphical edits will be made by business custodians;
• Contract maintainers of Vicmap become “graphic custodians” of the
CSDL data.

NES Components
• Portal Site
– Entryway to functionality of the system
• Easy Editor
– Notify custodian of required data changes

NES Roles
• Notifier –
– Registered person, usually a user of CSDL data, who can report errors in data via a Change Request.
• Custodian –– Organisation responsible for the quality and completeness of a
data element(s) in CSDL eg parcel – Land Registry. Creates work orders for editing or directly edits CSDL data.
• Maintainer –
– Organisation or person responsible for editing CSDL data eg Vicmap Property Custodial Officer (via Logica) for parcels.
• Administrator –
– DSE, responsible for user access, allocation of data permissions, workflow, validation rules and generally running the service.

What is happening in NES?
• As at the end of February 2009:
• 270 individuals have been registered as NES actors
• 99 Organisations :
– 79 Councils as custodians and notifiers;
– Logica and SKM as maintainers and notifiers;
– Emergency Services as notifiers;
• CFA (NE), ESTA, Ambulance Vic
– Utilities as notifiers;
• Barwon Water, Melbourne Water, Telstra;
– State Govt. as notifiers, custodians and maintainers;
• Parks Vic, DoT, DPCD, DSE
– Spatial Vision as notifier
What is happening in NES?
• 3560 Change Requests (CR) have been registered in NES:
– 1748 CR processed by Maintainers– Includes over 490 M1 forms that represent multiple address changes to the database;
– around 439 CR awaiting processing by maintainers;
– 319 CR have been declined by Custodians;
– 940 CR currently with Custodians (574 with LR and 366 with LGAs);
– average turn around time for Maintainers is 6 days;
– average time for CR to be with Custodians is approx. 35 days.
What is happening in NES?
• Workflow
– Working well, highly configurable.
• Easy editor
– Working well.
• Dashboard
– Working well;
• Advanced Editor
– Experiencing performance issues, working with developer to overcome;
– All actors currently discouraged from using Advanced Editor;
– No direct edits or Change Requests being performed;
• Reporting
– Under development, but highly configurable.
Notifier Experience
• Happy with system performance;
• Very happy with transparency of process;
• Very happy with relative ease of use;
• Some concerns with custodial response times and some custodian responses particularly in the area of road naming;
• Beginning to push the boundaries with change request types e.g. GNR pre-naming process.
Custodian Experience
• Mostly happy with system performance;
• Very happy with transparency of process;
• Very happy with relative ease of use, particularly with established edit document submission to maintainers;
• Some flooding in the area of parcel Change Requests;
• Want some additional training for Notifiers to help locate Change Requests more precisely or a working Advanced Editor;
Maintainer Experience
• Additional work required to close change requests in NES following completion in business system, common request to batch CRs from custodians;
• Want overall system performance to improve;
• Keen to fully assess Advanced Editor output and any potential improvements to their processes;
• Reporting capability is largely unknown, common request for graphic product showing all or selection of CRs;
• Potential and real duplication of effort through longer than anticipated transition period.
DSE’s Experience
• Very happy with acceptance of workflow and submission of established edit documents from custodians to maintainers;
• Happy with expectation management of ‘actors’;
• Managing and training Notifiers is essential in these early developmental stages – general public use is a fair way off.
• Working with developer to improve performance of Advanced Editor – a technical issue;
• Working on validation and verification of custodial inputs to maintain product integrity;
• Working to improve overall system performance

• Custodianship Program roll out;
• Shorten update cycles from external maintainers;
• NES impact assessment on Land Admin themes contract renewal;
