August 5, 2013

The regular meeting of the Yosemite Area Regional Transportation System (YARTS) Authority

Advisory Committee held Monday, August 5, 2013 at the Sierra Center Mall, Board of

Supervisors Conference Room, Third Floor, 452 Old Mammoth Road, Mammoth Lakes, CA was

called to order by Executive Director Marjie Kirn at 10:06 a.m.

2. Public Comment

Sandy Hogan, Mono County LTC, stated that the Eastside had a pre-meeting at which

time they discussed ridership numbers, how the AAC could be a more viable agency,

how to have the committee be future oriented as well as other topics. Sandy stated that

they would like homework assignments to work on to discuss at the next meeting.

Candy O’Donel Browne stated that in Midpines a park and ride lot is currently at the

KOA. There is a private organization that owns the mobil home park in Midpines. They

would be interested in having the park and ride lot located on their property as they have

enough room for the YARTS buses to enter and turn around and felt there also would be

enough parking available.

3. Minutes of the June 10, 2013 YARTS JPA and AAC Combined Meeting

Sandy Hogan moved to approve the minutes of the June 10, 2013 YARTS JPA and AAC

combined meeting.

Seconded by Candy O’Donel-Browne.

MOTION CARRIED UNANIMOUSLY.

5. National Park Service Cooperative Agreement – Amendment 005

Dick Whittington gave a brief review of the National Park Service Cooperative

Agreement Amendment 005 that was approved at the June 10, 2013 meeting. A fully

executed copy of the Agreement was included in the agenda packet.

6. Project Procurement and Legal Counsel

Dick Whittington gave a review of the project procurement and legal counsel report.

Dick stated that the procurement process is now a more exacting process and there are

penalties that can be imposed for not doing things correctly, which could include paying

funds back.

MCAG has established a department that is specifically dedicated to conducting

procurement in a way to avoid penalties for mishandling the procurement procedures.

That department has a procurement specialist and includes legal counsel. YARTS is

currently using the specialists that have been designated by MCAG and MCAG’s legal

counsel.

Sandy Hogan moved to recommend the YARTS JPA approve the use of MCAG’s legal

counsel during the procurement process.

Seconded by Terry Selk.


7. Title VI Program

Marjie Kirn gave a review of the Title VI Program. The Title VI Program provides for

anyone who would like to file a complaint to do so if they feel they are being

discriminated against.

Terry Selk moved to recommend the YARTS JPA adopt the Title VI Program FFY

2013/2016 and the MCAG Public Participation Plan by reference.



8. Election of Officers for FY 2013/2014

Sandy Hogan moved to nominate Danna Stroud as Chair of the YARTS Authority

Advisory Committee for Fiscal Year 2013/2014.



Sandy Hogan moved to nominate Sean Williams as Vice Chair of the YARTS Authority

Advisory Committee for Fiscal Year 2013/2014.

Seconded by Terry Selk.

ACCIDENTS/INCIDENTS There was one vehicular accident on a VIA owned vehicle operating YARTS Run 9 on July 17, 2013. The

driver hit the bridge outbound from Yosemite. Minor damage occurred to the right hand mirror. There were

passengers on board. No injuries occurred. The accident caused no delay in the run.

ROAD CALLS

There was 1 (one) road call during the month of July 1-31, 2013.

07/26/13 Run 4 Service delayed 1.5 hours in Mariposa due to mechanical issues.

SERVICE DELAYS

There were eleven (11) service delays during the month of July 1- 31, 2013. Total on time service for all

corridors was 99%

MAINTENANCE

VIA YARTS Buses are kept maintained regularly. Currently buses are rotated among runs to evenly distribute

miles across the fleet. Regular buses are assigned to each route.

CUSTOMER SERVICE

A total of 545 YARTS customer inquiry calls were received in the VIA YARTS offices during the period from

July 1- 31, 2013. A comprehensive log of incoming calls by type, including calls regarding customer

complaints, commendations, and recommendations is maintained and monitored continually.

Count on All Calls

159 Calls received on schedule issues and questions for Hwy 140 Corridor.

203 Calls received on Mammoth Lake schedule information.

47 Calls received on Sonora/Groveland schedule information.

66 Calls received on park information (lodging, tours, camping, etc.)

66 Miscellaneous calls (lost & found, hang up calls, etc.)

4 Calls received as customer complaints.

CUSTOMER COMPLAINTS AND FOLLOW UP ACTIONS

There were five (5) customer complaints received during the month of July 1-31, 2013.

07/01/13 A Yosemite shuttle driver called regarding the rude behavior of a YARTS driver when

the bus stopped in Yosemite Valley. The call was transferred directly to the Operations

Manager who followed up with driver.

07/03/13 A customer called because Run # 5 did not show up at Mariposa Park and Ride at 11:52

a.m. The passenger stated that he had been waiting since 11:20 a.m. for the driver. Driver

was contacted and reported he had been to the stop and no one was waiting there when he

arrived. When attempts were made to contact the customer for follow up, there was no

further response.

07/17/13 A customer called and said he was told by staff that the Sonora bus leaves at 7:30 a.m. He

arrived at the stop at 7:02 a.m. and the bus had already departed. He had an appointment

in Yosemite that he would be unable to attend because he missed the first bus and said he

was not informed about another bus departing at 8 a.m. His contact information was

provided to the Operations Manager for follow up.

When Operations Manager contacted customer, she found that he had used a source other

than YARTS for some of his information (to include outdated online information.)

Operations Manager queried all staff members that answered YARTS calls to find out

their knowledge level about Sonora. All staff members had schedules at their desks and

YARTS web site information as well. Operations Manager did apologize for the

inconvenience and offer complimentary ride the next day, which was declined. Also

gave out correct web information for future reference.

07/23/13 A regular customer emailed YARTS because he waited outside of the Ahwahnee hotel

until 8:45 p.m. for the bus that was scheduled to arrive at 8:12 p.m. He ended up having

to get a ride from a co-worker. The Operations Manager refunded the customer’s fare as

the video for that run could not be viewed.

07/30/13 A customer called in to with a complaint that YARTS did not provide enough bussing to

Yosemite from Mammoth Lakes. Customer was provided with the contact information

for the YARTS Transit Manager and informed that his feedback was encouraged via the

YARTS website at yarts.com.

Wheel Chair Requests

There was one (1) wheelchair request filled for the month of July 1-31, 2013. Additionally in the last month or

two there have been regular unannounced wheelchair riders on various YARTS runs. Ten (10) wheelchair

buses are available to accommodate YARTS passengers in accordance with ADA guidelines.

Cal-Trans & Traffic Delays

There were 5- to 20-minutes delays throughout the month on separate runs due to road work and heavy traffic.

Sonora Service

The Sonora Hwy 120 N route began on May 16th

. The Sonora run ran daily. On June 15th,

an additional run was

added to the Sonora schedule and will continue to operate through the end of August. Daily counts were

submitted to YARTS Transit Manager for review as requested to monitor the service progress. All runs ran

smoothly as scheduled with no significant delays.

Mammoth Service

The Mammoth Service began on June 1st. The Mammoth run ran weekends only during the month of June.

Weekend counts were submitted to YARTS Transit Manager for review as requested to monitor the service

progress. On July 1st, an additional run was added to the Mammoth Lakes schedule and will continue to operate

through August 31st. Daily counts were submitted to YARTS Transit Manager for review as requested to

monitor the service progress. Only one delay occurred (see .Service Delays) for the period of July 1-31, 2013.

Amtrak Scanners

Amtrak Thruway Scanner training was conducted by the Amtrak Technical Support team on July 8, 9 & 10,

2013 at VIA Trailways. Ops staff members and YARTS drivers attended the “Train the Trainer” sessions. Upon

completion of the training, an instructional booklet was provided to all YARTS drivers. Drivers were also

instructed to meet with one of the “trainers” from either Ops or while in Yosemite, to be trained using the

scanners. This process is on-going with the goal of having all YARTS drivers trained by the end of September

2013. Implementation of the Amtrak Thruway Scanners is expected to begin in early Fall 2013.

ACCIDENTS/INCIDENTS There were no vehicular accidents on any YARTS runs for the month of September 30, 2013.

ROAD CALLS

There were two (2) road calls for the period of September 1-30, 2013. On September 26th

, there was a road call

for a bus that had a mechanical problem after departing Transpo. Bus was switched out. Run was delayed one

hour. Later the bus got hung up on the curb at the Hostel Resort. A tow truck was dispatched to dislodge the

bus so it could continue on its route. Runs 6 and 14 were delayed an additional 2 hours.

On September 29th

, Run 9 had a mechanical issue and was out of operation at Briceburg Canyon for

approximately 9 hours. A tow truck was dispatched and the California Highway Patrol redirected traffic. Run 10

was able to take all passengers from Run 9, which put Run 10 one hour behind in service. VIA maintenance

staff cleaned up the oil spill that occurred on the road as well.

SERVICE DELAYS

There were eight (8) service delays during the month of September 1- 30, 2013. Total on time service for all

corridors was 99.22%

9/25/13 Run 6 Service delayed 30 minutes due to heavy passenger counts and 2 sets of

belligerent passengers on board.

9/26/13 Runs 6 & 14 Service delayed 3 hours due to mechanical issues. (see road calls)

9/27/13 Run 3a No service due to an operational issue. (see missed runs)

9/27/13 Run 6 Service delayed 1 hour due to an operational issue.(see missed runs)

9/29/13 Run 3 Service delayed 1.5 hours due to an operational issue (see missed runs).

9/29/13 Run 9 Service halted due to mechanical issue (see road calls)

9/29/13 Run 10 Service delayed by 1 hour due to passenger pickup from Run 9 (see road calls)

9/30/13 Run 6 Service delayed ½ hour due to an operational issue. (see missed runs)

MISSED RUNS

There were four (4) missed VIA YARTS trips during the period of September 1-30, 2013.

9/1-6/13 All Sonora Runs suspended due to RIM fire and Hwy 120 closure (24 runs)

9/1-15/13 Mammoth Runs 1 & 2 suspended due to Rim fire and Hwy 120 closure. (12 runs)

9-22-23/13 Mammoth Run 2 missed two runs because of snow and closure of Tioga pass.

MAINTENANCE

VIA YARTS Buses are kept maintained regularly. Currently buses are rotated among runs to evenly distribute

miles across the fleet. Regular buses are assigned to each route.

CUSTOMER SERVICE

A total of 221 YARTS customer inquiry calls were received in the VIA YARTS offices during the period from

September 1-30, 2013. A comprehensive log of incoming calls by type, including calls regarding customer

complaints, commendations, and recommendations is maintained and monitored continually.

Count on All Calls

108 Calls received on schedule issues and questions for Hwy 140 Corridor.

70 Calls received on Mammoth Lake schedule information.

12 Calls received on Sonora/Groveland schedule information.

5 Calls received on park information (lodging, tours, camping, etc.)

CUSTOMER COMPLAINTS AND FOLLOW UP ACTIONS

There were two (2) customer complaints received during the month of September 1-30, 2013.

9-14-13 A regular commuter complained that the bus left early from Curry because the atomic clock read

2 minutes early when they boarded. The driver did see her and circle back around to pick her up.

Operations Manager followed up with driver and reminded him that it was unacceptable to depart any stops

early, and to rely on the atomic clock, not cell phones or any other timing devices.

9-30-13 Customer complained that Run 6 had been late 3 times in the last week. She said that YARTS

had been very reliable over the years and she loved the service and convenience, but she was concerned about

the back to back late runs on 9/25, 9/26 and 9/30. (See Service Delays).

Operations manager followed up with YARTS Transit manager to relay to customer the reasons for the late

runs. The operations manager assured customer that this was not the norm for YARTS, they just happened to

be unfortunate back to back occurrences. Also relayed that YARTS appreciated her ridership and loyalty, and

assured her we would continue to provide her with reliable service in the future.

Wheel Chair Requests

There were two (2) wheelchair request filled for the month of September 1-30, 2013. Additionally in the last

month or two there have been regular unannounced wheelchair riders on various YARTS runs. Ten (10)

wheelchair buses are available to accommodate YARTS passengers in accordance with ADA guidelines.

Cal-Trans, Traffic & Construction Delays

There were 5-minute to 1.5 hour delays throughout the month on separate runs due to road work and very heavy

traffic.

There was construction re-paving at the Ahwahnee from September 17-20 that prevented the YARTS bus from

accessing the Ahwahnee stop during that time. The Ahwahnee was notified and their guests were transported to

the Visitor Center stop until the construction was complete.

Sonora Service

The Sonora Hwy 120 N route began on May 16th

. On June 15th,

an additional run was added to the Sonora

schedule and will continue to operate through the September 16th

, when the YARTS Manager decided to

continue Sonora service using only one run. . Daily counts were submitted to YARTS Transit Manager for

review as requested to monitor the service progress.

The Sonora Hwy 120 N route was suspended by the YARTS Manager on 8/20/13 due to the Rim fire and road

closure of Hwy 120. Service was resumed on September 7, 2013 after Highway 120 re-opened. The YARTS

Manager extended the service using one bus through September 30, 2013.

Mammoth Service

The Mammoth Service began on June 1st. The Mammoth run ran weekends only during the month of June.

Weekend counts were submitted to YARTS Transit Manager for review as requested to monitor the service

progress. On July 1st, an additional run was added to the Mammoth Lakes schedule and continued to operate

through September 30th

. Daily counts were submitted to YARTS Transit Manager for review as requested to

The Mammoth Lakes Hwy 120 E/395 route to and from Mammoth and the Valley was suspended by the

YARTS Manager on 8/28/13 due to the Rim fire and road closure of Hwy 120 between Crane Flat and White

Wolf. Service was resumed on September 21, 2013 after Highway 120 re-opened into Yosemite Park. The

Tuolumne Meadows service continued to operate as scheduled throughout the entire month of September.

On September 21st, the evening run was unable to travel due to road closures due to snow and icy conditions.

The evening Run 2 was turned around at Crane Flat Gas station. VIA on call operations staff called around to

various lodging inside and outside of the park so information could be given to passenger when they returned to

the park. The park had no vacancies at any in-park lodging facilities. The closest availability was Yosemite

View Lodge, who offered special rates since passengers were stranded. Some people stayed in the park in the

Yosemite Lodge lobby, while others over-nighted at Yosemite View Lodge. The morning run from Mammoth

to the park did not run the following day, September 22rd

. The road re-opened late morning, and the evening

Run 2 left the park as scheduled from the Visitor Center. All passengers that had been on board the previous

day were transported to their destinations. The Tuolumne Meadows to Mammoth run was unaffected and ran

on schedule as normal both days.

Ridership

Ridership during the first quarter of 2013/2014 was a challenge. It started out very strong and

then took a beating as the Rim Fire affected one route, then another and had its way with

visitation as well.

August

Through August 18, 2013 the day the Rim Fire closed Hwy 120 in Tuolumne County, ridership

was up on Hwy 120 N. by 43%, then the fire exploded into our life and the road closed. Even

with the road closed, that service ended the month with a 16.2% increase in August.

That same week, Mono ridership was up 16.26% and that service ended up flat for the month as

the Rim fire closed Tioga Pass Road just prior to the big Labor Day holiday weekend.

Hwy 140 was down all month, but was on a rebound until the fire hurt visitation. Excluding the

Amtrak ridership, the month ended with a 1.7% decrease.

September

The Rim fire continued into September on both legs of Hwy 120. We were able to resume

service in Tuolumne County when the highway was finally opened again. The road opened on

Friday September 6, 2013 and YARTS resumed service on September 7, 2013. Kudos to VIA

for helping me make that happen. After three weeks of having the road closed, significant

damage was inflicted by the fire on the businesses in the Groveland area. Where ridership on

that route had been soaring prior to the fire, it came back very slowly afterwards. That service

ended the month, and the season, with a 39.6% decrease, but that was comparing three weeks

this year to four weeks last year.

The closure of Tioga Pass Road in August took away one of the days affiliated with the Labor

Day weekend and did serious damage to overall ridership. The Mono County service transitions

from daily to weekly service in September. With no access to Yosemite Valley, the service was

left with the runs going to and from Tuolumne Meadows. This service experienced a 56.2%

decrease for the month of September, which was a huge disappointment given the quality

ridership numbers being recorded earlier in the year.

The Hwy 140 service had been experiencing decreases during the quarter, but was making

headway in moving toward positive ground. The reductions in visitation made that harder and

the service ended the month just even (+.01%) excluding Amtrak Thruway ridership.

Visitation

Visitation through August of 2013 was down 4.4% or 127,193. As you can see from the attached

chart, the changes in visitation were not a straight line. There were ups and downs all year, but

the real damage came with the Rim Fire in August. In August, visitation dropped by 16.2% or

111,206, which represents over 84% of the total loss for the first eight months.

Attached for your review and comment is the financial report for the fiscal quarter through

September 30, 2013. While there are likely still some very minor amounts outstanding on both

sides of the column, the report is an accurate depiction of the financial position of YARTS as of

the end of the fiscal quarter.

RE: AUTHORITY ADVISORY COMMITTEE UPDATE

The Authority Advisory Committee (AAC) has embarked on a mission to evaluate the role of the

AAC to make it more meaningful and useful to the YARTS Board. With that thought in mind,

new Chair, Danna Stroud (Mono County) and Vice Chair, Sean Williams (Merced County)

called a special meeting on September 26, 2013 to start the process and look for suggestions

from the group.

The meeting involved a review of the Bylaws and a broad discussion of where the committee

might put their efforts. Meeting dates and times was of particular interest and consumed the

most time. The number of meetings and their timing in relationship to the Board meetings was

the main issue.

What came out of the first meeting was that the AAC wanted sufficient time to discuss agenda

items and other issues so as to not feel as if they were rubber stamping what was put before

them, and to submit recommendations to the Board as appropriate.

The group made the decision to hold their pre-Board meetings on the Wednesday prior to the

Board meeting so that a written response to agenda items could be submitted to the Board along

with a verbal presentation by the Chair or designee.

They also want to be able to offer items for the Board’s consideration that are not necessarily

presented on the regular agenda.

A second meeting that would be timed to roughly a month after the regularly scheduled Board

meeting was suggested as well. It would allow items to be acted on by the AAC members and

submitted to the Board, appearing on the Board agenda, which would make Board action on the

items possible. (Items must formally appear on the agenda to be acted on.) Timing of this

meeting is also intended to allow time for preparation of staff reports that can be included in the

Board’s agenda.

There does not seem to be any confusion about their position in the scheme of things and they

understand that the Board has the final say in all actions to be taken by YARTS, including those

of the AAC. What they are seeking is to play a relevant part in YARTS decision making. This

group has plenty of ideas and energy and will be submitting items to the Board regularly, if their

first meeting was any indication.

3. YARTS Authority Advisory Committee Study Session

Chairperson Stroud lead a wide ranging discussion that ended up focusing on how often

and when the AAC should meet to fulfill its obligations to the YARTS Board of

Commissioners.

The group made the decision to hold the AAC meetings a few days in advance of the Board

meetings to allow time for discussion and so that a written set of minutes/recommendations

could accompany the oral report to the Board meeting.

It was also discussed that additional meetings would likely be needed throughout the year,

particularly prior to the busy times of the year, to take on priorities, projects and business other

than that which may not necessarily be listed on a Board of Commissioners agenda. The

meetings were discussed as being of the nature of workshops, to stimulate discussions. Those

meetings would lead to staff reports that would appear on the Board agenda at a future meeting.

The next meeting of the AAC was scheduled for Wednesday, October 16, 2013 at 10:30 a.m.

The exact nature of the meetings (video versus phone) will depend on the availability of rooms

and technology on that date.

Candy O’Donel-Browne moved to adjourn the meeting.

RE: AUTHORITY ADVISORY COMMITTEE BYLAWS UPDATE

At the September 26, 2013 special meeting of the Authority Advisory Committee (AAC), Sandy

Hogan from Mono County noted that the bylaws for the AAC needed to be updated in the same

way and for the same reason that the YARTS JPA Bylaws were updated recently.

The needed change is as follows:

Article II – MEMBERSHIP says that “Three of the members (of the AAC) shall be nominated

by each of the three Board members of the YARTS Joint Powers Authority.” As there are now

six members of the Board, a revision is needed.

A revised copy of the AAC Bylaws is attached for your review and approval. Article II is the

only area that has been changed.

REQUESTED ACTION

Recommend the YARTS Joint Powers Authority approve the proposed changes to the YARTS

AAC Bylaws and direct the Chair and Vice Chair to fully execute the Bylaws.

NOW THEREFORE, be it resolved that the following bylaws are adopted as the bylaws

of the Authority Advisory Committee for the Yosemite Area Regional Transportation

System Authority.

ARTICLE I – PURPOSE

The purpose of the YARTS Authority Advisory Committee (AAC) is to advise the

YARTS Joint Powers Authority (JPA) on issues and make recommendations to the

Authority on policy matters and projects.

following fashion: Three (3) members shall be nominated by each of the three Board

Vacancies on the AAC will be filled by the elected members of the Joint Powers

Members of the AAC should be selected from areas such as transportation planning,

Visitor Bureaus, economic development, tourism related business, environmental groups

and organizations and the National Park Service or other such groups or organizations

that may add perspective and expertise to items being considered by the AAC from time

to time.

The YARTS JPA Board will have final approval of all AAC nominees.

ARTICLE III - TERM

The term of each member of the Authority Advisory Committee shall be for two years.

Each member may serve a maximum of four terms on the Authority Advisory

Committee; however, member shall serve on this committee at the pleasure of their

respective appointing authorities.

It is anticipated that members of the AAC will faithfully attend all scheduled meetings

and participate fully in the discussions of the business brought before the committee. If a

member fails to attend three (3) consecutive unexcused meetings, the appointing

authority will be consulted as to the disposition of the member. Another representative

shall be appointed to fill the position subsequent to notifying the member. The member

must, however, be notified after the second missed meeting.

ARTICLE IV – VOTING

Each appointed member of the AAC shall have one (1) vote. The members shall be

entitled to cast their vote on all matters brought to a vote during a regular or called

meeting, which said member is present and providing a quorum is present at the time as

specified in Article V.

ARTICLE V- QUORUM

The majority of the voting membership of the Authority Advisory Committee, officially

holding appointments from the appointing authority shall constitute a quorum and a

quorum shall be necessary for the transaction of any official business by the AAC. A

majority of the AAC voting members who are present shall be required to pass, accept or

approve motions brought by those members.

Votes taken by the Authority Advisory Committee shall be considered advisory only and

shall not be binding on the YARTS Joint Powers Authority governing board.

ARTICLE VI – ELECTION OF CHAIRMAN, VICE CHAIRMAN, SECRETARY,

Section 1

The officers of the AAC shall be a Chairman and Vice-Chairman and shall be selected in

accordance with Section 2 of this article.

Section 2

The Chairman and Vice-Chairman shall be nominated from the floor at the first meeting

of the AAC fiscal year and will rotate between the represented jurisdictions. The chair

The term of the offices shall be for one year.

of the Chairman in the Chairman’s absence.

Section 3

The Secretary shall:

a. Keep an accurate record of all proceedings of the Authority Advisory

Committee.

b. Be responsible for preparing and issuing all necessary notices, copies of

agenda, etc., in a timely manner.

ARTICLE VIII – MEETING DATES

The regular meetings of this Committee shall be held no less than one (1) in every quarter

or as established by the YARTS Joint Powers Authority governing board.

ARTICLE IX – SPECIAL MEETINGS

Special meetings of the AAC may be called by the Chairman, or in the Chairman’s

absence, the Vice-Chairman. Notice by letter or by phone seventy-two (72) hours prior

to the schedule time shall be considered ample notice.

RE: YARTS AAC – THE FUTURE

According to the Authority Advisory Committee Bylaws, the mission of the Authority Advisory

Committee is as follows, “The purpose of the YARTS Authority Advisory Committee (AAC) is

to advise the YARTS Joint Powers Authority (JPA) on issues and make recommendations to the

Authority on policy matters and projects.”

At the special AAC meeting held on September 26, 2013, AAC members were asked to think

about ways that the AAC could better meet its mission of advising the YARTS Board and be

more relevant to the decision making process.

The discussion that followed was wide ranging, but ended up focusing primarily on the timing of

the AAC meetings and the frequency. It was decided that the AAC should meet on the

Wednesday that precedes the Monday Board meeting, timed to be sufficiently in advance of the

Board meeting that a written report could be submitted to the Board at the same time that the

AAC Chair, or designee, make the report of AAC recommendations on the Board agenda items .

Also discussed was the idea of holding one or more additional meetings. Monthly meetings were

held to possibly be too often and too great a burden on the AAC members. A second meeting,

probably about a month following the Board meeting, was suggested as sufficient. Because no

action can be taken by the Board on any item not on the agenda, the timing of this meeting was

to allow recommendations that may be generated by the AAC to be sent to the Board as an

agenda action item.

There was talk of the extra meeting being a workshop style meeting, but a certain amount of

structure would be required to comply with meeting laws and allow for decisions/action to be

taken at the meetings. Action items must be called out on the agenda as such to be acted on at

the time of the meeting.

There was also discussion of the possibility of having more meetings in the period leading up to

the busy summer visitation season as opposed to during the summer itself. The thought being

that the planning and project suggestions should come early enough to be approved and

implemented prior to the busy season.

Finally, there was a call to put an item on the agenda for this meeting looking for projects that

the AAC might propose to work on. The Chair will lead that discussion.

RECOMMENDED ACTION

a. Confirm the specific dates of the pre-Board AAC meetings;

b. Confirm the specific dates of the AAC working meetings; and

c. Suggest projects that the AAC would like to work on during this fiscal year.
