Superintendent’s Report
A. School Board Recognition Month - January is School Board Recognition Month and Temple ISD is
proud to recognize our elected board of trustees for the crucial role they play in our community and
schools. The Temple Independent School District will join districts across the state to thank board
members for their dedication and hard work who voluntarily tackle the enormous job of governing
our school district. Thank you for your service. A copy of the Governor’s Proclamation is included
in the board packet.
B. Recognition of All-State Band and Choir Students - Ms. Catrina Lotspeich, Director of Fine Arts, will
recognize All-State students for band and choir.
C. Public Hearing for the 2014-2015 Texas Academic Performance Report (TAPR) – Mrs. Lisa
Diserens, Director of Accountability, Assessment and PEIMS, will present the annual report. A copy
of the power point presentation in included in the board packet.
D. Athletic Department Dashboard Presentation - Coach Mike Spradlin will present the department
dashboard presentation. A copy of the presentation will be distributed at the meeting.
E. Attendance, Behavior, Academics Goals’ Update – Three pieces of legislation have been in the news recently.
HB 283 - Videotaping of Board Meetings - only required for districts with an ADA of 10,000 or
over. Unfunded mandate.
SB 507 - Cameras required in special education classrooms upon parent or staff request. We have
not had a request to date, but I would expect one. Unfunded mandate.
Open Carry - this is not under the public school side at this point, but has a heavy impact on our
local colleges. Bottom line, is open carry is allowed in all areas with a few exceptions.

CTE Building Tours
January 8 Lewisville and Frisco, leaving from the Central Office at 7:00 AM
January 25 Brackenridge in San Antonio. This will be in the morning, but the exact time is to
be determined.
First Day to File for Election: January 20. Virginia and Shannon are up.
January 29: Chamber Salute to Business. Please let Marilyn know if you are interested in attending.

Approval will either be at a called board meeting after Feb. 17 or at the regular March 21 meeting
(Moved due to Spring Break). We will miss the timeline for the regular Feb. 8 board meeting.
We will be interviewed for our bond rating in February with bonds probably sold in March or April.
The City of Temple is currently working on the Raye-Allen drainage issues.
TASB Advocacy Agenda: you should have received this in your board packetl. If you did not,
please let me know.
The City of Temple sent a check for $15,186.66, TISD's portion of recycling revenues for 2012-2015!
Bill Hall, local auctioneer, has been engaged to auction off the contents of the French Quarter by Dan
Curtis. As per our agreement, Mr. Curtis was to sell the contents. Mr. Hall called over the holidays
to say that we might consider auctioning off the building as well with the stipulation that it be
demolished. There might not be anyone that bids, but it is worth a shot. If someone bought it for $5
and demolished it, it would save us demolition costs. We probably wouldn't make anything but we
also would not lose anything! I called Steve and Kent and they both said go for it. I have told Bill
Hall OK, but we do not have ownership at this time. We will do a one page agreement with Dan
Curtis to include the building in the bidding.
I have the Baylor S&W Warranty Deed on my desk and we are planning on closing on Friday,
January 8, 2016.
The Facilities Committee met on the possible sale of Vandiver. We will put this out for bid within
the next few days. It will be open for 10 business days.
Rodney Dunn is featuring TISD in its next ad campaign. Wow! If you see Danny or Rodney, tell
them thank you.

The Central Texas Chapter of the Association For Learning Environment (formerly know as CEFPI)
has requested a tour of Travis Middle School for their Chapter meeting that is scheduled for

Agenda Item VI.A. 1.
Consideration for Approval of Superintendent’s Yearly Appraisal and Contract Renewal
Mr. Wright reviewed the appraisal with Dr. Battershell prior to the meeting. Any further discussion if
required can occur in open or executive session. The Board will need to determine what it wishes to do on
Dr. Battershell’s contract. The summative review is included in the board packet under separate cover.
Recommendation: Approve the Superintendent’s Yearly Appraisal and Contract Renewal.
Agenda Item VI.A. 2.
Consideration for Approval of 2015-2016 Personnel
The list of personnel recommendations is attached. We are requesting approval of the campus site based
recommendations as brought forth by the Superintendent.
Recommendation: Approve the 2015-2016 Personnel per distributed list.
Agenda Item VI.B. 1.
Consideration for Approval to Change the Official Attendance
Accounting Time for Western Hills Elementary School
Beginning second semester, the master schedule for Western Hills was adjusted to better meet the needs of
the students. Based upon this change, the official attendance accounting time has been adjusted to 8:30
am from 8:45 am in order to have all students in a homeroom class and physically in front of the
homeroom teacher for attendance accounting.
Recommendation: Approve to Change the Official Attendance Accounting Time for Western Hills
Elementary School.
Agenda Item VI.D. 1.
Career and Technology Tours
A group of TISD employees and board members are in the process of touring CTE facilities in different
locations around the state. Stantec is organizing the tours. The group is travelling to the Metroplex on
Friday, January 8, to visit CTE facilities at both Lewisville ISD and Frisco ISD. The group will also
travel to San Antonio on Monday, January 25, to tour a CTE facility at Brackenridge High School.
Attendees will be taking notes and pictures at each location. This is a critical piece of the design process
for the new CTE facility planned at the Temple High School campus. Eventually, the District will
schedule tours of fine arts facilities and other campuses when it comes time to begin the design process for
those projects.
The District organized trips like these to look at different facilities during the last bond construction
process. The information gleaned from those tours proved to be invaluable when designing the new
Jefferson campus and planning for improvements at Travis, Lamar, Bonham and THS.

Agenda Item VI.D. 2.
Purchase of Baylor Scott & White Property at 1929 North Third Street
The District is scheduled to close on Friday, January 8, on the purchase of the Baylor Scott & White
property adjacent to the Lamar campus. The closing will be facilitated by Monteith Abstract & Title
Company. This purchase was approved by the Board at the November 16, 2015, regular meeting.
The administration has directed Bill Hall to auction the building for demolition, which will be done in

conjunction with a scheduled auction at the French Quarter property on January 30.

Agenda Item VI.D. 3.
Purchase of French Quarter Property at 2001 North Third Street
A contract for the purchase of this property has been delivered to Dan Curtis. After the contract is signed
and delivered to CentraLand Title Company, a closing date will be scheduled. This purchase was
approved by the Board at the December 14, 2015, regular meeting.
Both Mr. Curtis and the District would like to close on or around Friday, January 29. Mr. Curtis is closing
his business on that day and he has scheduled an auction with Bill Hall for the following day to sell all of
his equipment and remaining inventory. In addition, the administration has directed Mr. Hall to auction
the building for demolition at that time.

The meeting was called to order at 5:00 p.m.
A. Update and Discussion on the Sale of Vandiver, 418 North 11th
Street, Temple, TX
Mrs. Tina Ortiz contacted the administration in December to inquire about the possibility of purchasing
Vandiver. Mrs. Ortiz visited with both Dr. Battershell and Mr. Boyd about the possibility. The
administration deemed it appropriate to schedule a special meeting of the Board Facilities Committee to
discuss the issue.
Mrs. Ortiz shared with the committee her desire to acquire the facility to run a “day hab” program for
special needs individuals. She has been operating a similar program in a rented facility but is outgrowing
her space at that location. She provided specific information about her program, the services she provides,
the individuals she serves and the funding she receives.
Committee members posed several questions to Mrs. Otriz concerning the condition of the building and
her plan for its remediation. She reported that she has had several different contractors look at the
building recently to ascertain what level of work would be needed to get the building in acceptable shape

to support her programs. She indicated that shelwould be able to repair the most critical needs upon
purchase and would make additional improvements to the facility in time.
Committee members were impressed with both her passion for the individuals she serves as well as her
interest in investing in an older structure in the Historic District.
The committee authorized the administration to solicit bids for the sale of the property. (In order to sell
property, Districts are required by law to either take bids on the property or sell at public auction.) Mrs.
Ortiz will need to respond with a bid and the full Board of Trustees would need to consider that bid (and
any other bids that might be received) at the regularly scheduled Board of Trustees meeting in February.
Finally, the administration apprised the committee members of the status of both the purchase of the
Baylor Scott & White property and the French Quarter property.
The meeting was adjourned at 6:04 p.m.
