1 RULES 1.1 The racing will be governed by the Rules as defined in The Racing Rules of Sailing (RRS) and these

Sailing Instructions. 1.2 The Prescriptions and Special Regulations of Australian Sailing (AS) will apply. 1.3 For IRC entries, the IRC rules shall apply. 1.4 For the purpose of IRC RRS 21.1.5(d) these series are NOT on consecutive days. 1.5 The FSC Inshore Racing TCF Handicapping system will be used for all series.

2 ADVERTISING

Boat names and any advertising shall not be in conflict with Fremantle Sailing Club’s sponsors and shall be in accordance with acceptable public standards.

3 SAFETY 3.1 Competing yachts are required to:

3.1.1 Carry a VHF Radio and log on by radio to Fremantle Race Control on VHF 72, before the start of the first fleet and there is no need to log off after the race, crossing the finishing line will suffice. 3.1.2 Maintain a constant listening watch on VHF 72 whilst on the water.

3.2 Boats that retire prior to starting or during a race shall notify Fremantle Race Control by radio before leaving the race area.

3.3 Races shall be conducted under Category 6 in accordance with AS Special Regulations (ASSR) modified as follows:

3.4 When a boat is unable due to its design to satisfy Category 6 requirements, or is compliant with Category 6 or better, but without lifelines as described in ASSR Part 1, Section 3.12 and Section 5.01.1(g), they shall comply with the requirements of RRS 40 and all members of the crew shall wear a PFD1 or PFD2 (Buoyancy Aid) at all times while racing, without the need to display the Y flag.

3.5 When the “Y” flag is displayed; on the notice board, main flag mast on the lawn or the start boat prior to the first race start of the day, all competitors shall wear PFD’s when racing. (This will be accompanied with a sound signal when on Station) 3.5.1 RRS 40 is changed accordingly.

3.6 EPIRB - All boats are required to carry an EPIRB as per DoT regulations.

4. ELIGIBILITY 4.1 Prior to competing in their first race for the series, a competitor shall submit to the Sailing

Office a current Australian Sailing Equipment ComplianceForm signed by an accredited Equipment Auditor. Failure to comply will result in being scored DSQ.

4.2 Minimum Crew - A boat shall have a minimum of two crew inclusive of the helmsman and each capable of sailing the boat.

4.3 Boats competing in FSC events shall be on the register of a club affiliated with Australian Sailing and shall comply with the fire and safety requirements of the Fremantle Sailing Club.

4.4 Boats with a valid IRC Rating will be eligible to be included in the IRC results in their Division.

4.5 Division 6 (Jib and Main) shall use working foresails so as the luff is attached along the forestay(s).

5. ENTRIES 5.1 Boats shall nominate by completing the online entry form FSC Link. A current safety certificate

number for at least Category 6 is required to complete the online nomination. To be eligible for a result, entries must be made no less than two days prior to their first race. The Race Committee may approve late entries.

5.3 Boats will be required to sail 50% of races in any series to have their individual race results count for the overall Series Awards

5.4 Entry Fees: Winter Series – Entries received on or before 31 May - $150 per boat. Entries received after 31 May - $200 per boat.

6 INSURANCE 6.1 Each participating boat shall have a valid third-party liability insurance with a minimum cover of

$10 million for any one incident. 6.2 The insurance cover must be valid for participating in the various forms of racing

conducted by Fremantle Sailing Club. 6.3 By completing the race nomination form and taking part in a race or event, Owners and/or

the nominated Person in Charge are deemed to have made a declaration that they have such cover.

7 COMMERCIAL SHIPPING 7.1 Particular care in keeping clear of commercial shipping shall be exercised in the following areas (at

least 50 metres distance from all ships): 7.1.1 at the entrance to Fremantle Harbour; 7.1.2 at the Northern Entrance to and in the Cockburn Sound Channel.

7.2 Boats subject of a complaint reported by Fremantle Ports will be disqualified without a hearing. This changes RRS 63.1.

7.3 Damaging a Mark: Boats that damage a Fremantle Ports or DoT mark shall immediately notify the Fremantle Sailing Club’s Harbourmaster of the date, time and the nature of the damage.

7.4 Any cost associated with or arising from an incident under this sailing instruction shall be borne by the owner or person in charge of the boat/s involved.

8. NOTICES TO COMPETITORS Notices to Competitors will be posted on the Sailing Noticeboard in the foyer at FSC. Any notices may also be placed on the Fremantle Sailing Club’s web page at www.fsc.com.au. They may also be emailed.

9. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted not less than 90 minutes before the scheduled start time of the first race of the day, except that any change to the schedule of races will be posted by 1800 hours on the day prior.

10. SIGNALS MADE ASHORE 10.1 Signals made ashore will be displayed on the main flag mast on the lawn at the western side of

the Clubhouse. 10.2 When flag AP is displayed ashore, “one minute” is replaced with “not less than 45 minutes” in

the race signal AP.

12. RACING DIVISION or CLASS FLAGS 12.1 Divisions set by the Race Committee will be sailing under their corresponding divisions Naval

13. RACING AREA Racing Areas are as described in Appendix 1.

14. THE COURSES The Courses to be sailed and the Mark Description are as per Appendix 2.

14.1 The number(s) of the course to be sailed will be signalled by the display on the committee boat of the corresponding International Numeral/Letter Pennant either before or with the Class/Division Flag at the warning signal.

14.2 Where the course number is greater than nine the two appropriate numeral pennants will be displayed. When displaying the pennants, the first numeral pennant shall be flown with the second pennant set below and adjacent to the first.

14.3 New courses will be posted on the notice board at least 48 hours prior to the start of the race they apply to.

14.4 Shortening Course Signals: In addition to the visual and sound signals required by RRS 32.2 and Race Signals when shortening course, the information will be broadcast on VHF 72.

14.5 When the first boat of a Division finishes, the name of the Division, the finishing time and the finishing time limit will be transmitted to all boats by Fremantle Inshore Race Control. Any failure to make this transmission shall not be grounds for a boat to seek redress. This changes RRS 62.1.

15. MARKS 15.1 Description and location of marks for Inshore Racing are as described in Appendix 2 – Courses

(Inshore) 15.2 Description and location of marks for Valmadre Racing are as described in Appendix 2 – Courses

(Valmadre) 15.3 Temporary or replacement marks will be an inflatable red buoy, or a short pole displaying Code flag

M. 15.4 If a mark of the course is missing or out of position and has not been substituted with a replacement

mark, boats shall correctly round or pass (as appropriate) the approximate position of the missing mark’s stated location in the specified direction.

15.5 FREMANTLE HARBOUR ENTRANCE RESTRICTED AREA While racing boats shall not enter an area bounded by the lines joining Green No. 1 Harbour Entrance Buoy, Red “A” Harbour Entrance Buoy, Red “C” Harbour Entrance Beacon and Green No 3 Harbour Entrance Beacon. For the purpose of the RRS the area is an obstruction and the limit of safe pilotage.

16. THE START 16.1 The starting line for FSC Inshore Series will be located in the vicinity of one of the permanent

Club marks as stated in the Red Sailing Handbook. For Valmadre and IRC races the Committee Boat will be positioned in the vicinity of Hall Bank Beacon

16.2 Races will be started by using RRS 26 with the warning signal made 5 minutes before the starting signal. Radio count down may be used for the convenience of the competitors, however errors in the broadcast or failure of a boat to receive the transmission shall not be grounds to seek redress. This changes RRS 62.1.

16.3 The starting line will be between a mast displaying an orange flag on the committee boat at the starboard end and the permanent Club mark identified in the respective course, or an inflatable yellow buoy at the port end.

16.4 Boats whose warning signal has not been made shall keep clear of the starting area during the start sequence for other fleets.

16.5 After the start of each fleet, an announcement may be radioed to all competitors that a ‘clear start’ was achieved.

16.6 At the discretion of the Race Officer, a boat starting later than 9 minutes after her starting signal may be scored Did Not Start (DNS). This changes RRS 63.1 & A4.

17. RECALL 17.1 GENERAL RECALL: When a general recall is signalled the warning signal for the first recalled fleet

will be displayed at the start signal for the last fleet in the sequence. Warning signals for other recalled fleets will follow in order thereafter. This changes RRS 29.2 and Race Signals.

17.2 INDIVIDUAL RECALL: 17.2.1 RRS 29.1 shall apply. 17.2.2 After the starting signal the Race Committee may broadcast the sail numbers of those boats that have not complied with Rule 29.1. It is the responsibility of a boat to monitor the radio for this information. Failure of the Race Committee to make a broadcast or a boat to receive any broadcast will not be grounds for redress. This changes rule 62.1.

18. CHANGE OF THE NEXT LEG OF THE COURSE Course changes will be made in accordance with RRS 33.

19. THE FINISH 19.1 The finishing line for Inshore races will be between a mast displaying a blue flag on the Committee

Boat at the starboard end of the line and the permanent Club mark identified in the respective course, or a yellow cylindrical buoy at the port end (opposite ends for a downwind finish).

19.2 The finishing line for IRC State Championships Races will be between a mast displaying a blue flag on the Committee Boat at the port end of the line and a black/white checquered buoy on the starboard end.

19.3 The Finish for Valmadre races will be at the South Mole Finish Line. The South Mole Finish Line shall be between a point approx 150 metres east of the South Mole Lighthouse and an outer yellow buoy (32° 03.52’ S 115° 44.07’ E) bearing approx 180° at a distance of 0.15 nautical mile from the South Mole.

19.4 Boats shall not sail through a finish line displaying a blue “On Station” flag in either direction unless finishing. The Race Committee shall protest the Competitor as per SI 21. The penalty shall be disqualification.

20. TIME LIMITS The time limit for the first boat to finish taken from the start of their Division is as set out below.

20.1 Inshore Racing - 3.0 hours IRC State Championship – 90 minutes Valmadre Racing – No Time Limit

20.2 Boats failing to finish within 45 minutes after the first boat in their Division sails the course and finishes or boats failing to finish within the time limit, whichever is the later shall be scored Did Not Finish (DNF). This changes RRS 35, A3 and A5.

21. PROTESTS 21.1 In addition to the requirements of RRS 61.1(a) the protesting boat shall, as soon as reasonably

possible, inform the other boats by radio on VHF 72. This changes RRS 61.1(a). 21.2 Protests shall be in writing and be lodged with the Race Committee within 60 minutes after the

finishing time of the last boat in the relevant fleet in its last race of the day. Protest forms are available at the Inshore notice board in the Clubhouse.

21.3 A protested boat may retire any time prior to the date and time set for the arbitration or protest hearing.

21.4 The following Arbitration procedure will be followed before the Race Committee schedules a protest hearing: After delivering the protest to the Race Committee within the protest time limit, the protestor shall choose one of the following options to resolve the protest: 21.4.1 Arbitration in accordance with RRS Appendix T, or 21.4.2 Negotiation between the parties. If option 21.4.2 is chosen, the protestor shall contact the protestee and attempt to settle the alleged rule infringement. Protests not resolved by negotiation within five days shall be referred by the Race Committee to the Protest Committee for a protest hearing. If following a negotiation, a party wishes to accept an alternative penalty for an Infringement he/she shall notify the Race Committee to that effect in writing within the five days negotiating period. The penalty provisions of SI 22 shall apply thereafter and the protestor may withdraw the protest.

22. SCORING The Low Points Scoring System will be used. Boats receiving OCS, RET or DNF will receive a score of the number of boats + 1 that started in their Division for that race. This changes RRS A4.2. Yachts that do not cross the start line will be scored the total number of yachts that have raced in their Division for the series.

22.1 The Inshore Winter Series shall consist of seven races and each boat’s score shall be the sum of her race scores on the following basis: 22.1.1 When fewer than five races have been held and completed a boat’s series score will be the sum of her race score(s); 22.1.2 When five or more races have been held and completed a boat’s series score will be the sum of her race scores excluding her worst score.

22.2 The IRC State Championship shall consist of ten races and each boat’s score shall be the sum of her race scores on the following basis: 22.2.1 When fewer than five races have been held and completed a boat’s series score will be the sum of her race score(s); 22.2.2 When five to 8 races have been held and completed a boat’s series score will be the sum of her race scores excluding her worst score 22.2.3 When 9 to 10 races have been held and completed a boat’s series score will be the sum of her race scores excluding her worst 2 scores

22.3 The Valmadre Series shall consist of 4 races and each boat’s series score will be the sum of her race scores on the following basis: 22.3.1 When three or fewer races have been held and completed a boat’s series score will be the sum of her race score(s); 22.3.2 When four races have been held and completed a boat’s series score will be the sum of her race scores excluding her worst score.

22.4 Where the same course on the same day is used for two different series, a boats finishing time will be used to separately calculate its result in each series. This changes Rule A3.

23 ANNOUNCEMENT OF RESULTS Normally take place in the FSC Sailors Bar at approximately 60 minutes after the last boat has finished for the day. Any other announcements of results will be in accordance with the Notice of Race or Supplementary Sailing instructions for that event.

24 PRIZES 24.1 Prizes will be awarded in each Division for both IRC and for FSC TCF Handicap results on the day of the race. 24.2 Series’ prizes will be awarded to those divisions with more than 5 entries 24.3 Series’ prizes will be awarded to 1st, 2nd and 3rd for IRC and FSC TCF Handicap 24.4 Prizes in the IRC State Championship will only be awarded for IRC Results

25 RADIO COMMUNICATION 25.1 Fremantle Race Control will monitor channel 72.

Racing boats shall monitor VHF channels 72. The primary race communication channel will be VHF 72.

25.2 Boats retiring from a race – See 3.2

26 WARNING 26.1 Sailing and activities associated with it involve risks of personal injury, loss, damage and even death. The risks

include but are not limited to, the risk of injury from collision, capsizing, falling overboard and impact with equipment. Any of these events can also result in death.

The risks involved in this activity are heightened by; • Adverse weather conditions • Inadequate training

• Fatigue • Inexperience • Failure to maintain the boat • Failure to supply and use the recommended safety equipment • Failure to observe the Rules, Regulations and Instructions.

This warning is given as a risk warning pursuant to Section 5I of the Civil Liability Act 2002 (as amended). Having given this risk warning, the Organising Authority will not be held liable for any personal injury or death, however it may occur.

27 DISCLAIMER 27.1 Competitors participate in the race entirely at their own risk. See RRS 4, Decision to Race. The Organising

Authority, its associates and appointees will not accept responsibility for material damage or personal injury or death or inconvenience sustained in conjunction with or prior to, or during, or after the event. By participating in the race, each competitor agrees to release the race organisers from any and all liability associated with such a competitor’s participation in the event to the fullest extent permitted by law.

27.2 Competitors provide their permission for any photograph or video taken during the course of a race to be used for purposes including public viewing, marketing/promotion and posting on event websites and social media. If a competitor does not wish to provide their permission, the photographer must be advised of the fact.

27.3 Competitors provide their permission for the Inshore Captain to obtain and utilise contact information collected from the Inshore Entry System, or requested formally from club employees, for the purposes of race management only.
