The meeting is being held on the traditional unceded territory of the Musqueam, Squamish and Tsleil-Waututh Nations. Student Learning and Well-Being 3.1 Purpose/Function:

3.1.1 To review student learning and well-being indicators, and where warranted provide

recommendations to the Board.

Objective 3: Effectively utilize school district resources and facilities

INTRODUCTION

As follow up to the Music Review summary provided at the January 20, 2021 Student Learning and Well-

Being Committee (SLWB), this report provides a brief summary of feedback submitted by committee

members and brings forward a request for further committee input that can guide next steps regarding

the Music Review’s first recommendation.

BACKGROUND

In June 2020 a summary of the recently completed Music review prepared by consultant John White

was presented to the Student Learning and Well-Being Committee and committee feedback was sought.

In January 2021 the Music Review’s four recommendations and proposed implementation timeline was

reviewed with the Student Learning and Well-Being Committee. Feedback to guide next steps was

requested at the January meeting.

SUMMARY OF FEEDBACK

Various Student Learning and Well-Being Committee members provided feedback on the Music Review’s recommendations and proposed implementation timeline Following the January meeting. CUPE 15 asked for clarification on the involvement of students with diverse learning and social-emotional needs in the proposed model. The Vancouver Elementary School Teachers’ Association (VESTA) shared a motion from their Committee for Working and Learning Conditions meeting for the District’s consideration in implementing the recommendations.

The District Parent Advisory Council (DPAC) stressed the importance of engaging parent stakeholders and encouraged the District to hear parent perspectives on music programming and practices as part of this engagement. DPAC also suggested consideration of a review of current practices and development of a plan as part of phase one. Feedback was also received from two parents who expressed the importance of music and the arts in

elementary and secondary school

CONCLUSION

The Music Review outlines a ten-year phased implementation plan and advocates pursuing a measured approach to development and implementation of four recommendations. The feedback provided above is presented for information and informs a recommendation for the committee to consider. Staff are seeking feedback from the Student Learning and Well-Being Committee on how to move forward with the first recommendation of the Music Review - that the District establish a shared mission, vision and strategic direction for the Visual and Performing Arts.

Reference to the Strategic Plan:

Goal: Create a culture of care and shared social responsibility

Objective: Support collaborative relationships with community partners that enhance student

learning and well-being

INTRODUCTION:

This report will provide an overview of the proposed calendar dates for the 2021-22, 2022-23, and 2023-24 school years. This report contains a recommendation.

BACKGROUND:

School Act Requirements • Under the School Act, boards are required to submit their calendars to the Ministry of Education for

review and may submit calendars for up to 3 consecutive years at one time. Each school calendar should cover at least 12 consecutive months and begin on the day following the end of the current school calendar.

• The minimum number of hours of instruction are as follows: • 853 hours of instruction for students in Kindergarten (allows for gradual entry) • 878 hours of instruction for students in Grades 1 to 7 • 952 hours of instruction for students in Grades 8 to 12

• Section 87.01 (7) of the School Act requires consultation on school calendars, and the School Calendar Regulation sets out the parameters for that consultation. A board must make public a proposed school calendar one month before submitting it to the Ministry. For the 2021/22 calendar submission cycle, proposed calendars must be made public on or before February 28, 2021. During the consultation period, a board must provide parents and board employees with the opportunity to comment on the proposed calendar.

• Boards are required to submit their 2021-22 school calendars by March 31, 2021.

• Terry Stanway, Vancouver Secondary Teachers’ Association

• Michelle Wood, Vancouver Association of Secondary School Administrators The Committee met on December 2, 2020 and January 22, 2021. Following the December meeting, committee members provided feedback on the draft calendar at the January meeting. In identifying dates for the proposed calendars, the committee consulted a multifaith calendar. All stakeholders expressed an interest in having a 20-minute recess for elementary students moving forward for the next three years. Due to the addition of a non-instructional day for the 2021-2022 school year only, three minutes were added to each day in the 2021-22 school year in both elementary and secondary schools to meet the minimum number of instructional hours as required by the School Act. Placement of Non-Instructional Days • The consensus of the Calendar Committee was to continue with the VSB model of having three

professional development days set district wide (October, February, and April) and two professional development days which are flexible and are determined at the school level (September and January). The sixth non-instructional day (November) is organized by District and school administration. The School Act states that “In each of the 2021/2022 and 2022/2023 school years, a board must schedule at least one non-instructional day for the purpose of providing teachers with an opportunity to participate in discussions and activities that focus on both of the following:

a) enhancing Indigenous student achievement b) integrating Indigenous world views and perspectives into learning environments

• The committee worked to ensure that days were evenly spread out throughout the school year, and that there was an even distribution of 4- and 5-day weeks for students, so as to maximize teaching and learning opportunities. The committee ensured that the placement of non-instructional days never resulted in a 3-day week for students.
