an anomaly in the way OUA units are currently added to the systems. This issue will be addressed by applying the following recommendation: It is recommended that all OUA units that are listed as People or Planet units on-campus be listed with the same designation for OUA purposes. A list of these OUA units and their on-campus equivalents follows (TBA).

2. BUSINESS ARISING FROM THE MINUTES

2.1 Report to Academic Senate The Committee noted that Academic Senate will consider reports from the 26 June and 17 July ASQC meetings at its next meeting on 7 August 2012.

3. INDIVIDUAL STUDENT CASES 3.1 Faculty Reports

The Committee noted reports received from the Faculty of Arts (tabled), Faculty of Business and Economics and the Faculty of Human Sciences (tabled).

The Committee noted the report from the Faculty of Business and Economics that included a deeming case involving units from both Faculties of Arts and Business and Economics, with the student (SID 42150493) admitted in the Master of International Trade and Commerce Law, a program owned by the Faculty of Arts. The Committee also noted the report from the Faculty of Arts that included a deeming case (SID 42381134) involving deeming of BUSL851, a unit owned by the Faculty of Business and Economics. The Committee agreed that faculties should ensure that there is an appropriate consultation process across faculties in cases such as the ones identified above. 3.2 2010 BBA Hong Kong students The Committee considered a memo from Professor Greg Elliott to the Faculty of Business and Economics Individual Cases Committee dated 25 June 2012 (tabled) regarding the proposal to reparent a number of Hong Kong students into the 2010 BBA Hong Kong program. These students were admitted in the Hong Kong BBA program in 2010 but have transferred to the Sydney campus location in 2011 and 2012. The Hong Kong program was exempted from the People and Planet requirement whereas this was a requirement as part of the program structure in the Sydney location. The Department of Marketing and Management proposed that these students be reparented into the 2010 BBA Hong Kong program to allow them to qualify without the need to complete the People and Planet requirement. The Committee agreed that instead of the above proposal, a more suitable solution would be to invoke the Saving Clause to allow these students to complete their program without completing the People and Planet requirement. It was noted that if these are approved as Saving cases at the 7 August Academic Senate, the students may be eligible to qualify and be included in the September graduations, provided all other requirements are met.

7. GRADUATE AND VOCATIONAL GRADUATE CERTIFICATES AND DIPLOMAS IN THE

AUSTRALIAN QUALIFICATIONS FRAMEWORK The Committee reviewed a consultation paper Graduate and Vocational Graduate Certificates and Diplomas in the Australian Qualifications Framework, AQF Council, June 2012. The Committee noted that the AQF Council has invited feedback on their intended approach by 27 July 2012.

The Committee highlighted two areas of concern arising from the implications of the AQF Council’s preferred position on the Graduate and Vocational Graduate Certificates and Diplomas qualification types in the AQF: (i) Postgraduate Diplomas to be renamed Advanced Graduate Diplomas; (ii) Postgraduate Certificates will not be AQF accredited and there is no basis for

Graduate Certificates to be retained.

The Committee was particularly concerned over the potential loss of Postgraduate Certificates and Graduate Certificates and the implications for Macquarie. The Committee agreed that Postgraduate Certificates are of significant value to the University in the following ways: (i) Postgraduate Certificates serve as important articulation pathways to Postgraduate

Diploma and Master level degrees; (ii) They offer attractive continuing professional development options; (iii) Many are part of strategic and/or commercial agreements, eg, Postgraduate

Certificate of Credit Analysis, Postgraduate Certificate of Social Health and Counselling, Postgraduate Certificate of TESOL;

APS was requested to provide some statistics on past Postgraduate Certificate, Certificate and Graduate Certificate qualifications. The following is the number of Postgraduate Certificate qualifications for the period 1 January 2007 to 17 July 2012, by faculty: Faculty of Arts: 250 Faculty of Business and Economics: 136 Faculty of Human Sciences: 618 Faculty of Science: 106 MGSM: 926 OUA: 66 Total: 2102 The following is the number of Certificate and Graduate Certificate qualifications for the period 1 January 2007 to 17 July 2012: Certificate in Ancient Languages: 7 Certificate in Languages: 123 Graduate Certificates: 804 Total: 934 The Committee also raised the need to seek clarity on what distinction will be applied between exit awards and nested awards under the revised classifications. In light of the above discussion of the AQF Council around level 7 and level 8 awards, the Committee RECOMMENDS THAT ACADEMIC SENATE, as a matter of urgency, establish a working group to recommend the nomenclature of Macquarie awards, and to consider the implementation priorities and intended timeline to be compliant by 2015.

Emergency Changes to Postgraduate programs approved by the Chair and Deputy Chair on behalf of ASQC (tabled).

The Committee RECOMMENDS THAT ACADEMIC SENATE approves the 2012 Emergency Changes to Postgraduate programs as presented in the summary table, effective immediately (Attachment 3). 8.3 Undergraduate Curriculum Transition Associate Professor Coutts reported that the Transition Working Group recently met to discuss outstanding issues in relation to undergraduate curriculum transition. The Group identified the following two cohorts of affected students and has advised faculties accordingly: (i) For students who need to transfer but no equivalent program has been identified for

such purpose, faculties have been asked to advise possible solutions; (ii) For students who could potentially complete their program in 2012, APS will advise

them on what units they should enrol in for Session 2 and/or Session 3. 8.4 Participation Streams Ms Clark reported on the proposal to the addition of Participation streams within existing units from 2013. The Committee noted that a range of related issues are being considered by a taskforce, including but not limiting to the following: • The need for a distinct prefix (eg. “Z” as the last letter of the code) for new units;

• Enrolment arrangements that will not create additional administrative loads, eg, in Coursework Studies Section;

• Enrolment into participation streams need to be finalised by the first week of enrolment;

• Ensuring compliance with criteria of participation units; • Participation streams to be confined to elective units at this stage; The Committee acknowledged that the proposal presents as an innovative way of diversifying modes of offering of participation units. 8.5 The Roles of FSQCs and ASQC in Unit Review and Approval

Dr Wells raised the need for a review of the roles played by ASQC and FSQCs in relation to

unit review and approval. The Committee engaged in a wide ranging discussion which resulted in general consensus as follows:

• Greater clarity in the terms of reference and guiding framework for ASQC and FSQCs

could strengthen their positions in relation to quality assurance, review, audit unit review and approval;

• FSQCs, through their process should ensure their faculty submissions to ASQC comply with the University policies, for example the Assessment Policy;

The Committee also agreed to review figures on units that were not approved by ASQC due to non compliance with the Assessment Policy.

be amended as noted above with effect from 1 January 2013. Faculty of Human Sciences

PSY351 Research Methods in Psychology

The Subcommittee discussed a request to amend the prerequisite for PSY351 as PSY245 has been recoded to PSYC332.

Action: The Subcommittee agreed to recommend to ASQC that the prerequisite for PSY351 Research Methods in Psychology be amended to include PSYC332.

3.2 Late Amendments to Programs/Majors/ Specialisations Faculty of Arts Politics and International Relations Major POL02

The Faculty of Arts requested that the 300 level requirements for the Politics and International Relations major be amended. The Subcommittee discussed the amendments and agreed to recommend the request, however it was noted that the changes will need to be expressed differently - LEX300 should be moved under the 300 level option set which will then change to “9 credit points from”.

Action: The Subcommittee agreed to recommend to ASQC that the Politics and

International Relations Major be amended as noted above with effect from 1 January 2013.

Media, Culture and Communications Major MED02

The Faculty of Arts requested that the program structure for the Media Culture and

Communications major be amended in order to give equal weighting to the CUL, MAS and ICOM disciplines.

Action: The Subcommittee agreed to recommend to ASQC the late amendment

request to amend the structure of the Media, Culture and Communications major (MED02) with effect from 1 January 2013.

Honours Degree of Bachelor of Psychology PSYC01

The Subcommittee discussed the Faculty’s request to amend the program for PSYC01

(new code PSYC02) from 24 credit points of PSY units at 300 level to 18 credit points of PSY units at 300 level. While the Subcommittee agreed to recommend the request clarification was requested regarding the general requirements.

Currently the general requirements in the revised program of study require 54 credit

points as a “minimum number of credit points at 100, 200 and 300 level in PSY”. However the “required” PSY units as listed in the program only adds up to 42 credit points at 100, 200 and 300 level PSY. It was suggested that the Faculty either change:

- the minimum requirements to 42 credit points required at 100,200 and 300 level

PSY; or - include 400 level PSY units within the minimum requirements - which total 56 credit

points. -

Action: The Subcommittee agreed to recommend to ASQC the late amendment

request to amend the program structure of the Honours Degree of Bachelor of Psychology PSYC01 (PSYC02) with effect from 1 January 2013.

3.3 Units to be Deleted in 2013

PSY245 Principles of Psychological Assessment The Faculty of Human Sciences have requested that PSY245 be deleted from the

Schedule of Units from 2013 as it is being replaced by the new unit PSYC332.

Action: The Subcommittee agreed to recommend to ASQC that PSY245 Principles of Psychological Assessment be deleted from the Schedule of Units with effect from 1 January 2013.

3.4 Proposal to Discontinue an Award Faculty of Human Sciences

Graduate Diploma of Psychology The Faculty of Human Sciences requested that the Graduate Diploma of Psychology be discontinued from 2013 as there will be no new intakes into this program. The Subcommittee discussed the request and agreed to recommend it. Action: The Subcommittee agreed to recommend to ASQC that the Award of the Graduate Diploma of Psychology be discontinued with effect from 1 January 2013.

4 Session 3 – Limitations on Required Units Offered in Session 3

Ms Barb McLean addressed the Subcommittee on the issue of required units only being offered in Session 3 (and not in Sessions 1 and 2). The various negative impacts were discussed and concerns were raised regarding students who would need to prolong their studies to undertake their required units. International students were identified as being particularly vulnerable as they would likely not be able to satisfy their VISA requirements while waiting to undertake their required units. Therefore it was agreed by all, that Session 3 is a voluntary intensive offering and is not to be considered as part of a compulsory trimester system of offerings. Ms McLean advised the Subcommittee that a policy regarding Session 3 offerings was being developed. Therefore the Subcommittee agreed that a guideline be established stating that required units cannot not be offered in Session 3 only. It was noted that this guideline will become part of the policy regarding Session 3 offerings.

Action: The Subcommittee agreed to recommend to ASQC that a guideline be established stating that a required unit cannot be offered in Session 3 only, it must also be offered in Session 1 or Session 2.

5. People and Planet Unit Review for 2014 The Subcommittee commenced the review of People and Planet units for 2014. The review will be continued at an extra-ordinary meeting to be held on 21 August 2012 from 2pm to 5pm. The Subcommittee will deliver its report upon conclusion of the review.

ASQC UG SUBCOMMITTEE Taskforce meeting re ‐ LAW448 Animal Law 'Participation stream' proposal 16 July 2012

Present: Prof Natalie Klein, A/Prof Pamela Coutts, Jemima Morley, Kylie Shorrock, Lindie Clark

BACKGROUND

"The ASQC UG Sub‐Committee supported in principle the suggestion (to introduce a Participation unit ‘stream’ for the proposed new Animal Law unit, LAW448) and tasked Ms Lindie Clark with leading a small working group to work through numerous issues and criteria for 2013 before recommending to ASQC." (ASQC UG Sub‐Committee 12 June 2012 minutes)

The taskforce met on 16 July and discussed the following issues:

* appropriate prefixes/codes for such units (to distinguish them from 'non‐Participation' versions of the same unit) * issues around the 'last day to enrol' in such units * criteria for/conditions under which units would suit streaming

REPORT AND RECOMMENDATIONS

• The Taskforce noted that the key objectives of ‘streaming’ were to o Maximise range of student choices re Participation Units o Increase community partner access to students with skills and knowledge in discipline‐specific areas of

particular relevance to the partner’s needs o Spread the workload involved in the teaching and administration of Participation units

• We further noted that, in achieving these objectives, we need to make sure that we: o Minimise the amount of ‘manual’ administration required to ensure students are enrolled in the correct

version of the unit (i.e. Participation‐stream v. ‘mainstream’) o Don’t create a proliferation of new units (all of which incur administration costs)

Unit codes

• It was agreed that we definitely need a new unit code to distinguish the Participation ‘stream’ of the unit from its ‘mainstream’ counterpart. This will be essential for (inter alia) verifying/qualifying that students have met their Participation requirement once it becomes a general requirement in degrees. That said, we also need to arrive at a unit‐naming convention that somehow links the Participation‐stream of the unit with its ‘mainstream’ counterpart (this is important for student, partner, and staff audiences)

• A range of options were discussed for identifiable yet distinct prefixes/codes, including proposed use of ‘P’ as the fourth letter of the unit prefix (e.g. LAWP448 for the Participation stream of LAW448). This proposal was abandoned as there are many other existing units with a P in this position (e.g. ECHP). It is therefore recommended that ‘Participation‐stream’ units (1) use the same unit code number as their mainstream counterpart, (2) share the first three letters of the mainstream unit’s prefix, and (3) use ‘Z’ as the fourth letter of the unit prefix, e.g. LAWZ448

Enrolment deadlines

• It is recommended that Participation‐stream Units would have to observe the same enrolment deadlines as those for all other units (i.e. enrolment to be finalised before end of 1st week of the relevant session for External offerings, and before end of 2nd week for Internal offerings).

• The taskforce noted that, as is the case with all Participation units, there can be long lead times involved in arranging suitable student placements prior to the Session starting.  An indicative timeline was provided by Deb

• Ronan, convenor of LAW551 for the Session 1 and Session 2 offerings of that unit (see Attachment 1).  In order to give Unit Convenors as much ‘advance notice’ of student intentions to enrol in such units, the Taskforce agreed that:

o Unit Convenors and Program Directors should be encouraged to use unit descriptions in the UG Handbook (and other relevant communication methods, e.g. Information Sessions in relevant ‘feeder’ units; program induction materials etc) to flag to prospective students the need to talk to the Unit Convenor well before Session starts if they are interested in enrolling in the Participation‐stream of the unit

o Longer‐term: the PACE team and SBSS have been exploring eApplication as a way of students submitting an EoI or application for Participation units well ahead of Session commencement.

 Pre‐requisites

• It is recommended that Participation‐stream units require Exec Dean Approval as a pre‐requisite (as well as any other relevant pre‐reqs for unit content/level)

Criteria that proposed Participation‐stream units would need to meet

• It was noted that, in the normal course of events, the University would expect full Participation units to be created, rather than Participation‐streams, at least until the effectiveness of the latter mode of delivery has been evaluated (see below)

• That said, there will be specific circumstances in which the creation of a Participation‐stream is justified, e.g. when partner capacity or other reasons prevent the development of suitable placements to cater for all students enrolled in the ‘mainstream’ unit.

• It is recommended that all proposed Participation‐stream units would need to meet the following criteria:

o Compliance with the Senate‐approved Criteria for Participation Units and Activities (Sept 2011) o Learning Outcomes identical to ‘mainstream’ version of unit (but some L&T activities and/or assessment

tasks may differ) o Unit cannot be a core requirement in a program

(NB. It is proposed that this particular criterion hold for 2013‐14, until an evaluation of the effectiveness of this mode of delivery is undertaken. The results of the evaluation may suggest that a relaxation of this criterion is warranted for 2015 and beyond.)

Limited trial of Participation‐streams in 2013

• It is recommended that the Participation‐stream approach be trialled in a small number of units (2‐3) in 2013‐14, starting with LAWZ448 Animal Law.  Lindie Clark has ask the Academic Directors of Participation in each Faculty to nominate (ASAP) any other units which may be suited to this mode of delivery for 2013

• As noted above, an evaluation of the effectiveness of this mode of delivery will then be undertaken, incorporating the perspectives of students, staff and partners. This can inform decision‐making on the continued viability/desirability of ‘Participation‐streams’

 LAWZ448 Animal Law

• Prof Natalie Klein and Kylie Shorrock to finalise the outstanding paperwork required to create this new unit for 2013 and add it to the Schedule of Participation Units (LAW448 has already been approved as a new unit for 2013).

MEMORANDUM TO: ASQC

DATE: 30 July 2012

FROM: Sherman Young, A/D L&T Arts

CC: John Simons, Exec Dean Arts,

Andrew Gillett, HoD, AHST

Martina Mollering, HoD, International Studies

SUBJECT: Language Units in PG Degrees

As part of the postgraduate curriculum renewal, ASQC established the very clear direction that

all PG units would need to consist of PG content - with commensurate prerequisites and learning

outcomes. We wish to raise some questions with respect to what might be called auxiliary skill

units. In Arts, we are particularly interested in the languages, but other Faculties may have similar

situations.

For example, a postgraduate student might study a Philosophy unit where core texts are written in

a language other than English. By allowing the student to read a text in its original language, an

undergraduate level German reading unit (for example) would provide a significant postgraduate

learning outcome beyond the immediate language capabilities. In Ancient History, the ability to

read a text in the ancient language is a key requirement for research. Internationally, it is regular

practice for postgraduate students in Ancient History and cognate areas to undertake introductory

to advanced level language units as a required part of postgraduate research training. For Ancient

History students in the Master of Research, the ability to undertake such units is essential for the

success of research training.

Likewise, a postgraduate student in a Masters of International Relations would benefit hugely

from having language skills - knowledge of an appropriate language would add significantly to

graduate capabilities and their employability in a range of both government and non government

areas.

Whilst it might be argued that such language skills should be a pre-requisite for specific

postgraduate study, such an approach disadvantages many students who may have relevant

disciplinary majors, but simply lack language experience. At present, a student cannot undertake

an undergraduate language unit for credit in a postgraduate program, so there is no incentive to

learn the language.

A relevant phrase in the AQF (pp 60) is:

Arguably, this does not disqualify the provision of component and specific units at postgraduate

level that might not in themselves be considered totally postgraduate.

Examples from other Universities

Other Australian institutions appear comfortable with offering language units in their

postgraduate program that aren’t at PG level.

For example, Sydney University offers postgraduate language units which give students the

opportunity to “begin or improve their proficiency in an Asian language”.

Likewise, UNSW offers postgraduate language units which “aim to develop basic communicative

competence.”

Introductory languages are specifically offered at the graduate level (with graduate course

numbers). Introductory Greek and Hebrew are part of the standard "Master of Arts in

Religion" PhD preparation program:

"Language courses are offered at the elementary, intermediate, and advanced levels... REL

3604, Elementary Biblical Hebrew A rigorous two-term course designed to familiarize students

with the basic principles of Biblical Hebrew grammar, syntax, and vocabulary. The primary

goals are to read biblical prose texts with confidence, use a standard academic dictionary, and

develop a deep appreciation for the stylistic features unique to the Hebrew text. REL 3605,

Elementary New Testament Greek A two-term introduction to the language of the New

Testament intended for those with little or no knowledge of Koiné Greek. Concentration in the

first term is on elementary grammar and syntax, and a basic working vocabulary. The second

term is devoted primarily to rapid reading of the Johannine literature and to developing a

working knowledge of the critical apparatus and indexes of the Greek New Testament for use in

exegesis and interpretation."

GUIDELINES FOR VARIATION TO EXAM POLICY

Within the recently implemented Final Examinations Policy, there is an explicit role for

ASQC in considering cases requesting an exemption. The relevant section of the policy

is listed below

EXCEPTIONS Exceptions to this Policy will only be considered when supported by a case made on the

basis of a sound pedagogical or operational argument.

Cases for exception are to be submitted for consideration to the Academic Standards and

Quality Committee and will require the approval of Academic Senate.

Some departments are already considering submitting a request to be allowed an

exemption from the requirement to publish the examination when large sets of multiple

choice items are used. Consequently, there is an urgent need to develop a set of criteria

that can be both distributed to departments and used by ASQC in its decision making.

Based on the policy, the following principles and guidelines are suggested for both

implementation and consideration of exception requests.

1. Any case for a request for an exception to the provisions of the Final Examination
