The Committee noted that Academic Senate has not met since the last ASQC meeting. 2.1.1 Update on Master of Research Professor Mansfield provided a report on the Master of Research. The development of the program has involved consultation with the government, faculties and members of ASQC. The government has proposed a change of the title of the program to Bachelor of Philosophy/Master of Research (BPhil/MRes) to reflect the proposed funding model, where students in the first year of the program will be recognised as undergraduate students. It is intended that the program will lead to the award MRes, while BPhil is available as an exit award at the end of the first year if the student does not progress to the second year. It was noted that while no specialisations will be offered in the MRes, students will be aligned with a department from the point of application. It was also proposed that students who apply with a profile which would have permitted admission to HDR (eg. honours) will be eligible to receive 32cp advanced standing towards the MRes. The Committee noted that the standard admission requirement to the MRes will be a GPA of 2.5, with a possibility of different requirements in certain disciplines (eg. higher GPA, work experience). The Committee also noted that in terms of advice and supervision, the department advisor of the MRes will provide advice, negotiation and sign-off on the suitability of individual student programs in the first year; supervisors will be allocated in the second year based on the student’s specific area of research.

3. INDIVIDUAL STUDENT CASES 3.1 Summary Reports The Committee noted the summary report (tabled) provided by the Faculty of Human Sciences that contains outcomes of individual cases as reported to the FSQC on 8 March 2012. The Committee agreed that this report template be adopted by all faculties for the purpose of the provision of summaries of outcomes of individual cases to ASQC. FSQCs need to be advised that summary reports are to be submitted to ASQC for noting at every ASQC meeting. They should also be reminded that FSQC minutes need to include full documentation of each case. 3.2 Individual Cases – Faculty of Human Sciences The Committee reviewed and approved the recommendations of the following individual cases as presented in the above summary report: Shaheda Begum 40998274 – BADipEd Recommendation: Readmitted to BADipEd pre 2010. Student must complete FOHS301 to qualify. Ah-Ram Lee 40973492 – BADipEd Recommendation: Readmitted to BADipEd pre 2010. Dorothea Gray 41064887 – MSpecEd Recommendation: Request to count all 5 completed units in 2 PGCerts to Masters. Recommended on condition that one of the PGCerts is rescinded. Rachel Riley 41727274 - GDip Early Childhood Recommendation: Readmitted to 2009 program.

Lucy Lyons 31351190 – MOrgPsych Recommendation: Readmitted to pre-2012 program. 3.3 Individual Cases – Faculty of Business and Economics Felipe Ignacio Pizarro Vildosola 42549124 - MIB The Committee noted that the Faculty of Business and Economics has recommended the addition of MKTG833 Social Media Management to the above student’s study plan of Master of International Business (tabled: Student Individual Case Submission form). The reason for the request was noted as “Student is in final semester of degree and would like to undertake MKTG833. This unit is not an elective option in the 2011 program. MKTG833 is an optional elective for 2012 students within the Master of International Business. Furthermore, the student has less elective units to choose from as ICMS units are no longer offered within the program.” The Committee agreed that MKTG833 Social Media Management be added to the study plan of Master of International Business for Mr Pizarro Vildosola (SID 42549124).

4. REPORT OF THE UNDERGRADUATE SUB-COMMITTEE

The Committee reviewed the minutes of the Undergraduate Sub-Committee meeting held on 28 February 2012. The agenda and associated papers for the Sub-Committee’s meeting can be found for review by members on the ASQC web site at: http://senate.mq.edu.au/apc/sub_committees.html 4.1 2012 Academic Program Emergency Changes to the Schedule of Units Faculty of Arts ANTH321 Globalisation and Culture The Sub-Committee discussed the Faculty’s request to change the NCCW from ANTH275 to ANTH375. Concerns were raised in relation to students who may be currently enrolled in the unit, having already completed ANTH375 and subsequently not being able to count ANTH321 for credit. The Sub-Committee agreed that the Faculty will need to identify and contact any students who are affected by the change and notify them of the consequences. The Committee RECOMMENDS THAT ACADEMIC SENATE approves the Emergency Change request for ANTH321 to change the NCCW from ANTH275 to ANTH375, effective immediately. Faculty of Human Sciences EDUC261 Information and Communication Technologies and Education The Sub-Committee considered the Faculty’s request to add an Xc1 offering and to increase the quota for EDUC261 from 150 students to 175 students, given that extra equipment had been acquired. Subsequent to the Sub-Committee meeting, the Faculty noted that the quota was to be distributed as 153 students in the D1 offering and 22 students in the Xc1 offering, which was approved by the Chair of the Undergraduate Sub-Committee.

The Committee RECOMMENDS THAT ACADEMIC SENATE approves the Emergency Change request for EDUC261 to add an Xc1 offering and to increase the quota from 150 students to 175 students, with a distribution of 153 students in the D1 offering and 22 students in the Xc1 offering, effective immediately. Faculty of Science BIOL376 Advanced Human Physiology The Sub-Committee considered the Faculty’s request to remove the NCCWs, BIOL357 and BIOL358, noting the rationale provided in regards to the lack of common content. The Committee RECOMMENDS THAT ACADEMIC SENATE approves the Emergency Change request for BIOL376 to remove BIOL357 and BIOL358 as NCCWs, effective immediately. Multiple Science Units The Sub-Committee considered the Faculty’s request to add an “Information Technology” designation to the units listed below. It was noted that these units are no longer offered (except MATH237), however the designation is required in order to allow students of the Bachelor of Information Technology to qualify for their degree.

The Committee RECOMMENDS THAT ACADEMIC SENATE approves the Emergency Change request to add an Information Technology designation to the above listed units, effective immediately. 4.2 2009 Combined LLB Students Returning to Their Previous Program The Sub-Committee considered an issue that had arisen regarding Combined LLB students who had transitioned to the new curriculum pursuant to the University’s advice. The Sub-Committee discussed whether these students should be permitted to qualify according to their initial program in accordance with the time frame articulated in Bachelor Degree Rule 23. The Sub-Committee discussed whether the University had determined a policy articulating that combined LLB students should be allowed to continue in their 2008 or 2009 programs until December 2013 and agreed to investigate the issue. The Committee RECOMMENDS THAT ACADEMIC SENATE approves that the combined LLB students who commenced their program in mid-2008 or 2009 and transitioned to the new curriculum be allowed to qualify according to their old program. 4.3 Non-Application of NCCW to studies after a certain amount of time has

elapsed The Sub-Committee discussed the request by the Department of Mathematics to remove NCCWs for HSC results that were obtained more than 5 years prior to when a student

wishes to enrol in a Maths unit at Macquarie. The Sub-Committee agreed that students should be able to enrol in units and attain credit for their enrolment, if the NCCW requirement is in relation to a HSC result obtained 5 or more years ago. The Sub-Committee also highlighted that this issue may be applicable to Language units within the Faculty of Arts. The Committee RECOMMENDS THAT ACADEMIC SENATE approves that students be allowed to enrol in units and attain credit for their enrolment, if the NCCW requirement for that unit is in relation to a HSC result obtained 5 or more years ago. 4.4 Transition The Sub-Committee discussed the need to identify whether there are any issues in relation to transition that have yet to be dealt with. The issue of transitioning Undergraduate students from 68 credit point programs to 69 credit point programs on 1 January 2013 was raised. It was suggested that this issue and the question of broader transition issues be referred to the Transition Working Group. The Sub-Committee recommended that a new Chair for the Transition Working Group will need to be appointed by ASQC, as Dr Julian de Meyrick will no longer be acting as Chair. The Committee noted that Dr de Meyrick has advised that he is preparing a summary of progress with transition issues. The Committee therefore agreed that the appointment of a new Chair for the Transition Working Group be deferred. Dr de Meyrick will meet with staff members of APS and report to ASQC.

5. REPORT OF THE POSTGRADUATE SUB-COMMITTEE

The Committee reviewed the minutes of the Postgraduate Sub-Committee meeting held on 1 March 2012. The agenda and associate papers for the Sub-Committee’s meeting can be found for review by members on the ASQC website at: http://senate.mq.edu.au/apc/sub_committees.html. 5.1 2012 Academic Program Faculty of Business and Economics 2012 Academic Program – Case for Establishment of an Articulation Program The Sub-Committee considered the proposed articulation program whereupon completion of the Master of Management (Human Resources), students from Mahidol University in Thailand will be able to transfer directly to Macquarie University to study in the Master of International Business and/or Master of Commerce. The Committee RECOMMENDS THAT ACADEMIC SENATE approves the above proposed articulation program with effect from 1 July 2012. 5.2 2013 Academic Program 5.2.1 Programs Faculty of Arts Case for Retention and Renewal Master of Computer Forensics [File No. 11/459]

Postgraduate Diploma of Computer Forensics [File No. 07/75] Postgraduate Certificate of Computer Forensics [File No. 07/75] Postgraduate Certificate of Intelligence [File No. 07/74] The Sub-Committee considered the above awards and programs and queried the distinctiveness between the Postgraduate Certificate of Intelligence and the Postgraduate Certificate of Policing, Intelligence and Counter Terrorism. The Postgraduate Certificate of Intelligence was therefore not recommended for retention and renewal at this stage and will need to be resubmitted for consideration at a further meeting. The Committee RECOMMENDS THAT ACADEMIC SENATE approves the retention and renewal of the awards and programs of study for the following, with effect from 1 January 2013: Master of Computer Forensics [File No. 11/459] Postgraduate Diploma of Computer Forensics [File No. 07/75] Postgraduate Certificate of Computer Forensics [File No. 07/76] Faculty of Business and Economics Case for the Establishment of New Postgraduate Award Master of Advanced Professional Accounting The Committee RECOMMENDS THAT ACADEMIC SENATE approves the establishment of the award and program of study for the Master of Advanced Professional Accounting with effect from 1 January 2013. The Committee noted that it had been suggested that additional admission requirements and fees be indicated appropriately. Case for Retention and Renewal Master of Corporate Governance [10/1937] Case for the Establishment of New Postgraduate Specialisation Financial Crime and Governance The Committee RECOMMENDS THAT ACADEMIC SENATE approves the retention and renewal of the award and program of study for the Master of Corporate Governance with a general pattern and the establishment of a specialisation in Financial Crime and Governance with effect from 1 January 2013. It was noted that the Sub-Committee is seeking submissions of the programs of study for the exit awards of Postgraduate Diploma and Postgraduate Certificate of Corporate Governance. The Committee RECOMMENDS THAT ACADEMIC SENATE approves that graduate units have prerequisites which could be “Admission to program X” with effect from 1 January 2013.

6. NEW RESEARCH UNITS Proposals to introduce new research units for the MRes have been submitted by the faculties. Representatives from the faculties provided a summary of their proposals as follows: Faculty of Arts Associate Professor Young reported that while a large range of units are offered by some departments, other departments proposed to offer a smaller number of shell units, with the intention of meeting individual student demand. The Faculty welcomed the ‘no specialisation” model of the MRes that may facilitate a choice from a range of units to suit specific needs of the individual student. Faculty of Business and Economics The Committee noted the template program structure prepared by the Faculty, which has been developed following consultation with heads of different disciplines. Professor Ross-Smith pointed out that some proposed units are ‘shell’ type units, eg, frontier, qualitative.

She also advised that some units will be offered in block mode. Faculty of Science Dr Hitchens reported that similar to the Faculty of Arts, some departments in the Faculty of Science have proposed a number of shell units, some have proposed a number of discipline specific units and others have proposed a mix of these units. The Faculty has also developed an example of learning outcomes. Faculty of Human Sciences Associate Professor Coutts reported that similar to the Faculty of Business and Economics, the Faculty of Human Sciences has adopted the shell unit approach with a number of units (eg. ethics, qualitative) being shared between different departments. Some discipline specific units were also proposed. The Committee discussed the need to provide further guidance to the faculties in their development of the new research unit proposals in relation to workload, assessment, prerequisites, delivery, co-teaching and overlap of units. The Committee agreed that the faculties be asked to review and submit another iteration of their unit proposals against the following principles. Units are to be revised and resubmitted in time for the deadline of 10 April for consideration at the next ASQC meeting on 17 April. Workload

Rationale to be provided as part of proposal for equivalences and/or variation against the above guideline.

Prerequisites

Standard prerequisite to be “Admission to MRes and permission of Executive Dean of Faculty”.

Approval by the department MRes advisor of the unit within the student’s MRes program.

Delivery

Research frontiers units – appropriate that these units be delivered at the department level.

Service units (eg. statistics for research) may be appropriate however guidance will be necessary for the department MRes advisor in assessing the balance between these units and genuine discipline breadth.

Locally delivered versions of such units may also be appropriate where related to the discipline (eg. statistics for discipline).

Co-teaching

Where any 700 level unit is co-taught with an 800 level unit, the units should also be NCCW with one another.

Overlap of Units

FSQCs should be mindful of potential overlap of new 700 level units within the faculty or with those of another faculty. In such cases appropriate consultation should take place.

7. NEW AWARDS

7.1 Postgraduate Master of Engineering Management The Committee considered the 2013 – Academic Case for the Establishment of New Postgraduate Award submitted by the Faculty of Science for the Master of Engineering Management. It was noted that the Master of Engineering Management had originally been approved for introduction in 2008 but has been rested since 2009. The Committee RECOMMENDS THAT ACADEMIC SENATE approves the reinstatement of the Master of Engineering Management with effect from 1 January 2013. 7.2 Undergraduate Bachelor of Education (Early Childhood Education) (Birth to 12)

[BEd(ECE)(0-12)] The Committee considered the correspondence dated 1 March 2012 from the Faculty of Human Sciences requesting a change of degree name of the Bachelor of Education (Early Childhood Education) (EDUC01) to Bachelor of Education (Early Childhood Education) (Birth to 12) [BEd(ECE)(0-12)], required due to accreditation procedures. The Committee RECOMMENDS THAT ACADEMIC SENATE approves a change of degree name of the Bachelor of Education (Early Childhood Education) (EDUC01) to Bachelor of Education (Early Childhood Education) (Birth to 12) [BEd(ECE)(0-12)] effective immediately.

9. CO-TEACHING OF UNITS The Committee discussed issues around co-teaching between undergraduate and postgraduate units. The Committee agreed that NCCWs should not exist where there is a co-teaching arrangement between a 300 level unit and a 700/800 level unit. Further the Committee suggested that to align with TEQSA requirements, the University should be mindful of ensuring that appropriate quality assurance mechanisms are in place in the management of co-teaching arrangements. Particular attention needs to be paid to the issue of post-graduate unit teaching quality and standards, and to the importance of delivering a truly post-graduate level of education to postgraduate students. It was decided that ASQC will audit the ug/pg units that are currently listed as co-taught to ensure that the two levels are distinct in terms of resources, assessment and learning outcomes. The Chair will follow up with Jonathan Wylie on the logistics of conducting this audit later in the year.

2.2 Proposal to Nominate Existing Unit as a Capstone in 2012

Faculty of Science BIOL313 Plants: Cells to Ecosystems

The Sub-Committee discussed the proposal to nominate BIOL313 as a Capstone unit for 2012 and raised the following concerns. The Sub-Committee had requested that this proposal be submitted on 5 July 2011. This proposal has therefore missed the deadlines for submission and it would cause significant problems to implement the request at this stage. The Sub-Committee also observed that, since this proposal is only for 2012, ONLY students who wish to qualify under the 2012 program should be able to use BIOL313 as a Capstone unit. It was identified that 29 students are currently enrolled in the unit who may be affected by the proposal. The Sub-Committee recommends that the Faculty put forward an individual case for those students who are affected and who wish to use BIOL 313 as Capstone in order to qualify this year. Further the Sub-Committee noted that a change of unit code is required when there is a substantial change of content to the unit. Action: The Sub-Committee agreed not to recommend the proposal to nominate BIOL313 as a Capstone unit in 2012. The Sub-Committee recommends that the Department of Biology indentify the students who want to use BIOL313 as their Capstone unit and put forward an individual case for those students requesting that the deeming provision be applied.

3. 2013 ACADEMIC PROGRAM

The Sub-Committee discussed the new unit proposals submitted by the Faculty of Arts and raised the following concerns for both CHN361 and CHN362:

• The prerequisite of ‘PDF’ should be expressed as ‘permission of Executive Dean of Faculty”.

• The proposal is missing approval and consultation with the Learning and Teaching Centre.

• It was noted that the combination of a group project/ presentation and class participation/ discussion amounts to 40% to the Unit Assessment. The Sub-Committee expressed concern that a 300 level unit attributes such a large percentage of the unit assessment to group work and discussion.

The Sub-Committee discussed the need to revisit the assessment policy in regards to the allocation of 20% to class participation and the requirement that group work be assessed on a Pass or Fail basis.

Action: The Subcommittee agreed to recommend that LEX202 Crime, Policy and Governance and MAS329 Critical Games Studies be introduced as new units from 1

The Sub-Committee discussed the new unit proposals submitted by the Faculty of Human Sciences and agreed to recommend them. Action: The Subcommittee agreed to recommend that ECH350 Diversity in Schools and ECH455 Literacy and Numeracy Across the Primary Curriculum (Stage 2 and 3) be introduced as new units from 1 January 2013.

Faculty of Science   GEO112 The Planet Earth (OUA) GEO251 Minerals Energy and the Environment (OUA)

The Sub-Committee discussed the new unit proposals submitted by the Faculty of Science and agreed to recommend them. Action: The Subcommittee agreed to recommend that GEO112 The Planet Earth (OUA) and GEO251 Minerals Energy and the Environment (OUA) be introduced as new units from 1 January 2013.

3.2 Proposal to Add an Existing Unit to the Schedule of Participation Units

ECHP424 Early Childhood Reflective Practice 6 The Sub-Committee considered the proposal to add ECHP424 to the Schedule of Participation Units from the Faculty of Human Sciences. Action: The Subcommittee agreed to recommend that ECHP424 Early Childhood Reflective Practice 6 be added to the Schedule of Participation Units from 1 January 2013.

3.3 Academic Case for the Establishment of a New Major Faculty of Arts Public Policy, Law and Governance

The Sub-Committee discussed the request for the new Major in Public Policy, Law and Governance and agreed that it was a well structured proposal. However the Sub-

Committee suggested that the Faculty consider adding a policy oriented Sociology unit to the program as it is relevant to public policy. The following units were suggested as possibilities: SOC223 Social Inequality and Social Policy, SOC311Justice and Social Order and SOC322 Care and Human Services. Action: The Subcommittee agreed to recommend that the new Public Policy, Law and Governance Major be introduced from 1 January 2013.

3.4 Amendment to the Schedule of Programs

BTeach(ECS) - Bachelor of Teaching (Early Childhood Services) The Sub-Committee considered the request from the Faculty of Human Sciences to amend the BTeach(ECS) from 2013. Action: The Subcommittee agreed to recommend that the requested amendments to the Bachelor of Teaching (Early Childhood Services) take effect from 1 January 2013.

4. OTHER BUSINESS

4.1 Discussion regarding the People and Planet Units Review Project Ms Wendy Goldstein addressed the Sub-Committee to discuss the Learning and Teaching for Sustainability Project and how it relates to the People and Plant units. Generally the ambit of the Project is to define and incorporate the principle of sustainability into Macquarie programs. The Project aims to develop guidelines and a framework for sustainability which staff can use to develop units. The Project would not be at cross purposes with the curriculum oversight work of the Sub-Committee. It has a broad perspective on sustainability pedagogy that is all encompassing over the curriculum over a lengthy period of engagement (four years). The Project has started with a focus on People and Planet units for 2012 and will follow with Undergraduate and Postgraduate units in the following years. The Sub-Committee advised Ms Goldstein of the timelines for delivery of 2013 and 2014 unit proposals and agreed to provide this information to the Project team. For Noting: Ms Kylie Shorrock will provide Ms Goldstein with the 2013 and 2014 timeframes and submission dates for units and programs.

Action: The PG Subcommittee discussed the paper and recommends to ASQC the following

guidelines, consistent with the procedures for Undergraduate awards:

1) Students requesting to exit with a lower award may be assessed against the award

requirements which were in place at the time they commenced in the original program, the

requirements in place at the time they terminate the original program or any year in between.

2) Students may request to exit with an award which is currently offered but which was not

offered at the time they commenced their original program provided they are a current

student.

The Subcommittee discussed the issues that arise and particularly the different rulings made

between Undergraduate and Postgraduate and suggests that there should be consistency.

The first point in the above guidelines should include a reference “subject to any Macquarie

University ruling on currency”.

The Subcommittee recommend that a small working party is established to prepare some

recommendations around currency, exemption guidelines and nesting of awards. The

Subcommittee also discussed the limitation of time as to when a student is taking out an

award, guidelines as to the limit of time before receiving their awards. To indicate the

maximum time, once a student has qualified, that they need to take out their award, the

subcommittee is recommending 5 years.

Action: The PG Subcommittee recommends to ASQC that a small working party be

established to prepare some recommendations around currency, exemption guidelines

and the nesting of awards.

The Committee also recommends to ASQC the following guidelines, consistent with the

The Subcommittee discussed the review of the MGSM units and noted that the overall

workload for the programs was considerable. A detailed response from Guy Ford indicated

that as part of their accreditation review for EQUIS they undergo peer review and are

benchmarked against over 600 schools and have satisfied the review team requirements. The

units focus on learning outcomes and are consistent in comparison to other programs.

The original proposal for the Master of Management that was submitted to the Postgraduate

Subcommittee of 40 credit points is renewed for 2013 to enable the teaching out of this award.

After further discussion with a number of members of the PG Subcommittee MGSM has

modified and resubmitted this program as a 48 credit program for commencement in 2014.

The above structures are fully imbedded.

Action: The PG Subcommittee recommends to ASQC the retention and renewal of the

awards and programs of study effective 1 January 2013 for the following awards:-

Disestablishment of HDR Research Pathways replaced by the introduction of the Master of

Research.

The Subcommittee discussed the implications of the introduction of the Master of Research and

suggested that Postgraduate Research Diplomas and Certificates or units imbedded in Masters

degrees that previously allowed for a pathway to HDR research will need to be reviewed. The

committee suggested that the HDR pathways continue to be offered in 2013 but be reviewed with

consideration given to discontinuance in 2014. In addition, any specialisations existing within

coursework programs that provide a pathway to HDR will need to be reviewed. Faculties are

therefore encouraged to also review all stand-alone units, in particular Projects/Dissertation units

which are greater than 4 credit points, that are used as HDR pathways.

Faculties are also requested to advise the Subcommittee, if they intend to withdraw any Research

pathway specialisations in 2013.

Action: With the introduction of the Master of Research in 2013 the PG Subcommittee

recommends to ASQC that Faculties be advised to review all HDR Pathways such as

stand-alone awards, imbedded specialisations and/or units, as they may need to be

discontinued from 31 December 2013.

2013 Academic Program – Case for the Establishment of an New Award

Doctor of Advanced Surgery

The Subcommittee considered and recommends the proposal for the new Award and Program of

Study for the Master of Advanced Surgery. The program consists of 4 coursework units (32cp), a

1 year research thesis (32cp) and 4 practice portfolio units (32cp). It was noted that the program

structure meets the AQF guidelines for a profession doctorate. Graduates of the Master of

Advanced Surgery will be eligible for a maximum of 32 credit points advanced standing upon

articulation to the Doctor of Advanced Surgery, providing the articulation is within 4 years.

Action: The PG Subcommittee recommends to ASQC the new award and program of

study for the Doctor of Advanced Surgery from 1 January 2013.

UPDATE ON PACE, INCLUDING LIST OF UNITS THAT ARE LIKELY TO BE PROPOSED AS PARTICIPATION UNITS FOR 2013 PURPOSE: The primary purpose of this report is to update ASQC on PACE-related matters, including the units that are likely to

be proposed for accreditation as Participation Units for the 2013 Academic Program.

RECOMMENDATIONS:

1. That ASQC note this report 2. That members further note that

a) Lindie Clark will provide a verbal update on the status of Participation unit proposals for the 2013 Academic Program at the 17 April meeting of ASQC, and

b) That the great bulk of these nominations will be submitted to the UG Sub-Committee for consideration at its 1 May meeting, with a view to subsequent consideration by ASQC at its 15 May meeting

BACKGROUND 1. Last year the overarching PACE Targets for the 2012 Academic Program were to ensure:

That a numerical majority of undergraduate degree programs offered students a Participation experience,

and

That a range of other Participation units were available to all students (who meet the pre-requisites) as

electives

2. Substantial progress was made against both targets. Senate has accredited a total of 29 Participation Units and a

Participation unit is now a core requirement in some 31 degrees (46% of the total number of degrees on offer in

2012). It is also a requirement in 8 majors/streams (see Attachment 1).

3. ‘New commencement’ enrolments in the 31 degrees in which a Participation unit is now a core requirement

currently total over 1,500 students (more than 20% of new UG students this year).

4. The longer term goal for the PACE program under the Five-Year Implementation Horizon is to incrementally

increase the percentage of undergraduate degree programs that offer students a Participation experience in

2012 and beyond until we can eventually make Participation a general requirement of all degrees (as People and

Planet are now) for new students commencing in 2016.

5. Mindful of this ultimate goal, and building on last year’s success, the Provost has accepted the PACE Advisory

Committee’s recommendation that the overarching PACE target for the 2013 Academic Program be “to embed

Participation as a requirement in degrees that account for a total of 40% of new student enrolments in 2013”. To

help achieve this goal, the Provost has included PACE-related targets in the KPIs of the Executive Deans.

ISSUES 1. Over the past month the PACE Academic and Programs Director and the Academic Directors of Participation in

each Faculty have met with their respective ADs (L&T) and Executive Deans to discuss the PACE targets and

agree Faculty-specific strategies to achieve them.

2. In the Faculties of Arts, Human Sciences and Science, achieving the proposed 40% target for 2013 primarily

involves (1) continuing to submit nominations of existing core units in ‘professional’ and like degree programs as

Participation units and (2) making Participation a general requirement for new students commencing in 2013 in a

select number of named degrees that meet certain conditions1. The Faculties of Arts and Science have also

identified a number of potential Participation units that, while not currently core requirements of any particular

program, will (if accredited) expand the range of ‘elective’ Participation units that students can choose from. This

is important both to expand student choices and help manage staff workloads.

3. FBE has taken a different approach, as befits their particular circumstances of large student enrolments and the

lack of a 'tradition' of discipline-based participation units in the Faculty. FBE has identified core units within 5 of

the 12 majors of the Bachelor of Commerce degree which can be nominated for accreditation as Participation

units. If these nominations for accreditation are successful, this will enable the Faculty to begin a staged

introduction of Participation into a degree that traditionally enrols a very large number of students

(approximately 1,000 new students per annum).

4. The Faculty-level strategies outlined above, if successful, will put the University in a very good position to

achieve the 40% target for PACE for the 2013 academic year.

5. A number of other strategies are also being pursued in order to

a. secure adequate resourcing to support the staged implementation of PACE in 2013 and beyond

b. expand the number of Participation Activities available to our students by increasing the number of

PACE partners and, where possible, expand the breadth of involvement of existing partners with the

PACE program, and

c. develop, pilot and evaluate a range of innovative unit delivery modes that are more ‘scalable’ than

individual internships, e.g. group projects, online delivery, on-campus delivery, etc.

6. To the latter two ends, funds have been earmarked in the 2012 PACE Operating Budget to promote new

partner/activity development and the trialling and evaluation of innovative delivery modes through the PACE

Development Grants scheme.

TIMING 1. The Academic Directors of Participation are currently working with the relevant Unit Convenors in their Faculties

on a range of Participation Unit Nominations that will give effect to the strategies outlined above. The list of

potential Participation units, and the status of these nominations, is detailed at Attachment 2. At least one of

these unit nominations (that of ECHP424) is on the Agenda for today’s meeting of ASQC. Our goal is to have the

remainder of these unit nominations prepared in time for consideration by the ASQC UG Sub-Committee at its 1

May meeting, with a view to subsequent consideration by ASQC at its 15 May meeting2.

2. Discussions are also underway with the relevant program ‘owners’ of a number of named degrees regarding the

potential for making Participation a general requirement of those degrees for new students commencing in

2013. A list of these degrees will be submitted to ASQC at its May meeting, or as soon as possible thereafter.

Certificates and Diplomas in the Faculty of Arts

For a number of years the Faculty has offered Certificates (4 unit) and Diplomas (8 unit) in ancient

and modern languages. These act as qualifications in their own right but also, more importantly,

function as articulation pathways into BA programmes in the related languages. The Faculty and the

University have, in good faith, returned students on these programmes as part of the CSP eligible

cohort. Federal policy now appears to be changing and it may no longer be legitimate to return

students registered for the certificate as eligible for CSP. The University has sought to protest this

change both independently and through its membership of the Australasian Council of Deans of Arts

and Social Science but until a final decision is taken it is not prudent to return certificate students as

CSP eligible.

However, the value of these awards is undoubted and to lose them entirely would be damaging both

to recruitment into the related BAs and to initiatives in community outreach which use the

certificate as a gentle introduction to academic study. Currently there is open access to the

certificate and a cut-off is set for the diploma.

In order to address this issue the following is proposed:

1. All current Certificate students will be registered for the Diploma.

2. No more students will be registered for the Certificate.

3. The Certificate will be retained only as an exit qualification from the diploma.

4. Students currently studying for the certificate may opt to take more units to complete the

diploma or, once they have registered for the diploma, opt to exit with the certificate.

5. Future students who register for the diploma may exit with a certificate.

6. Access to the diploma will, in future, will be open on the same basis as for the current

certificate.

7. The current rules for progression from the diploma to the BA will continue to apply.

These actions will mitigate any risk of funding clawback and ensure that the University does not

inadvertently claim CSP for students who are no longer eligible while retaining all the benefits of an

articulation pathway to degrees in the languages

AQSC and Senate are asked to approve this proposal.
