Notice of Construction February 20, 2017 Dear Community Member: Columbia Containers Ltd. (Columbia Containers) received a project permit (PP 2013‐123) from the Vancouver Fraser Port Authority in October of 2015 to build a new Grain Transloading Facility and Silos Project. We would like to inform you that Columbia Containers Ltd. is moving forward with the construction of this project. Project Location 2775 Commissioner Street, Vancouver, BC. (See attached Construction Location Map showing the construction site in relation to the surrounding neighborhood Page 3) Project Overview Columbia Containers is replacing its aging facilities and adding silos for storage of agricultural products to better serve clients. The project will be constructed over a 14‐ month period starting this spring. The existing facilities will continue to operate through construction but once the new facility is commissioned and operating, the existing elevator building will be demolished. The new design includes landscaping in front of the silos that meets the East Vancouver Port Lands Plan guidelines. Moreover, Columbia Containers will be funding improvements to Dusty Greenwell Park, with the help and guidance of the Vancouver Park Board. Demolition Details Demolition of a number of small structures named System II is required to make way for the construction of the new facility and will mark the mobilization of construction. These demolition works are covered under another project permit (PP 2014‐147) issued by the port authority. The System II structures are directly north of the existing elevator and include a scale room, workshop, and stores room. An aerial view of the structures is provided on page 4. Removal of scrap metal and other construction material will be recycled and removed from site. The demolition and removal of waste will start on March 9, 2017 and be completed in one to two weeks. The scope of the works includes: Demolition of the built structures and foundations Recycling of scrap metals, reinforcing steel, and concrete Disposal of remaining materials including roofing, drywall, and asbestos to an approved and licensed waste facility Excavation of concrete structures up to one meter in depth Capping of utilities including power, sewer and water supply

Construction Details of New Facility 

A blue steel clad elevator structure for two bucket conveyors. 

A covered railcar unloading area and a covered truck loading area. 

3 small storage silos of 330 MT capacity 

3 larger storage silos of 3,400 MT capacity  

Enclosed overhead and below grade conveyor distribution system 

Construction detailing for sound and dust control mitigation 

Directional and hooded exterior lighting to reduce light pollution  

New landscaping will be placed in front of silos to act as a screen and buffer  

Construction Scheduling and Timelines  

The scheduled start date is March 13, 2017.  

Length of proposed construction: 14 months (March 2017 – April 2018) 

Daily work time will be Monday – Friday: 7:00am – 8:00pm & Saturdays between 10am – 7pm. No work will be carried out on Sundays and holidays. Work will not be conducted outside of these hours without additional approval from VFPA. 

Activities that are deemed to have high noise levels shall be conducted between Monday to Fridays between the hours of 9:00am to 5:00pm

Potential Construction Impacts and Mitigations  

During construction, utilization of all three entrances at Commissioner Street for entry of (oversize) trailers to be expected between 7:00am – 8:00pm 

No increased traffic or changes in traffic patterns to residential streets 

Construction noise will be mitigated by the existing buildings and stacked containers. 

Construction task and safety lighting will be directional and turned off when not required. 

Dust control measures will be in place in order to minimize the impact to the environment and avoid any adverse health and safety effects. These measures include: 

Watering unpaved or excavated areas within the construction area of the new trans‐loading facility and silos project when excessive dust is generated. 

Minimizing site disturbance by maintaining the asphalt pavement areas as much as possible depending on construction and traffic requirements. 

Limiting construction site access to the necessary equipment and trucks executing the work
