7.1 Summer Festival Update Brief To provide the Civic General Committee with an update on progress of plans for the Summer Festival. RECOMMENDATION The Committee recommends to Council that it notes the contents of this report. Discussion Planning for the expanded Summer Festival is proceeding. There are currently 6 West Torrens Council events planned from 9th December through 13th February. Four are scheduled for the West Torrens Memorial Gardens and two for Thebarton Community Centre/Kings Reserve. A Salmat distribution is scheduled for early in the New Year to every household in the city. The forthcoming Talking Points also contains program information. Social media, the Council website, posters and flyers will also be used to distribute information. READY TO FLY Saturday 9 January, 6pm - 10.30pm West Torrens Memorial Gardens 1 Brooker Tce, Hilton Outdoor movie - Paper Planes (G) starting at sunset. Runtime 96 minutes. MIKE STEWART BIG BAND Saturday 13 February, 7pm - 10pm Thebarton Community Centre Corner South Rd and Ashwin Pde Torrensville 17 piece jazz ensemble perform songs from the great American songbook. Bookings are essential from 4 January 2016 through www.westorrens.sa.gov.au/summer. This latter event can also be used as a fundraiser for Syrian Refugees. At its meeting of 15th September Council resolved that Administration work with the Australian Refugees Association (ARA) to identify fundraising opportunities for this purpose. The Mike Stewart Big Band has received sponsorship funds from Council for the event on the basis that it would be a venue to raise funds for a suitable charity. Both the band and ARA have expressed strong interest in using this event for this purpose. As previously discussed expressions of interest have also been invited from local organisations, businesses, live music venues and art galleries which may be interested in staging an event that can be co-branded and promoted as part of an overall West Torrens Festival. These will be included in the final program. Conclusion The Committee recommends to Council that it notes the contents of this report.

CIVIC COMMITTEE Page 4 27 October 2015 7.2 Thebarton Public Art Project Update Brief To update the Civic General Committee on progress of the Thebarton Public Art Project. RECOMMENDATION The Committee recommends to Council that it notes this report. Discussion At its previous meeting (25 August 2015) the Civic Committee agreed to recommend the installation of public art panels on the Ashwin Parade fence of the Thebarton Community Centre/Kings Reserve Complex. This is part of a large project for improved signage and visibility for the Community Centre. This proposal was also reported to and gained the concurrence of the Community Facilities Committee (22 September 2015) and was later ratified by Council. Planning has now commenced for the erection of appropriate signage and placement of the David Hookes sculpture. A procurement process is being followed for the development of the public artwork. It is intended to seek expressions of interest from a targeted group of artists who have experience in public artwork of this nature. It is intended to provide the artists with a detailed briefing and site inspection prior to them submitting final proposals for assessment. Attachment 1 is a draft briefing intended to be provided to artists in the first instance. Conclusion The Committee recommends to Council that it notes this report.

ATTACHMENT 1 Expression of Interest - Thebarton Public Art Work - Artist Information

Expressions of interest are sought from suitably qualified and experienced artists who are interesting in creating a work of public art for the City of West Torrens. To express your interest please send Danny Broderick an introduction including your CV and digital photographs of your recent work to [email protected]. Background Information The precinct, inclusive of the former Brickworks Markets site has undergone a great deal of transformation of the last 5 years. Firstly with the addition of the architecturally significant, Council owned and run, Thebarton Community Centre and subsequently the new Woolworths "Brickworks Marketplace" and the upgrade of the major South Road intersection. These developments surround existing infrastructure such as the Kings Reserve playing fields, skate ramp and playgrounds and facilities such as the Thebarton Oval, Thebarton Aquatic Centre, Thebarton Senior College and local residences. In response to the recent transformation Council has decided that as part of an integrated approach to site identification, particularly as an extension of the Thebarton Community Centre, a public artwork that centres on the fence line along Ashwin Parade should be commissioned. The art work will be a feature of the existing fence that stretches from Thebarton Community Centre to the first roundabout on Ashwin Parade. This fence provides a barrier between the road and the playing fields adjacent to the community centre. The fence is directly opposite the new Brickworks Marketplace development so the artwork will be visible to pedestrians, road users and shopping centre patrons. The artwork will need to reflect the range of community activities that occur in and around the community centre and Kings Reserve. History and local features Prior to European settlement, the areas now known as Thebarton and Hindmarsh were called Karraundongga (red gum spear place) by the Kaurna people, who would craft heavy fighting spears from the red gum branches gathered on the banks of the Torrens (Pauline Payne -Thebarton Old and New). By 1866 a gazetteer described Thebarton as "a postal suburb of the City of Adelaide. The district is an agricultural one, crops of hay being the principal produce... There is a fellmongery and a tannery [Peacock's]... and a considerable number are engaged in gardening... "(Geoffrey Manning - From Tribal Land to Township - A History of Thebarton). West Torrens was among South Australia’s first settled regions. Scattered communities developed within the area during the mid-nineteenth century and united to form the District Council of West Torrens in 1853. In 1883, following demands from the residents adjoining Adelaide, the Town of Thebarton was recognised as a separate local government area. The reunification of the local governments of Thebarton and West Torrens occurred on 1 March 1997. The Brickworks Built in 1912 and operated until 1975 by Hallett Brick Industries, the Hoffman Kiln is a fascinating structure. The Hallett Company built the Hoffman Down Draught or “Bee Hive” Kiln (named after Hoffman, the German Designer) in 1912. It was the largest and first of its kind in South Australia. The kiln had 20 compartments with a capacity of 300,000 bricks and produced a weekly output of approximately 180,000 wire-cut bricks. The site of the Brickworks Markets was originally called Hallett's Federal Yard and was chosen because of its proximity to the Torrens River (Former Brickworks Markets Operators).

CIVIC COMMITTEE Page 6 27 October 2015 After the kiln ceased operation the area became home to the Brickworks Markets a mixed use site that grew to house fruit and veg markets, and a variety of stalls, a bar and children's entertainment such as dodgem cars. In 2015 the redeveloped "Brickworks Marketplace" opened its doors and there are plans to further develop the former kiln as eateries and outdoor dinning. Thebarton Community Centre The Thebarton Community Centre was designed as an iconic “pavilion in the park” in response to the City of West Torrens' objectives that it be a focus for the community, and a landmark as the northern gateway to the council area. The dominant built form with folded roof planes references movement, flight and the City of West Torrens as a transport hub (MPH Architects). The Centre is currently used by community groups during the week and predominantly private hirers on the weekend. Activities that occur at the centre range from tango dancing, craft activities, support groups, fitness, music events, family gatherings to training and conferences. Kings Reserve Kings Reserve offers an oval, barbeques, basketball ring, playground, public toilets, open grassed space, skate facilities, parking, soccer grounds and pockets of native vegetation. The reserve adds significantly to the character of the neighbourhood. The fact that access to the reserve is only via East Street or a car park off South Road helps to maintain the sense that this is a place for people only. Kings Reserve is a very well used community facility, providing multiple recreational areas for a variety of demographics. The reserve was landscaped by the community and has been recognised as a significant landscape by the Sustainable Landscapes Project in South Australia. West Torrens The City of West Torrens now comprises 36 square kilometres of Adelaide’s western metropolitan area. With an estimated resident population of 58,000 the overall picture of West Torrens is of a culturally diverse community with a higher proportion of older residents who are now entering the frail elderly stage. The greatest percentage of the land area is dedicated to residential development, while the commercial areas comprise a range of industrial, logistic, distribution and retail establishments. About six per cent of the total land area within the city is dedicated to public open space, including the River Torrens Linear Park, local and neighbourhood parks, and other public open space such as public ovals and sporting grounds. Approximately 30% of the population of the City of West Torrens was born overseas. More people of non-English speaking ancestry and a larger percentage of overseas arrivals live in West Torrens compared to Greater Adelaide, with the largest groups being those born in the United Kingdom, India, Greece, China and Italy. Many residents of European heritage migrated to Australia in the second half of the twentieth century, whereas the past few years have seen many new migrants settle from non-European countries such as India, China, the Philippines, Malaysia and Bangladesh.

CIVIC COMMITTEE Page 7 27 October 2015 7.3 Disbursement of Grants, Sponsorships and Donations 2015-2016 Brief To provide an update on the year to date (October 2015) disbursement of grants, sponsorships and donations in financial year 2015-2016. RECOMMENDATION The Committee recommends to Council that the report be received Discussion Council provides a range of sponsorship, donations, ex gratia and grant funded programs each year to the community, including the Junior Development Grant program. The Junior Development Program provides financial support to young residents (under 18 yrs.) of West Torrens to participate in sporting, recreation, cultural and artistic events at a representative level. RECOMMENDATION(S) The Committee recommends to Council that: 1. The distribution of round one of the 2015 -2016 Community Grants, as detailed in the

report and attachments, be endorsed.

2. The Administration develop reform proposals prior to the next Civic meeting, based on calling for submissions simultaneously for Community Equipment Grants set to a maximum of $1,000 per organisation and up to $3,000 for Community Grants.

3. A Community Equipment Round be conducted prior to Christmas 2015, and that the Administration be authorised to approve the expenditure, as previously.

Introduction This report seeks endorsement for the distribution of the first round of the 2015-2016 Community Grants. Discussion The aim of the Program is to assist any individual, organisation or group to contribute to the well-being of the residents of West Torrens. An amount of $50,000 is budgeted over two rounds per financial year ($25,000 per round). Of the eleven applications received by the due date (9 October 2015), only three have been assessed as meeting the eligibility criteria and are recommended for full or partial funding for a total allocation of $5,390 from a budgeted amount remaining in this line of $44,610 (Attachment 1). To be a successful grant recipient, applicants and their projects must demonstrate that they meet the eligibility and essential criteria as outlined in the Grant Program's guidelines (Attachment 2). Attachment 3 summarises all of the applications received. Applications NOT recommended for approval: Lockleys Football Club - Purchase equipment for a "come and try" AFL program for local children and run a one off session. Not eligible due to criteria 4.6 "…day to day operation of the organisation/group". Spending $900 for equipment for 1 only session is clearly a way of funding equipment for the club's recurrent operations. West Torrens Baseball Club - Purchase equipment for baseball. Not eligible due to criteria 4.6 "…day to day operation of the organisation/group". Federation Hellenic Association Pensioners and Aged - To publish a book of "stories & memories" of Greek pensioners. Not eligible due to criteria 4.9 "seeking funding for projects or initiatives which have already commenced or been completed prior to the application being lodged." The book has been produced and is being launched at TCC on 13/11.

(Note this application is more suited to a Community Equipment Grant round). Glenelg Contract Bridge Club - Contribute to costs of a Beginners Class for new members. Not eligible due to criteria 4.6 "…day to day operation of the organisation/group".( Note Civic declined Lockleys FC last year on the basis of not subsidising things they do already). Reedbeds Community Centre - Two portable hard disk drives, 1 laser printer, 1 laptop. Not eligible due to criteria 4.6 "…day to day operation of the organisation/group". (Note this application is more suited to a Community Equipment Grant round). Torrensville Child and Family Centre - Develop a Nature Play area. Not eligible due to criteria 4.5 "Are considered the primary role or responsibility of another level of government". Because of security arrangements for such centres this area would only be available to the children and families enrolled in the centre rather than being more broadly accessible to the community. This is a similar proposal to one received from Richmond Primary school in the February 2105 round, the Civic Committee decided to recommend approval. Further reform of Community Grant Scheme There appears to be some confusion amongst community groups between the purpose of Community Grants and Community Equipment Grants. This has been observed in this round as well as in previous rounds. It is suggested that Administration develop reform proposals prior to the next Civic meeting to address this. Based on calling for submissions for both schemes simultaneously with Community Equipment Grants set to a maximum of $1,000 provided to organisations and up to $3,000 for Community Grants. It is further recommended that Civic Recommend that a Community Equipment Round be called prior to Christmas 2015 and that the Administration be authorised to approve the expenditure. Conclusion The Committee recommends to Council that: 1. The distribution of round one of the 2015 -2016 Community Grants, as detailed in the

CIVIC COMMITTEE Page 18 27 October 2015 7.5 Adelaide Sailing Club Sponsorship Request Brief An application from the Adelaide Sailing Club has been received for sponsorship for a "Christmas Carols at the Beach" event. RECOMMENDATION The Committee recommends to Council that it declines this sponsorship request. Discussion The Adelaide Sailing Club is seeking sponsorship of $2,000 to stage a Christmas Carols at the Beach event on Sunday 20th December 2015. Funds would be used for hire of stage, sound equipment, lighting and donations to band and choir/singers to lead the Carols. This is an evolving event that has grown from small beginnings several years ago. The Club aims to make it as significant as the Mellor Park Carols over a 4 year period. Council already sponsors two Christmas events, both organised through the Cooperating Churches of West Adelaide. They are the Christmas Carols Festival to be held this year on Wednesday 16th December and Back to Bethlehem to be held Saturday 19th December. It would therefore seem that this proposal is a duplication of effort at a time when the social calendar for most families is already crowded. As such the benefit to the City of West Torrens in approving an additional sponsorship for a Christmas event is limited. Conclusion The Committee recommends to Council that it declines this sponsorship request.

CIVIC COMMITTEE Page 23 27 October 2015 7.6 Camden Classic Sponsorship Application Brief An application has been received from the Camden Athletic Club requesting Council sponsorship for the 2016 Camden Classic Carnival. RECOMMENDATION The Committee recommends to Council that a $4,500 cash sponsorship and ‘in kind’ support be provided for the 2016 Camden Classic. Introduction The Camden Athletic Club has written requesting that Council support the 2016 Camden Classic Carnival. In previous years Council has supported this event with sponsorship in the order of $4,000. In the last seven years Council has also provided a range of in kind support, e.g. a feature in 'Talking Points', provision of marquees, ground preparations, banners etc. Discussion The Camden Classic has been supported by Council for many years and to date the Club has met its obligations in terms of the sponsorship, the event attracts increasing numbers of spectators and has maintained its place as a significant event in the Athletics calendar. Conclusion It is recommended that Council maintain its support of this event with a sponsorship of $4,500 and in-kind support.

RECOMMENDATION The Committee recommends to Council that it supports this sponsorship request. Introduction The Australian Scooter Association is requesting sponsorship support for an event to be held at West Beach Skate Park on 22 November. Discussion The local representative of the Australian Scooter Association is holding a competitive qualifying event as part of a national freestyle scooter competition at the West Beach Skate Park on 22 November 2015. The request is for $475 for the provision of first aid, the hire of an additional mobile toilet and for the hire of a PA system. The event organisers are also requesting support to publicise the event through the Council's web site and social media. Conclusion The Committee recommends to Council that it supports this sponsorship request.
