NOTICE OF APPLICATION FOR VARIATION OF WASTE MANAGEMENT LICENCE FOR
ENVIROSERV’S CHLOORKOP LANDFILL SITE, GAUTENG PROVINCE
This letter serves to notify you, as a potentially interested and affected party, of the application for variation of the
Waste Management Licence of the Chloorkop Landfill Site. The variation application has been submitted to the
Gauteng Department of Agriculture and Rural Development as the licensing authority.
INTRODUCTION
1.11.11.11.1 BACKGROUNDBACKGROUNDBACKGROUNDBACKGROUND
EnviroServ Waste Management (Pty) Ltd (EnviroServ) own the Chloorkop Landfill Site (CLS) and operate it in terms
of a waste management licence (WML) (Ref: 16/2/7/A230/D17/Z1). The CLS WML been amended a number of
times, the most important for the present purpose are the MEC’s 2016 Height Amendment Decision (Gaut:006/12-
13/W0001) and the 2019 Cell 7 Approval. A general condition of the MEC’s height extension decision is that the CLS
WML’s validity period expires at the end of 9 August 2021, after which capping closure must be implemented.
The waste body at the CLS includes seven (no. 7) waste cells which comprise the authorized airspace for waste
disposal. Cell 7 is the most recently developed portion of the waste body, providing 398 000 m3 of airspace.
EnviroServ made application for approval to develop Cell 7 in May 2019 and construction approval was granted by
the Department in September 2019. Construction was undertaken between November 2019 and September 2020,
with various administrative and legal delays, including as a result of COVID-19. The Department accepted the
construction completion report in October 2020 and Cell 7 was commissioned in November 2020. As a result of
the delays in the development and use of Cell 7, the authorised airspace will not be fully utilized by 9 August 2021.
Given ongoing demand for waste disposal services in the region and EnviroServ’s investment in Cell 7, EnviroServ

The CLS is used for the disposal of general waste received from the Midrand and Kempton Park regions within the
City of Johannesburg and the Ekurhuleni Metropolitan Municipality areas, currently at a rate of approximately 20
000 m3 per month. The site is located in the Chloorkop Industrial area on Portion 63 of Klipfontein 12-IR and is
accessed from Marsala Road.
NATURE AND PURPOSE OF THE VARIATION
Given ongoing demand for waste disposal services in the region and EnviroServ’s investment in Cell 7, EnviroServ
has proposed to extend the validity period of the CLS WML to enable complete utilisation of the airspace in Cell 7,
after which capping closure would be commenced.
Section 54(1)(e) of the National Environmental Management: Waste Act, No. 59 of 2008 (NEM:WA) allows for
licence holders to request the authority to vary a licence. Application for variation of the WML has been made to
the Gauteng Department of Agriculture and Rural Development (GDARD), who is the licensing authority.
EnviroServ has appointed SLR Consulting (South Africa) (Pty) Ltd as the independent environmental assessment
practitioner responsible for management of the application. SLR will undertake the work required to inform the
Department’s decision on the CLS WML variation.
PUBLIC PARTICIPATION

As provided for in Section 54 (3) of the NEM:WA, the GDARD has required that the licence holder notify relevant
organs of state, interested persons and the public of the licence variation. You have been identified as a potential
interested and affected party (I&AP) on the application and are hereby given notice in terms of Sections 54 (3) and
47 (2) of the NEM:WA.
A draft Waste Impact Report, containing information on application, the rational and motivation for the extended
WML validity period, and details on potential environmental and social risks and impacts has been produced. The
report will be available from the SLR website at: www.slrconsulting.com/public-documents from 1 March 2021.
Hard copies of the report will be placed at the CLS site office and at the Phomolong library (please follow COVID
precautions if you access the hard copy report). Electronic copies of the report can be requested from SLR, at the
contact details provided below.

days. For your submission to be included in the final Waste Impact Report, which will be submitted to GDARD for

With his debut fi ght less than a month away, middleweight fi ghter from Team Sweat Box is feeling cool, calm and collected.
The Golden Glove fi ght is set to be held on March 14.
The 21-year-old boxer has a deep-rooted passion for the sport, something which he cannot describe.
“It feels like a natural talent, ever since I was a young child people always said I had a poten-tial inside me.”
From the age of 10 years old, Mbele started training himself at home, learning to throw punches.
“Because I never had any proper equipment at home I would put on my gloves and punch the wall,” said Mbele.
“My grandfather and father always encouraged me to pursue the sport, pushing me to become better.”
As he grew older Mbele wanted to get into the ring professionally and started looking for boxing gyms to join.
“I was chased away from sever-al gyms because they only trained professionals and not amateur boxers.
“I remember seeing the signs for the Sweat Box when I was walking back home from high school so I asked about joining the gym.
“The coach wasn’t in at the time but the boxers were welcoming and told me anyone, professional or amateur, could join the gym.”
Before Mbele could climb in the ring coach Mimo Spirito ensured that he was ready and could hold his own by putting him through the paces of the boxing class.
By pursuing the sport of boxing Mbele said it helped him become more disciplined.
“It helped me escape a lot of the negative infl uences in life which aff ected some of the peo-ple I knew in high school,” said Mbele.
Besides assisting him with discipline Mbele said he enjoys the competition of the sport and looks forward to his fi ght.
Spirito said leading up to his debut Mbele had several white-collar fi ghts and is ready.
He described Mbele as having a great support system behind him.
“His father, what a gentleman,” exclaimed Spirito.
“Mbele’s father always backs his son, he is always proud of his son and is always there for him.”
Looking to the future Mbe-le hopes to make a name for himself.
“I want to help grow the sport, I want to make my coaches and my teammates proud,” said Mbele.

The skate park attracts skaters and on occasion BMX cyclists from Germiston,
Kempton Park, Boksburg, Kensing-ton, and over the past weekend
Pretoria and Randburg.The free-to-use munici-
pal facility can be used by anyone hoping to improve their skating skills.
