NOTICE INVITING TENDER (E-Tender)August 12, 2014
E-tenders are invited in two bids ( Techno- Commercial bid
consists of Section-I & Section-II and Price part) from
bonafide, experiencedcontractors with good financial standing &
reputation and fulfilling the quali fying requirements stated
hereunder, for the following work:
1. Tender No. &Name of Work & Location
RPNC101660Annual Rate Contract (ARC) for execution of Mechanical
& Civil works forprocess modification schemes in Units areas
(Part-A) and Offsite areas(Part-B) of Panipat Naphtha Cracker.
2. Tender Fee (Non-refundable) Nil
Intending Bidder(s) is required to download the tender documents
free of costfrom IOCL e-tender website
(http://iocletenders.gov.in).
3. Time Schedule 12 (twelve) months.
4. a) Pre-qualification (PQ) criteria:Commercial
The intending tenderers shall have to furnish proof of their
pre-qualification andexperience along with the Part-I
(Techno-commercial bid). Copies of all thedocuments shall be
self-attested. Pre-qualification criteria will be checked at the
timeof techno-commercial evaluation of the offer.
b) Annual Turnover (ATO) Rs. 44.58 Lacs (Within anyone of last
three financial years i.e., April 1, 2011,onwards) Proof of ATO
shall be submitted in form of TDS Certificate or Auditedbalance
sheet.
c) Value of Single Work Order(SWO) executed for similar nature
ofwork (During any of the last fiveyears ending on last day of
themonth immediately previous tothe month in which last date of
bidsubmission falls)
3 works each of Rs. 22.29 Lacs or2 works each of Rs. 29.72 Lacs
or1 work of Rs. 37.15 LacsDetail work order [similar in nature as
described in para 4 (d)]including coveringletter and schedule of
rates and completion certificate containing executed value ofwork
shall be required. Completed value of work as mentioned in the
completioncertificate shall be considered for evaluation against
single/ multiple work ordervalue required under PQ, however where
the executed value is not mentioned in thecompletion certificate,
the copy of certified bill shall also be acceptable fordetermining
value if submitted along with completion certificate.
d) Similar Nature of work The similar nature of work shall be
defined as: Experience in Mechanical hot &cold job.
5. Other documents required to besubmitted along with the
techno-commercial bid.
1. PF Code Allotment letter.2. Assessment Order or copy of
Income Tax Returns (duly acknowledged by
Income Tax Department), for last three years should be
furnished.3. Power of Attorney in favour of person authorized to
sign the tender
document.Note: Copies of all the PQ documents uploaded should be
self-attested/digitally signed.
6. Tender issue/ download schedule Tender documents shall be
downloaded from the websitehttp://iocletenders.gov.in upto 3
rdSeptember 2014 by the bidders themselves
free of charge.IOCL does not take any responsibility for the
correctness of tenderdocuments obtained from any other source.
Bidders are advised to visit abovementioned website before
submitting their offer for official version of the tenderdocument
including any corrigendum / amendment if any, which shall be
binding toall the bidders. Failure of bidder to submit tender
without taking cognizance ofcorrigendum / amendment (if any) issued
by IOCL are liable for rejection.

NOTE:
i) Tender may be finalized based on credentials uploaded along
with Techno-commercial bid onlywithout any correspondence with
bidders in case of deficient PQ documents. Bidders arerequired to
go through the Notice Inviting Tenders (NIT) & Tender Documents
carefully andupload all the required documents along with
Techno-commercial (Un-Priced) Bid in order toavoid rejection.
ii) IOCL reserves the right to cancel the tender in part or full
/ extend the due date of Tender submissionetc. without assigning
any reason & allow Preference to PSUs /MSEs/ NSIC / IOCL JVs
etc. as perapplicable Govt. /Company policy.
iii) Bidders are to quote their most competitive rates.
Negotiations will not be conducted with the bidders
as a matter of routine. However, IOCL reserves the right to
negotiate the rates as and when deemed fit.iv) Value of completed
work as mentioned in Completion Certificate/other valid documents
shall be
considered as value of single order or multiple orders as
indicated in NIT against Pre-qualificationrequirement.
v) Legal dispute, if any, shall only be within the jurisdiction
of Local Court situated at Panipat (Haryana).vi) EMD: Name of
bidder & tender number should be clearly written on back of the
EMD DD to avoid
mixing/loss of Instrument.vii) Public Sector undertaking of the
Central/ State Government/ MSEs/ NSIC/JVs of IOCL are exempted
from payment of EMD.viii) Small Scale Units registered with the
National Small Industries Corporation and having valid
registration under Single Point Registration Scheme for the
items of job/ work as per NIT as ofthe bid opening date for the
tendered work are exempted from payment of EMD.
ix) Copy of EMD Instrument like DD (in original)/ BG(in
original) / MSEs/ NSICs certificate shouldreach/delivered to office
of tender issuing authority on or before due date & time of
bid
submission.x) E-tender bidders to note that all communication
will be through e-tendering web site. No cognizance
will be taken for communication outside system.xi) Offers not
meeting statutory requirement will be liable for rejection.xii)
Workmens Compensation Act 1923 shall be applicable for this
Contract.xiii) Any Addendum/ Corrigendum/ Sale date Extension in
respect of above tender shall be issued on our
website: https://iocletenders.gov.in/ only and no separate
notification shall be issued in press.Bidders are therefore

10. Mode of Submission In case of e-tenders physical offers will
not be accepted, offer must be uploaded one-tender website
http://iocletenders.gov.in before deadline using DigitalSignature
and EMD Instrument (original) should reach to office of tender
issuingauthority before the submission deadline.
11. Earnest Money Deposit (EMD) Rs. 74,300/- to be paid by
Demand Draft (DD) in favour of IOCL, Panipat Refinery,payable at
Panipat.
Tenders without Earnest Money will be rejected. Only EMD
instrument (DD)should be deposited / posted in sealed envelope
superscribing tender name,number & date of opening date, which
should reach/delivered on or before duedate & time of bid
submission, else offer will be straightway rejected.
12. Tender opening date- Online Tender (Techno-commercial bid)
shall be opened on 04.09.2014 at 3.00 PMor at a
later date convenient thereafter.13. Preference to MSEs This
Tender Cannot be split
