CALL FOR NOMINATIONS FOR IRCSG (COMMUNICATIONS) CIVIL EXPERTS
Note by the Staff Officer
1. Nations are hereby invited to nominate candidates for expert vacancies within the Industrial Resources and Communications Services Group (IRCSG) Communications1. The current modal expert list, together with post descriptions can be found at Annexes 1 and 2.
2. Nations wishing to submit a nomination should do so by completing the nomination form at Annex 3 and send it, together with an up-to-date curriculum vitae, to Mrs. Melissa Wells, email: [email protected], with a copy to the Staff Officer: Mr. Kari Pelkonen, email: [email protected] by close of business on 31 January 2020.
3. Nations sponsoring newly selected experts are reminded that civil experts are nominated for a three year period in line with the Civil Emergency Planning Crisis Management Arrangements2. Experts should attend at least one training activity during their term and sponsoring nations are required to provide a NATO SECRET or NATO/EAPC SECRET security clearance within 6 months of their expert being selected.
4. In support of NATO’s implementation of United Nations Security Council Resolution (UNSCR) 1325 on Women, Peace and Security and related resolutions; and in line with the NATO/EAPC Action Plan in this regard (EAPC(C)D(2014)0019), women are strongly encouraged to apply.

I. ELECTRONIC COMMUNICATIONS LEGISLATION Description of expert A specialized civil expert with extensive experience in civil communications, information and communications technology (ICT) services and systems legislation including new and emerging technologies, regulation and policy, including radio spectrum/customer protection, for Europe or North America. Specific Requirements/Qualifications
- Wide experience and knowledge in civil communications legislation, regulation, and policy, including areas of consumer protection and special emergency implementation as appropriate.
- Has a wide network of contact in legislation and regulation for Europe and/or North America.
RADIO NETWORKS AND SPECTRUM USAGE Description of expert A civil expert with knowledge and experience in frequency allocation and assignment for the most common civil radio communication networks: fixed, mobile, satellite. Specific Requirements/Qualifications
- Very good knowledge of the ITU Radio Regulations, the Common European Frequency Table and NATO Joint Frequency Agreement (NJFA).
- Experience in frequency assignment for the common civil radio communication networks: fixed (microwave links), mobile (GSM, UMTS), satellite.
- Experience in channel arrangement for the foregoing radio networks. - Capable of advising national regulatory authorities in the electronic
communication sector. - Capable of advising national policy-makers in the electronic communication
sector. - Capable of advising private operators of fixed, mobile, satellite networks. - Wide experience and knowledge as well as having a wide network of contact

OPERATIONAL CAPABILITY Description of expert A specialised civil expert with extensive experience in the areas of risk assessment and analysis as well as in business continuity. This expertise can be used to assist in assuring the continuity of critical information and telecommunication technology (ICT) systems and services and to mitigate the impact of and expedite the recovery from incidents and/or threats to them. Specific Requirements/Qualifications
- Extensive experience in Operational Capability/Business Continuity Management.
- Very good knowledge of existing national and international programs to mitigate the impact of disasters on ICT systems and services and to restore critical services to essential users and functions during and after a disaster or major network failures.
BROADCASTING Description of expert A specialised civil expert with extensive public, private, and/or industry sector experience in terrestrial broadcasting. This expertise can be used to assist in preparing and broadcasting warning messages for the population and in reconstructing damaged broadcasting systems. Specific Requirements/Qualifications
- Very good knowledge on the operation and maintenance of terrestrial broadcasting transmitters (mainly FM).
- Very good knowledge of broadcasting equipment. - Experience in designing a transmitter for specific area coverage. - Capable of advising national media authorities in the broadcasting sector. - Capable of advising private operators of broadcasting networks.
SATELLITE COMMUNICATIONS Description of expert A specialized civil expert with extensive senior-level knowledge and technical experience in satellite systems and with substantive managerial competence and acquisition expertise to plan, execute and control satellite communications related programs.

Specific Requirements/Qualifications
- Substantial experience in the management of large, complex, technically oriented business or industrial activities pertaining to satellite communication systems providing guidance on technical issues.
- Extensive experience throughout the satellite system's operational life, knowledge of satellite communications systems, logistics management in areas, or operational and financial requirements development and capabilities assessment, strategic distribution processes and supply chain management in areas such as supply, transportation, item management, working capital fund finance or logistics Information Management systems, product support and sustainment planning for new systems and modifications, such as in acquisition, testing, production, fielding or in-service support, and knowledge of R&D and business management environment including the partnering with industry and academia.
II. CYBER SECURITY EXPERT
CYBER SECURITY Given that cyber embraces a wide variety of different competences disciplines and issue areas, a number of generic areas of support are included below to help facilitate the nomination process. This is an indicative and non-exhaustive list of generic categories. Nations are at liberty to nominate candidates in response to these skill sets, or to or to present experts with other cyber competences:
- Cyber Exercise Facilitator; - Cyber Security Work Force Educator; - Cyber Security Evaluation and Resilience Reviewer; - Critical Infrastructure Risk Assessor; - Control Systems Security Analyst; - Cyber Incident Forensic Analyst; - Supply Chain Risk Analyst; - Public Private Partnership Liaison; - Information Sharing Analyst.
Description of expert A specialized civil expert with extensive experience in national and/or international planning for and responding to cyberattacks. This requires a substantive knowledge of technical systems as well as regulatory, operational and industry issues affecting Cyber Security as well as access to the top management of relevant organizations/bodies.

Specific Requirements/Qualifications
- Excellent knowledge of and practical experience with the design, development, integration, testing and operation of secure network platforms and environments.
- Experience with cyber security testing tools, PKI, firewalls, intrusion detection/protection and related vulnerability assessment tools for network periphery and internal network/service discovery and topology mapping.
- Experience as a cyber security subject matter expert. - Able to anticipate cyber security problems and assist in mitigation of risk. - Able to advise NATO and, as required, nations in cyber security. - Has an in depth knowledge of issues affecting Cyber Security services in
Europe and/or North America.
III. NEW AND EMERGING TECHNOLOGIES – 5G EXPERT
SECURITY Description of expert A specialized civil expert with extensive knowledge and technical experience in wireless security and with substantive managerial competence and acquisition expertise to plan, execute and control wireless security programs. Specific Requirements/Qualifications
- Substantial experience in the management of large, complex, technically oriented wireless security systems providing guidance on technical issues.
DEVICES AND IOT Description of expert A specialized civil expert with extensive knowledge and technical experience in wireless devices including IOT and with substantive managerial competence and acquisition expertise to plan, execute and control wireless devices programs. Specific Requirements/Qualifications
- Substantial experience in the management of large, complex, technically oriented business or industrial activities pertaining to advanced wireless systems providing guidance on technical issues.
- Extensive experience throughout the wireless technology operational life, logistics management in areas, or operational and financial requirements development and capabilities assessment, strategic distribution processes and supply chain management.

SUPPLY CHAIN Description of expert A specialized civil expert with extensive knowledge and technical experience in device and component supply chain and with substantive managerial competence and acquisition expertise to plan, execute and control supply chain programs. Specific Requirements/Qualifications
- Substantial experience in the management of large, complex, technically oriented business or industrial activities pertaining to wireless device and component supply chain providing guidance on technical issues.
- Extensive experience throughout the operational life of devices, logistics management in areas, or operational and financial requirements development and capabilities assessment, strategic distribution processes and supply chain management.
IV. CRITICAL INFRASTRUCTURE PROTECTION (CIP) EXPERT GENERAL INFRASTRUCTURE PROTECTION Description of expert The expert will have a broad knowledge of issues concerning critical infrastructures and interdependencies for civil communications services. A specialised civil expert with extensive public, private and/or industry sector experience who is able to use an all-hazards approach to protect Information and Communication Technology (ICT) Critical Information Infrastructures (CII)4 systems and services against threats from all sources. This expertise can be used to assure the continuity of critical communication services, in priority to essential users and to the population in general, in time of disaster and/or network failure or crisis situation. Specific Requirements/Qualifications The expert will
- Have extensive experience in programs developed to protect critical infrastructures and services and to ensure the continuity of critical civil communications services.
4 Critical information infrastructures are those facilities, services and information systems which are so
vital to nations that their incapacity or destruction would have a debilitating impact on national security, national economy, public health and safety and the effective functioning of the society. CII includes electronic communications networks and services including internet, television and radio broadcasting systems.

- Have a good knowledge of planning and programs on critical civil communications infrastructures, vulnerabilities and interdependencies with other sectors (transport, energy, electronic communications, public services, public health, etc).
- Have a good knowledge of existing national and international programs to mitigate the impact of disasters on civil communications networks and restore critical services during and after a disaster.
UNDERSEA CABLES
Description of expert The expert will have a broad knowledge of issues concerning to promote cable protection measures at sea and on land, and enhance security measures at and on land and enhance security measures at cable landing stations and network operation and data centres.
Specific Requirements/Qualifications
- Extensive experience in national-level “all-hazards approach” programs developed to protect CIIP and services and to ensure the continuity of critical electronic communication services.
- Good knowledge of national-level planning and programs on CIIP physical vulnerabilities, interdependencies with other type of critical infrastructures/services (transport, energy, water, publicservices, etc) and partnership with public and private owners.
- Good knowledge of existing national and international programs to mitigate the impact of disasters on critical services to essential users during and after a disaster or major network failures.
V. PLANNING AND RESPONSE EXPERT CONTINUITY MANAGEMENT ARRANGEMENTS Description of expert The expert will have extensive experience in planning and responding to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) incidents that could affect civil communications services. Specific Requirements/Qualifications The expert will:
- Have a very good understanding of CBRNE in general and consequence management.
- Have extensive knowledge of the impact of CBRNE on civil communications infrastructures.

- Have the ability to analyse the consequences of specific CBRNE incidents and the management of those incidents.
EMERGENCY PLANNING AND RESPONSE Description of expert The expert will have extensive experience in emergency planning and response to incidents that affect the civil communications sector. Specific Requirements/Qualifications The expert will
- Have expertise in government, industry or business with a focus on emergency planning, implementation and response for the civil communications sector.
- Have a good knowledge of critical systems in the civil communications sector. - Have a very good knowledge of rapid reaction activities that ensure continuity
or re-establishment of civil communications services in case of emergencies. - Have a good knowledge of countermeasures to ensure the operations and
the quality of service after an emergency situation in the civil communications sector.
EMERGENCY COMMUNICATIONS Description of expert A specialized civil expert with public, private, and/or industry sector experience in newer public safety security and emergency communications technology. This expertise can be used to support missions requiring priority communications via congested and degraded commercial networks to ensure data can be passed for NATO collaboration and interoperation. Specific Requirements/Qualifications
- Very good knowledge on emergency access services that exist supporting priority data types (e.g. voice, video, data) used in public safety emergency responders networks.
- Very good knowledge of the transitioning technology needed to enable emergency communications data using packet switching IP based services over various media (e.g. radio, telephone, mobile).
- Understanding of policies, standards, and regulations that constrain emergency interoperability between nations external non-homogeneous networks.
- Understand ITU-T Definition of NGN and Recommendation Y.2001 (12/2004) particularly for emergency communications and security.

DISASTER COMMUNICATIONS SYSTEMS SERVICES Description of expert A specialized civil expert with public, private, and/or industry sector experience for public and multi-organizational disaster communications. This expertise can be used to support NATO communication with population and disaster relief operators. Specific Requirements/Qualifications
- Current knowledge of commonly used public and civil-military disaster support networks communications methods.
- Knowledge of communications technology requirements needed for coordinating disaster relief operations including internet and cellular networks used in open partnership. For example, the UN OCHA ReliefWeb, All Partners Access Network, Ushahidi crowdsource.
- Knowledge of International emergency preference scheme ITU-T Recommendation E.106 allowing preferential treatment for emergency communications transiting public telecommunications networks.
- Preferred working knowledge of ITU-T Recommendation E.123 Emergency rescue workers victim identity contact information
- Preferred working knowledge of cellular and internet multicast VoIP broadcast function.
- Preferred working knowledge of ITU Tampere convention; emergency communications in situations of insufficient network cover and satellite uplink.
ALERT AND WARNING MESSAGING Description of expert A specialized civil expert with public, private, and/or industry sector experience in emergency messaging. This expertise can be used to support communications for alert and warning messages for the population. Specific Requirements/Qualifications
- Very good knowledge on ITU-T X.1303 Data Networks, Open System Communications and Security, Common Alerting protocol (CAP)
- Very good knowledge of Budapest Guidelines communications requirements. - Capable of designing a public alert and warning message using standard
structure and common alert elements. - Capable of advising on message gateway operations into national private
sector or industry networks. - Knowledge of commonly used protocols for WC3 XML schema per clause 7.4
of the ITU-T X.1303.

VI. REGIONAL EXPERT
Overall expert description Proven experience of issues related to national and regional communications resilience. The candidate should have specific and detailed understanding of Communications resilience in one of the following four regions:
- Baltic Sea Region (Denmark; Germany; Poland; Lithuania; Latvia; Estonia; Norway; Finland and Sweden);
- North Atlantic Sea Region: (Canada; Iceland; Norway; United Kingdom and United States);
- Black Sea Region (Bulgaria; Romania and Turkey); - Mediterranean Sea Region (Albania; Croatia; France; Greece; Italy; Slovenia
and Turkey) In broad terms, he/she should be able to provide advice on:
- Building and improving business continuity capabilities necessary to prevent; protect; mitigate; respond to and recover from threats to Communications infrastructure, systems and services;
- Engaging with Communications stakeholders, including private, governmental and non-governmental organizations, in developing
- sectoral resilience measures in relation to identified risks and vulnerabilities; Specific Requirements/Qualifications The expert should have substantial knowledge of communications infrastructure, systems and services in one of the Baltic Sea; Black Sea; Mediterranean Sea and North Atlantic Sea Regions. He/she should also have extensive experience of national-level “all-hazards approach” programmes developed to:
- Protect critical civil communications infrastructure against physical; remote and hybrid-threats; to
- Ensure operational capability and/or continuity of critical civil communications services;
- Restore critical civil communications networks and service during/following crisis;
- Knowledge of planning and programmes related to communications vulnerabilities and interdependencies with other sectors (transport, energy, electronic communications, public services, public health, etc).

Specific expertise should address: - Telecommunications infrastructure and networks, including the connectivity
structure (voice, data, VoIP, etc.) and physical connections to and from major data centres;
- Major civil communications service providers; their regional market shares, and the level of oversight national governments have over their operations (including the level of foreign ownership and contractual provisions for crises/state of emergency)
- The main characteristics of and market trends in the telecommunications sector, including major issues effecting the governments and/or other user groups
- Vulnerabilities of and potential threats to the sector (including cyber-attacks, physical sabotage, etc.)
VI. RESILIENCE EXPERT Sub-area Communications and Critical Infrastructure
Knowledge of and experience on issues related to national resilience. The candidates should in particular be able to provide advice and guidance on two or more of the following aspects:
- Improving capabilities necessary to prevent, protect against, mitigate the effects of, respond to, and recover from threats that pose the greatest risk to Critical Industrial and Communications infrastructure.
- Ensuring access to key stakeholders, including private sector and national authorities, to identify the risks and vulnerabilities to Critical Communications.
- Setting goals for resilience in relation to the risks identified, suggest planning, preparedness, response and evaluation measures.
- Developing procedures and arrangements on business continuity and continuity of government in the event of large scale disruption of Communications infrastructure.

6. SCEPC RAPID REACTION TEAM (RRT) CONCEPT
The concept provides a team capable of making a rapid evaluation of civil needs and civil capabilities to support a specific Council-approved operation or other emergency situation. It will be activated by the SCEPC in case of large-scale emergencies.
Deployment of the RRT will begin as soon as possible, but preferably within 24 hours of the SCEPC activation.
