SECTION – I

INSTRUCTION TO BIDDERS

1.1 BSES YAMUNA POER LIMITED (BYPL), Delhi is jointly owned by Reliance

Infrastructure Limited & Govt. of NCT, Delhi. BYPL is distributing about 7000 MU electricity to around 1.4 mn consumers in three circles (South East, North East and Central Circle) covering 14 divisions.

1.2 BSES Yamuna Power Limited intends to enlist SLA contractors who are in the

field of providing services similar to that defined in scope of work (Section-II). BYPL is inviting expression of interest from eligible bidders who are interested for providing these services to BYPL. This expression of interest is meant for selection of service providers which in turn would be eligible to participate in limited tenders that would be floated for carrying out various works related to business & operations. The bidder must qualify the requirements as specified. The interested bidders are required to submit documents in support of the qualifying requirement. 1.3 Schedule & EOI Details: Cost of Tender form (Non-Refundable) : ₹ 1000/- Tender documents on sale : 01.02.2017 (working days) Date & time of Submission of Tender : 15.02.2017 till 11:00 HRS The tender document can be obtained from address given below against submission of non-refundable demand draft of ₹ 1000/-drawn in favour of BSES Yamuna Power Ltd, payable at Delhi: Head of Department Contracts & Material BSES Yamuna Power Limited IIIrd Floor, A Block, Shakti Kiran Building, Karkardooma, New Delhi – 110032 The tender papers will be issued on all working days upto the date mentioned in clause 1.3. SECTION – II

Scope of Work BYPL carrying out following activities in the field of business and operations:

a. Services for punching of meter change report (MCR)/Meter testing report (MTR) and Meter Testing (Single & Three Phase).

b. Services for Recovery operations of consumers. c. Services for meter reading and bill distributions d. Services for new connections through Door Step Services (DSS) Cell e. Support services for enforcement activities. f. Services for other shared and Essentials Activities: e.g. Store, Accounts

Payables & Receivable, Revenue Cycle Managements, Customer Care Services, Data Centre and Field Audit Services, network monitoring etc

Majority of above services are hired through public tenders. A few small services are hired through limited tenders like Revenue Cycle management, field auditing, network monitoring etc. The enlistment of agencies does not entail any right to the agency for getting any contract/work. The work will be awarded either on public tendering in which any registered or unregistered agency may participate or through limited tendering for small services.

Section – III

Eligibility & Evaluation Criteria

(A) Eligibility: The prospective bidder must qualify all of the following requirements to be eligible to participate in the bidding. Bidders who meet following requirements will be considered as successful bidder and management has a right to disqualify those bidders who do not meet these requirements:

• The bidder must be a contractor for providing manpower services in the SLAs of similar nature having its office in NCT of Delhi or adjoining towns of NCR. The office should have fully fledged statutory compliance team. The Head/ incharge of this office should be competent enough to take all decision related to the contract. The agency should have requisite skills, knowledge, expertise, experience and system as per the requirement of the company and capability to act as SLA agency with trained and experienced person with requisite skill and knowledge to perform the function.

• Bidder must provide proof of having average annual turnover of ₹ 5 Crore or more during the last three financial years & single contract ₹ 50 Lakhs

• Bidder must provide proof of having solvency of an amount equal to ₹ 30

Lacs from any nationalized/ scheduled commercial bank.

• The Bidder should have P.F. / ESI Registration (Certificate to be enclosed) according to the Acts of Government / Labour Laws.

• Bidder should have PAN No & Service tax registration and necessary proof

should be enclosed. • The agency should have at least 200 nos of employees on its payroll.

• The bidder should be registered with the appropriate registration

authority (Labour commissioner etc.).

• Bidder shall be responsible and shall comply with the provision of all the APPLICABLE STATUTORY ACTS. Special attention of the bidders is drawn towards the compliance of provision of the following statutes: (along with the latest amendments/additions):

a) The Child Labor (Prohibition and Regulation) Act, 1986. b) The Contract Labor (Regulation and Abolition) Act, 1970. c) The Employee's Pension Scheme, 1995. d) The Employee's Provident Funds and miscellaneous

provisions Act, 1952. e) The Employees State Insurance Act, 1948.

f) The Equal Remuneration Act 1976. g) The Industrial Disputes Act, 1947. h) The Maternity Benefit Act 1961. i) The Minimum Wages Act, 1948. j) The Payment of Bonus Act, 1965. k) The Payment of Gratuity Act, 1972. l) The payment of Wages Act, 1936. m) The Delhi Shops & Establishment Act, 1954. n) The Workmen's Compensation Act. 1923. o) The Employer's Liability Act, 1938. p) Public Liability Insurance Act 1991. q) Fatal Accident Act, 1855 r) The Personal Injuries (Compensation Insurance) Act 1963. s) Weekly Holidays Act 1942 t) Building and Other Construction Workers' Welfare Cess Act,

1996 and all rules there under. (If applicable) u) Providing mediclaim facilities for the employees not covered

under any of above cases.

The bidder shall submit all necessary documentary evidence to establish that the Bidder meets the above qualifying requirements. Please Note:

• Firms who are debarred/ blacklisted in other utilities in India will not be considered.

• Company reserves the right to carry out capability assessment of the Bidders

and company’s decision shall be final in this regard without assigning the reasons thereof and preference will be given to the Bidders who have provided services in same or similar SLAs in BYPL or any other utility companies. Preference will also be given to the agencies having head office in Delhi or NCR. In case agency is rendering services to BYPL or any sister concern, a performance certificate for all the works is to be submitted along with the technical bid. Company is not bound to enlist all applications and may choose from all eligible bids.

(B) Evaluation Criteria:

After the receipt of the bids, evaluation shall be carried out based on documents submitted by the bidders in support of QR mentioned above. BYPL may also visit the offices of the applicants and may ask such as it may deem fit. Successful bidder shall be enlisted/ registered with BYPL and will be eligible for limited tender’s participation.

IMPORTANT INSTRUCTIONS FOR FILLING THE FORM 1. The Form is to be completed in all respects. If any field is not relevant, please

write “Not Applicable”. 2. Submission of incomplete Form/ short receipt of documents shall be sufficient

cause for outright rejection and no further correspondence shall be entertained.

3. Mention on your sealed Envelop for Category applied. 4. Physical verification of facilities as well as statements

made/application/submitted will be carried out as necessary. Misinformation, if any, will make the application/ registration liable to be cancelled and may lead to debarring/blacklisting.

5. Quote Form No. in all future correspondences. 6. Enclose all relevant documents self attested by the authorised signatory for

Statutory Compliance (Mandatory). The signing authority must have a valid power of attorney.
