    QoSMOS is an FP7 Integrated Project.

    It is about flexible spectrum access, withmanaged QoS and mobility.

    Its main ingredients are: Value chain development

    Spectrum portfolio management

    Integration with core networks

    Flexible terminals and, Demonstration

    Duration is 36 months from January 2010

    Budget: Total =14.5M

    Cognitive radio is a paradigm for wirelesscommunication in which either a network or awireless node changes its transmission or

    reception parameters to communicate efficientlyavoiding interference with licensed or unlicensedusers. This alteration of parameters is based onthe active monitoring of several factors in the

    external and internal radio environment, such asradio frequency spectrum, user behaviour andnetwork state.

    The proportion of voice traffic as a function of thetotal is becoming less, the revenue generated isnot in proportion with the traffic increase and thegap between traffic growth and revenue will get

    larger.

    At present there are two ways that a user mayobtain mobile broadband services, one is

    Using a mobile network operator (MNO) whoemploys licensed spectrum

    Other is to use a fixed network operator withunlicensed spectrum on a WiFi service.

    Making use of technology and service neutralspectrum opportunistically is a principal focus ofQoSMOS.

    The opportunistically obtained spectrum can beused for congestion relief during peak loads inlicensed spectrum, or to enhance existing

    services and / or provide new services withoutthe need for acquiring additional licensedspectrum

    To provide a platform for efficient radio access tofuture networks

    Under this are two S & T objectives Cognitive wireless access provision

    Network support provision

    And two non-S & T objectives Use case development Preparation of regulatory policies

    QoSMOS provides a framework to allow secondaryuse of spectrum to provide indoor and outdoorbroadband mobile communications

    Opening up an alternative to either schemescurrently used by Mobile Network Operators(MNOs) or fixed operators i.e., employinglicensed spectrum and unlicensed spectrumrespectively

    QoSMOS is driven largely by industry, to providea long term solution to ever-increasing datademand, and the ever-decreasing willingness forusers to pay for it.

    The framework will allow networks to grow asthey are needed and will have the flexibility toallow custom application development.

    The key issues that the project will tackle are:

    Sensing, database and other methods of avoidinginterference from secondary users to primary orother secondary users,

    Developing metrics for spectrum occupancy fordecision making and micro-trading,

    Development of QoS and mobility management incognitive radio and integration with core networks,

    Researching best methods for cognitive radioterminal designs,

    Spectrum portfolio management

    The QoSMOS concept includes the use of two cognitivemanagers (CM), which operate on different timescales andamounts of radio resource

    The lower one in the figure is centralized and operates on a

    longer timescale, it builds a portfolio of the available resourcein a particular region.

    This CM manages a set of rules, whose parameters can beinitially programmed for different regulatory regimes.

    The upper CM is distributed and operates on a shortertimescale, allocating spectrum to individual wireless streamsfrom the portfolio, also to a set of rules.

    Equipment is required to have highlysophisticated sensing mechanisms and a systemof metrics which enable them to correctly detecttemporarily and/or spatially unused spectrum

    (the so-called spectrum holes) and makedecisions on whether to use these withoutcausing harmful interference to otherusers. (cognitive approach)

    Cost savings will be achieved through massivereuse of spectrum resources without the burdenof large upfront investments by using acombination of distributed (from user) &centralized triggers (from network)

    There are 9 Work packages that aims to achieve significant impact,

    both in terms of business gain through new service opportunities thatwill arise with increased exploitation of hitherto underused spectrum,but also in terms of technology development and standardization.

    The EAB is a carefully selected group of organizations who arenot partners of QoSMOS, but whose expertise can be veryvaluable to help steer the project

    The EAB is a key mechanism for guiding and pointing out the

    wider political and societal implications of the researchundertaken

    The organizations involved in the EAB will discuss the widerimplications of the QoSMOS outcomes and will feed back theirthoughts and deliberations

    Furthermore, they will help position the QoSMOS outputs in therelevant regulation groups (including ITU)

    The impact will be the availability of a viablealternative mobile broadband delivery platformwhich is low-cost, has QoS management and can

    support mobility.

    The project will provide the necessary frameworkand critical technical building blocks to enable

    actors in the value chain, from vendors toapplications providers, to differentiatethemselves and bring CR systems to market
