This year’s event was a child designed funfest, with perhaps 50% of the attendees 18 and under. Since July 4th fell midweek, many regular attendees were traveling, but scores of new faces joined our 10:00 to 2:00 event to participate in an exhausting array of activities for the young and young at heart. While most event activities were targeted for those aged 18 months to 11 years of age, our fire department and Alderman Mike Colemere offered new water fun for visitors of all ages. Kicking off the activities, was our traditional pet parade. From the pet parade, the children scattered to activities across our municipal tract. The many carnival rides were perennial younger crowd favorites, and the annual pony rides logged miles and miles of joy for those up to the challenge. I tip my hat to Austin and Jillian for being such a wonderful sport as he shepherded the saddled ponies across the property throughout the four-hour event. As with any July day so near the Coahuila Desert, the day began with the doubtful prospect of daytime temperatures below 95, but with the grace of a pleasant breeze, cloud cover and the added benefits of splashpads, firehoses and water balloons, the event was much cooler and wetter than many attendees had expected. Independence Day 2018. On June 30th, we joined together to celebrate America’s 242th anniversary of the Declaration of Independence. As has become our community’s custom, we gathered the weekend preceding July 4th to celebrate a uniquely American holiday recognizing the God given liberties afforded in this great land.

This year’s event was a child designed funfest, with perhaps 50% of the attendees 18 and under. Since July 4th fell midweek, many regular attendees were traveling, but scores of new faces joined our 10:00 to 2:00 event to participate in an exhausting array of activities for the young and young at heart. While most event activities were targeted for those aged 18 months to 11 years of age, our fire department and Alderman Mike Colemere offered new water fun for visitors of all ages.

In between and in front of the launchers, some of these “children” held shields to burst the water balloons hurled by parents, siblings and neighbors. It was 1200 balloons of fast and furious fun!

Capping off the water excitement were two splash pads for the youngest among us to capture all the joy that a front yard sprinkler can offer on a hot summer day. For those old enough to remember the introduction of the slip-n-slide, these splash pads were like a slip-n-slide but only sooooo much better.

To sum it up, the day was a day full of fun! There were activities for all, and the opportunity for the warm fellowship of neighbors enjoying the company of neighbors.

Through a combination of city funding and support from generous individual and business citizens, we collectively enjoyed glowing with wonderfully painted faces, riding rides, sharing shaved ice, watching pets parade and getting wet. Our young parents experienced a protected outing for small children, while our older neighbors shared refreshments in the shade with loved ones and friends. Together, we experienced the sights, sounds and smells of traditional Americana.

None of this would have been possible without the love for friends and family as demonstrated by the volunteers who put this together. I commend each of the volunteers as well as the participants who made our Shavano Park Independence Day experience distinctive. For those of you who were unable to participate, I encourage you to circle June 29th on your 2019 calendar. The next year should have even more to offer!

For their outstanding efforts to make the day special for all of us, kudos to Zina Tedford, Michele Ross, Vicki Maisel, Tomas and Elfie Palmer and Mike Colemere for their many contributions. Trim your Oak Trees NOW!!!Just a reminder that July, August, and September are authorized months to trim and prune your oak trees. Shavano Park Ordinances prohibit oak tree trimming for 7 months of the year in order to reduce the risk of Oak Wilt disease. December and January are the other two months that are authorized to trim. You will need to secure a permit at City Hall before trimming. The fees from this permit go towards the City’s Oak Wilt fund that is used to combat Oak Wilt outbreaks like the one that occurred in 2015.

Tree Trimming over Streets - Tip: Trim to 16 ft.Did you know our ordinances require property owners to maintain 14 feet clearance above our right-a-ways (roads). Specifically, “Protrusion or overhang is prohibited over other easements and rights-of-way adjacent to streets to a height under 14 feet”. This is a common ordinance shared by most cities. By maintaining 14 feet clearance, we protect vehicles (including our fire trucks from damage) and reduce the risk of oak wilt. In sync with our authorized tree trimming periods, our Code Enforcement Office inspects our roads and sends notices of violations to the property owners. If you received one this last month, you are not being singled out, you are one of approximately 200.

Nevertheless, I know from personal experience that receiving a notice of violation can be frustrating – especially if you seem to be getting a notice of tree protrusions or

overhang year after year. One of the things I’ve noticed in my yard is if I trim my trees to only 14 feet, within a year they will soon grow downwards and I’ll be in violation again. What I have personally done at my home is to trim to 16 feet. This buys me a couple years before they must be trimmed again.

Budget Cycle - OngoingOnce again, our annual budget cycle from May through September has begun. While not terribly complicated, the budget is the most important document we produce each year. The budget resources departments, services, equip-ment, and staffing. By choosing to resource or not to re-source, the foundation is established for the level and qual-ity of service the City provides. One of the City’s goals is to “Provide excellence municipal services while anticipating future requirements”. With this goal and others in mind, we have been able to maintain a relatively low “municipal” tax rate and make incremental improvements each year.

Shavano Park’s Celebration of America’s 242nd Birthday brought together Members of SPWC not only to celebrate America’s Birthday, but also the installation of the new fountain in the City Rain Garden. The large stone fountain placed in the center island and was donated to enhance the City Rain Garden and provide a much needed source for a cool drink on a hot day for the local native wildlife and birds that frequent the garden. The SPWC donation is also in support of the City of Shavano Park’s recent partnership initiative with the National Wildlife Federation. Now all we are waiting for is the power to run the fountain. Be sure and check it out the next time you visit City

Hall. Who knows you may catch the birds flying in for a drink and staying a bit to splash about in the water.

SHAVANO PARK CHIPPER DAYShavano Park Fire Department in conjunction with the Firewise program will be hosting a Chipper Day. This event will allow resident to bring brush and yard debris to the Shavano Park Fire Department for chipping and disposal. This is a perfect opportunity to clean brush and undergrowth from your yards while helping to prevent the spread of wildfires.

This event will be on August 11th, 2018 between 9am and noon. The chipper will be located in the parking area behind the Police Department. No material larger than 4” will be accepted. This will also be an opportunity for residents to pick up (free) cedar mulch, provided by our Public Works Department.

NATIONAL WILDLIFE FEDERATION

It’s summer in South Texas. And that means it’s hot. So while you and I can turn on the tap and get cool water. The wildlife cannot. So consider placing a small dish of water out for the birds, squirrels, and other wildlife. If you have a bird bath add new cool water daily. During these hot months the neighborhood wildlife will really appreciate a cool drink of water.

If you have not signed up your yard yet, we have NWF magazines available at city hall. The magazine will walk you through the steps required to be a backyard habitat, and that bowl of water you just put out will fulfill one of the requirements.

This year at National Night Out while you are meeting with your neighbors or if you come to the event at City Hall, we would happy to tell your neighbors about the backyard habitat. If you are interested in one of us coming to your NNO party - please let Chief Lacy know. We will bring all the information you and your neighbors need to get your yard qualified. WATER SOFTENERSWritten by Bill Herrera

Water softening for the home is a very common event in Shavano Park. We have some of the highest levels of water hardness in the nation. Water softening, while protecting the home from hard-water also provides the homeowner with spot free glassware, softer skin, hair, and improves upon the quality of the laundry. However, a water softener like any other appliance within your home requires periodic maintenance. Softening resin is like small plastic beads and the strength of the bead is measured by its added “cross-link”. This holds the bead together, as a solid.  Over the years within service oxidation occurs (from the free chlorine in the water) and the cross-link breaks down. Making the resin bead more gelatinous or gel like. When this happens, the resin bed has broken down and is now causing an extreme pressure drop within an internal screen of the water softener. Eventually the screen itself fails and the results are disastrous. Resin beads are released through the home and they will clog every shower valve and aerator within the home.

1. Mandatory. Replace resin beds in water softeners every five years.

2. Replace with a higher cross-link resin. You will pay a little more but the better quality resin will last longer.

3. Make sure the internal screen is replaced with the resin.

4. Place a small amount of flint gravel around the internal screen to protect it from future damage.

5. As a preventative measure, install a spin-down filter on the outlet side of the water softener. If the softener does break, the spin down filter will then catch the resin beads. Preventing a worse problem.

Raccoons are just too …”too cute, too curious, too brave, too strong, too aggressive, too smart, too adaptable, too devious, too agile “just too everything. The problem with raccoons is God gave them too much dexterity to go with their superior brainpower and insatiable curiosity. Which is why the raccoon will find your garbage can and open it and enjoy the bounty within. Raccoons are related to the red panda. So thus nickname trash panda.

Raccoons are strictly nocturnal. (So that crash in the night is probably your friendly neighborhood raccoon enjoying dropped bird seeds or left over dog and cat food). Raccoons can cause damage to your home by making your attic or out buildings their home ( kind of like that 30 yr. old guy who parents had to sue to get him out of their basement). So if a raccoon has made your attic their home its best to call a professional wildlife removal company (kind of like those parents needing to call lawyer to evict the 30 yr. basement dweller)

Raccoons are not inherently vicious. (Which means they will avoid you if you avoid them) But they can carry diseases .Raccoons can carry rabies, Most disconcerting is a zoonotic parasite called Baylisascaris procyonis or raccoon roundworm. This roundworm is expelled in the raccoon feces (and yes folks this is going to be an OH S*** moment). If ingested the larvae can hatch, migrate through the tissue and invade the brain or eye area causing serious brain damage or death. So if believe you may have raccoons in your yard - be sure to wash your hands after gardening or working in your yard. (And a bottle of hand sanitizer out there would not be a bad idea either - so for once if you are a germaphobe you have a darn good reason to be and you are not a paranoid weirdo … ok I am not a paranoid weirdo)

Now I know I make raccoons sound like walking disease factories but they are not and sadly we can give raccoons a disease. Raccoons have no immunity to either canine or feline distemper. Distemper is a highly contagious virus similar to the measles in humans. So it is important to vaccinate your dogs and cats to keep the distemper virus from spreading to wildlife and ultimately back to our pets.

So now that I have made raccoons sound like awful animals in a pretty package (kinda like that bad date back in high school) you are wondering what good are they. Well … no really they do have good qualities. Raccoons eat mice, grasshoppers, snakes, acorns and carrion (and yes your garbage). In fact, for those of you Guardians of the Galaxy fans - real raccoons are a lot like Rocket Raccoon. When I started writing this I thought I would use some Rocket Raccoon quotes. But I realized although Rocket is super funny - what he says just isn’t fit to print.( at least not in a family friendly city paper ) So real raccoons ,like Rocket , are too cute too funny and too resourceful but really not the best animals to be sharing your yard and definitely not living in your attic.

Meet Your Neighbors…..It’s Time to Plan a Block Party in Your

Neighborhood

Neighborhood WATCH partners with Shavano Park Police for National Night Out (NNO) on Tuesday, October 2, from 6-8 PM.

Take a stand against crime! We invite you to host a block party on your street and invite the neighbors to gather in your driveway to chat, share some refreshments, and meet the new residents. This is also an opportunity to thank our Shavano Park Police and Fire Fighters/EMS who visit the block parties. Together we build camaraderie and make our neighborhoods safer. It’s fun!

Remember SAFETY is pro-active. Please lock up, use your home alarm, and do not leave valuables in your vehicles. Report anything suspicious to Police at 210-804-0110 or 911.

To participate in Neighborhood WATCH or volunteer as a Block Captain for your street, contact Etta Fanning, [email protected]

Neighborhood WATCH is an organized group of volunteers who agree together to keep an observant eye on the neighborhood, and to report any suspicious activity to 911. Neighborhood WATCH is registered with
