    Ativities in 2006Management/Joint Steering Committee

    2006 represented a gradual build up o ativities under the MoU. The progressin some areas have been slower than expeted due to the need to use time to

    align the expetations as to the expeted output rom the ooperation. Travelling

    arrangements and visa appliations proedures have also been hallenging and

    the reason or some delays in ativities. It is easy to understand that the urrent

    irumstanes in Iraq make planning diult.

    In general, the parties o the MoU are quite satised as to the 2006 ahievements.

    During the period 8th May - 10th May tehnial meetings were arranged in

    Stavanger regarding the sub projets o the programme. The 2nd Joint Steering

    committee (JSc) was arranged in Stavanger on the 11th May 2006.

    Tehnial meetings were also onduted on the 20th - 22nd November in

    preparation or the third JSc, whih was arranged in Stavanger, November 23rd.

    The semi annual meetings with NORAD were arranged in Oslo on the 12th o May

    and on the 24th o November.

    Data ManagementAt the tehnial meetings in May a revised plan or 2006

    was agreed upon with the main aims:

    Joint working groups: 2 visits + 1 optional clean up o legay data or an Iraqi oil eld Establishment o reporting guidelines or data Fous on DM strategy in Iraq Improvement o Shlumberger DM projet1st Joint working group,

    Data Pilot Field clean UpAims:

    To examine data types in detail, identiyproblems and propose solutions

    Establish workfows or seismi and welldata and Qc routines

    Loading o pilot eld data into OEc databaserom Shlumberger oe in cairo

    cost estimate or total lean up o pilot eld data Set up guidelines or the handling o legay

    data rom other elds in Iraq

    A signiant amount o pilot eld well data has now

    been leaned up by Hampton Data, or use in nal Qc

    and preparation or data loading (see plans 2007).

    Work during the planned seond joint working group,

    delayed until early 2007, will dene the ost o the total

    data lean up. It is hoped that muh o the planned

    seismi data lean up an be done by Iraqis themselves

    during seondments.

    IOR ProjetIn the projet IOR has the ollowing denition:

    IOR is the planning and exeution o measures in-

    tended to inrease or aelerate oil reovery rom

    a eld in a protable manner ompared to urrent

    plans (inluding EOR).

    Tehnial Sub committee (TSc) meetingsThree meetings were held, in Stavanger (May), in

    Amman (September) and in Stavanger (November).

    Sope o workA general IOR strategy was originally planned. The MoO

    deision to inlude only 7 elds in the study led to

    some redening o Phase 1 sope o work. However,

    the projets overall objetives have not been altered.

    It has been a serious hallenge in the projet to gain a

    mutual understanding o the expeted projet results

    as well as aess to relevant data or the planned quik

    look eld analysis.

    Joint working groupsTwo joint work periods with Iraqi (3+3) partiipants

    and Norwegian experts were arranged in NPDs oes,

    Stavanger in May and June. The aim was briefy to

    assess the status and drive mehanisms o the 6 elds

    based on available data and simple working tools.

    Modern work proesses inluding multidisiplinary

    open disussions on results and unertainties wereinorporated. Preliminary results have been disussed

    with MoO.

    Planning or the third joint working groupDisussions on the IOR/EOR potential o the elds and

    short and long term needs whih started in the rst

    two groups will ontinue and be nalized during a

    third joint working period. This was rst planned or

    August, and then postponed several times. On

    30. Deember MoO onrmed their partiipation

    with 10 partiipants in a workshop to be held

    in Amman 14. 18. January 2007.

    Additional work by the Norwegian groupAwaiting and preparing or the next joint work the

    Norwegian group worked on urther eld assessments

    and input to a preliminary drat report and inormative

    presentation material.

    Reporting rom Phase 1The report rom the projets Phase 1 will be nalized

    shortly ater the third joint working group has been

    arranged, early 2007. Reommendations or urther

    work will be part o the report rom Phase 1.

    TrainingThe major ativity has been the planning o the

    18 week training programme or sta rom MoO.

    The drat programme has been ompleted. A group

    o 19 partiipants arrived in cambridge on the 17th o

    November or ommenement o English training with

    the Bell Institute. Due to pratial hallenges in getting

    visa and transport to the UK, 6 weeks training was

    ompleted beore the group returned to Iraq on 22nd

    Deember. Additional English training will be provided

    or during the training in Norway.

    The plan is now to ommene the main training

    ourse on the 16th o January 2007 or approximately

    11 weeks until the end o Marh.

    Industrial ooperationA study tour regarding state o the art tehnologies

    within partiular elds is designed but has been

    deerred to 2007.

    6.6Plans 2007Management

    The 4th JSc is planned or week 27 in July in Norway

    and the 5th JSc or November. An important matter or

    the 4th JSc will be whether Iraq Ministry o Oil will

    like to propose a new phase o the ooperation

    programme or 2008 onwards.

    Data Management

    Workshop on Data legislation, guidelines and proedures

    Date: Q1 2007

    To establish reporting legislation (guidelines) or E&P

    data based on aepted industry standards and

    onventions.

    Loation: Stavanger, NPD

    Data lean up and Qc On the job training.

    Seismi and well data

    Date: Q1 2007

    Loation: Stavanger and Bergen option Amman.

    An important task will be the Qc and preparation othe pilot eld data or loading to the MoO database.

    Data Loading to MoO database

    Date: Q 2 2007(to be deided)

    Loation: cairo and Baghdad

    IORJoint Workshop(s)

    A joint workshop on IOR strategy work will be arried

    out in Amman early 2007 and i required a seond

    workshop will be onduted.

    Phase 1 Report

    The phase 1 report is planned or 1st quarter 2007.

    Phase 2

    The phase 2 work will be dened when the Phase 1

    report is ompleted. It is possible that the work will

    ous on development o some regulatory tools and

    assistane in ommerialization o IOR projets. NPD

    will at this stage terminate the ooperation with

    Statoil and Hydro regarding the IOR work.

    TrainingTraining Need Assessment (TNA) Workshop

    A TNA workshop is planned or early 2007 in UAE. MS

    programmes and other training needed will be provided

    within the remaining unds in the programme. Tehnial

    programmes o some duration and distane learning are

    also options to be examined. Petrad is oordinating the

    training part o the programme.

    Vocational Training

    Voational training options are available through

    Rogaland Kurs og Kompetansesenter (RKK).

    High Level Policy Work shop

    A 3-4 days High Level Poliy Workshop proposal or senior

    managers has been developed by Petrad in ooperation

    with MPE and NPD. Petrad will assist MPE and NPD in

    arranging the Workshop. The nal plans and timing are

    not yet in plae, but 2007 implementation is most likely.

    Industrial Cooperation

    A programme or a1 week R&D visit to Norway has

    been developed by INTSOK / ScANDPOWER. (INTSOK

    is oordinating the tehnology transer part o the

    programme ).
