Basic Fire InvestigationLimited to 40 students

This 40-hour basic class is where it starts - we have the instructors ready to get you off to a good start in the field of fire investigation! The basic class will provide a wide range of information from securing and docu-menting a fire scene, to determining the origin and cause of a fire. This class is recommended for all firefighters and officers. This class is a pre-requisite for any advanced fire investigation class, and meets the re-quirements toward testing for the IAAI-FIT (Fire Investigation Technician) and the Washington State Certified Fire Investigator. The written IFSAC CFI exam will be offered on Friday morning to those who register for the test prior to March 31, 2018. See the important testing details on the last page for more time-critical information!
Students should bring personal protective equipment (helmet, gloves, safety shoes/boots, eye protection, work clothes/coveralls), a digital camera (point & shoot is OK), and a flashlight.
The class is scheduled for 7:30am - 5:30pm Monday through Thursday, and 7:30am - 11:30am on Friday.There may be an additional after-hours off-site fire scene examination one night during the week.
Registration & Check-In for Basic class attendees will start on Monday at 6:45am at the Icicle Inn. Class begins promptly at 7:30am on Monday, May 7. After registration, report to the Leavenworth Fire Station located at 228 Chumstick Highway in Leavenworth.

Using actual cases that involved products that caused fires and injuries, CPSC investigators Eugene Staebell and Chris Stearley will discuss what the CPSC does, how fire investigation relates to product safety, and how “everyday” firefighters and investigators can help this very important effort that results in some of the best consumer product protections any-where in the world.

Eric Monroe, Washington State Director of the Firefighter Cancer Support Network will dis-cuss and present information on how fire investigators can reduce their exposure to cancer causing materials and substances that are present on every fire scene.

This track will cover multiple topics presented by ATF SA/Certified Fire Investiga-tors. Included will be a case study regarding a multi-defendant fraud/arson for profit/murder for hire investigation that was prosecuted in both Federal and State courts. This case study highlights the use of various investigative resources that were critical to the successful prosecution of the defendants as well as multi-agen-cy cooperation at the Local, State and Federal levels.
NFPA 921 and 1033 are playing an ever-increasing role in fire investigation and the litigation of court cases. This section of this informational presentation will discuss recent changes to both of the documents, identify trends affecting the interpreta-tion of those documents, and discuss how to address them in your CV, as well as in your Origin and Cause reports.
Utilizing video, still photographs, and computer fire model simulations, the findings of ongoing research conducted into the persistence of fire origin patterns on gyp-sum board walls in post-flashover fire scenes will be discussed. This presentation is based on research by the ATF CFI program and illustrates findings from over 400
controlled fires in which the subject fire patterns remained identifiable in the post-flashover scene examinations.
The damage dynamics portion of the presentation will provide investigators with a logical framework for identifying the area of origin of a fire. Focusing primarily on fire patterns generated in post flashover fires, the presentation will discuss fire dynamics and examine issues surrounding pattern recognition and interpretation. During the presentation, the use of table top exercises as well as case studies will help explain the core concepts of damage dynamics. At the end of the program, investigators should have a more solid scientific foundation for the exam-ination and interpretation of fire patterns, and how they relate to identifying an area of origin. The presentation is based on ATF SA/CFI Andrew Cox’s research which was published in IAAI’s Fire & Arson Investigator Magazine in 2013.

Digital Forensic PhotographyLimited to 25 students
Students will review and practice the basics of image exposure and camera handling techniques as they pertain to forensic photography, and learn how to dramatically im-prove the quality of their images. Chain of custody, basic standard operating proce-dures (SOP) and digital workflows will be addressed. Participants will learn how to use a variety of lighting techniques for documenting a crime scene, close-up techniques and tools to document fingerprints, footwear, and tire track impressions, how to select and position scales, how to level cameras to reduce axial distortion, and will also par-ticipate in a night-time photography exercise.
Students should bring the following equipment: DSLR camera body; Zoom lens; Close-up lens; Electronic flash; TTL off-shoe flash cord, and a tripod.

This class is divided into both theory and a hands on practical compo-nent to allow the participants the ability to put knowledge into prac-tice. The theory portion of this class will focus on passenger vehicle fires, including the methodology for conducting the vehicle examina-tion to determine origin. Vehicle systems, failure analysis, and case studies will also be included. The hands on portion will allow partici-pants to examine vehicles burned in order to determine the origin and cause of the fire.
The hands on activities will require students to be equipped with per-sonal protective equipment including helmets, particulate masks, gloves (suitable for the task as broken glass will be present), safe-ty glasses, coveralls, safety footwear, a camera, and writing imple-ments. It is recommend that if possible, students also bring a multimeter, colored electrical tape, or colored wire ties for use in the hands-on portion.

Investigating Vehicle FiresLimited to 30 students
Working with NFPA 921 and 1033 During Your Investigation
NFPA 921 is a standard of care used in the courts in both Canada and the United States. This document along with NFPA 1033 address the qualifications and knowledge re-quired of a fire investigator as well as how to complete a fire investigation. This lecture will focus on the interaction between the two documents and what to expect if you are challenged regarding your scene examination and report.

Cameron Novak, P.E., Bureau of Alcohol, Tobacco, Firearms & ExplosivesThis three-day course will provide the student advanced instruc-tion on the electrical aspects of fire investigation. Topics covered will include basics of electrical distribution, electrical safety, scene processing methodology, failure analysis, arc mapping, and appli-ances operation.
Students will learn through hands-on demonstrations and partic-ipation, and the results of several research projects will be pre-sented.
