Preamble All penalties set down in the rules are the maximum and the Junior Competition Executive may use its discretion when applying same.

To this end all decisions made by the Junior Competition Executive, a member of the Junior Competition Executive or any persons empowered by the Northern District Cricket Association can be appealed.

All Laws of the M.C.C Laws of Cricket 2013 have been adopted unless the Northern District Cricket Association Junior Competition Rules or Junior Playing Conditions state differently.

The Junior Competition Executive shall have the power to deal with all issues arising from these Junior Competition Rules and the Junior Playing Conditions.

By-Law 1 – Powers of the Junior Executive When matters come before the Executive and /or Committee for resolution in regards to questions around the

rules and playing conditions (ie disputes), the Executive and Committee will also consider what was the

‘intention’ of the law or playing condition .

By-Law 2 – District Competition The Junior Competition Executive will determine the age groups and divisions for competition each season.

Eligibility for an age group will be based on the player’s age at 1st September.

Girls may be registered to play one year below their age group.

Where appropriate, and the number of teams permits, teams will be graded into divisions.

Each Club must nominate teams prior to the date of the draw as advised by the Junior Competition Executive. The

nomination of each team shall include the club’s recommendation on grading between divisions, and contact

details of mobile number and email address of the coach or manager.

Only teams that join the Northern District Cricket Association (NDCA), to the exclusion of other Associations, may

participate in the competitions run by the NDCA.

By-Law 3 – Team Nominations At the commencement of the season, teams will need to be declared to the Junior Registrar. The onus is on the

individual clubs to have confirmed the date of birth of each player.

By-Law 4 – Player Nominations Each player must be registered with the Association using the Association’s competition management system

prior to playing a match.

Complete player details are to be recorded in the competition management system including:

Full name, and

Date of birth, and

Postal or email address Should a team wish to add to its playing strength during the season, approval must be received from the Junior

Registrar prior to the player taking the field. In such instances, the complete player details are to be entered into

competition management system prior to the player taking the field.

Registration of players will not be accepted after the commencement of the first game that occurs after the

summer school holidays, unless the Junior Competition Executive considers the circumstances exceptional.

By-Law 5 – Player Transfers Players wishing to transfer to another Club after the commencement of the season need to obtain both a

clearance in writing from their original Club, and clearance from the Junior Competition Executive.

By-Law 6 – Player Qualifications Once a player has completed three matches in a higher division or age group, that player cannot move to a lower

division or age group without prior approval of the Junior Competition Executive. Any breach of this rule shall

result in the same penalties as apply to over-aged players.

Where Clubs have more than one team in the same age group they cannot move players from team to team after

the third competition match, without prior approval of the Junior Competition Executive.

To be eligible for finals, a player must have participated in a minimum of three competition matches with the

team contesting the premiership, or have contested a minimum of three lower age group matches for the same

Club.

By-Law 7 – Player Grading

Dispensations

The Junior Competition Executive has the power to grant dispensation, on an annual basis and subject to annual

review, to players to play in a team of a younger age group:

The Junior Registrar shall ensure that the players are playing in their correct age groups. In the case where any

player is found to be playing below his/her age group without Junior Competition Executive dispensation, the

team of the overage player shall automatically lose all points gained in any match in which that player

participated and the opposing team credited with the maximum points gained by any team in the same division in

the same round.

By-Law 8 – Team Officials It is the expectation of the Junior Competition Executive that each team will be accompanied throughout each

match by at least two (2) Team Officials, fulfilling the roles of Umpire and Scorer. It is the responsibility of Team

Officials to ensure that matches are played in the correct spirit in accordance with the Laws and Spirit of Cricket

and at all times meeting the requirements set out in the Junior Competition Rules and Junior Playing Conditions.

It is the responsibility of Team Officials to ensure that:

a) The ground is prepared for play by setting the boundary markers, placing the stumps and bails in the correct position and removing any objects, likely to be injurious to players, from the field of play;

b) Play commences on time and finishes on time; c) Overs are bowled at a rate which will complete an innings within the scheduled playing time; d) Time wasting by batsmen, bowlers and fielders is eliminated; e) Appropriate clothing is worn by all players; f) Unfair play is eliminated; and g) The general behaviour of players, parents, supporters, coaches and team officials, both on and off the

field, meets the Laws of Cricket and the Code of Conduct (Appendix 2).

Team Officials, when Umpiring, may assist player technique on the field in up to and including Under 12 matches,

provided this does not cause any delay in play. On-field assistance will not be provided in the East division of older

age groups and only in the West division of the Under 13 competition.

Should any Team Official not be satisfied with behaviour of the opposing team, its coaches, umpires, parents or

supporters, this behaviour including all aspects listed above is to be drawn to the attention of opposing Team

Officials at the earliest opportunity and the Junior Competition Executive at the end of the day’s play.

All players and team officials shall comply at all times with the Code of Conduct.

By-Law 9 – Code of Conduct Players, Team Officials, Clubs and Association Officers and parents shall not:

a) Abuse or assault, either verbally or physically, an umpire, player or spectator; b) Dispute, as distinct from question, an umpire’s decision, or react in an obviously provocative or

disapproving manner towards an umpire, following an umpire’s decision; c) Use crude and/or abusive language or engage in any form of conduct detrimental to the spirit of the

game, or likely to bring the game or the Association into disrepute; d) Use crude or abusive hand signals or other gestures at any time; e) Refuse to comply with the reasonable request of an umpire at any time during the match; f) Engage in any conduct likely to damage or jeopardise the use of playing facilities by the Association; g) Disregard or fail to support and advocate Association Rules for the Conduct of the Junior competition.

If any Club, team or individual is found by the Executive Committee to have breached the Association’s Code of

Conduct, the Executive Committee may impose appropriate penalties including fines, loss of competition points

or exclusion from the competition.

If an alleged breach of the code of conduct cannot be resolved by the respective Team Officials on the day of the

match, the Secretary of the complainant club shall communicate the complaint in writing to the Secretary of the

Junior Competition Committee within seven (7) days for resolution by the Executive Committee.

Disputes Committee

A Disputes Committee consisting of a minimum of three (3) persons shall be established whenever necessary from the Junior Committee’s members.

Disputes must be received in writing by the Secretary within seven (7) days of the incident concerned. The club lodging a protest must ensure that the defendant club receives a copy of the protest at the same time. The defendant club must respond within seven (7) days direct to the Secretary.

Following receipt of lodging and defendant Club letters, the Disputes committee will provide a prompt recommendation to the Junior Executive Committee who will meet at the earliest opportunity for adjudication. The Committee’s decision will be forwarded to both clubs.

Any club which is dissatisfied with the outcome of a dispute may request referral of the matter to the Executive Committee of the Northern District Cricket Association. If the Club is still dissatisfied with the NDCA decision, the matter may be referred to the NSWDCA using the NSWDCA Dispute procedure.

By-Law 10 – Dress Regulations All players appearing in a competition match must wear proper cricketing uniform which will include:

a) either white or cream long trousers or shorts; b) white or cream sweater, and either c) conventional white or cream shirt; or

d) a predominantly light coloured shirt as approved by the Junior Competition Executive prior to the commencement of the season. Where a Club elects to play in an approved coloured shirt, all players in the team should wear the same shirt.

A coloured sweater will be allowed, however a player may not bowl in a coloured top.

Any departure from these dress requirements must be approved by the Junior Competition Executive prior to the

commencement of the season. If you are thinking of including red in your shirt it would need to be thin piping on

the side of the shirt and very limited trimming of red on the sleeves.

By-Law 11 – Competitions The Junior Competition Executive shall use its best endeavours to observe the following guidelines in preparing

the competition format each year:

a) Enforce a deadline for team nominations of two weeks prior to the first round of matches; b) Grounds permitting, form competitions to attempt to maximise the number of possible games and

playing dates, based on the following potential formats; i) for 5 or 6 teams, two rounds of two day games; ii) for 7 or 8 teams, one round of one day and one round of two day games; iii) for 9 or 10 teams, one round of two day games plus semi-final

c) Grade teams into stronger and weaker divisions on the basis of player ability and expected team performance;

d) Require any Club nominations for “West Division” to be supported; e) Where possible, do not schedule one-day matches before daylight savings commences, on the same day

as Senior Association one-day matches or before the inter-association representative competition concludes.

Format

Teams will be ranked by points. If the point scores do not clearly separate teams then the teams will be

subsequently ranked by the highest quotient.

The quotient formula is:

Quotient = team batting average divided by team bowling average

Quotient = (teams runs scored divided by team wickets lost) divided by (team runs conceded divided team

wickets taken)

In competitions which will have semi-finals, the top four teams will play off with the top ranked team playing the

fourth ranked team and the second and third ranked teams playing one another. The winner of each semi-final

match will meet in the final.

In competitions which will only have a final, the top two teams will play off in a final for the premiership.

By-Law 12 – Protective Equipment

Close Fielding

Except for the area between gully and leg slip, no player in age groups from Under 13 and above shall field closer

than ten (10) metres from the batsman unless that player wears an approved protective helmet with face mask or

grille and a protector.

Except for the area between gully and leg slip, no player in age groups up to and including Under 12 shall be

allowed to field closer than ten (10) metres from the batsman.

Batsmen

Batsmen shall wear, as a minimum, a helmet with face guard, two leg pads, a protector and two batting gloves. All

players when batting are to wear a helmet under all-weather circumstances and against all bowling types. Where

a batsman elects to wear a thigh pad, that thigh pad must be worn inside the batsman’s trousers or shorts.

Wicketkeeper

The wicketkeeper shall wear, as a minimum, two leg pads, a protector and two appropriate wicketkeeper’s

gloves. Where a wicketkeeper is standing within two (2) metres of the stumps a helmet with face mask or grille is

to be worn.

Protective Helmet Belonging to the Fielding Side

Protective helmets, when not in use by fielders, shall only be placed on the ground at least five metres behind the

wicketkeeper and in line with both sets of stumps. No penalty runs shall be awarded if the ball hits a helmet(s).

Dead ball is called and the ball is not replayed.

By-Law 13 – Hours of Play and Conditions

Weather and Grounds

If lightning and thunder is observed within 30 seconds of each other, everyone is to leave the field. No one

should return to the field for 30 minutes after last incident, including any incident prior to the start of the game.

In the case of bad weather, the possibility of play is to be decided by the Wet Weather Committee. If matches

which have not been called off but a condition of the weather, pitch or ground, causes a difference of opinion

whether a match will proceed or not, and agreement cannot be reached between the two teams, then the state

of affairs existing at the time of the question arising shall continue, provided always that common sense prevails

and due consideration has been given to the possibility of injury to players or damage to Association equipment

or grounds. If there is any dispute, the game should not start or must continue if already commenced. Any

protests regarding delayed starts shall be reported to Junior Competition Executive.

Regardless of conditions at other grounds, the results of played matches shall stand subject to the outcome of

any protests.

Forfeits

A team which fields fewer than seven (7) players at the ground allocated by half an hour after the official

commencing time on the first day shall be deemed to have forfeited the match. If neither team has seven (7)

players present by half an hour after the official commencing time on the first day, both teams will be deemed to

have forfeited the match and will receive no points for the match. A team refusing to continue a match at any

time after commencement of play for any reason including not having the seven (7) players shall be deemed to

have forfeited the match.

The responsibility for attending the correct ground shall rest with the team concerned and a team failing to

attend the allocated ground by half an hour after the official commencing time shall be deemed to have forfeited

the match. The match must commence as soon as both sides have seven (7) players present, and the start of a

match must not be delayed whilst a team waits for a seventh (7th) or further players.

The conditions under which a forfeit is claimed must clearly be outlined in the comments section of the results

entry.

Suspect Bowling Action

The procedure to be followed when a player is thought to have a suspect bowling action is as follows:

a) The management of the team should be approached at the finish of the game and the matter discussed. The player concerned should not be no-balled during the game;

b) The Junior committee will be notified and they will organise for independent match assessment of the player;

c) At no time should the player be humiliated.

By-Law 14 – One Day Matches For one day games the team scoring the greater number of runs in their innings shall be declared the winner on

first innings when both teams have received equal number of overs or have been dismissed in their first innings.

Under 12, 13, 14, 15, 16 8:00am to 12:15pm

Under 11 8:30am to 12:00pm

Under 10 8:30am to 11:00am

Under 9 8:30am to 10:30am

The team or teams failing to commence play at the nominated time may be liable, at the discretion of the Junior

Competition Executive, to lose 5 competition points.

Batting Time

The team batting first must declare its innings closed at half the allotted playing time less five minutes for the

change of innings, or at the conclusion of 30 overs (Under 12 to Under 16), or 25 overs (Under 10 (competitive)

and Under 11), whichever is reached first. The team batting second must receive the same number of which it

bowled to the team batting first, except that if the team batting first was dismissed, the maximum number of

overs (30 or 25) may be received.

Overs Bowled Requirements

The game will be played as a one innings per side, limited overs match, with a minimum number of overs for the

day as follows:

Under 12, 13, 14, 15 and 16 60 overs (30 overs per team)

Under 11 50 overs (25 overs per team)

Minimum Overs For a Result

The minimum number of overs to be bowled in the match to achieve a result is 40 overs (20 overs per team

Under 12 to Under 16) and 30 overs (15 overs per team Under 11), provided the team batting second has not

passed the score of the team batting first.

This section generally applies when play is lost due to rain or the pitch or ground is not ready for play.

Restrictions on Overs Bowled

The maximum overs for any one bowler will be as follows:

a) Five (5) for Under 15 and 16 b) Four (4) for Under 13 and 14

c) Three (3) for Under 11 and 12.

Interruptions to Play – Minimum over requirement not met

Where bad weather intervenes making it impossible for both sides to receive an equal number of overs, provided

the minimum number of overs are not bowled and a result has not been achieved, the game will be declared a

draw.

Interruptions to Play – Minimum overs can be Bowled

If time is lost due to bad weather or unplayable conditions, the side batting first must complete its innings five (5)

minutes before one half of the total playing time has elapsed. A pro rata adjustment of 3.75 minutes per over will

be made to the number of overs to be bowled provided Rule 2.22.3 is not contravened. The team batting second

must receive the same number of overs as that received by the side batting first, unless the team is dismissed.

Determination of Result

Subject to Rule 2.22.3, the team scoring the greater number of runs in their innings shall be declared the winner.

By-Law 15 – Two Day Matches In two day games where neither team has been dismissed and there has been no disruption to play on account of

inclement weather, those games shall be conducted on a “runs for time” basis; and the team with the greatest

number of runs shall be declared the winner on the first innings.

Although every effort must be made by each team to complete the daily number of overs, matches are time

based. The team bowling first shall receive no more than the overs they delivered, when it is their turn to bat,

unless they dismissed the other team.

Where the Junior Competition Executive calls off play on the first day of a match, or where no play is possible on

the first day by agreement of the Team Officials because of the state of the ground, play on the second day shall

be under the rules for a one day game.

Team officials must show in the comments section of the results entry on the website nominated by the Junior

Committee the time the match started. Any protest relating to late starts must be lodged with the Junior Registrar

or Secretary within seven (7) days of the incident for resolution by the Executive Committee.

Under 12, 13, 14, 15, 16 8:30am to 11:45 am

Under 11 8:30am to 11:00 am

In the case of two day matches, play continues on the first day until the designated time, regardless of whether

the team batting first has completed its required overs. A break of 10 minutes still applies between innings.

The team or teams failing to commence play at the nominated time may be liable, at the discretion of the Junior

Competition Executive, to lose 5 competition points.

In the case of a second innings for a team there is a requirement to bowl a minimum of 17 overs in the last hour.

Batting Time

a) In all competitions, the team batting first will not bat beyond the first day, unless time is lost through bad weather. In such circumstances, the team may continue to bat on the second day until their total innings time equals half the available batting time less five minutes for the changeover of innings, at which point the team must declare their innings closed at the end of the over in progress. To constitute a game each

team must face at least 30 overs in Under 13s to Under 16s, at least 25 overs for Under 12s and at least 20 overs for Under 11s if no result is achieved in less than the minimum.

b) Should it be necessary for the team batting first to continue into the second day, it is the responsibility of the team batting first to ensure that the team batting second receive exactly the same number of overs provided weather does not further interfere. It is the responsibility of both sides to ensure that the batsmen do not contribute to any delays.

c) If the team fielding first fails to bowl the required number of overs by the stipulated time and provided time is not lost due to bad weather or otherwise as determined by the umpires, play shall continue until the required number of overs has been bowled or 12 noon, whichever occurs first, provided the team batting first has not been dismissed or declared it’s innings closed.

d) The innings of the team batting second shall be limited to the same number of overs as it has bowled by the stipulated finishing time. The innings of the team batting second must be allowed to continue past the nominated time for stumps to be drawn, if necessary.

e) Any team failing to bowl the required number of overs (both on the first and/or second day) may be liable, at the discretion of the Junior Competition Executive to lose up to 5 competition points.

Each team (Under 13 to Under 16) will declare its first innings closed at the completion of a maximum of 50 overs

if not dismissed first.

In Under 12s each team will declare its first innings closed at the completion of a maximum of 45 overs if not

dismissed first.

In Under 11s each team will declare its first innings closed at the completion of a maximum of 40 overs if not

dismissed first.

Any team may, however, declare its innings closed at any time.

General Interruptions – Second Days Play

Where play is interrupted by bad weather on the second day, the game will be declared a draw if the side batting

second is not dismissed at the end of the second day, and has not reached the score of the side batting first and

has not received the required number of overs, or the equal batting time of the side batting first.

Washout – First Days Play

Where the Junior Competition Executive calls off play on the first day of a match, or no play is possible by

agreement of the Team officials because of the state of the ground, play on the second day shall be under the

rules for a one day game.

Determination of Result

Provided the match does not proceed to a position where an outright result occurs, the team with the most runs

on the completion of the allotted first innings overs (i.e. 50, 45 or 40 overs or adjusted number) shall be deemed

to have won on the first innings. Once a first innings decision has been reached, the match shall revert to the

normal laws of cricket.

Daily Over Requirements

Every effort shall be made by players and Team Officials to ensure overs are bowled at a rate which enables 50

overs (Under 13 to Under 16), 45 overs (Under 12) or 40 overs (Under 10 (competitive) and Under 11) to be

bowled in an uninterrupted morning’s play. Any departure from these rates will be reported to the registrar via

email and comments section of the results entry section of the competition management system. Such comments

will be assessed by the Junior Competition Executive with a view to reassessing the result as necessary.

Where a wicket falls half way through an over at the end of the first day’s play, that over shall be completed even

if it goes beyond the normal finishing time.

Where Overs Are Not Met

If the team batting first does not receive its required number of overs and provided time is not lost due to bad

weather, the team batting second must declare its first innings closed at the same number of overs as delivered

to its opponents.

Any team failing to bowl the required number of overs (both on the first and second day) may be liable, at the

discretion of the Junior Competition Executive to lose up to 5 competition points.

By-Law 16 – Semi-Finals and Finals Umpires, if available, will be provided to adjudicate in semi-finals and finals.

The final of each competition will be conducted over two consecutive mornings and will be played in accordance

with the competition rules for a two day match.

Where the Junior Competition Executive calls off play on the first day of the final, or where the umpires deem no

play is possible on the first day, play on the second day shall be under the rules for a one day game.

A minimum of 35 overs per side (Under 12 to Under 16), 30 overs per side (Under 11) and 12 overs per side

(Under 10) will be required to make a match.

If no result is achieved from the playoff match due to bad weather, state of pitch/ground etc., the team with the

higher points, or if equal, the higher quotient will be declared the winner of the competition. In the event of a tie

in any final, the finalists shall be declared joint premiers.

The Junior Competition Executive reserves the right to decide finals format at the commencement of the season,

taking into consideration registration numbers.

Hours of Play

If playing time is lost for any reason on day 1 or day 2 then the amount of play (time) lost can be made up by

playing until 12:15pm on either day. For example, if wet weather causes 45 minutes of play to be lost during day

1, then day 1 can finish at 12:15pm (this makes up 30 minutes) and can continue to 12:00pm on day 2 to make up

the remaining 15 minutes.

If any play is lost on day 2 it can only be made up to 12:15pm. So if day 1 was a full days play and day 2 lost 60

minutes due to rain, then only 30 minutes play can be made up by extending time to 12:15pm. If 20 minutes play

was lost on day 2, play can proceed for an extra 20 minutes to 12:05pm.

On either day play cannot continue pass 12:15pm unless to complete an over already in progress at 12:15pm.

By-Law 17 – Fitness of the Grounds, Weather and Light a) Except when the Weather Committee has ruled that no play is possible, the Captains are the judges of the

fitness of the ground and weather for play; if they disagree, the official umpires shall decide, if there be no official umpire present the “Status quo” shall be maintained.

b) The Umpires shall be the sole judge of the light for play and if no official umpires are present, play shall continue unless the Captains agree to the contrary. Only the batting side has the right to appeal against the light. Once an appeal has been made against the light, no further appeal is necessary.

By-Law 18 – Scorebooks and Results Club Secretaries may be required to forward some or all scoresheets, in any age competition, to the Junior

Competition Executive upon request at any time during the season.

Team lists and results in each match are to be entered and confirmed into the competition management system

nominated by the Junior Competition Executive by both teams not later than 1:00 pm each Monday following the

completion of the match.

Points will be allocated only upon receipt of both sets of results and these results being in agreement.

Scorecards from each match are to be entered by each team not later than 1:00pm each Wednesday following

the completion of the match, into the competition management system.

Failure to enter team lists, results or scorecards by the allotted time will result in a fine of $10 per team. The

Junior Registrar shall notify the Club Secretary of the imposition within 24 hours.

If the information has not been entered after one week from the time of notification by the Junior Registrar, the

team will forfeit ten (10) points from the relevant match regardless of the result.

By-Law 19 – Competition Points The Junior Registrar shall award points for each match as follows:

Season average points will be calculated by dividing the total points obtained by the team from matches that did

not finish in a draw by the number of matches that did not finish in a draw.

If a team withdraws from a competition during the first complete round of competition all matches for the season

against the team withdrawing from the competition will now be considered a bye round and the appropriate

points awarded.

If a team withdraws during the second or subsequent complete rounds of the competition, competition matches

against that team in the complete and subsequent competition rounds will be considered bye rounds and the

appropriate points awarded.

Records of the performances of players of opposing teams shall not be deleted from the Competition’s records.

By-Law 20 – District and Player Awards The Junior Committee may, at the sole discretion of the Executive Committee, present awards and trophies to

competition winners and players with outstanding performances. Awards for outstanding players shall be based

on a combination of runs scored, wickets and catches taken, stumpings made and other outstanding

contributions to junior cricket District.

Perpetual trophies should be returned by the end of January each year.

Under 8s and Under 9s Competition Rules The hours of play are 8:30am to 10:15am (8:30am to 10:15am or 10:30am to 12:15pm)

A team shall consist of eight (8) players. If a team has more than eight players a different eight can be used to bat

compared to bowling (ie. one or more players may only bat or bowl in a particular game).

The ball to be used is an approved 142g Kookaburra Supasoftaball.

Each team is to provide movable (metal or plastic) stumps. The stumps at the batters end are to be placed as per

normal. The stumps at the bowlers end are to be placed on the popping crease (ie. not where the stumps are

normally set for the older boys and seniors). The crease shall then be marked 122cm (4 feet) in front of the

stumps (use masking tape or chalk). Upon agreement by each coach / umpire the stumps at the bowlers end may

be moved further forward to assist bowlers.

The maximum boundary is 35 metres and each team shall provide 10 plastic cones with which to mark the

boundary.

As a soft ball is used there is no need for protective equipment (leg pads, thigh guard, arm guard) if the players

choose not to wear it. All batsmen should wear batting gloves and a protector. The keeper should be encouraged

to wear keeping gloves.

There is a ten minute break between innings.

Method of Play

A match shall consist of an inning to each team made up of sixteen (16) x 6 ball overs.

No extra deliveries are to be allowed for wides or no balls.

Any delivery which lands on the ground at the side of the pitch is a no ball and will result in a “free hit” with runs

scored as a result of the free hit only.

Any delivery which lands on the pitch but is too wide for the batter to hit is a wide and will result in a “free hit”

with runs scored as a result of the free hit only.

A ball which bounces more than twice on the pitch before the crease shall be deemed to be a no ball. This

includes a ball which rolls along the pitch. If not scored off it shall result in a “free hit” with runs scored as a result

of the free hit only.

Any delivery that passes, who would have passed the batters waist on the full shall be deemed to be a no-ball and

will result in a “free hit” with runs scored as a result of the free hit only.

When a delivery is determined to be a no ball or wide (as outlined above) the ball is to be placed on the batting

tee in line with the popping crease and just off the pitch on the side that the ball passed the batsman. The

batsman then has a “free hit” of the ball, the fielding side is not allowed to change position for this hit. The

batsman is not permitted to hit the ball behind square of the wicket and must hit the ball on the side that the ball

is hit from, ie. If the ball is placed on the off-side tee then the ball must be hit on the off-side of the wicket.

The no ball rule in relation to a bowler over stepping the popping crease shall not apply however the umpires

shall instruct players to try to bowl within the crease.

Batting Side

Batsmen may choose to wear any level of protective equipment that they choose however as a soft ball is being

used there should be no need to wear anything other than gloves and a protector.

The team is divided into four (4) pairs of batsmen. Each pair of batsmen will bat for four (4) overs.

If a batsman is given out, the loss of the wicket is recorded on the score sheet, but the batsman continues batting

for the remainder of the four overs. The batsman can be dismissed on a number of occasions with each dismissal

being recorded as a wicket.

For each dismissal three (3) runs are added to the bowling team’s total score.

When a batsman is dismissed, they shall not face the next ball, but shall change ends with their partner.

All runs scored during the four (4) overs are credited to the pair.

Sundries, byes and leg byes, are not scored separately.

Where a team has to bat a player(s) a second time due to shortage of numbers, then the batsman who has faced

the least amount of deliveries should bat again.

A team may not declare its innings closed – it must complete sixteen (16) overs.

There is no LBW dismissal and no stumping (however each batter is required to have part of them grounded

behind the crease when taking strike).

Bowling / Fielding Side

Bowling is from one end only.

No bowler may bowl more than three (3) overs. The bowling side will bowl eight (8) players for two (2) overs, or

five (5) players for two (2) overs and two (2) players for three (3) overs if the wicket keeper is not bowling, to

complete the sixteen (16) overs.

No player can field within 10 metres from the bat except the wicket keeper and off side slips fielder.

The wicket keeper must stand at least 5 metres back from the stumps.

It is recommended that the fielders be rotated in various fielding positions during the innings. Indicators may be

placed on the field to assist in the rotation of fielding positions.

Umpires

A team official from the fielding side will take the bowling end throughout the innings in order to assist the

fielding side.

A team official from the batting side will take the striker’s end for the duration of the innings.

Under 10s Competition Rules Each team is to bat for twenty-five (25) overs with a ten (10) minute break between innings. Play should

commence at 8:30am and finish around 11:00am. Unless, extreme heat conditions, no drinks breaks are

scheduled during an innings.

A team shall consist of fourteen (14) players.

When batting, all players are permitted to bat however once the team loses ten (10) wickets the inning will end.

When bowling all players are permitted to bowl however must follow the restrictions noted later within these

playing conditions.

The ball to be used is an approved 142g leather ball manufactured by Kookaburra.

The maximum boundary is 40 metres and each team shall provide 10 plastic cones with which to mark the

boundary.

For any time lost prior to the commencement of play, the number of overs to be received by both teams is

reduced for each seven (7) minutes lost. A minimum of twelve (12) overs per team constitutes a game.

Method of Play

A match shall consist of an innings to each team made up of twenty-five (25) x 6 ball overs.

No extra deliveries are to be allowed for wides or no balls.

Any delivery which lands on the ground at the side of the pitch is a no ball and if not scored off shall count as one

run.

If a batsman seeks to run off this no ball they can be dismissed – run out.

Any delivery which lands on the pitch but is too wide for the batter to hit is a wide and shall count as one run.

A ball which bounces more than twice on the pitch before the crease shall be deemed to be a no ball. This

includes a ball which rolls along the pitch. If not scored off it shall count as one run.

Any ball that passes, or would have passed waist height of the batter on the full, shall be deemed a no ball.

Batting Side

All batters are to wear two pads, a protector, gloves and a helmet when batting.

Each batter must retire after the scoring stroke which has taken their score to 25 or more.

A batter may retire at any time to enable other players to bat in a particular match.

Retired batters may return to the crease and continue their innings at the fall or compulsory retirement of the last

wicket. Batters who retired to allow others to bat are to return to the crease followed by compulsory retired

batters in the order of retirement.

A team cannot declare its innings closed – it must complete 25 overs unless all out.

There are no LBW dismissals.

Bowling / Fielding Side

A minimum of nine (9) bowlers are to be used. Each of those nine bowlers must bowl a minimum of two (2) overs

each and a maximum of three (3) overs. Bowlers CANNOT bowl their third over until at least nine (9) players have

bowled their two (2) over minimum. No bowler can bowl their third over prior to the 19th over of the inning.

If a team only has eight (8) players then each of these eight (8) players will bowl two (2) overs each in the first 16

overs. After that each player can bowl a third over taking it to 24 overs, one player may then bowl a 4th over as

the 25th and final over. If a team has eight (8) players on a regular basis, the player who bowls their 4th over and

25th over of the game shall not be the same player in the games where they have eight (8) players.

In a rain reduced match this concept of maximum participation is to be followed as best as possible.

If a team is swapping wicketkeepers they can approach the opposition coach and explain their wicketkeeper may

have to bowl their 3rd over out of sequence to allow them to keep wicket in the second part of the inning.

No player can field within 10 metres from the bat except the wicket keeper and off side slips fielder.

The wicket keeper must wear two pads, a protector and wicket keeping gloves. A protective helmet must be

worn if standing within two metres of the stumps.

It is recommended that the fielders be rotated in various fielding positions during the innings.

Umpires

A team official from the fielding side will take the bowling end throughout the innings in order to assist the

fielding side.

A team official from the batting side will take the striker’s end for the duration of the innings.

The Result

In matches where both teams have batted for the same amount of agreed overs (or one or both teams has been

dismissed), the team scoring the higher number of runs is the winner (regardless of wickets lost). If the scores are

equal the result is a tie (regardless of wickets lost).

Points are awarded for each match as follows:

Loss 3 points

No result average points calculated across the season

The competition will be won by the team with the highest number of points at the end of the season. No final is

to be played. If multiple teams end the season on the same number of points then the quotient will be used to

determine the placings. A medal will be presented to each member of the winning team (first past the post).

Law 1 – The Players

In competitive matches the team captains shall, prior to tossing, exchange signed team sheets. The captain may

name no more than fourteen (14) players, all players are permitted to bat however once the team loses ten (10)

wickets the inning will end, this applies to either inning and all bowlers are permitted to bowl however must

adhere to the over restrictions placed on them in these playing conditions.

No team sheet can be changed without the express permission of the opposing captain. In the age groups up to

and including Under 12, the captain may seek guidance from the team coach prior to agreeing to any change.

Only those players nominated on the team sheet at the commencement of the match may bat, bowl or keep

wicket during the match.

The Captain of the team should be encouraged to take full control of his team at all times. Within reason the

Captain may ask advice from an Umpire at any time in any age Group.

Law 2 – Substitutes and Runners, Batsman or Fielder leaving the Field, Batsman Retiring, Batsman Commencing

Innings

Provided they are registered players of the Association, and qualified by age, up to three (3) substitutes may take

the field at any time, at the discretion of the fielding team.

A substitute cannot bat, bowl or keep wicket. The Umpire must be notified before a substitute player enters the

field of play. The requirements of Law 2 in relation to absences from the field of greater than fifteen (15) minutes

shall be observed at all times.

Any batsman, retiring for any reason shall be deemed to be “not out” for the purposes of his/her batting average

and will be recorded in the scorebook as “retired not out”.

Each batsman must retire after the scoring stroke which has taken them to or past their respective retirement

score.

Batsmen who have retired for reasons other than in accordance with Law 2.9(a) may resume their innings in

Law 3 – The Umpires

An Umpire is any individual entrusted with the duties of an Umpire either at the “bowler’s” or “striker’s” end. In

non-competitive competitions, a Team Official for the fielding side will act as Umpire at the bowling end

throughout the innings in order to assist the fielding side. In all other age groups the umpires will officiate from

the same end of the field each over.

Team officials, in competitive age divisions, are required to accurately fill in batting, bowling and catching details.

Scorebooks should be in agreement at the end of each innings, day and match.

Law 4 – The Scorers

There are no changes from the MCC Laws of Cricket.

Law 5 – The Ball

Cricket balls used in the respective age groups shall be as follows:

Under 13, 14, 15 and 16 156 gram leather ball

Under 10, 11 and 12 142 gram leather ball

Only Kookaburra branded balls are to be used in each competition. The ball shall be red in colour. Either new or

used approved balls can be used in all matches. The Team Officials of both teams shall agree on the condition of

the ball to be used. Another ball may be taken at the commencement of the second innings.

The use of a non-approved ball will result in forfeiture of the match.

Law 6 – The Bat

There are no changes from the MCC Laws of Cricket.

Law 7 – The Pitch

Concrete Pitches

Uniform stumps will be erected at the end of the concrete strip and a popping crease of 4ft (122cm) shall be

marked with chalk or tape on the concrete. Stumps will be full size but erected in order to prevent a ball passing

clearly between any two stumps.

Synthetic and Turf Pitches

A popping crease marking, of which the back (stumps edge) is the actual crease, will be drawn on the pitch 4ft

(122 cm) from the line of the stumps. The batsman must make good his/her ground behind the crease, and

therefore on the crease marking is out.

Law 8 – The Wickets

There are no changes from the MCC Laws of Cricket.

Law 9 – The Bowling, Popping and Return Creases

There are no changes from the MCC Laws of Cricket.

Law 10 – Preparation and Maintenance of the Playing Area

Law 12 – Innings

Captains are to toss the coin with the home team (team listed first in the draw) captain to toss, the away team

captain to call.

The inning will close following the fall of the tenth wicket, unless the captain declares the inning closed earlier.

Law 13 – The Follow-On

Under 13, 14, 15 and 16 a team can be asked to follow on if it is 75 runs or more behind on the first

innings.

Under 11 and 12 a team can be asked to follow on if it is 40 runs or more behind on the first

innings.

Law 14 – Declaration and Forfeiture

There are no changes from the MCC Laws of Cricket.

Law 15 – Intervals

A break of no more than 10 minutes is to be taken between innings.

At the fall of wicket, the incoming batsman shall enter the field of play without delay, crossing on the field with

the outgoing batsman.

Drinks may be taken within the scheduled hours of play for an interval not exceeding five (5) minutes as mutually agreed between the Team officials before the commencement of the day’s play. Drinks shall not be taken prior to one hour after commencement of the session on a particular day. In extreme weather conditions, drinks may be taken at suitable intervals by agreement between Team Officials.

Law 16 – Start of Play, Cessation of Play

If lightning and thunder is observed within 30 seconds of each other, everyone is to leave the field. No one

should return to the field for 30 minutes after last incident, including any incident prior to the start of the game.

Law 17 – Practice on the Field

There are no changes from the MCC Laws of Cricket.

Law 18 – Scoring Runs

There are no changes from the MCC Laws of Cricket.

Law 19 – Boundaries

In all cases, the boundary will be determined by an agreement between the captains, assisted by Team Officials,

before commencement of the match. The boundary shall be the straight line between markers unless boundary

fences or ropes are in place.

All teams are to provide a measuring rope for determining the boundaries. A representative from each team

should be nominated to work together with the other team’s representative to put the boundary markers in

place. It is preferable if the same representative is used on both days of a two day match.

A guide to the size of the playing field is as follows:

Under 11 and Under 12 At least 35 metres

Under 13 and Under 14 At least 45 metres

Under 15 and Under 16 At least 55 metres

However, if there are obstacles such as but not limited to fences, trees, light poles, benches, winter sport

goalposts, car parks or concrete area preventing these boundary distance guidelines being met then shorter

boundaries must be used.

Player safety is paramount and boundaries should not be within 1.5 metres of any obstacle including those listed

above. Boundary markers should always be visible from both ends of the cricket pitch to allow umpires to

adjudicate on boundaries and catches. If a ground falls away steeply then the boundary markers should be placed

before the field falls away.

Where grounds permit, the boundary is measured from the edge of the prepared or synthetic surface.

A struck ball which clears the boundary line will count as six runs (Law 19.5b).

Law 20 – Lost Ball

There are no changes from the MCC Laws of Cricket.

Law 21 – The Result

There are no changes from the MCC Laws of Cricket.

Law 22 – The Over

a) Six legitimate balls shall be bowled to the over. b) Notwithstanding point (a), in Under 11 and Under 12 competitions an over shall not extend beyond 8

total deliveries. c) The number of overs bowled by any one bowler in one spell, innings or day for two day competitive

matches is restricted as follows:

d) A bowler shall have a minimum rest period between spells of at least the same actual number of overs bowled from the same end as the bowler’s immediately concluded spell.

e) A bowler who has bowled a spell of fewer than the maximum number of overs set out in Playing Condition (c) above may have the choice to resume bowling prior to the completion of the minimum rest period as defined in Playing Condition (c) above, but this will be considered as an extension of the same spell, and the limit of overs in the total spell will still apply. The insufficient break within the spell is disregarded.

f) Where a bowler has commenced a spell on day 1 and continues to bowl at the resumption of play on day 2, the break between day 1 and day 2 does not constitute a rest period as required in Playing Condition (d) above

g) Bowling restrictions through the mandatory maximum overs that a bowler may bowl are dependent upon the age of the player at 1st September

Law 23 – Dead Ball

There are no changes from the MCC Laws of Cricket.

Law 24 – No Ball

A ball that pitches off the prepared surface on either side between the stumps shall be called a “No Ball” by the

umpire at the bowler’s end. Runs may be scored from no balls. If no run is scored from the no ball, a sundry will

be added to the score representing one run and recorded against the bowler.

Where a run is scored from a no ball, the total runs scored for that delivery shall be the runs scored plus a run for

the no ball (Laws 24.12 and 24.13).

A ball bouncing more than twice before reaching the striker’s popping crease in Under 11 to Under 16

competitions shall be deemed to be a “No Ball” and shall be called by the umpire at the non-striker’s or bowler’s

end (Law 24.6).

Law 25 – Wide Ball

A wide ball can only be called by the umpire at the bowler’s end.

All runs completed by the batsmen or a boundary together with the penalty for the wide shall be scored as Wide

balls and recorded against the bowler.

Law 26 – Bye and Leg Bye

Law 41 – The Fielder

Protective helmets, when not in use by fielders, shall only be placed on the ground at least five metres behind the

wicketkeeper and in line with both sets of stumps. No penalty runs shall be awarded if the ball hits a helmet(s).

Dead ball is called and the ball is not replayed.

Law 42 – Fair and Unfair Play

Fast Short Pitched Bowling

A fast ball which bounces and passes or would have passed over the head of the striker when standing in a

normal batting stance at the crease shall be called a “No Ball” by either Umpire (Law 42.6 (a) (ii)).

Short Pitched Bowling

A bowler shall be limited to two fast short-pitched deliveries per over.

The umpire at the bowlers end shall advise the bowler and the batsman on strike when each fast short pitched

delivery has been bowled

In the event of a bowler bowling more than two fast short-pitched deliveries in an over as defined above, the

umpire at the bowlers end shall call and signal no ball on each occasion. A differential signal shall be used to

signify a fast short pitched delivery. The umpire shall call and signal ‘no ball’ and then tap the head with the other

hand.

If a bowler delivers a third fast short pitched ball in an over, the umpire, after the call of no ball and when the ball

is dead, shall caution the bowler, inform the other umpire, the captain of the fielding side and the batsmen at the

wicket of what has occurred. This caution shall apply throughout the innings.

If there is a second instance of the bowler being no balled in the innings for bowling more than two fast short

pitched deliveries in an over, the umpire shall advise the bowler that this is his final warning for the innings.

Should there be any further instance by the same bowler in that innings, the umpire shall call and signal no ball

and when the ball is dead direct the captain to take the bowler off forthwith. If necessary, the over shall be

completed by another bowler, who shall neither have bowled the previous over, or part thereof, nor be allowed

to bowl the next over, or part thereof.

The bowler thus taken off shall not be allowed to bowl again in that innings.

The umpire will report the occurrence to the other umpire, the batsmen at the wicket and as soon as possible to

the captain of the batting side. The umpire shall also report the bowler to the Association.

High Full Pitched Bowling

Any full pitched ball other than a slow paced one which passes or would have passed the batsman above waist

height shall be called a “No Ball” by either Umpire (Law 42.6 (b) (i)).

Slow High Full Pitched Bowling

A slow delivery which passes or would have passed on the full above shoulder height of the striker in his normal

batting position shall be called a “No Ball” by either umpire (Law 42.6 (b) (ii)).

Dangerous & Unfair Bowling - action by Umpire

(a) If either umpire has reason to believe that a high full pitched ball has been deliberately bowled (Law 42.8)

then the umpires will consult and agree on the intent of the delivery before the bowler is suspended from

bowling.

(b) Bowling of fast short pitched balls

i) The bowling of fast short pitched balls is dangerous and unfair if the bowler’s end umpire considers that by their repetition and taking into account their length, height and direction they are likely to inflict physical injury on the striker irrespective of the protective equipment he may be wearing. The relative skill of the striker shall be taken into consideration.

ii) Any delivery which, after pitching, passes or would have passed over head height of the striker standing upright at the popping crease, although not threatening physical injury, shall be included with bowling under (i) above, both when the umpire is considering whether the bowling of fast short pitched balls has become dangerous and unfair and after he has so decided. The umpire shall call and signal No ball for each such delivery
