EDITORIAL NOTE The Department of State's files in Record Group 59 are composed of Central Files, records originating from

various embassies and consulates, other agencies, and within the State Department itself; and "Special Files" or Lot Files, records maintained by various offices, bureaus, individuals, and committees in the department. The records microfilmed for this publication are reproduced from three Special Files.

University Publications of America made its selection of which special files to microfilm after an extensive search of archival indexes for records relating to the countries of the Northeast Asia region (Japan and Korea) and its special role on the cold war battleground.

These records were microfilmed in their original archival order as filed by the State Department. As a result, while most of the documents within each folder are filmed in reverse chronological order, some are filmed in chronological sequence and a small percentage have no sequential order at all.

SCOPE AND CONTENT NOTE Maintained by various offices, bureaus, individuals, and committees in the Department of State, the Special

Files contain a vast amount of information on a variety of foreign policy subjects. Originally, the Special Files were to contain only reference copies of correspondence, memoranda, minutes of meetings, reports, position papers, briefing materials, studies, and other nonrecord material maintained for convenience in office or individual files. Official copies of all permanently valuable State Department records were supposed to be included in the Central Files of the department. World War II and the s ubsequent cold war, however, put a heavy strain on the record-keeping system at the department Also, officials became more reluctant to send particularly sensitive or important records to the more general Central Files. As a result, many original documents, record copies, working papers, drafts, informal notes, and annotated copies of memoranda were incorporated into the Special Files.

The Special File number comprises the last two digits of the year in which the file was retired or deactivated by the originating office or individual, a letter designation (D for department origination, F for origination at a Foreign Service post, and M for a special mission), and a final number that simply indicates the sequence in which a particular collection was retired. For example, Special File 54-D-278 refers to 1954 as the year in which the file was deactivated, D as originating at the Department of State, and it being the 278th file retired that year. It should be noted, however, that not all files that have been retired are still in existence. Some have been consolidated with similar material or have been destroyed because of a lack of permanently valuable records.

These are personal files of U. Alexis Johnson, the director ofthe Office of Northeast Asian Affairs in 1950 and 1951. These records primarily relate to the Korean War and to its peace talks. There is, however, material on Japan, especially attempts to institute cultural exchange programs with the Japanese, scholarship programs, the training of Americans in the Japanese language, and negotiations on the Japanese Peace Treaty. There is also a chronological file for the early part of 1951 as well as personal files, a correspondence file, and a memoranda of conversations file.

Lot Files 58-D-184,58-D-208, and 59-D-476: Records ofthe Office of Northeast Asian Affairs Relating to Foreign Policy Decisions, 1950-1956

These files relate to such topics as the Korean War, the Korean Armistice, the internal security situation in Japan and Korea, President Syngman Rhee of Korea, NSC basic national security policy, the Korean Army and its capabilities, Japanese defense matters, Japanese intellectuals, export controls, and Soviet air capabilities. There also is some information regarding U.S. discussions with Australia and New Zealand pertaining to Australia, New Zealand, and U.S. Treaty Organization (ANZUS) planning.

Lot File 60-D-330: Records ofthe Office of Northeast Asian Affairs (Briefing Books), 1943-1954 This is a separate file of briefing books and reference material maintained by the Office of Northeast Asian

Affairs. The briefing books relate to Japan, Korea, and international conferences pertaining to the Far East. They consist of inter- and intradepartmental memoranda, policy statements, intelligence reports, policy review papers, biographic data, and press releases that document the political, military, economic, and social relations between the United States, Japan, and Korea. Included is information pertaining to the peace treaty and tariff negotiations with Japan, official visits by Japanese prime ministers to the United States, the Dulles-Rhee talks and Rhee's visit to the United States, the Korean question at the United Nations, and various international conferences concerning the Far East.
