Northeast Community School District Board Meeting Minutes July 22, 2020 Board President Richard Krogmann called the regular meeting to order at 6:00 P.M.. Present were Directors Mary Smith, Shawn Rathje, Jeni Grantz, Andy Friedrichsen (via Zoom), Board Secretary Marx, Superintendent Gray and Administrators Jennifer Huling, Leigh McEwen (via Zoom), Jeremy Heeringa (via Zoom) and Troy Hansen (via Zoom). Meeting access via Zoom: https://zoom.us/join Meeting ID: 858 9845 3282 Consent Agenda Items – Moved by Mary Smith, Shawn Rathje to approve the consent agenda, which included approving bills outstanding, recapitulation/finance summary, minutes from June 17th and open enrollments.

Information and Discussion Items—

Congratulations to the Northeast Softball team – good luck at State! Superintendent Gray received notice that the DARE program was been put on hold due

to COVID-19. He and the principals gave an overview of the return to learn plan that will be shared with families soon.

Activities Director Hanson is still waiting on guidance from IHSAA/IGHSAA regarding fall sports. He expects that there will be a limitation on spectators at indoor events.

Board Secretary Marx discussed renewing the ISL – Instructional Support Levy. It has to be renewed every 5 years and requires a public hearing. Tentatively plan for August board meeting.

Action Items-- Moved by Shawn Rathje,Jeni Grantz to approve the personnel report as follows: Recommendation to approve the appointment of Marla Naeve as School Nurse starting the 2020-21 school year. Her annual salary will be $55,284.39 which is BA+16 Step 25 on the 2020-21 Salary Schedule.

Recommendation to approve the appointment of Austin Bowman as MS Football Coach starting the 2020-21 school year. He will be paid $1,991.89 which is 7% of the 2020-21 Schedule B Base of $28,455.58.

Recommendation to approve the appointment of Austin Bowman as MS Boys Track Coach starting the 2020-21 school year. He will be paid $1,991.89 which is 7% of the 2020-21 Schedule B Base of $28,455.58.

Recommendation to approve the appointment of Doug Spahn as MS Girls Track Coach starting the 2020-21 school year. He will be paid $1,991.89 which is 7% of the 2020-21 Schedule B Base of $28,455.58.

Recommendation to approve the appointment of Rachel Diedrich as Head Varsity Volleyball Coach starting the 2020-21 school year. She will be $4,552.89 which is 16% of the 2020-21 Schedule B Base of $28,455.58. Rachel is also an non-exempt, hourly secretary so she will have to be paid overtime for all hours worked over 40 per week.

Recommendation to approve the appointment of Rachel Pasker as Head High School Speech Coach starting the 2020-21 school year. She will be paid $4,403.78 which is 14% of the 2020-

21 Schedule B Base of $28,455.58 plus $420 for longevity.

Recommendation to approve the appointment of Drake Wawro as Head Varsity Baseball Coach starting the 2020-21 school year. He will be paid $3,983.78 which is 14% of the 2020-21 Schedule B Base of $28,455.58.

Recommendation to approve the appointment of Lindsey Donnelly as Districtwide Librarian starting the 2020-21 school year. This .5 FTE position in conjunction with her .5 FTE teacher position makes her 1.0 FTE. She will be paid $45,293.24 which is BA Step 12 on the 2020-21 Salary Schedule.

Recommendation to approve the resignation of Nikki Byrns as Elementary Associate

effective immediately.

Motion carried 5-0.

Moved by Shawn Rathje, Jeni Grantz to approve the 2020-2021 Elementary School Student Handbook. Motion carried 5-0. Moved by Mary Smith, Jeni Grantz to approve the 2020-2021 Middle/High School Student Handbook. Motion carried 5-0. Moved by Jeni Grantz, Mary Smith to approve a Foreign Exchange Student for the 2020-2021 School Year. Motion carried 5-0. Moved by Mary Smith, Jeni Grantz to approve increasing the 2020-2021 Substitute Teacher Pay Rate from $110.00 per day, $13.75 per hour to $120.00 per day, $15.00 per hour and $130.00 per day, $16.25 per hour after 10 consecutive days. Motion carried 5-0. Moved by Jeni Grantz, Shawn Rathje to approve the IASB Legislative Priorities as: #10 – Area Education Agencies #18 – School Funding Policy #19 – Supplemental State Aid #25 – Unfunded Mandates Motion carried 5-0.

Moved by Mary Smith, Andy Friedrichsen to appoint Superintendent Gray as Title IX Coordinator. Motion carried 5-0. Moved by Shawn Rathje, Jeni Grantz to approve the first reading of Wellness Policy #507.9 Motion carried 5-0. Moved by Jeni Grantz, Shawn Rathje to approve the second reading of Policy Series 700 with the revisions to #711.10 and deletion of #712. Motion carried 5-0 A Special Board Meeting was set for Wednesday, August 12th at 5:00 P.M. in the Elementary Library. The next Regular Board Meeting was set for Wednesday, August 26th at 6:00 P.M. in the Elementary Library. The meeting was adjourned at 7:00 P.M.

Northeast Community School District Board of Education Special Meeting Minutes August 12, 2020

The Northeast Community School District held a Special Board Meeting in the Elementary Library on August 12, 2020. Board President Richard Krogmann called the meeting to order at 5:00 P.M. Present were Directors Mary Smith, Shawn Rathje, and Andy Friedrichsen, Board Secretary Marx, Superintendent Gray and Administrators Jennifer Huling and Leigh McEwen

The meeting was not able to be accessed via Zoom due to power and internet outage.

A communication from the American Heart Association was shared. Public forum -- Kathy Sellnau, Paul Mulhulland and Scott Levine with First

Central State Bank presented a $1,000 check to Northeast to be used towards PPE. Moved by Shawn Rathje, Mary Smith to approve the following open enrollments:

Information and Discussion Items— A review of the Return to Learn Plan was presented by Superintendent Gray and Administrators. Action Items— Moved by Mary Smith, Andy Friedrichsen to approve the personnel report as follows:

Recommendation to approve movement of Doug Spahn from MA Step 25 - $59,280.85 to MA+8 Step 25 - $60,279.97 for the 2020-2021 school year.

Recommendation to approve the appointment of Brenda Dague as Middle/High School Cook for the 2020-2021 school year. She will work 2.25 hours per day at $11.35 per

hour.

Recommendation to approve a leave of absence for the 2020-2021 school for Denise Judge, Elementary Associate.

Recommendation to approve movement of Maggie Domeyer from BA+16 Step 7 - $43,295.00 to MA Step 7 - $46,292.35 for the 2020-2021 school year. Motion carried 4-0.

Moved by Shawn Rathje, Andy Friedrichsen to approve the First Reading of Policy 106 – Title IX – Discrimination and Harassment Based on Sex Prohibited. Motion carried 4-0.

Director Andy Friedrichsen read the Resolution to continue participation in an Instructional Support Program, seconded by Director Shawn Rathje; President Krogmann put the question upon the adoption of said Resolution and results of the roll call vote were: Aye- Friedrichsen, Rathje, Smith, Krogmann. The Resolution was adopted as printed with the correction to include Clinton County only and not Jackson. No action on the Return to Learn Plan.

Recommendation to approve the appointment of Taylor Ashpole as Middle School Volleyball Coach. She will be paid $1,991.89 which is 7% of 2020-21 Schedule B Base of $28,455.58.

Recommendation to approve the appointment of Karla Reader as Special Education Associate at the elementary building. This replaces a vacated position. Her hourly rate will be $10.42 based upon Step 1, Column C of the 2020-2021 Associate Salary Schedule.

Recommendation to approve the appointment of Melissa Mitchell as Special Education Associate at the elementary building. This replaced a vacated position. Her hourly rate will be $10.42 based upon Step 1, Column C of the 2020-2021 Associate Salary Schedule.
