INFORMATION SHEET

Attending Traffic Committee Meetings

October 2018

The North Sydney Traffic Committee is not a Committee of North Sydney Council, but a

Committee set up as a requirement of Roads and Maritime Services (RMS).

Council has been delegated certain powers from RMS with regard to traffic matters upon its

local roads. A condition of this delegation is that Council must take into account the Traffic

Committee recommendations.

There are four permanent members of the Traffic Committee, each of whom has a single vote

only. The members are:

1. NSW Police

2. Roads and Maritimes Services

3. State Member of Parliament (for the location of the issue to be voted upon)

4. North Sydney Council

Council operates its Traffic Committee on the basis that the single Council vote, upon any

issue, is determined by the majority vote among those Councillors present at the meeting.

Generally, the Mayor chairs Traffic Committee meetings; however, in the Mayor’s absence it

is customary for a pre-elected Councillor to take the chair.

Traffic Committee meetings are held on Fridays. Meeting agendas and reports are published

on Council’s website on the Thursday before the meeting.

Council allows the members of the public to attend and speak at Traffic Committee meetings.

Members of the public gallery are requested to switch off mobile phones for the duration of

the meeting.

Individuals or groups wishing to address the Traffic Committee on a particular item must

register to speak before 5pm on the day prior to the meeting (Thursdays) by contacting

Council’s Traffic Planning Assistant on 9936 8244, or by notifying the officer outside the

meeting venue between 9.40am and 9.55am.

Such items will then be brought forward, in Agenda order, and dealt with before items in

which there is no interest from the public gallery.

As the Chairperson calls the brought forward items on the Agenda, speakers are invited to

stand at the Committee table.

The following points should be noted by members of the public wishing to address the

Traffic Committee:

Addresses must relate to an item on the Agenda;

Addresses should be limited to three (3) minutes, with a possible extension of time at the

discretion of the Chairperson;

Addresses should be made to “Mayor, Councillors and Committee Members”;

If you have previously addressed the Traffic Committee on the subject then any further

address must be made to present new information ONLY;

Groups, or persons wishing to present similar points of view, should nominate a

spokesperson - not address the Traffic Committee individually; and

Having made your address and answered any questions put to you by the Committee, you

may take no further part in the debate.

All questions and comments are to be addressed through the Chairperson who will indicate

who is to speak next.

When all representations have been heard, the Traffic Committee will be asked by the

Chairperson for a resolution to determine the matter whilst the interested parties are present at

the table.

After the Traffic Committee has made its determination, the Chairperson will ask speakers to

resume their seats in the gallery and the same process will be repeated for subsequent items.

All Traffic Committee resolutions are referred to the full Council for their approval. The

recommendation sent to the full Council is the recommendation that has the majority vote of

the four permanent members of the Traffic Committee. If Council wishes to proceed contrary

to the majority vote, the RMS and Police have the right to appeal Council’s decision before

the Regional Traffic Committee. Council must notify the RMS and the Police and give them

14 days to decide whether they propose to lodge an appeal on the matter in question.

Any action relative to any issue under appeal to the Regional Committee must then cease

until the matter is determined.

The Sydney Regional Traffic Committee is chaired by an independent chairperson and

submissions and representations are welcomed from all interested parties.

ITEMS FOR CONSIDERATION 2. 4.1 Delegated Authority

Report of Manager Traffic and Transport Operations, Michaela Kemp Attached is a list of projects given approval under delegated authority to the Traffic & Transport Operations Manager. Approval was given subject to concurrence of Roads and Maritime Services, the NSW Police and the local State Members. Recommending: 1. THAT the information regarding Delegated Authority items be received.

3. 4.2 Union Street, McMahons Point – Proposed Speed Cushions

– Survey Result Report of Traffic and Transport Engineer, Iman Mohammadi As part of the 2018/2019 implementation of North Sydney Council’s Local Area Traffic Management (LATM) Action Plans, it is proposed to install traffic calming devices in Union Street, McMahons Point. The issue of the speeding motorists was also raised at the 519th Traffic Committee held on 7th September 2018 where the committee recommended: 4. THAT Council urgently installs speed bumps along the road and also examine the kerb blister on the corner of Union Street. Community consultation took place from 13 March 2019 until 10 April 2019. 236 letters were sent to properties in the surrounding area, Union Precinct committee, and the survey was available online through Council’s ‘Have Your Say’ webpage. A total of 49 responses were received, including 4 from the outside survey area. This report details the outcomes of the community consultation. Recommending: 1.THAT Council notes the outcome of the community consultation with regards to proposed speed cushions in Union Street. 2.THAT Council installs three (3) rows of speed cushions in Union Street, McMahons Point as per the attached plan.

5. 5.2 Standing Item, Gerard Street and Macpherson Street,Cremorne - Traffic Control Signals (TCS)Report of Sustainable Transport Projects Coordinator, Lindsay MendayAt its meeting of 25 February 2019, Council resolved to adopt the followingrecommendation of the North Sydney Traffic Committee:1. THAT pedestrian signals on Gerard Street at Macpherson Street be expeditedas a high priority project and funding be brought forward to progress theproject to construction.At the Traffic Committee meeting on 22 March 2019 it was recommended:1. THAT Gerard Street/ Macpherson Street traffic signals be included as a standing item on future Traffic Committee agendas.The report provides an update on the status of the project and will be updated at each milestone for the project.Recommending:1.THAT the information concerning Gerard Street and Macpherson Street Traffic Control Signals Standing Item be received.

6. 5.3 Standing Item - Military Road B-LineReport of Traffic & Transport Operations Manager, Michaela KempAt the Traffic Committee meeting on 3 May 2019 it was agreed to add a standingitem for each future traffic committee agenda with regard B-Line, includingmatters concerning off-set parking arrangements due to parking losses alongMilitary Road, and general traffic and parking matters that arise.The table outlines the status of current traffic and parking matters relating to B-Line.Recommending:1.THAT the information concerning Standing Item - Military Road B-Line bereceived.

previously circulated, were taken as read and confirmed.

Ms Forrest requested on behalf of the Member for North Shore that the matter regarding

Parraween Street be discussed under general business at the next Traffic Committee

meeting on 14 June 2019.

It was agreed to add a standing item on the traffic agenda for each future meeting with

regard to B-Line, including the following matters:

• Off-set parking;

• Impact to parking and traffic.

17. (5.3) Burlington Street and Alexander Street, Crows Nest – Proposed Traffic

Signals

Report of Traffic & Transport Engineer, Iman Mohammadi

Following redevelopment of Alexander Street Car Park and Woolworths supermarket

which was completed around May 2016, the need for safe pedestrian facilities close to

the entrance of the supermarket was increased.

The following was minuted at the 513th Meeting of the North Sydney Traffic

Committee on 24 November 2017:

It was noted that there are periods of congestion on Alexander Street when the

Alexander Street carpark is busy, particularly on weekday afternoons and on

weekends. The Committee noted that it is not possible to change the carpark entry and

exit points due to the design of the carpark. It was also noted that it is not desirable

from a safety perspective to allow right turns out of the carpark onto Alexander Street.

Pedestrian safety crossing Burlington Street near Woolworths was also raised and it

was noted that a design for a pedestrian crossing was being considered. The crossing

is proposed to be relocated midblock between Alexander Street and the carpark entry

to alleviate concerns raised by the RMS about queuing back to the roundabout.

Council’s Traffic Engineer also advised that a signalised crossing was investigated but

was not pursued as it does not meet the RMS warrants for traffic signals. The Traffic

Committee considered that traffic signals may address the traffic flow and pedestrian

issues.

Council will proceed with the pedestrian crossing on Burlington Street west of

Alexander Street. Council will also remodel and prepare plans for the RMS for a

signalised intersection at Burlington and Alexander Street, in conjunction with Falcon

Street and Alexander Street, and forward to RMS for consideration.

Moved by Garvin Rutherford and seconded by Councillor Gibson.

This report provides an update of the actions taken to date and recommends proposed

actions going forward.

Recommending:

1. THAT Council continues with the preparation of Traffic Signal Design for the

intersection of Burlington Street and Alexander Street, Crows Nest.

2. THAT Council notes that traffic signals at the intersection of Alexander Street and

Burlington Street has been added to the LATM Action Plan (Zone 2) and assessed as a

medium-term priority to be considered for future implementation subject to priorities

within the LATM Action Plans, availability of funding, community consultation

outcomes and RMS approval.

Ms Tilsed and Mr Meadows addressed the Committee.

The RMS representative advised that any proposed traffic signals at this intersection

must take into consideration phasing at the intersections of Pacific Highway/Alexander

Street, and Pacific Highway/Falcon Street.

A Motion was moved by Councillor Gibson and seconded by Ms Fard,

project and no further funds be spent on it, and that Council monitor traffic and

pedestrian behaviour at the intersection for 6 months to ascertain if any changes occur

in view of the fact that the Coles supermarket in Crows Nest is operational.

Resolved to Recommend:

1. THAT Council halt work on the Alexander Street/ Burlington Street traffic signals

project and no further funds be spent on it, and that Council monitor traffic and

pedestrian behaviour at the intersection for 6 months to ascertain if any changes occur

Recommending:

1. THAT the recommendations made for changes in the parking restrictions be

adopted.

2. THAT Council undertake community consultation on the proposals to create

additional parking spaces as shown in the attached diagrams for Locations 1 and 3 on

Broughton Street and the outcomes be reported back to the Traffic Committee.

A Motion was moved by Councillor Gibson and seconded by Ms Forrest,

1. THAT Council proceed with community consultation as soon as possible on the

proposals to create additional parking spaces as shown in the attached diagrams for

20. (4.2.2) Wilson Street, Cammeray

Report of Manager Traffic and Transport Operations, Michaela Kemp

Attached is a list of recommendations made for changes in the parking restrictions.

Recommending:

1. THAT No Stopping (full time) be installed on the western side of Wilson Street at

the pinch point near the telegraph pole outside No. 8A Wilson Street (approx. 1 parking

space)

2. THAT No Stopping “6am-1pm Mondays and Fridays” be installed opposite property

No.14 Wilson Street (14 metres long).

A Motion was moved by Councillor Keen and seconded by Mr Rutherford,

1. THAT this matter be reported back to traffic committee in 6 months with regard to

any feedback received.

Resolved to Recommend:

21. (4.3.1) Milson Road, Cremorne Point - near Cremorne Reserve

Report of Manager Traffic and Transport Operations, Michaela Kemp

Attached is a list of recommendations made for minor traffic investigations.

Recommending:

1. THAT Council install “Look” stencils on both sides of Milson Road at the pedestrian

ramps near Cremorne Reserve to warn pedestrian to watch for oncoming vehicles.

2. THAT Council notes the addition of the following proposals in the LATM action

plans to be considered for future implementation subject to priorities within the LATM

Action Plans, availability of funding, community consultation outcomes and traffic

committee approval:

i) a kerb extension on the western side of Milson Road near the access road to Cremorne

Reserve (medium priority);

ii) a Shared Zone across the crossing point including a raised threshold and appropriate

signage.

A Motion was moved by Councillor Gibson and seconded by Nina Fard,

Resolved to Recommend:

22. (4.4) Ben Boyd Road, Neutral Bay – Traffic Speeds

Report of Traffic & Transport Operations Manager, Michaela Kemp

Council has received representations from residents of Ben Boyd Road concerning

speeding vehicles in Ben Boyd Road.

Ben Boyd Road is a local road with the default urban speed limit of 50km/h.

Council obtained pneumatic tube traffic counts in Ben Boyd Road at four midblock

locations along Ben Boyd Road over a six-week period. A VMS radar sign was also

installed on Ben Boyd Road south of Aubin Street from the fourth week displaying ‘50’

and ‘Slow Down’ or ‘Thank you’ messages depending on the speed of approaching

vehicles.

In addition, Council has requested Police enforcement and requested the existing 50

speed limit sign between Kurraba Road and Aubin Street be relocated to a more visible

location.

This report presents the findings from the traffic count data and proposed actions.

Recommending:

1. THAT Ben Boyd Road be considered for nomination as part of the 2020/21 RMS

Safer Roads and Blackspot Program with nominations due by 31 July 2019.

2. THAT treatments proposed for Ben Boyd Road and their respective priorities within

the LATM Action Plans be noted.

A Motion was moved by Councillor Keen and seconded by Lisa Forrest,

1. THAT that VMS sign be moved further up towards the cupcake shop.

Resolved to Recommend:

1. THAT Ben Boyd Road be considered for nomination as part of the 2020/21 RMS

At its meeting of 25 February 2019, Council resolved to adopt the following

recommendation of the North Sydney Traffic Committee:

The Mayor has received representation regarding the parking restrictions in Parking

Area 20 (Moodie Street)

The Manager Traffic & Transport Operations provided the following advice: The Area

20 restrictions were installed on 12/2/19 and are subject to a 6-month

review. Therefore, a further report will be provided to the Traffic Committee following

the review period, most likely the 6 September meeting. Any feedback received by that

time will be considered as part of the review including that from the residents.

Action: Council’s Traffic Manager will write to the resident advising that the Mayor

raised the matter at the Traffic Committee meeting and requested all members and staff

of the Traffic Committee to think of possible alternative solutions.

Removal of bus stop in Hampden Avenue

Councillor Keen stated that she had attended the Harrison Precinct meeting and the

committee were questioning the following:

• removal of the bus stop in Hampden Avenue which serviced SCECGS school

students.

• Cremorne residents have endured significant disruptions however noted that they

are not likely to benefit from the B-Line service because there are no B-Line bus stops

planned for Cremorne.

• query on outcomes of the B-Line Road Safety Audit

Action: Council will speak with the B-line to find out if the bus stop has been removed

temporarily or is intended to be removed permanently.

Hampden Avenue - illegal parking

The Manager Ranger and Parking Services advised that there is a significant level of

non-compliance and double-parking occurring on Hampden Avenue, which is being

used as a school drop-off point. Some motorists are also performing illegal U-turns

over the double white lines near the intersection with Military Road.

Woolworths Loading Zone - Broughton Street

Councillor Keen requested an update on this matter.

The Manager Traffic and Transport Operations advised that Woolworths had also been

in regular contact and that this item will need to go out for consultation with businesses

and residents.

Blues Point Road - Teens Gathering

The NSW Police stated that they have had complaints from residents that teens are

gathering down the bottom of Blues Point Road, double parking, speeding, playing

loud music and hanging around till all hours of the morning.

Action: It was suggested that Council put up signs “Amplified Music Prohibited” in

this area.

Falcon Street - Pacific Highway to the Warringah freeway

Mr Webber suggested the speed limit be lowered from 60 to 50 on Falcon Street to the

Pacific Highway/Warringah Freeway.

Action: Council write a letter to the RMS and put a recommendation to have the speed

limit lowered from 60 to 50.

DESCRIPTION/SUBJECT MATTER:

As part of the 2018/2019 implementation of North Sydney Council’s Local Area Traffic Management (LATM) Action Plans, it is proposed to install traffic calming devices in Union Street, McMahons Point. The issue of the speeding motorists was also raised at the 519th Traffic Committee held on 7th September 2018 where the committee recommended:

4. THAT Council urgently installs speed bumps along the road and also examine the kerbblister on the corner of Union Street.

Community consultation took place from 13 March 2019 until 10 April 2019. 236 letters were sent to properties in the surrounding area, Union Precinct committee, and the survey was available online through Council’s ‘Have Your Say’ webpage. A total of 49 responses were received, including 4 from the outside survey area.

This report details the outcomes of the community consultation.

The affected residents were consulted by survey. The results indicate a community preference for the installation of the speed cushions (71% support and 29% object). However, residents in close proximity to the proposed speed cushions generally did not support the proposal mainly due to the noise created by the speed cushions. The result of this survey is shown on the tabular format below.

The proposed speed cushions may improve safety by slowing vehicle speeds and will be 75mm high to reduce noise generation. The speed cushions will not result in loss of any on-street parking spaces and will not have any effects on the bus services. A plan of the proposal is attached.

RECOMMENDATION: 1.THAT Council notes the outcome of the community consultation with regards to proposedspeed cushions in Union Street.2.THAT Council installs three (3) rows of speed cushions in Union Street, McMahons Pointas per the attached plan.

DESCRIPTION/SUBJECT MATTER:

At its meeting of 25 February 2019, Council resolved to adopt the following recommendation

of the North Sydney Traffic Committee:

1. THAT pedestrian signals on Gerard Street at Macpherson Street be expedited as a high priority project and funding be brought forward to progress the project to construction.

At the Traffic Committee meeting on 22 March 2019 it was recommended:

1. THAT Gerard Street/ Macpherson Street traffic signals be included as a standing item on future Traffic Committee agendas.

The table below provides an update on the status of the project and will be updated at each milestone for the project.

Date Project status April 2019 Consultant brief and request for quotation completed. Quotation

assessment and engagement of a contractor is scheduled for early May 2019.

May 2019 Site survey completed. Consultant quotations to undertake design have been received and are being assessed.

RECOMMENDATION: 1.THAT the information concerning Gerard Street and Macpherson Street Traffic Control Signals Standing Item be received.

At the Traffic Committee meeting on 3 May 2019 it was agreed to add a standing item for each future traffic committee agenda with regard B-Line, including matters concerning off-set parking arrangements due to parking losses along Military Road, and general traffic and parking matters that arise.

The table overleaf outlines the status of current traffic and parking matters relating to B-Line.

(2) Matter/ Background Update Offset parking

29/5/19: Community consultation to be undertaken in June 2019 with regard to conversion of parking to loading zone in Parraween Street

At the 523rd Traffic Committee meeting on 23/3/19 it was recommended: 10. THAT the Director Engineering & Property Services negotiate compensation from Transport for NSW for the loss of meter revenue from 6 on-street parking spaces on Parraween Street as a result of direct flow-on effects of parking losses on Military Road associated with the B-Line project. (4.2.1) 11. THAT Council consult with local residents and businesses with regard to parking changes on Parraween Street at the rear of 330-338 Military Road (Meter ID 5948) to convert 6 spaces of “2 Hour Meter 8.30am-6pm Mon-Fri 8.30am-12.30pm Sat Permit Holders Excepted Area 27” to 11.4 metres of “Loading Zone 6am-6pm Mon-Fri 8.30am-12.30pm Sat” and four (4) spaces of “1 Hour Parking 8.30am-6pm Mon-Fri 8.30am-12.30pm Sat”; and the parking changes be approved under delegated authority to the Traffic Engineer, subject to majority support. (4.2.1)

Traffic and Parking Impacts (General Item) At the 523rd Traffic Committee meeting on 23/3/19 it was recommended: 2. THAT the Mayor write to the Minister with copies to be sent to the Premier, Member for North Shore and The Centre for Road Safety requesting that a red light camera be placed on the intersection of Military Road and Spofforth Street and markings be placed on the road to discourage vehicles queuing across the pedestrian crossings. (4.1)

29/5/19: Recommendation adopted by Council 29/4/19. Letter sent 28/5/19. 29/5/19: Council has collected baseline data in the following streets between April 2018 to April 2019. Subsequent data will be collected in the next month or so to measure relative changes in traffic conditions since the tidal flow changes were implemented.
