NORTH LANARKSHIRE LEISURE LTD PERFORMANCE REPORT FOR QUARTER 2 2009 - 2010

Report by Head of Community and Information Learning

1. INTRODUCTION

The purpose of this report is to provide information for the Learning & Leisure Services Committee on the performance of North Lanarkshire Leisure Limited for the second quarter of 2009/2010, covering the period 1" July to 30th September 2009.

2. BACKGROUND

2.1 Committee is asked to note that North Lanarkshire Leisure Ltd (NLL) became responsible for the management and operation of Broadwood Stadium on 2Ist September 2009. The performance report has therefore been amended to incorporate the performance information related to the stadium, although there was only 9 days included to the period end. It should be noted that the indoor sports statutory performance indicators (SPI) data has always included both Broadwood and Time Capsule figures.

3. CONS1 DE RAT1 ONS

3.1 The performance information for quarter 2, compared where appropriate to the performance information for the same period in the previous year is outlined in this section of the report. For ease of interpreting the various trends, the performance information is provided in graph format in Appendix 1.

3.2 Total Customer Income & Usage

Table 1 contains the cumulative customer income and usage figures for the second quarter of 2009/10, compared with the second quarter of 2008/2009 on a facility by facility basis. Committee is asked to note that attendances are up 10.45% when compared to the previous year. Customer income is also showing a similarly positive trend being up 8.74% when compared to the previous year.

3.3 Swimming Pools Statutow Performance Indicators (SPI)

The swimming pools statutory performance indicator results are outlined in table 2. There has been an improvement in performance in the pools SPI of 2.80% when compared to the previous year.

As can be seen from the line graph included in Appendix 1 the monthly attendance trend at swimming pools is beginning to plateau and fall slightly below previous performance. This is the first time that the pools attendance has dipped since the formation of NLL, reflecting the fact that the pools are reaching capacity. This situation also potentially reflects the age of certain pools such as those at Sir Matt Busby Sports Complex. NLL and NLC require to consider the investment and development strategy for facilities for swimming. The existing facilities are community assets and are used for a range of activities and customers from community swimming, health, fitness and fun (adult, junior and baby), the schools learn to swim programme as well as for the training and competition needs of North Lanarkshire’s swimming clubs. One of the major issues to emerge from the background consultation work on the sports framework is the need not only to invest in sport facilities but also the specific need for a traditional swimming pool for Motherwell. There is also a requirement to seriously consider rationalising stand alone swimming pool provision to ‘multi-sports’ sites which serve the health and fitness needs of residents, customers and schools and help provide a best value model.

3.4 Indoor Sports Statutorv Performance Indicators (SPI)

The indoor sports SPI has increased by 9.10% in attendances when compared to the previous year. However as can be seen from the line graph there was a slight dip in attendances in May when compared to the previous year.

3.5 Customer Feedback

Customer feedback figures per facility for Quarter 2 is also illustrated in table 4. The number of complaints has also been expressed as a percentage of throughput for the same quarter

3.6 Sickness Absence

The absence level for quarter 2 is 3.89%. This is 1.24% lower, when compared to the same quarter in previous year, continuing the overall downward trend.

Full details of North Lanarkshire Leisure absence trends are contained in Appendix 1 of this report.

3.7 Quality Accreditation and Health and Safety

Quest

NLL continues to implement Quest, the UK quality scheme for sport and leisure and sports development, with the Aquatec increasing its score to 72% and Tryst Sports Centre increasing it’s score to 73% respectively during the first quarter of this year. These scores take Aquatec and Tryst Sports Centre into the ‘commendable’ status category. Sir Matt Busby Sports Complex gained a score of 76% in quarter 2 which is an excellent result, taking ‘Sir Matts’ into Quest’s ‘highly commended’ category. Quest is independently assessed against strict industry standards by PMP Consultancy. This approach underpins North Lanarkshire Leisure’s commitment to continuous improvement in service delivery in accordance with the Scottish Government’s best value regime.

Leisuresafe

Leisuresafe is an independently assessed UK quality scheme for health and safety for sport and leisure. Assessments are undertaken by QLM leisure consultants. The overall number of NLL facilities covered under the Leisuresafe scheme has been added to with the inclusion of Shotts (79%) and lain Nicolson Recreation Centre (66%). The audits were undertaken in August this year to complement the audits undertaken in quarter 1 when Aquatec received scores of 77% and Kilsyth Pool received 82%. Wishaw Sports Centre also increased its score

by 12% to 83% in this second cycle assessment. Keir Hardie Centre increased its score by 22% to 89%. Alongside the Time Capsule, Keir Hardie is now the joint top scoring facility in Scotland with both facilities currently also having the second highest scores in the UK.

3.8 Service Update

3.8.1 NLL has introduced several service, facility, operational and programme improve men ts , i ncl ud i ng :

0 Wishaw Sports Centre gym reopened in August following an extensive refurbishment with the gym equipment replaced with the latest state of the art Technogym range;

0 Canoeing Development - successful summer holiday ‘Learn to Kayak’ programme delivered ;

0 The summer Kids Klub 7 week holiday programme had 49,944 attendances;

0 Summer Festival of Fun events (x4) were attended by 1338 children plus NLL had activities on offer at Play Day at Summerlee which had over 2500 attendees;

The Cumbernauld 10k and 1 k events has 459 entries for the 10k and 309 entries for the I k ;

0 The Wishaw Games were held at Wishaw Sports Centre on 19Ih August and this annual disability and special needs competitive sports event was well attended;

0 The Health and Fitness Team have also introduced some new initiatives, including; - New COPD classes in our main sites (Chronic Obstructive Pulmonary Disease) -

this is the result of partnership work with the MCN for COPD via NHS Lanarkshire.

- Group Fitness Team and Gym Team now all registered on the Register of Exercise Professionals.

- Schools Health and Fitness Programme - topped 48000 users in September - New exercise session for pre and postal natal women started in Airdrie Leisure

Centre - 4 staff accepted onto British Association of Cardiac Rehabilitation Course

3.8.2 It is important to highlight one specific area of sport development this quarter namely athletics. The development of the athletics programme has been particularly successful with the following areas of note: 0 Community Run. Jump & Throw Clubs (CRJT) (5- 15 years) Aug- Nov 2009 -

Three new clubs were set up in Cumbernauld, Wishaw and Coatbridge (35 children in each club). All three clubs are full with a waiting list. All three clubs include provision for children with special needs. Due to the success of the clubs an additional 3 new clubs will commence in January. In total there are: - 3 at the New Broadwood Sports Hall - 2inWishaw - 1 at Kirkwood Sports Barn.

0 CPD Elevating Athletics Training - Taster Sessions (Primary/Secondary) - 90 teachers and volunteers from around North Lanarkshire (Motherwell & Airdrie,

Cumbernauld & Kilsyth and Airdrie & Coatbridge) took part in the CPD Elevating Athletics Training sessions. This was followed up with a number of taster sessions at various primary schools in North Lanarkshire.

- With the new Active Schools Co-ordinator remit to include secondary schools, NLL are currently organising elevating secondary teacher training which will be closely followed by taster sessions.

0 Cross Country Training Sessions (Primary/Secondary Schools) - NLAP coaches are currently delivering 6 cross country training sessions in the

Wishaw area. Others are currently being organised for Coatbridge and Cumbernauld areas in the lead up to the schools cross country season.

0 Primary Schools Sportshall - Scottish Athletics has selected three areas in Scotland to pilot the new

Sportshall format one of which is North Lanarkshire. North Lanarkshire Athletics Partnership (NLAP) has selected a cluster of schools in Coatbridge to take part in the pilot. Following this event, NLL will organise the event in other areas the following year. Teams will be selected to compete in a NL final and the overall top team will then take part in a Regional Final.

0 Coach / Official Education - 12 new coaches achieved their UKCC Level 1 Course and eight are due to

complete the course in January 2010 bringing the total number of new coaches within the year to twenty.

- North Lanarkshire will be hosting the UKA level 1 Official course at Wishaw Sports Centre on Saturday 28'h November with a view to increasing the number of NL Officials for not only the 2011 ICG but also the 2014 Commonwealth Games.

0 Summer Programme - UK Athletics StarArack - This programme took place at Wishaw Sports Centre on 22nd/23rd July and

Coatbridge Outdoor Track on 29Ih/3Oth July. 90 children in total took part. A large number have progressed on to the new CRJT Club. Startrack will start from age 5 next year with a specially adapted programme for the younger members.

0 North Lanarkshire Athletics Development Squad / Coach Discussion Group - The North Lanarkshire Athletics Development Squad programme has now been

drafted. Five sessions will take place between November 2009 and March 2010 and 15 talented athletes have been identified. The squad days will also incorporate coach discussion groups for all NLAP coaches in NL.

0 Club Development - On the 24Ih September 2009, North Lanarkshire became the first multi-club local

authority to have all of it's athletics clubs Clubmarked. Cumbernauld became the llth, Motherwell the 20th and Airdrie the 21'' Club in Scotland to receive the awards which is quite an achievement. The Club Mark programme recognises clubs who meet national standards of practice and who provide a safe and effective structure for members.

0 International Children’s Games 201 1 - Athletics Organising Committee - Two meetings have now taken place of the 201 1 Athletics organising committee.

A representative from each club from North and South Lanarkshire sits on the committee along with Jamie McDonald, Development Manager from Scottish Athletics and key athletics officials.

- A 2011 information evening for parents, athletes and coaches took place at Larkhall Leisure Centre on Wednesday 28‘h October to showcase the games to local athletes and parents. Over 100 attended the meeting.

0 The North Lanarkshire Athletics Partnership (NLAP) - The North Lanarkshire Athletics Partnership has gone from strength to strength

over the last year and was nominated for Scottish Athletics Partnership of the Year.

0 Jogging Development - NLL had a jogging development day on Saturday 18th July at Strathclyde Park

which included an off road run along the river Clyde/Avon and into Chatelherault Country Park followed by presentations from Chris Robison (world cross country championship team medallist, European Mountain team medallist & Scottish 5,000m Champion) and David Nugent (sports physiotherapist).

- Six North Lanarkshire jogleaders took part in the Round Arran Road Relay race on 25 July and finished a credible 6th out of 22 teams.

In overall terms income and usage continue to show positive rates of growth. Some areas of capacity are now being experienced.

The 5 new 3G synthetic pitches are beginning to address the quality issues with football playing surfaces and drainage and are having a positive impact on the income and usage statistics.

The indoor sports statutory performance indicators results show good levels of growth overall, however pools usage is no longer increasing and is beginning to match and even dip below the previous years performance and there is need to consider the approach of the swimming provision in North Lanarkshire as part of the sports framework.

Absence levels continue to reduce in Quarter 2 compared to previous years and remain below the current target.

The performance in Quest and Leisuresafe demonstrates continuous improvement in the quality of service delivery.

The programme of activities and events continues to grow. This report has focussed in particular on the growth of athletics since the appointment of Senior Athletics Development and Events Officer twelve months ago.

The introduction of the new Access NL ‘family membership’ option is increasing NLL’s value for money offering in this time of financial challenge. This membership option provides Kids NL membership for f5 when accompanied by an Adult Access NL membership (previously f10 when accompanied by an adult membership and f15 for a stand alone Kids NL membership). The Kids NL membership has also been capped at f 15, so that families with more than three children will still only pay f 15.

The Fitness Motivators attendance statistics have been added to the overall attendance figures for NLL’s activities and are continuing to show a positive impact on participation through their work in the secondary schools. It should be noted though that these attendances are not reflected in the indoor sports statutory performance indicator figure at this stage, since schools currently fall out with the defined parameters for this statutory performance indicator.

North Lanarkshire Leisure in partnership with North Lanarkshire Council’s Learning and Leisure Services and Environmental Services submitted a successful application for the award of ‘European City of Sport’ for 201 1.
