What are your plans (roadmap) for this fi nancial year?

The most important thing is to make sure that this local authority delivers on its mandate. This can only be achieved if all stakeholders and partners play their role in the delivery of services. Consultations with key stakeholders will be of paramount importance.

Departmental annual plans derived from the institutional annual plan are already in place and they have been communicated to relevant council structures for ownership. It is important that from time to time we review progress made in implementing our plans.

It must be noted that our plans addresses all the four perspectives being customer, Finance, processes and Learning & growth. If all this can be achieved then North East District council would have delivered on its mandate.

What did you see as challenges and achievements in the last fi nancial year?

Challenges

•Delayed implementation of some projects due to poor performance

by some contractors

• Non compliance to some key service delivery standards.

Achievements

•Timely Implementation of housing projects eg Home improvement, Turnkey, and destitute housing

•Timely production of fi nal accounts

What are the four top priorities you would like to see accomplished?

•Timely completion of infrastructure projects eg Patayamatebele classrooms and teachers houses, Masunga streetlighting,

•Timely and quality provision of social services,

•Improvement in staff welfare issues.

•Implement a strategy for North East District to be an investment location.

What strategies do you have in place to help achieve your plans?

•Communication is vital (that means consultation with community, staff, and other government departments)

•Engagement of other partners in development is important. Government does not have funds to implement all programmes and projects. NGO, Private sector, parastatals should assist in this regard. Some projects are currently on going as a result of these partnerships.

Do you think this council is delivering on its mandate and what are some of the areas need

to be improved?

Yes, NEDC is delivering on its mandate. A lot has been achieved by this council. However, there is need to improve on the following:

•Intensify on local empowerment,

•Improve on Projects implementation

•Improve on our internal processes

How do you motivate staff and ensure that they deliver good results?

Inservice training is done which is aimed at closing some skills gaps. Several offi cers from different departments have already attended short courses and some continue to be sent for these courses. There is continuous emphasis on supervision and monitoring to ensure quality service delivery.

According to our plan, this year we will reward some performers. This arrangement is geared at reinforcing good performance.

Commercial Affairs Division in The North East District Council conducted a Business Community Exhibition on the 6th of June 2012 at Masunga. The event was held under the theme; Empowering the business community to a better sustainable economy.

The exhibition was aimed at empowering the business community towards sustainable businesses and connecting them with the relevant stakeholders. It also gave business community opportunity to know each other and exchange of ideas.

The Council Chairman, Hon C.M.C Kealotswe, in his speech assured business people that they will have gained information about the business world by the end of the exhibition.

“Recently recession has affected the business world that some companies had to shut down so indeed this exhibition will help you with strategies on how you can sustain your businesses”, he said.

The chairperson of Trade and Licencing Committee Mr Ellias Mbonini who gave the vote of thanks was grateful that the attendance was pleasing. He urged the business men and women to meet the demands of customers and go the extra mile. He also said he believed the market was not a problem and business people should be innovative and take risks.

In addition he said “we need to brainstorm on how we can make sure that our district keeps on growing, and convert challenges into opportunities.”

During comments, Mr Senyane of Matshelagabedi was concerned that LEA and CEDA do not live up to their promises. He said that the two companies are giving customer’s grief as when they need help from them they are sent to different places, from Pillar to Post.

For his part, Mr Oteng Bolikwe said the procedure of awarding tenders is unfair and believed that small companies are left out and the same companies benefi t from tenders.

HON C.M.C KEALOTSWE AND HON F.B MPETSANE RE-ELECTED

Councillor C.M.C Kealotswe has been re-elected as Chairman of North East

District Council for the third time. The decision was taken at special full council meeting on 29 May 2012. Councillor F.B Mpetsane was also re-elected as Vice-Chairperson.

The new chairman thanked his fellow councillors for conducting smooth election and expressed delight that councillors shows that they trust their leadership.

He said Botswana is a democratic country and councillors should abide by the law at all times. “There is competition in elections and

should be conducted peacefully. We are taking this offi ce when the country is grappling with recession, we cannot do anything in terms of development in our district” he said.

The council chairman also commended North East District staff for their dedication to their work, he asked councillors to give them the support and the guidance they deserve.

In her remarks the Vice Chairperson said that she was happy that the elections were peaceful and promised that they will take the council to another level and called for support from her fellow councillors.

Department of Environmental health through Waste Management section is busy sensitizing the general public on waste management, how to manage different types of waste, waste management fees (Sanitation fees) and legal instruments used in waste management.

Environmental health fi eld assistant and Environmental Health Bye-law Enforcement Offi cers move house to house around the district sensitizing community on issues of waste. The Twelve months exercise started on at the beginning of April 2012 and it is expected to be completed in the coming year 2013 and all villages in the district will be covered. Twelve (12) villages have so far been covered.

Most of the people were not aware of sanitation charges and some were not promising to pay and that initiated this kind of exercise .The other purpose of this exercise which is carried out during

The Social & Community Development through Home Economics section organized a Home Economics mini show on the 3rd - 4th of July. The show was held at Rural Administrative centre conference room.

During an interview with North East Newsletter, Mrs Rosinah Maoba said they organized the show to bring together benefi ciaries and give them an opportunity to showcase their products.

She said the objective of the show was to also give home economics

The campaign will also help to reduce incidences of illegal waste dumping, increase revenue base through sanitation fees and promote ownership of waste by every household in the district.

since they will leave in a clean and healthy Environment with reduced incidence of diseases. The exercise will be supported by a Cleanup campaign North East District which is expected to be held sometimes this year.

Shortage of transport and resistance from some members of the community are some of the challenges that the exercise is faced with.

day workshop organized by Audit Unit on the 19-20 June 2012. The workshop was aimed at equipping audit committee members on the

benefi ciaries an opportunity to exchange ideas and discuss ways in which they can overcome challenges they face in their projects, to give them the chance to succeed and pave their way to the Consumer fairs in Gaborone.

Ms Maoba said challenges that they face as organisers is that exhibitors do not give products their best and they fail to conduct surveys to get feedback on how they can improve on their businesses.

One of the exhibitors, Elizabeth Ishmael who is running Kushinga Bakery at Matshelagabedi said that they produce loaves, muffi ns, scones, biscuits and cakes to supply Matshelagabedi and Tati siding primary schools, asked how they market their products, she said they have business cards with company profi le that they give out to customers and also use branded sign boards to market their business.

IPELEGENG EMBARK ON CLUSTER FENCING

Agriculture has been part of our lives for many years; we depend on it to sustain our lives and for

workshop. The fi rst day targeted the audit committee members and the second day was for all councillors.

Participants of the workshop thanked the organizers for conducting such kind of training as it enlightened them on the roles of the committee which some of them are members.

fencing ploughing fi elds to protect them from being destroyed by wild and domestic animals.

According to Ipelegeng Coordinator Mr L. Manewe, Cluster fencing is the fencing of ploughing fi elds of groups of villagers whose fi elds are adjacent to each other.

He added that the project is carried out through a joint effort by the Department of Agriculture and Ipelegeng. “The project is funded by Ministry of Agriculture, while Ipelegeng benefi ciaries provide labour under the supervision of skilled labourers from the Department Agriculture”.

“Cluster fencing is important because it protect crops from being destroyed or damaged. Furthermore it motivates people to plough more thus diversifying their economy. The fi rst project started in Masunga village in 2011 and is expected to be completed this year 2012 and rolled out to other village in the North East District”, he said.

Nonetheless, there are some challenges faced with this initiative, the biggest challenge being shortage of fi nancial resources and uncooperative members of the community to form a syndicate for cluster fencing.

North East District was on the 29th June 2012 hosted a people’s day at Nlapkhwane village in a bid to take

services to the people..

Activities of the day included exhibitions and market day where all councils, government departments, parastatals and private organizations had an opportunity to showcase their products and services as a way of taking services to the people.

Small businesses, youth groups, and community groups in the district also had an opportunity to market their products. The event also covered the offi cial handing over of destitute houses to some benefi ciaries. More than fi ve hundred (500) people attended the event.

The Permanent Secretary Reforms in the Ministry of Local Government, Mrs Taboka Nkhwa offi ciated at the occasion.

We are all striving to the vision 2016 pillar which calls for a compassionate, just and caring nation. It is evident that Councils are mandated to provide basic shelter to destitute people through the social and Community Development Department.

In 2011, the ministry of Local Government disbursed a total amount of Eight Hundred and Ninety Six thousands to North East District for the construction of destitute houses with the aim of providing basic shelter, restoring dignity and eradicating poverty.

After a thorough assessment by S&CD Department, ten (10) benefi ciaries were identifi ed from the villages of Ditladi, Matopi, Matsiloje, Nlapkhwane, Ramokgwebana, Zwenshambe, Gungwe, Kalakamati and Gulubane.

The assessment was not easy, it was discovered that some benefi ciaries

did not have plots certifi cates but thanks to Tati Land Board for issuing Land Rights certifi cates.

November, 2011 is when the construction of destitute houses started and small contractors were engaged to benefi t from the project. The project was completed this year 2012.

June 29 brought a lot of joy to benefi ciaries as they were

offi cially handed over their houses by Permanent Secretary Reforms, Mrs Taboka Nkhwa.

When handing over the Permanent Secretary - Reforms Mrs Taboka Nkhwa told benefi ciaries that they deserve good shelter like everyone that is why they found it fi t to provide shelter for them, benefi ciaries were also very delighted and thanked council for being compassionate.

North East District Council offi cials and all primary school

heads in the district converged to discuss issues affecting the two parties. The meeting which was held in Masunga on the 18 April 2012 was a fruitful one. The forum invited all council’s heads of Department, District Commissioner, Council Chairman, school heads and Chairman of the Education Committee.

The purpose of the meeting was to address issues that affect both school heads and the council. When addressing school heads The Acting Chief Education secretary Ms D. Ramolemana said handyman programme funds are not utilised in a proper manner and cautioned school heads that fund for the programme will not be released until audited reports are submitted.

Other issues such as hand stamping, supply of fi rewood, supply of agricultural products and delivery of materials were discussed.

During comments school head for Mambo Primary School raised a concern that fi re wood suppliers are not paid on time. She also decried late supply of stationary saying it delays the learning process. School heads had opportunity to air their views and heads of department were also present to comment on issues raised.

In her remarks the chairperson of the Education Committee Hon, Councillor Dlodlo said councillors and school head should tackle issues head on in their respective areas. He also expressed unhappiness that no one in the meeting talked about pupils living with disabilities adding that schools should cater for the disabled.

North East District Council hosted a Family Fun day for the employees and their family members on the 24th March 2012 at Masunga Mall Grounds.

The event was embraced by the NEDC employees (and their family members) together with the Honorable Councillors within the District and Masunga Community.

The main objec ve of the event was to promote healthy living and eff ec ve interac on among NEDC workers through informal gatherings. The theme for the day was, “working together towards building a healthy workforce”.

The day ac vi es included Egg race, Sack race, Tag of war, Skipping rope, snooker, ball and Mmele games. There were also tes ng for sugar diabetes, high blood pressure and Body Mass Index. There were also educa onal talks on importance on blood dona on and HIV/AIDS related issues.

Consistent water sampling from water tanks by the Environmental Health Department has forced the Department of Building Services to undertake cleaning of water tanks in the Rural Administration Centre. The process involved scraping off dirt and rust from the inside of the tanks and washing off with water.

Amigo Connections (Pty) Ltd was contracted to carry out the project at a total cost of P17 500.00. The activity that took four days to be completed started on the 17th May 2012 and fi nished on the 20th May, 2012.

According to Chief Architecture and Building Service Offi cer, Mr. Robert Letlole the tanks has not been cleaned since they were installed, “judging by the rust that accumulated in the main tank it really shows that the tank has not been cleaned for years,he said.

Gone are the days when one will carry large amount of

money to pay for services rendered by council. Recently, North East District through Finance Department has introduced a Barclay’s point of sale Machine on June 2012 for customer convenience.

The machine is placed at the Rural Administrative Center, Council Revenue Offi ce where all payments to council are received. Customers pay using Barclays debit card or VISA electron Cards for other banks and the customer is given receipt as proof of payment.

Spirit of self reliance is being up lifted by the Makaleng residents as they started a Brick Moulding project in September 2010. The project was funded by the Village Development Committee at the tune of twenty thousand (P20 000-00) and it is currently progressing well.

The community project is intended to improve the lives of the entire community members through employment creation and poverty alleviation, for example six brick moulders have been employed in the project and some of them are from destitute families.

The existence of the project in the village has helped the community in purchasing bricks produced locally at a reasonable price and

residents no longer incur cost of purchasing bricks in other villages.

The project is managed by a project board which comprises of ten (10) members and ex-offi cio members such as (Area Councilor, Kgosi, Village Development Committee (VDC), and Village Extension Team (VET)).

It is monitored on weekly basis by the area Social Welfare Offi cer or Community Development offi cer in Makaleng and monthly reports are submitted to the relevant committees to track progress. A bank account has also been opened where all the accrued funds are deposited .

Even though there is progress the support from the community is minimal A n o t h e r challenge is that the project faced with is lack of space for operation and shortage of funds.

People have been carelessly throwing litter all over places. This litter when decomposed releases poisonous gases which can lower the quality of the air we breathe. The environment is a resource to be valued in its own right.

Plastics, trash, litter is dangerous to our economy, safety, wildlife and can be harmful to human beings. We need to keep our villages’ clean and tidy at all times, so it’s important to just spare a day in our busy schedules just to maintain our environment by picking up litter/trash.

On the 22th of June 2012, the North East District member of staff visited Kalakamati village in litter picking mission as a way of giving back to the community.

As usual, the community, including the village chiefs joined government employees to make sure that the village remained clean.

In her word at the end of the activity, Kalakamati Chief Mrs Mpilo Tshupoeng thanked the North East District workers for showing interest in their village, she was also grateful that the elders in the village took their times to

contribute towards the initiative saying it shows that they are really eager to keep their village clean.

She urged NED staff to continue taking part on some of the village projects and activities. “By keeping your environment clean and healthy at all times you have just saved your own life and that of the people around you”, she added.

June marked the installation of twenty fi ve (25) solar lights at Matopi Village. The pilot proj-ect which started on the 27th June and completed on the 6th July was made possible through fund-ing from Botswana Technology Center (BOTEC) the Energy and Environment Programme of the Finnish and Austrian Government with a sum of P203, 125.00 ap-proximately.

According to the Acting Senior Electrical Engineer – Electrical Division, Mrs S Makwati, Matopi Village is the only village in the North East District selected to benefi t from this projects because of its unavailability of power sup-ply. She said solar lights were in-stalled in communal areas such as

bus stop, school grounds, clinics, kgotla, stand pipes to name a few.

The overseer of the project from BOTEC Mr Tshoganyetso Manga-di, in an interview with this publi-cation, shared the same sentiments with Ms Makwati “the intention is to install solar lights in remote vil-lages that are far from the grid and with limited resources”, he said.

When asked how the project ben-efi ted the community, he said, the project provides lighting to the community and for security pur-poses. He also said that it created employment as some of residents of Matopi village were employed as labourers.

Lastly, Mr Mangadi revealed that the success of project depended on consultation and cooperation with all key stakeholders.
