Young or old, independent or in need of assistance, everyone has a place in the North East. At various times, some of us need a friendly helping hand. And as ever, the North East Community Development Council

(CDC) is committed to supporting the less-able members of our community.

For example, senior citizens are one group which the North East CDC focuses much of its attention on. As you will read on page 4, it co-organised the Heartland Merchant’s Recruitment Event where some 400 jobs were available.

Seniors were also the focus of a programme by Punggol Central Active Ageing Committee, SingHealth, Sengkang Health and North East CDC. In a relaxed, casual atmosphere at Café Corner @ Sengkang CC Wellness Centre, 50 elderly residents got to share their individual health concerns with SingHealth staff and learnt more about staying healthy. Read about it on page 6.

Some younger residents need support, too. While children should have fun, their progress at school counts too. To drive this point home, Tampines Football Academy gave 150 hardworking students the chance to play in front of former national squad icons Indra Sahdan and Aleksandar Duric — provided their grades were up to scratch. Thus they learn discipline both on and off the pitch (see page 5).

Also on the sporting front, the annual Community Give Back Golf and Dinner event (page 9) saw an impressive $837,000 raised to help fund various community programmes. Some 55 individuals and 40 corporations teed off for good causes, including the North East School Meal Fund and the Community Employment Programme for Active Agers, among others.

There are budding scientists in the North East too! Read on page 14 how a group of 80 students from the NECDC-Applied

Materials Science Explorers programme tried their hand at creating robots — with creative results as they got to pit their robots against each other in a race!

It really does take a collective effort to provide support for the community. Without the care and concern of the more-able members of society, community programmes would not be as benefi cial as they are. Volunteers too play a big part in ensuring the success of the North East CDC’s programmes. For their personal time and effort, a Volunteers’ Appreciation Night was held to show them how valued they were. Each volunteer was given a certifi cate of appreciation — and special mention must be made of the longest-serving volunteer, Mr Ho Poh Tiam.

This issue of Heartbeat shows that every member of the community depends on one another to build a cohesive environment. Here’s to more cohesion and community-building as we head towards the SG50 celebrations!

Muda atau tua, berdikari atau memerlukan bantuan, semua orang ada tempat di Timur Laut. Kadang kala, ada yang memerlukan pertolongan. Dan CDC Timur Laut komited untuk menyokong ahli kurang upaya dalam masyarakat kita.

Contohnya, warga tua adalah satu kumpulan yang CDC Timur Laut akan fokuskan. Seperti yang akan anda baca di halaman 4, kami menganjurkan acara pengambilan kerja peniaga kejiranan di mana 400 pekerjaan ditawarkan.

Warga tua juga adalah fokus bagi program oleh Persatuan Penuaan Aktif Punggol Tengah, Singhealth, Sengkang Health dan CDC Timur Laut. Dalam suasana santai dan kasual di Café Corner @ Pusat Kesihatan Sengkang CC, 50 warga tua dapat berkongsi tentang hal kesihatan individu dengan kakitangan Singhealth dan belajar tentang cara hidup sihat. Sukarelawan juga memainkan peranan utama untuk menjayakan program CDC Timur Laut. Atas waktu dan usaha, Malam Menghargai Sukarelawan diadakan untuk menunjukkan penghargaan kepada mereka. Setiap sukarelawan diberikan sijil penghargaan dan penghargaan istimewa diberikan kepada sukarelawan yang paling lama berbakti, Encik Ho Poh Tiam.

Isu Hearbeat kali ini menunjukkan bahawa setiap ahli masyarakat bergantung antara satu sama lain untuk membina persekitaran yang padu. Kepada lebih perpaduan dan pembinaan masyarakat sambil kita melangkah ke sambutan SG50!

Nearly 400 jobs were on offer at the Pasir Ris-Punggol Heartland Merchant’s Recruitment Event held at Rivervale

Plaza on 21 March 2015. The event was organised by the North East Community Development Council (CDC), and supported by the Singapore Workforce Development Agency.

The jobs available were all located in the heartland, making them suitable for mature workers living nearby. Nine recruiters from the retail and service sectors, including Wang Café and Cheers Holdings, set up booths at the event to conduct walk-in interviews. Altogether, they received more than 140 applications.

Deputy Prime Minister and Minister for Home Affairs Mr Teo Chee Hean graced

the event, and interacted with recruiters and residents to better understand their concerns. This is the third heartland recruitment drive that the North East CDC has organised, and the fi rst to be held in Sengkang.

“By bringing opportunities closer to our residents, they can have the fl exibility to work near home, which could mean more savings on transport, and possibly greater income from overtime,” said Mayor of North East District, Mr Teo Ser Luck.

In conjunction with the event, seven merchants in Pasir Ris-Punggol offered a fi ve per cent discount to members of the Pioneer Generation present. One of the merchants, Pro Eyez Optometrists, has also extended the discount until the end of the year.

You may score on the soccer pitch, but you must score in your studies, too — that is the message

from the Tampines Football Academy. And about 150 young talents from the academy who have shown such good balance in their studies and in sport were rewarded with a rare treat recently — they got to play in front of national players such as Aleksandar Duric and Indra Sahdan Daud at the Football Carnival @ North East.

Held on 14 March 2015 at the former Qiaonan Primary School, the carnival celebrated the achievements of the Tampines Football Academy, and was a chance for families to catch their kids in action. The event was also attended by Grassroots Advisers to Tampines GROs Mr Heng Swee Keat, Mr Mah Bow Tan and Mr Baey Yam Keng; and the Mayor of North East District, Mr Teo Ser Luck.

Mr Teo, an avid football fan, praised the academy for its efforts to develop well-balanced youths in the district.

“We hope that through the Tampines Football Academy, youths will understand that discipline is needed both on and off the pitch,” he said.

Tampines Football Academy was set up by the North East Community Development Council together with Tampines GRC and Tampines Rovers Football Club (FC). Students who show improvement in their academic results are given a chance to participate in its programmes, and these include professional coaching and mentoring by Tampines Rovers FC players.

The initiative is a successful academic motivator for youths, especially those from lower- income families. The grades of Mr Abdul Jaffar’s three sons have improved signifi cantly since their enrollment at the academy in December 2014. “[Now] they are constantly reminded of their

responsibility to excel in school, so they can [continue to] indulge in their love for football,” said Mr Jaffar, 49.

Through the academy, students are also encouraged to take greater responsibility for their studies. For example, Md Danish Darwis asked to join the North East Tuition Subsidy programme. “I have to improve and maintain my results to remain in the programme. It helps me remember that school is important,” said the 14 year-old.

During the casual and interactive session, seniors asked questions about health and wellness freely. They also learnt simple exercises to maintain and improve their mobility, as well as useful tips to prevent falls and manage any chronic illness they may have.

Mayor of North East District, Mr Teo Ser Luck attended the session and thanked the SingHealth team for its efforts to reach out to the community

even before the Sengkang General and Community Hospitals are completed.

“Healthcare staff play important roles that go beyond just serving patients; they also volunteer their time and share their healthcare knowledge with others during such sessions,” he said.

There is a growing need for such sessions, given Singapore’s ageing population, said Director of SingHealth

Regional Health System, Dr Emily Ho. “It is important that we provide the support and information for our seniors to be kept safe and well. We are glad to have found a partner in North East CDC.”

when 50 senior residents of Punggol Central gathered to share their health concerns with a medical team of nurses and physiotherapists from SingHealth.

An initiative under Café Corner’s My Health, Together We Care programme, the session on 25 April 2015 was held to improve health awareness among the neighbourhood’s elderly residents. It was organised by the North East Community

PAYA LEBAR CHILDREN’S CHARITY CARNIVALOn 23 May 2015, the Man Fut Tong Welfare Society (MFTWS), with the support of Paya Lebar Citizens’ Consultative Committee (CCC) and PCF Paya Lebar Branch, organised a Children’s Charity Carnival at Kovan Hub. Some 2,000 children from low-income families enjoyed a day of fun activities. The Guest-of-Honour for the event was Mr Tan Chuan-Jin, Minister for Social and Family Development.

EUNOS FAMILY SPORTS DAYIn celebration of SG50, the Eunos Family Sports Fiesta was held on 31 May 2015. It was attended by over 600 residents. The event began early in the morning at Eunos CC with the fl agging-off of the inaugural SG50 Cycling Marathon. Fifty cyclists rode 35 km through six CCs within the Aljunied Cluster. Residents welcomed the riders back at Eunos Petal Garden, where they engaged in sports activities, and saw the launch of ‘Eunos Residents Support the 28th SEA Games’ banner by grassroots leaders and Mr Zainul Abidin Rasheed, Adviser to Eunos GROs.

PRIME MINISTER LEE OPENS PUNGGOL 21 COMMUNITY CLUB

TAMPINES CHANGKAT BEARING FRUITThe Tampines Changkat Bearing Fruit Project is a monthly fruit distribution programme which started in September 2014. Each month, 200 lower-income families in Tampines Changkat will receive boxes of fresh fruits delivered to their doorstep by volunteers, who were involved in the preparation, packing and distribution. The project was mooted by Grassroots Adviser to Tampines Changkat and MP for Tampines GRC, Ms Irene Ng after she noticed many lower-income families tend to have a poor diet consisting mainly of carbohydrates.

Prime Minister Lee Hsien Loong offi cially opened the Punggol 21 Community Club (CC) on 10 May 2015. The event was hosted by Ms Penny Low, Grassroots Adviser to Punggol North. More than 3,000 residents and grassroots leaders, as well as the other grassroots advisers from Pasir Ris-Punggol GRC witnessed the event. The four-storey-tall

CC is a symbol of the transformation of a new town with no amenities into a bustling community with numerous eating establishments, clinics, kindergartens, well-connected public transport and recreational parks. The CC is a centrally-located meeting point where residents can meet friends and neighbours, appreciate artworks and participate in diverse activities.

model-making and electronics — which they then applied to create their robots.

Proving that a huge electronics budget is unnecessary when it comes to building machines, the robots were made of old cardboard, water bottles and paperclips, and were powered by small motors which enabled them to move.

I f you still think robots are large, automated humanoids designed by man for sinister purposes (as seen in old

science fi ction fi lms), think again. Robotics also encompasses tiny machines that are simple in nature and educational.

This was what a group of 80 primary school students from the North East Community Development Council (North East CDC)-Applied Materials Science Explorers programme found out when they tried their hand at creating robots.

Mayor of North East District, Mr Teo Ser Luck attended the session, and believes such activities make learning fun for the young. “Students not only learn more when lessons are fun, but will also be encouraged to think out of the box and creatively,” he said. Such programmes aid the North East CDC in “cultivating the values of education and learning to the district’s residents”.

The interactivity of the programme meant that students were engaged and entertained.

SPARKING AN INTEREST IN SCIENCEThe North East CDC-Applied Materials Science Explorers programme aims to equip students with skills in scientifi c exploration.

The programme consists mostly of outdoor hands-on learning activities. These activities have sparked an interest in science among students from low-income families, notes Mrs Valerie Low, the Head Of Department, Character

and Citizenship Education, at Punggol Primary School. The school has actively participated in the programme for the past three years.

For Primary 5 student Warner Chan, the session was his fi rst since joining the programme, but defi nitely not the last, if he has his way. “It was so much fun! I hope that next time I can build a bigger robot that can help people do their work,” said the 10 year-old, who attends Punggol Primary.

The 80 children were the fi rst batch of primary school students to explore the newly-launched facility at the National Design Centre.

By her own estimate, Ms Penny Low has visited almost 90 countries to date. “I love to explore new places

and travel off the beaten path,” says the 48 year-old. This adventurous spirit also led her to say ‘Yes’ when Ms Low was asked to represent the then newly-formed Punggol North in 2001.

“As Adviser to Pasir Ris–Punggol GROs, I’ve had an opportunity to shape the environment of this new estate,” says Ms Low. “I want to create a culture in which everyone is a net contributor, where constituents actively engage in ground-up initiatives.”

Ms Low has certainly succeeded on that front. Punggol North’s theme of ‘My Home, Our Kampung’ was the winning entry of a nation-wide competition in which people were invited to submit their own taglines. Grassroots leaders from different committees also get together each month for united block visits, while residents help out at community events such as street parades.

With Singapore’s 50th birthday soon to come, the district has big plans in store. Ms Low is especially excited about a campaign to produce 50 short video clips featuring a broad swath of Punggol residents. “These videos, to be posted on YouTube, will show the collective identity of Punggol and Singapore,” she says.

For her, the SG50 milestone is a point of refl ection and of infl ection. “From nothing, Singapore has become a fi rst-world nation admired all over the world,” Ms Low refl ects with pride. “But the future has yet to be written. It is up to us to ensure continued peace and prosperity.”

‘. . . the more they stay the same’ is an adage that rings true for Mr Mah Bow Tan, Adviser to Tampines GROs.

Lunch every Sunday with his four adult children and two grandchildren is

quality family time for Mr Mah Bow Tan. As Adviser to Tampines GROs, Mr Mah, 67, is likewise intent on forging stronger bonds within the community.

A lot has changed since HDB fl ats were fi rst built in Tampines in the 1980s. Efforts to provide better facilities for residents have seen the district become Singapore’s pioneer ‘cycling town’, with cycling on footpaths legalised in 2010. According to Mr Mah, the next hotly-anticipated development is the upcoming Tampines Town Hub.

“The Tampines Town Hub will consist of sports and childcare facilities, retail shops, government agencies and other amenities,” he says. “It will cater to all generations and people from all walks of life.” Now under construction, the project is on track for completion in 2017, with the

fi rst phase scheduled to open next year.

The proliferation of social media has also created more avenues to reach out to constituents, particularly the young. Mr Mah says, “I had to learn how to use Facebook and Twitter, as these were non-existent when I fi rst entered public service in 1988.”

Despite all these new initiatives, however, Mr Mah’s objectives as Grassroots Adviser have remained the same. Changes are not made for change’s sake, but rather “to help residents cope on a personal level and to provide facilities everyone can enjoy”. Addressing these overarching issues will in turn strengthen the community.

Less than a month after completing his WSQ Higher Certifi cate in Therapy Services, Mr Tan was hired as a Therapy Assistant by Ren Ci Hospital. Mr Tan is grateful to his career coach for his assistance.

With Singapore’s ageing population, demand for quality healthcare professionals will continue to increase. Sixty-one-year-old Mr Tan Boon Tong spent much of his life as an engineer, but after a six-year break

Untuk lebih memahami kemahiran yang diperlukan daripada sektor kesihatan, Encik Tan berpaling ke Pusat Pekerjaan Agensi Pembangunan Tenaga Kerja Singapura (WDA) dan bertemu dengan Jurulatih Kerjaya, Thomas Tang yang memberinya maklumat mengenai industri itu. Melalui previu kerjaya yang dianjurkan oleh Penjagaan Kesihatan Internasional Institut Sains Kesihatan (HMI), berserta informasi

terperinci dan nasihat kerjaya daripada Encik Tang, Encik Tan memilih kerjaya sebagai Pembantu Terapi. Walaupun gajinya kurang daripada gaji asalnya, tujuan utamanya adalah untuk mencari pekerjaan yang bermakna.

Mr Ho Poh Tiam, who started volunteering with the North East CDC Brisk Walking Club in 2009, was among the three longest-

The inaugural Volunteers’ Appreciation Night was an event at which the North East Community

Development Council (CDC) showed its appreciation for volunteers in the district. At the event held on 6 March 2015 at the ITE College East, the contributions of volunteers from eight programmes were recognised as having contributed to the success of

serving volunteers. In 2010, Mr Ho lost four of his toes in an accident, but that did not stop him volunteering. For his contributions, he received a batik painting. Four other outstanding volunteers were also presented with a plaque.

The event also gave volunteers the chance to bond and share their experiences with one another. The night concluded with a performance by staff from the North East CDC.

EXPANDING COMMUNITY OUTREACH

This year, in addition to helping children, North East CDC wants to extend the reach of the funds to include programmes aimed at assisting elderly residents of the district. For example, the Community Employment Programme for Active Agers aims to provide part-time community employment opportunities for Singapore Citizens and Permanent Residents aged 62 and above.

Another programme that will benefi t is the Supermind Clubs which aim to improve the mental agility of elderly folk and promote social interaction through games like Bingo, Rummy-O and dominoes.

Individuals and corporations raise funds for children and seniors at annual event.

Mayor of North East District, Mr Teo Ser Luck, said, “These programmes have provided platforms for our seniors to lead positive, happy and purposeful lives. The contributions from corporations and individuals will enable these programmes to grow and extend a helping hand to more vulnerable residents. It is a meaningful and worthy cause that will make a difference to society.”

Every year, in an effort to encourage the more able members of society to help the less-able, the North

East Community Development Council (CDC) organises the Community Give

Back Golf and Dinner event.At the one-day friendly tournament

held on 7 May 2015 at the Singapore Island Country Club (SICC), more than 55 individuals and representatives from 40 corporations teed off for a good cause. Together they raised about $400,000 which, combined with a matching amount from North East CDC, amounted to a grand total of $837,028.

Since the fi rst such Community Give Back Golf and Dinner in 2012, the proceeds of each event have been used to support various programmes. One such example is the North East School Meal Fund which provides more than 1,800 needy students with a school lunch allowance for when they have to stay after school for extra classes or activities. Another programme called North East Level Up

I t was an evening to celebrate mothers, grandmothers and even great-grandmothers, as Tampines North commemorated Mother’s

Day with an appreciation dinner on 9 May, 2015. Held at Tampines North Community Club, the dinner was attended by 360 residents, including 20 from the nearby Kheng Chiu Loke Tin Kee Home.

Adviser to Tampines GROs, Mr Baey Yam Keng graced the event and expressed his gratitude to mothers in

the audience by presenting each one with a stalk of carnation.

“I would like to wish all mothers good health, and may they stay forever youthful and beautiful,” he said to rapturous applause.

The mums and other guests were entertained by lively dance performances and stage games as they tucked into a multi-course dinner. Eighteen lucky attendees also walked away with shopping vouchers in the evening’s lucky draw.

To residents like Ms Rowena Su, 28, the evening was a simple way of thanking mothers for all that they do.

“It was also a great opportunity to spend quality

time with my mum,” said the hairdresser, who attended the dinner with her 54 year-old mother, Annie.

we are fi lled with national pride at this spectacle. This practice started in 1970, and if getting up close with the actual aircraft that fi rst carried the fl ag sounds interesting, then check out the Air Force Museum. There, you can feast your eyes on all types of aircraft, from past to present.

Established in 1988, the museum aims to capture the spirit and heritage of the Republic of Singapore Air Force

Among the more than a dozen life-sized exhibits is the historic helicopter that towed the national fl ag for the fi rst time — the Aérospatiale Alouette III. From drones and helicopters to fi ghter jets and tactical aircraft — such as the E2 Hawkeye donated by the United States — the museum’s outdoor gallery has a collection to thrill aviation enthusiasts. Young ones will not miss out either, as they can climb up a special platform for a close-up look into a cockpit. Other exhibits

include defence artillery, jet engines and armaments.

The museum is also equipped with a state-of-the-art theatre that screens a short video at the start of every hour from 9am to 4pm. The video depicts RSAF’s transformation from a fl edging air force to what it is today — a sophisticated and professional fl eet.

*The indoor portion, however, is under renovation and will reopen to the public on 1 August 2015. The museum’s assistant curator, Mr Sim Soon How says exciting things are in store.

METHOD

➊ Peel the bananas and cut them across in half. Insert the ice cream sticks into the cut end of each banana.

➋ Wrap the bananas with plastic wrap and place in freezer for 2 hours.

➌ Boil some water in a saucepan. When the water is boiling, lower the heat, so that the water just simmers. Place the chocolate buttons into a heatproof bowl and place the bowl over the saucepan. Stir the chocolate buttons with a spatula until the chocolate is melted and smooth. Remove from heat.

➍ Place the chopped pistachio nuts into a bowl.

➎ Dip the bananas, one at a time, into the melted chocolate, then into the chopped pistachio nuts. Stand the bananas in a mug to set.
