Guidelines for NDHSAA Cooperative ApplicationsGuidelines for NDHSAA cooperative sponsorship applications were approved at the January 24, 2009 meeting of the Board of Directors and are effective for the 2009/10 school year. The revised coop application form will be available on the NDHSAA website. Below are the guidelines as approved by the Board.

The NDHSAA Board of Directors must approve all cooperative sponsorship applications.

PhilosophyOne of the NDHSAA Board purposes is to provide a means of participation to students whose schools are unable to support a program on its own.

It is the preference of the Board to approve coops between smaller schools rather than smaller schools with the larger schools.

Improving the win/loss record will not be valid criteria for coop approval.

For the application to be considered, the following conditions must be met: 1. A current single application form must be jointly completed by all applying schools. 2. Schools should be located in the same geographical region. 3. Combinedenrollmentfigureswillbeusedtodeterminedivisionofcompetitioninallactivitiesexceptforwrestlingandcross

country as provided for in the NDHSAA Constitution & By-Laws. 4. The proposed coop must be listed on the NDHSAA website two-weeks prior to Board consideration. Completed applications

mustbeintheNDHSAAofficebeforebeinglistedonthewebsite. 5. Cooperative agreement applications will not be considered via conference call. 6. Any dissolution of cooperative agreements must be approved by the NDHSAA Board of Directors. Before dissolution will be

consideredduringthefirstthreeyearsofacooperativeagreement,schoolsinthecoopmustprovideproofofsupport.Afterthreeyears, an individual school may petition the NDHSAA Board for dissolution.

7. RequestsforacooperativeagreementbetweenschoolswithexistingprogramsmustbesubmittedtoNDHSAApriortotheendoftheprecedingseasoninthatactivitywiththeexceptionoffootball.Completedfootballcooperativeagreementsmustbereceivedby September 15th of the preceding year to be considered by the Board of Directors. If a coop application is submitted following the end of the preceding season, a $500 late fee must be paid. No coop applications will be considered by the NDHSAA Board of Directors after the following dates:

i. Fall Sports-------June 1st, prior to start of season ii. Winter Sports----September 1st, prior to start of season iii. Spring Sports----January 1st, prior to start of season Inthecaseofemergencycooprequests,theExecutiveBoardCommittee,uponhearingthereasons,mayrecommendtheapplica-

tion be considered by the Board of Directors. 8. Requestsforcooperativeagreementsinvolvingoneormoreschoolsthatdonothaveanexistingprogrammustbesubmittedin

accordance to the deadlines as stated in 7i-iii.

At the January membership meeting, NDHSAA member schools approved the elimina-tion of the retransfer option for students who leave home, transfer to another school and want to move back and be immediately eligible for varsity competition. The NDHSAA Board of Directors has determined that the original retransfer clause will be in effect for any student that has transferred to or attended another school under open enrollment as a freshman, sophomore or junior prior to the 2009-10 school year. Pleaseseethefollowingflowchartsoyoucancounselstudentswhoarecontemplatinga transfer without a corresponding move of the parents.

Selection of Basketball Officials

Anyone wishing to submit an invitation to host a 2009-10 regional or state tournament may download invitation forms from our website at www.ndhsaa.com. Click on Publications and Forms and Site Selection Forms. They may be printed. Complete and send those forms totheNDHSAAofficeforplacementontheAprilBoardagenda.

The policy used to set sites is as follows: basketball and volleyball chairpersons meet with the other district representatives in their region to mutually agree on regional sites.

TheNorthDakotaOfficialsAssociation held anNDOAHall of Fame induction ceremony at the Eastern Dakota Conference Gymnastics Meet on February 20th. Jan Adair, gymnasticsofficial,retiredafter32yearsofservicetothegymnastics students of North Dakota. Present for the presen-tation of the NDOA Hall of Fame plaque were NDOA Board of Directors members, Greg Selbo and Dave Klundt.

Theselectionofgirls’andboys’basketballofficialsbeganwiththedeliveryofelectronicballotstomemberschoolsallowingtheop-portunitytovotefortournamentofficials.Inorderforvotestobecounted,ballotswererequiredtobecompletedandsubmittedpriorto November 7, 2008.

Thebasketballofficialsreceivingthegreatestnumberofrecommendationsfromcoachesandsupervisorsaregivenfirstconsiderationfortheregionaltournament.Officialswiththehighesttallypereachregionaregivenfirstconsiderationforthestatetournament.Thisprocedureisutilizedforgirls’andboy’sbasketballofficialsinbothclasses.Officialsselectedforastatetournamentareeligibletowork3yearsinarow,butthenmustsitoutthenextyear.

Votesforofficialsnotworkingyourregiondonotdirectlycounttowardstateselection.

TheNDHSAAwebsitepermitstheprintingofteamflyersfromwithinMVP.Thisprocessallowsinvitational,district,regionalandstate tournament managers the ability to download and prepare tournament programs. The print quality of team photos has been vastly improved from fall sports and all functionality needed to post this information are working properly.

Nearly350individualandteamchampionswillbeontheflooroftheMinotStateUniversityDomeonSaturdaynight,March21sttoberecognized by the crowd and statewide television coverage for the NDHSAA Parade of Champions.

To be a part of the parade a student must have been an individual or member of a team champion in an NDHSAA sponsored activity which will include the 2009 boys’ basketball champions through the 2009 girls’ basketball champions. In music, a student must have received the Outstanding Performance Award as a soloist or member of an ensemble.

Schools will be sent Parade tickets for their participants. Parade students will be directed to Sections 25 and 26, rows P-Z by security at the main doors. Two representatives from each team or ensemble need to meet with Brian Bubach or Sheryl Solberg concerning place-ment in the Parade.

Tickets are good for students only. Adults will need to purchase general admission tickets. All participants are to dress in school issued warm-ups, jackets, or in dress clothes. We request that students not wear blue jeans.

2-1-1:Clarifiesthecourtandtheadjacentplayableareamustbeflat,smoothandfreeofobstruc-tions other than required equipment and padding.

Rationale:Clarifiescourt/floorrequirementsforplayablearea.3-2-1:Beginningin2010-11,thegameballmaybeeithersolidwhiteoramaximumcombina-

tion of three colors (with each panel being a solid color) and of which at least one-third of the panels shall be solid white.

Rationale: Allows for the optional use of the colored-panel ball beginning with the 2010-11 season. The colored-panel ball makes it easier to track for players/spectators and adds excitementtothegame.

4-1-5:Unadornedbobbypins,nolongerthan2inches,maybeworntocontrolaplayer’shair. Rationale: Allows players a practical means of dealing with hair control. 5-3-4d: Prior to the deciding set, captains will be called for the coin toss by the R1 and then teams shall be released to their team

bench. Rationale: Releasing teams to their bench rather than the end line during the deciding-set coin toss will allow coaches to provide

instructionandfacilitateplayersbeingreadytotakethecourtforthefinalset.5-4-3b New 10: The second referee has the responsibility to manage illegal libero replacements. Rationale: Adds to the responsibilities of the second referee. 9-4-5: A legal contact is a touch of the ball by any part of the player’s body. Rationale: In today’s fast-paced game, allowing legal contact of the ball by any part of the player’s body will assist in keeping the

ballinplayandprovidelongerandmoreexcitingrallies.10-2-3: If more than one substitution is to occur, the substitutions shall be made in succession. One pair of players after another and only

one substitute shall be in the substitution zone at a time. Rationale: The procedure of recording multiple substitutions becomes easier for the scorer to record. This will speed up the sub-

stitution process and assist in maintaining the tempo of play. 12-2-5:Clarifieswhenanassistantcoachmaystandandactionsthecoachmayperform. Rationale:Clarifiestheroleandbenchdecorumoftheassistantcoachnowthattheheadcoachhastheprivilegetostandduring

the match. 12-2-6, 9-1-1: During play, allows the head coach to stand in the replacement zone, no closer to the sideline than 6 feet, to coach his/

her players. Rationale: Due to the growing spectator popularity, resulting in louder crowd noise, this change will allow the head coach to com-

municate more effectively with his/her players. The permitted location for standing preserves the necessary area for clear line of sight by the second referee and line judges to observe play and playable area around the court for the players.

2009 Music Festival NotesI. School Registration: Each director must electronically register. Instructions for registration may be found at www.ndhsaa.com on the Fine Arts/Music

page. When the roster and registration is complete, directors will need to print the event listing for voucher attachment to their business managers. Please send a copy of your registration along with your check (payable to Region Music) to your Festival Manager by or before the due date. If you have not registered by 10:00 a.m. on the due date, an automatic $25 late fee will be assessed.ThislatefeeispayabletoNDHSAAandmustbesentimmediatelytotheNDHSAAoffice.

II. Manager Reminders State Dates: April 24-State A Vocal & Strings at Minot Auditorium May2-StateBMusicatMinotSURegional Fee Recommendations: 1 The Regional scheduler and manager may be different individuals. Each regional treasurer should have a fee schedule and should

have reference in Region meeting minutes. a. Judge mileage is state rate. b. Piano tuners and piano rental/moving should be done by a bid process. 2. Regional Recommended Judge Fees: Minimum fee is $150 for 2009 3. State Judge Fees: a. State A & B Judges receive $200 for a full day 4. State Scheduler/Manager Fees: a. A State Vocal/Strings Scheduler $300 b. A State Vocal/Strings Manager-$200 c. B State Music Scheduler-$450 d. B State Music Manager-$250

III. Points of emphasis for 2009 Festivals: a. No ratings should be posted. b. Directors should emphasize proper student dress and decorum. c. Festivalmanagermustenforcequotasystem--tiesforlastStarineachcategoryallowedifjustified. d. A rating less than a State will be awarded if selection does not meet recommended music literature standards for NDHSAA Re-

gional/State Festival. e. Judges must allow double parts without penalty. f. Directors should inform parents that state schedules are on the web at www.ndhsaa.com under Fine Arts and Music. g. Accompanists full names must be entered. Remember, festivals are scheduled by accompanist so the fewer you have the longer

your day could be. h. Remember to number measures on judge’s copy of music. i. No special requests for state schedule. j. Directors are requested to have students evaluate and listen to a number of other school performances. Students lounging in the

practice rooms or halls is not advised.

IV. Judges must adhere to quota system: A judge may give 1 star for every 5 performers in every like category. a. Thejudgemaygiveanextrastarifwarrantedforupto20performersinalikecategoryand2extrastarsforover21inalike

category.Saxensemblesof2-3arealikecategoryandSaxensemblesof4-6areadifferentcategory.Rule:Ifanadditionalsoloist or ensemble would receive a Star at state, in your estimation, Star that entry also. On the other hand, if the quality is not there, do not star anyone in a category.

b. Regional judges are not to send any of their ballots to the manager until you they have completed a like category so you may as-sign ratings correctly.

V. Rules affecting management and administration of festivals. a. Themaximumnumberinanensembleis12plusapianoaccompanist.Anyentrynotinadherencetothismustbeimmediately

disqualifiedandwillnotbeallowedtoperform. b. A student is limited to 7 vocal entries and 7 instrumental entries (8 if 2 solos with different instruments are performed). A student

maybeinany2like-sizedensemblestoreachthemaximumperformancenumber. c. Members of an ensemble may not perform any selection or variation thereof which they performed in another competition or in

another ensemble.

d. Any photocopy used by a participant or the accompanist must have a permission slip stapled to all copies used at a festival. Note: One may use a photocopy for music from a large book, if the accompanist has the book present. To be safe, the accompanist should hand the judge a card upon which the rule is quoted.

e. NDHSAA Recommended Music List: Judges and directors should read this list prior to festival time. The list may be found on the NDHSAA website at www.ndhsaa.com, Fine Arts, and Music. The list is under Publications.

f. Clarification:TheNDHSAARecommendedMusicListisaguide.Directorsmayuseotherliteratureofcomparabledifficulty.Inthevocaldivision,gospel,jazz,orbarbershopselectionsareacceptableifofappropriatedifficultyforthehighschoolfestival.JudgesshouldnotgiveastarforperformersusingliteraturebelowthelevelsexemplifiedintheRecommendedMusicList.

g. The Limitation Page for regions has been eliminated. h. Illegal Instruments: Remember, no garbage cans or covers, hand bells, or electric instruments are allowed in concert band or in

small group percussion. i. Regional results will be available through MVP. j. Large Groups: 2 selections are allowed in each event. Both selections will be judged. k. The State schedule for Class A and B will be posted on the web at www.ndhsaa.com.

VI. Other Rules a. An arrangement of any selection must have attached publisher approval on the judge copy. Public Domain copies may be legally

VII. General Reminders a. Directors--If you are not accompanying a group, please do not demand that you be at every one of your students’ performances.

Thiscausesschedulingdifficulties. b. Warm-up rooms are for tune-up and warm-up and not for rehearsals. Please see that students are at their performance area well

in advance of performance time. Again, ensembles should be organized and ready to perform before a solo performance. c. No photocopies are allowed for performer, judge, or accompanist unless there is a signed waiver attached. d. Awards and critique sheets should be picked up at the conclusion of the festival. If you must leave early, you may request a manger

to send awards and ballots if you pay the necessary postage. Directors are not allowed to read critiques on the festival premises. If you have a problem with a judge, talk to the manager. If you have a problem with a written critique, send a copy to Brian Bubach, NDHSAA. Please discuss the critiques with your students after festival time for positive educational reinforcement.

e. NotfollowingNDHSAAfestivalruleswillresultindisqualificationoftheperformer(s).Directorsmustremindtheirstudentsofpertinent rules, some of which:

1. No conducting of any type by the director in ensembles or solos. 2. A student cannot perform twice in the same category (2 trumpet solos or 2 vocal solos), although a student can be in various

State Speech MeetI. Registration Reminders: a. Forms are on the Speech page of the website www.ndhsaa.com under Fine Arts/Speech/Forms. Speech registration will be done

through MVP and instructions will be sent to speech advisor/coaches. II. Rational for Burden of Proof Rules: a. BurdenofProofhasbeenintherulesbooksince1994-95.StudentswhohavequalifiedforStatethroughinvitationalswillalready

have proof established for Regions. Region entrants must have materials ready. b. In Round I of each interpretation event each participant must show the copyright and proof of genre to the judge prior to speaking.

The requirements of each participant at contest time is as follows: (1) Photocopy the front page of book or magazine. (2) Photocopy the copyright (an ISBN number may be subbed in an emergency, inform the coach if s/he has the ISBN number,

the track publication can be found). A judge should question if an ISBN number is true or not. Only a Dewey Decimal Number proves genre and most do not know the codes.

(3) Photocopy parts of page that proves genre. (4)LetterfromNDHSAAstatinggenreofspecificDramaticMonologue (5) For information from the internet, provide title, author/playwright, website, website address, access date, web sources (such

as simply-scripts.com) and a printout of the actual script. Dramatic Interpretation and Poetry need a copyright even if from the internet.

(6)Ifaparticipantcannotmeettheabovecriteria,thepenaltyisdisqualification.Ifastudentcannotprovecopyrightorgenreduring the regular season, prudent action is to choose a selection that does meet the requirements.

c. Original Speech Scripts/Bibliographies. Round I judges must ask to see the script/bibliography of Persuade, Inform, and Entertain (if sources used) at the conclusion of the speech. Round II and Final judges may ask to see scripts. The rule is outlined very clearly onpage36,Section2underplagiarism“Acontestantmustcitesourcesforalldirectquotationsandparaphrasedmaterialsusedinthespeech.Abibliographymustbeattachedtoacopyofthestudentoriginalscriptandbeavailableforreviewbythejudge...”The judge must check to see that sources are cited properly as the speech progresses. This can happen only if the bibliography is attached to the script. Judges haven’t always been asking to see the script/bibliography and now students are obviously question-ing the intent of the rule. The intent is to verify real sources have been used and are properly cited. Penalty: Not having a script is not an automatic DQ unless the judge questions plagiarism and/or the lack of citing any or all sources. Source problems and/orhavingnoscriptshouldresultinalowerrankandratingandanoteofexplanationsoimprovementwillbemotivated.

d. The last legal qualifying tournament for all schools is one week prior to the regional tournament. Adds or changes must be emailed to the manager and NDHSAA 6 days prior to the Regional Tournament. Substitutions or drops may be made anytime prior to tournamentdaybyfaxoremailtothemanager/NDHSAA.

e. Registration fees as per your original entry must be paid. Additional entries must also be paid prior to the regional tournament. The manager must receive fee checks prior to regional tournament day.

f. JudgeFees:Regional$80,State$100.Perrulesbook,judgewagesaredeductedifnotcertified.

III. Deadlines/No State Fees a. Deadlines: Entries must be on the web by 10:00 a.m. Central Time on the due date or a $25 Late Fee payable to NDHSAA will

be assessed. Send copies of Region entries and school check for registration made to Region Speech to the Regional Manager. Include the Language/Content form with school administration signature.

b. StateEntries:NofeesarerequiredfromschoolsforStateSpeechentrants.AllqualifiersaresubmittedtotheNDHSAAbytheRegionalmanager.CoachesneedtochecktheStatescheduleonthewebtoseethatnoqualifiershavebeenmissed.Thisschedulewill be on the web only. Please contact Brian Bubach if there are concerns.

IV. Tournament Concerns a. General Rules: Remember, no manager, coach, or judge has the right to change or modify a NDHSAA rule in a NDHSAA spon-

sored event. b. Sportsmanship: Remember that students must be reminded to display good sportsmanship and decorum at all times. c. No Repetition of Selections: A participant may not use the same selection/speech s/he used at any Regional or State tournament

any time in her/his 7-12 career. A different cutting from the same play or selection can be used if participant has proof that a cut-ting was different than previous use.

d. VerifyStateQualifiers:OnRegionalTournamentday,managerwillhavecoachesverifyalloftheirpreviouslystatequalifiedparticipants are listed so they will be included on the regional manager’s report.

e. State Non-Attendance: Make sure students aware now that if they qualify for state and can not attend, an alternate may substitute. ItisimperativethestudentorcoachnotifiestheregionalmanagerandtheNDHSAAthedayoftheregionaltournamentorsoonthereafter, before the state tournaments are scheduled.

f. Drop Fee Rule: Schools dropping entries on the day of the regional tournament will be assessed a $5 fee per entry dropped. This

g. Proper Timing: Contestants must be timed, and time cards or hand signals must be used in all rounds. This is mandatory. Note: Students are encouraged to use stop watches at every performance and show their performance time to the judge if there is a question.

h. Handicapped Students: Make sure you send a special note to the manager if you have handicapped students so performance areas arehandicappedaccessibleandjudgesarenotifiedifsoneeded.

i. Duo Entries: Students should be reminded to properly identify their character to the judge in the introduction. A student may be in a serious duo with one partner and a humorous duo with another partner, but may not be in the two categories with the same partner.Also,ifastudentorhis/herpartnerqualifiesforthestate,butisgivenNDHSAApermissiontomisstheregional,hisorher partner may not enter in the same category with a different partner.

j. GeneralQualifierRules:Remember,eventhoughastudenthasqualifiedforthestate,s/hemustentertheregionalintheevent(s)inwhichs/hehasqualified.Iftherearespecialcircumstancesthatwillcauseanindividualtomissthetournament,thecoachmustsend a written permission request to Brian Bubach. A formal response from NDHSAA must be received by the coach before such permissionisofficial.AstudentmustbeeligiblebyallNDHSAArulesbeforeonemaybeexcusedfromaregionaltournament.

Horse-collar Tackle To Be Penalized in High School Football

INDIANAPOLIS, IN (February 13, 2009) - The horse-collar tackle has been added to the list of illegal personal contact fouls in high school football. This addition to Rule 9-4-3 was one of 10 rules changes approved by the National Federation of State High School Associations (NFHS) Football Rules Committee at its January 24-25 meeting in Indianapolis. The rules changes were subsequently approved by the NFHS Board of Directors. Effective with the 2009 season, it will be illegal to grab the inside back or side collar of the runner’s shoulder pads or jersey and subse-quently pull the runner to the ground. The penalty will be 15 yards from the succeeding spot. Julian Tackett, assistant commissioner of the Kentucky High School Athletic Association and chair of the NFHS Football Rules Com-mittee, said the committee felt the need to continue to address risk minimization issues for the runner. “Riskminimizationcontinuestobeoneofthemostimportantfundamentalstotherules-writingprocessoftheNFHS,”Tackettsaid.“Thoughthisplaydoesnothappenoften,wemustensurethatourcoachesandofficialsunderstandtheimportanceofpenalizingthisact.”Another risk-minimization change in Rule 9-4-3 will make it illegal to grasp an opponent’s chin strap, in addition to the opponent’s face mask or edge of a helmet opening. ThecommitteemadeasignificantchangeinRule9-8-3inanefforttoreducetheriskofinjuryalongthesidelines.Amaximumofthreecoaches may be in the restricted area to communicate with players during dead-ball situations. Before the ball becomes live, however, thecoachesmustretreatintotheteambox.Bob Colgate, NFHS assistant director and liaison to the Football Rules Committee, said this rule change results in a 2-yard belt that is clear of team personnel and helps eliminate sideline congestion while helping to minimize the risk for participating players, coaches and officialsduringlive-ballsituations.“Therenolongerwillbeanallowanceforthreecoachestoremaininanareaadjacenttothesidelinewhentheballislive,”Colgatesaid.“Theresultsofathree-yearexperimentwerefavorable,whichledtothecommittee’ssupportforthisrulechangein2009.”AchangeinRule9-8-1gclarifiesthatthemandatorythree-minutewarm-upperiodbeginsimmediatelyfollowingtheconclusionofthehalftimeintermission.Anunsportsmanlikeconductpenaltywillbeassessedtotheheadcoachiftheteamisnotbackonthefieldpriorto the start of the warm-up period. ChangesinRules7-2-5and2-14-2clarifythenumbering-exceptionrulefromwhenitwasoriginallyapprovedin1982.“Thedefinitionofascrimmage-kickformationwasclarifiedtodifferentiateformationsthathavebeenusedtraditionallyforattemptingafieldgoalorkicktryfromthoseusedforapunt,”Colgatesaid.“Inaddition,thecircumstancesunderwhichthenumberingexceptioncanbeutilizedhavebeenchangedtoclarifywhatcanbedoneonfirst,second,thirdandfourthdowns.”TwochangesweremadeinRule1-TheGame,Field,PlayersandEquipment.ThecommitteeclarifiedRule1-3-1cregardingthestripeson the football. The change states that the stripes located on the football must be adjacent to and perpendicular to the seam upon which thelacesarestitched.InRule1-2-3b,anotewasaddedstatingthatallrequiredfieldmarkingsmustbeclearlyvisible.Further,whenothermarkingssuchaslogosareplacedonthefield,therequiredmarkingsshallremainvisible.Other changes approved by the Football Rules Committee: ·Rule3-3-4b5-Ifapenaltyresultinginasafetyoccursonthelasttimeddownofaperiod,theperiodisnotextended.Theteamswillchangegoalstostartthenextperiod.· Rules 8-2-2, 8-2-3, 8-2-4 (new), 10-5-1f - Three rules were revised and a new article was created regarding penalty enforcement for dead-ball, non-player or unsportsmanlike fouls that occur during or after a touchdown-scoring play. The revisions now allow the offended team, in most situations, the option of enforcing the penalty on the subsequent kickoff. Fouls committed after the initial ready-for-play signal following the touchdown are not affected by this change. ·Rule9-7-2Exception:Afoulwillnowoccurforillegalbattingbythekickingteamifitbatsascrimmagekickthathasnotyetbeengrounded unless it is batted by the kicking team toward its own goal line. “Thoughmanyofthechangesintherulesweresubtleclarifications,eachofthisyear’schangesensuresthatthesoundtraditionsofthegameareprotectedandthatstudent-athletesafetyremainsourtoppriority,”Tackettsaid.Inaddition,thecommitteeidentifiedsixpointsofemphasisforthe2009season:IllegalPersonalContact,BlockingandIllegalBlocks,HelmetandFaceMask,Uniforms,SportsmanshipandNFHSGuidelinesonHandlingContestsDuringLightningDisturbances.In terms of the number of participants, football is the most popular high school sport for boys. According to the 2007-08 NFHS High SchoolAthleticsParticipationSurvey,1,108,286boysplayed11-playerfootballwithanother27,075involvedinsix-,eight-andnine-player football.
