Tel: 8•400•200 • [email protected] Twenty-two year old Thomas, from Castlegrange, is an active member of Swords Youth Service and he completed his Gold Award with the help of his President’s Award Leader (PAL), Allyson Lambert. She encour- aged him to go for his Gold Award, by helping him to believe he can do anything he puts his mind to. Thomas told the County Leader, “I was doing a lot of work with the Youth Service here in Swords and Allyson told me about the Gaisce award. I didn’t know what it involved and when she explained it to me, I decided to give it a ‘bash.’ There are four categories to be completed in winning the award; Community Involvement, Personal Skills, P h y s i c a l Recreation and Adventure. For his Community Involvement section, Thomas volunteered in Hamilton Park Nursing Home in Balrothery. He attended the nursing home every Tuesday for a year, from 5:30pm until 8pm, engaging with the resi- dents in a really meaningful way. He really enjoyed this part of his Gold Award and felt that he was doing something worthwhile. “We played bingo together and we also did a programme with the resi- dents called, ‘Life Maps’. Many of the residents have dementia and we compiled photos and memories from their past and put it in a scrap book, so that the residents could look through it from time to time and remember the good old days,” he said. The next category was Physical Recreation, which involved Thomas joining a local gym for 52 weeks and getting fit. For his Personal Skills, Thomas decided to opt for drama. “I’ve always had a passion for drama and I decided to opt for this. Instead of traditional plays, I concentrated on drama involving social issues involving teenagers and young people. Our plays included topics like drinking, drugs, depression and suicide. Our aim was to focus the attention of young people,” said Thomas. He then became involved in a writing group, through his Personal Skills segment. “We had young people from Spain, Norway and other parts of Ireland and we all met in Galway. I’m not really into writing, so this was quite a challenge for me. I had never written before, but I stepped out of my comfort zone and ended up loving it,” said a proud Thomas. As part of his Adventure Journey, Thomas travelled to Spain and did a five day walk of the Camino de Santiago. He really enjoyed it and would love to do it again. He said having no phone and Facebook was very hard, but he enjoyed talking and meeting different people. When asked if the whole experience had changed his life, Thomas was very positive. “When I was young, I was a troublemaker and only for my school, Fingal Community College and the Youth Service in Swords, who never gave up on me, I would be still sitting on a wall every day, thinking this is great, doing nothing. The Camino was a real eye opener for me and the Nursing Home made me appreciate older people. It was an incredible experience. I now concentrate on what I have, rather than what I have not, “ concluded Thomas, who is bound to be a great role model for young people all over the North County. There was some excel- lent news on the jobs front in the North County, with the news that Ryanair have announced that they will create over 300 new direct jobs in 2014, as part of their deci- sion to accelerate growth at the airport. These new jobs are for pilots, cabin crew, customer service specialists and software devel- opers, as the airline rolls out an exten- sive programme of customer service and website improvements. These 300 new Ryanair jobs will be in addition to the 1,000 indirect jobs that will be created at Dublin, Knock and Shannon airports to cater for the 1 million passenger growth which Ryanair will deliver from April 2014 following the scrapping of the travel tax. They will open nine new routes from Dublin from April 2014, as well as increased frequencies on eight existing routes. This will deliver an additional 700,000 passengers and support new on-site jobs at Dublin Airport. This new capacity is the final part of the one million passenger growth that Ryanair promised to deliver at the main Irish airports as a direct result of the Government’s decision to scrap the 3 travel tax from April 2014. The DAA’’s Kevin Toland told the County Leader: “DAA is pleased by Ryanair’s decision to accel- erate its growth at Dublin Airport in response to the Government’s decision on the air travel tax. This year repre- sents the third successive year of growth at Dublin Airport on both short and long haul services, which is very positive for tourism and the overall economy,” he said. By Jennifer McShane @TheCountyLeader New Jobs Announced Swords man, Thomas McDonagh is pictured receiving his Gaisce award from President Higgins at Dublin Castle. By Patrick Finnegan Not all credit unions responded, but the ones that did, were very positive about their situation. Fiona Cunningham, manager of Swords & District Credit Union was very upbeat about the future, but hinted that changes may be on the way in the not too distant future. She told the County Leader, “We are a strong independent entity and we will be paying a dividend at the end of the year. Our AGM has been approved by the Central Bank and will take place on 2nd December.” “There is no doubt that there will be consolidation and amalgamation of credit unions down the road, but this is a very positive development for borrowers and savers. Scale is very important in our environment and we are keeping all our options open. We have our own sort code and ATM card, which is vitally important for our members,” she said. Yvonne O’Sullivan manager of neighbouring Rivervalley & Rathingle Credit Union said, “Our credit union is safe, strong and secure. The recent news relating to Newbridge Credit Union has no bearing on Rivervalley & Rathingle CU, as every Credit Union is financially independent of other credit unions.” “We remain a strong secure financial co-opera- tive, which continues to offer a secure place for savings and access to loans. We will continue to operate in a co-operative manner in the best inter- ests of all our members,” she said. Meanwhile, Edel Bourke, manager of St Joseph’s Credit Union at Dublin Airport, answered our query by saying, “I am happy to report that St. Joseph’s Irish Airports & Aviation Credit Union complies with all funding requirements as required by the Central Bank, and is financially sound to continue to service its members, as has been done for the past 50 years. The situation in Balbriggan is also very healthy, as manager, Sean Staunton confirmed that Balbriggan Credit Union are in a posi- tion to trade indepen- dently. Local artisan food producershere in the North County willnow have access to a commu-nity start-up kitchen inSwords, where they can testtheir produce before theybring it to market. This wasconfirmed by the CountyCouncil, after local councillorTom O’Leary (FG), spent ayear lobbying to have thismotion passed. The start-upkitchens, will be in the enter-prise centre at Drinan inSwords. A delighted O’Leary told theCounty Leader: “This is trulygreat news for local foodproducers around the NorthCounty. At the moment, smaller food producers are

restricted by the need to makecapital investment in indus-trial type kitchens to produce

commercial quantities of foodproducts at affordable prices, and in premises that must

meet strict hygiene regula-tions, so the new kitchens testtheir produce to ensure it’s atit ’s best, without theexpense.” “By setting up thiscommercial kitchen for rent atreasonable rates, even on ashort term basis, will allowlocal food producers to growtheir businesses and produce, and is also an excellent jobcreation idea,” he continued. Local electioncandidate forSwords, Di Sexton (FG), alsobroadly welcomes the idea.“This is fantastic news as nowfood producers can investmore in their produce withouthaving to invest in theexpense, while still followingall the essential productionrules and regulations,” shesaid. The start-up kitchen isset to be operational in thefirst quarter of next year.

My friend has asked me to beExecutor to his Will.

What would I have to do if I agree ?

The role of an Executorcan, at t imes be anonerous role, dependingon the extent of theEstate and the patienceof the beneficiaries ofthe Estate. The law inthe area is predomi-nantly governed by theSuccession Act, 1965. Ingeneral, your duty willbe to ascertain the fullextent of the Estate, discharge all debts andl iabi l i t ies of thedeceased and distributethe assets of the estatein accordance with theprovisions of the Will. You areafforded a year from the date ofdeath, in which to fully admin-ister the Estate but there areexceptions to this rule, whichmay extend this period. It isvital that you be aware that it isnot a process of s implycol lect ing the money in thebank and distributing amongthe beneficiaries named in yourfr iend’s Wil l . There are a number of notifications to theState which must be adhered toby you and you must observethe respective t ime l imits, namely; If the deceased was in receipt ofsocial welfare at any t imeduring his life, you are obligedto furnish a schedule of assetsto the Department of Social andFamily Affairs and you mustalso noti fy the Minister forSocial Protection of your inten-tion to distribute the Estate inaccordance with the terms ofthe Will, at least three monthsprior to doing so. During thethree month notification period, the Minister may direct that youretain such sums as is neces-sary to discharge any liabilitythe deceased had to theDepartment of Social Protectionand if you fail to do so, you willbecome personally liable for theamount due.You must notify, in writing thespouse/civi l partner of thedeceased of their right of elec-tion to opt for his/her legalright share, as opposed to thebenefit (if any) prescribed in theWill. The spouse/civil partner isafforded six months from yourdate of notification to informyou of their option. You mustalso notify the spouse of theirright to take the family home insatisfact ion of their share, provided that they were resi-dent in the family home at the

time of your fr iend’s death.Even if your friend is divorced, you must make reasonableefforts to notify the ex-spouseof the death of your friend. If any of the beneficiaries areresident outside of Ireland, youshould always notify theRevenue Commissioners of yourintention to distribute a partic-ular benefit to a non-residentbeneficiary because if you fail todo so and the non-residentbeneficiary, has a liability to theRevenue Commissioners, youallowing the benefit to leave thejurisdiction may result in youbecoming liable to the RevenueCommissioners to discharge theliability personally. If the deceased was in receipt ofancillary state support (NursingHome Support Scheme), in addi-tion to notifying the Departmentof Social Protection, you arealso obliged to notify the HSEnot less than three months inadvance of your intention todistribute the estate, as they toomay have a claim on the Estate. The above are examples of thepotential pitfalls that may beahead for any Executor. Manypeople take on the role ofExecutor in good faith thinkingthey are doing their friend afavour, without realising theburdensome nature of the role.It is not unusual for Executors toact without the benefit of legaladvice in an effort to reducecosts, but upon assuming therole of Executor, you should beprimarily cognisant of fulfillingyour duties in an efficient and comprehensive manner. If youhave any concerns in relation toyour role as Executor, youshould consult with yourSolicitor, who is best placed toadvise you of the process andact on your instruct ions toadminister the Estate.

The 46 GreenParties fromacross the EUare staging a Pan-European election. They are in the process of selectingtheir “front” runners, who wil l represent them across Europe duringthe elections to the EU parliamentnext May. The election, described as innovativee-democracy invites al l “Greenminded people” to register online. Onregistration, the candidates are intro-duced and there is the opportunity to

watch them in debate. OtherEuropean groupings have, in thespirit of post Lisbon andrenewal, opted to select asingle person as their faceacross Europe. Their selectedperson will be their candidateto fill the role of CommissionPresident. The Greens havedecided to select two, both willpresent for the movement. I t isunclear how they will distinguishwhich of the two wil l be theirCommission President candidate. Selection by onlineconvention is interesting and hope-fully more successful than ourattempt at e voting. There is a move among the right winggroups to form an alliance in the runinto next year’s EU election. Marine lePen of the French National Front hassaid she wants to have a new

grouping after the elections nextyear. The composition of the

group may include theSwedish Democrats,Belgium’s Valaams Belang, along with the Dutch andAustrian Freedom parties. It

would appear that the UK’sNigal Faragh will not lead his

UKIP into such a group. Le Pen hascriticised UKIP in the past as “lackingmaturity”. Le Pen has vetoed Greece’sneo-nazi Golden Dawn as her popu-larity rises in France at the expense ofthe government there. She is quotedas saying “Our old European nationsare forced to ask Brussels for authori-sation in all circumstances, forced tosubmit their budgets to the head-master.” While there may be a newalliance, it is unlikely that it willcontest the election on a common platform.

Rush Athletic FC is desperatelyseeking funds to help them restoretheir clubhouse, which is in danger ofclosing permanently, because of its leaking roof. The club put forward a request to the CountyCouncil seeking financial assistance, but the localauthority insisted they couldn’t spare the fundsthat could potentially save the life of the club. The club’s leaking roof has led to a dampnessproblem in its clubhouse extension, which isbecoming a health and safety issue for the club. Ifthe facility is forced into closing, its memberswould have to pay to use facilities outside thetown, at a cost that could be prohibitive for thesmall club.Rush Athletic has been serving the local commu-

nity since 1970, and had hoped that theCounty Council might find cash in itsbudget to help out. While the council

said it was willing to meet the club and help it inany funding application it wanted to make to central Government, according to them, there is no money in the local authority to help themfinancially. The club has appealed to local representatives forhelp and councillors, Ken Farrell (Lab), DavidO’Connor (NP), May McKeon (NP), Ciaran Byrne(Lab), Tom O’Leary (FG) and Senator DarraghO’Brien (FF) are all supporting the plea for helpfrom the club.Rush Athletic’s first team manager, Adrian Kellyspoke to the County Leader about the dire situa-

tion facing the club. “The problem with the leaks iscompounded by the fact that there is no heating inthe building. At this time of year, players trainingindoors without heating, causes condensation todevelop on the walls. This has resulted in Healthand Safety officials telling us we will have to closethe facility, due to the danger posed to childrenwith asthma.” “Now we have to hire a suitable hall for ouracademy section, which is made up of 5-7 yearolds, which is causing a significant financialburden on the club, and one which we cannotafford. We’re looking for some emergency fundsout there to help us get this clubhouse back upand running again. We need heat to eradicate thedampness,” said Adrian.

Adrian Kelly from Rush Athletic FC points to the damagecaused to a section of one of the club's dressing rooms,as a result of a leaking roof.

Minister for Health, Dr. JamesReilly, has said that Ireland’s exitfrom the bailout will help attractjobs and investment to thecountry.“While we are not thereyet, exiting the bailout is amilestone on the road toeconomic recovery forIreland. The fact that, from15th December, we will nolonger be a bailoutcountry, will send a furthersignal to home-grown andforeign investors that Ireland is agreat place to base their businessand create jobs.” “The EU/IMF arrived three yearsago this month. Having oureconomic sovereignty taken fromus was possibly the lowestmoment in the history of theState. However, the contrastbetween then and now could notbe greater,” he said.

“Our economy is experiencinggrowth for the third consecutiveyear and 3,000 new jobs are beingcreated every month. The numberof people on the live register hasdropped for the sixteenth consec-utive month and is now under400,000 for the first time since2009. The NTMA has more than€20 billion in cash reserves andinterest rates on Irish Governmentbonds are historically low. “Our focus from day one has beenon job creation and it remains soto this day. Employment grew by1.8% in the second quarter of

2013; the strongestgrowth rate recorded infive years.“This Government hastried to improve the situa-tion for famil ies, byremoving 330,000 peoplefrom paying the UniversalSocial Charge; by

restoring the minimum wage; byreducing the lower rate of VAT to 9per cent; by not increasing incometax rates.”“Challenges remain, but this is avery significant step forward forIreland. A clean exit from thebailout bodes extremely well forcontinuing our economic recoveryand creating more jobs,” heconcluded.

North County Livingby Jennifer McShane

Behind TheCurtain

Paul Keogh from Donabate is this week’sNorth County Living candidate. Paul has beenpassionate about drama and the arts sincehe was young, and so it seems very fittingthat he is the Secretary of theDonabate/Portrane Dramatic Society (DPDS).Paul’s family are also all involved in drama, and his mother and father also met throughthe theatre. “It’s definitely a family affair allright,” he said, smiling. He tells me that heoriginally got involved in drama while he wasstill in school: “I went to an all boys schooland joining the drama group meant you gotto see a few of the girls, which was an addedbonus!”He has been a member of the DPDS, which isover 75 years in existence, since 2001, whenhe says he had another reason, aside fromhis love of the arts, which made him want toget involved with the group. “My motherpassed away in 2001, and she was alwayssaying that I should get involved with dramaagain, as I stopped pursuing it for a fewyears, so when I saw a notice looking for newmembers, I took it as a positive sign that Ishould get involved again.” Over ten years later , h isinvolvement with the localdrama group is still goingstrong. “ I ’ve a lwaysprimarily been involved indrama because I get somuch enjoyment out of it. Ifyou don’t enjoy it, I thinkthere’s no point in partici-pat ing.” He descr ibeshimself as being a multi-tasker, and says he’s triedhis hand at various roleswithin the group. “All themembers definitely take onnumerous ro les ,” he expla ined. “ I wasDirector, Production Manager and an Actor atvarious stages. I loved directing in partic-ular.” He explains that he is currently in themiddle of finishing his teaching diploma indrama. “I’ve always loved working with kids, and as I’ve been involved in drama for somany years, I thought I could bring some ofmy experience over to teaching.” Donabate Port rane Dramat ic Society(formerly Donabate Dramatic Society) has along tradition in the North County. It wasfounded in 1936 by the late Fr. J. Moynihan, and the first play staged was “Don’t Dressfor Dinner.” The society has grown andshrunk over the years, a lways having acertain number of members, and a multitudeof helpers (the whole community to be exact)to help the group along. “The whole commu-nity have been fantastic in supporting thegroup,” he said. “You’ll always find someonein the community there to lend a hand with

our productions, and it’s something thatwe’re so appreciative of.”He goes on to say that if it wasn’t for theefforts of the community, the group might notstill be up and running today. “The societyitself has been plucked from demise, or atleast serious trouble, on a few occasions byhelp from the locals,” he said. “When thegroup’s long-time venue Turvey Golf Club fellvictim to the property bust, St Ita’s Hospitalrowed in with the of fer of their o ld COIchapel, converted to a theatre for the resi-dents, and when our next venue, Keelings’Little Theatre fell through, we were offered anew performance space in DonabatesCommunity College, where we currently puton all our productions.“ The group have justfinished a very successful production of ‘LittleGem,’ the group’s last play of the year. Hedescribes one particular time the communityreally came together to ‘save’ the group:“On St Patrick’s weekend 2003, our store andrehearsal space was burnt to the ground, withthe total loss of all our sound, lighting equip-ment, flats and props, just four days beforewe were due to stage John B’s “Moll”. The

only thing saved was ouringenious, local ly-madeportable stage. We thenlooked for sponsors to pitchin, and in three working daysthe community came up withthe cash, new kit was bought, the stage and scenery wererecreated and erected, andthe show opened as sched-uled on 20th March! It wasreal ly incredible,” hecontinued. He says a highlight from hisinvolvement with the group is

participating and seeing the success of theproductions. “Seeing all the cast and crewgrow and succeed is always a high point. Somuch hard work and dedication goes intoevery show, and it’s great seeing everythinggo smoothly - at least, we hope it always goessmoothly!”He describes his involvement in drama as “allconsuming” and says that with his busyfamily life and his work in IT, he has time forlittle other hobbies. “We’ll soon be startingour plans for our productions next year, andare always looking for lots of new members toget involved.” In terms of the future, Paulsaid he is focused on his teaching. “I’d love toget into teaching drama full time, as it’ssomething I’m so passionate about.” He says he hopes to see DPDS go f romstrength to strength as the years go on. “Withthe continued support of our members andmarvellous community, we’ll definitely besticking around,” he concluded.
