Registration Insurance Requirements

You will be required to obtain liability insurance for your vehicle before you are allowed to register it with the North Carolina Division of Motor Vehicles (NCDMV). This is a necessary requirement that reduces the number of uninsured drivers on the road and prevents high costs if you are involved in any vehicle accident. If you are caught driving without liability insurance, you will receive penalty points on your driving record.

Once you purchase liability insurance, you will be required to submit proof of having insurance. To demonstrate proof of insurance, you must submit one of the following documents when registering your vehicle:

An insurance binder.

An insurance card that show your name, the policy number, the policy issue date and the policy expiration date.

A North Carolina auto insurance policy that shows your name, the policy issue date and the policy expiration date.

A Form DL-123 certification (from your insurance provider)

Liability insurance is designed to help you pay for damages or injuries you may cause in a car accident. The coverage plan must be acquired from an insurance company that is licensed to operate in North Carolina. To register your vehicle successfully, you must have an insurance policy with the following liability coverage minimums:

For injuries caused to one person - $30,000

For injuries caused to two or more people - $60,000

For property damage - $25,000

In North Carolina, insurance companies are required to inform the DMV when you change to another insurance company or have a lapse in insurance coverage.

TipYou can lose your license plate for 30 days if you cannot prove your car is insured. Remember to always carry your registration documents with you while driving.

Registering Your Vehicle in North Carolina

One of the most important parts of the vehicle registration process in North Carolina is understanding the requirements you will need to meet and the steps you must follow.

These may depend on the type of car you are registering. There are unique procedures you must follow to register a car. Registration requirements will vary depending on whether you are registering a vehicle purchased from a dealership, a vehicle purchased from an individual or a vehicle that you have brought from out-of-state after moving to North Carolina.

Registering a vehicle purchased from a dealershipUsually, if you purchase a new car at a dealership, you do not have to worry about registering it. A dealership will typically take care of the registration process on your behalf. If your dealership did not register the vehicle, you will have to register it by visiting a nearby vehicle registration office with the following documents:

Your valid North Carolina driver license

One of the following proof of vehicle insurance documents: • An insurance binder• An insurance card• A North Carolina insurance policy• Form DL-123

Notarized vehicle title

Bill of sale showing the vehicle’s purchase price

Completed and notarized Title Application (MVR-1)

Registering an out-of-state vehicleIf you have just moved to North Carolina, you must register your vehicle as soon as possible. You generally have about 30 days to register your vehicle, but this time limit may be different according to your former state’s reciprocity agreement with North Carolina. If you find gainful employment before this deadline, you will be expected to register your vehicle immediately.

You must apply for a North Carolina driver license before you can register your vehicle in North Carolina. However, you will not have to obtain a vehicle inspection until it is time to renew your registration.

To register your car after moving to North Carolina, you can visit a nearby vehicle registration office with the following documents:

Your valid North Carolina driver license(If you have not received your North Carolina license yet, you may instead present your valid out-of-state driver license together with your North Carolina Temporary Driving Certificate.)

Renewing Your Vehicle Registration

Just like your driver license, your vehicle registration will expire on a certain date. If you do not renew on time, you will have to pay a late fee. You can avoid this problem by simply making sure to renew your vehicle’s registration before the expiration date passes. Fortunately, you can renew your vehicle registration online or in person up to 90 days before its expiration date.

If your current address is on file with the North Carolina DMV, you will receive a renewal reminder in the mailapproximately 60 days before your registration’s expiration date. The notice will list the fees and taxes you will be required to pay when you renew your registration. This notice arrives to your mail as a courtesy, so if you do not get it, you still need to renew on time. You can locate your vehicle registration’s expiration date by checking your registration card or the registration sticker on your license plate.

Vehicle inspectionsBefore you can renew your registration online or in person, your vehicle may be required to pass an inspection. You will need to have the inspection completed within 90 days of your expiration date.

Most vehicles in North Carolina are required to pass a Vehicle Safety Inspection, which focuses on your vehicle’s lights, signals, brakes, steering and windshield wipers. The only vehicles exempted from this inspection requirement are those that are 35 years of age or older.

If your car is registered in one of these counties, it may be required to pass an On-Board Diagnostic (OBD) Emissions Inspection. In these 48 counties, the emissions inspection is conducted as the second part of the vehicle inspection. However, some vehicles are exempt from this inspection, including:

1995 Model and older vehicles

Some vehicles that are within the three most recent model years and have fewer than 70,000 miles

Vehicles licensed under the farmer rate

Diesel-operated vehicles

You will have to pay a fee of $13.60 for a Safety Inspection and a fee of $30 for an Emissions Inspection. If your vehicle passes the required inspections, the inspector will enter your record into the DMV database, allowing you to renew your vehicle registration.

Renewing your registration by mailIf you have received your renewal notice by mail, you will be able to see exactly what you owe for the renewal. Additionally, the notice will let you know your registration’s expiration date and whether your vehicle requires an inspection before renewal.

If you have completed any vehicle inspection requirements, you can simply follow these instructions to renew your registration by mail:

Verify that the information contained in the notice is correct

Detach the bottom portion of the notice

Include your payment for the total amount due, made payable to NCDMV

Updating Your Vehicle Registration

Whether you are moving to a new city or making a major change such as changing some part of your name, you will need to make these changes on your car registration documents.

You must inform the North Carolina DMV office and take a few additional steps.

Changing your addressIf you have recently moved to a new address within North Carolina, it is essential that you update the address on your car registration and driver license. You have 60 days to update your address with the NC DMV. Once you have completed every step properly, your car registration will be updated. You may choose one of the following methods:

Changing Your Address Online

If you are interested in changing your vehicle registration address using the convenient online method, you will need to have the following information ready:

Your vehicle’s license plate number

The last five characters of the vehicle title number

A valid email address

Once you have these pieces of information, you can:

Visit the DMV Duplicate Registration Login Page

Log in by entering your License Plate number and the last five characters of the Vehicle Title number.

Update your address information

Simply updating your address information online does not require you to pay a fee. However, if you would like to order a copy of your registration card reflecting your new address, you must pay a Duplicate Registration Card fee of $20. Changing Your Address by Mail

To change your vehicle registration address by mail, please follow these steps:

Complete the Notice of Change of Address Form (MVR-24A).

Mail the completed Change of Address Form to:

If you would like to order a copy of your registration card reflecting your new address, you must pay a Duplicate Registration Card fee of $20. To order a copy of your updated registration card, you can follow one of the procedures for ordering a duplicate registration explained in the Replacing Your Vehicle Registration section of this guide.

Changing Your Address in Person

You can also visit a nearby License Plate and Vehicle Registration office in person to update your car registration address. At the office, you must:

Provide your driver license OR two documents to prove your identity. Proof of identity documents include, but are not limited to:• A certified birth certificate• A valid, unexpired passport• Tax forms that include your full name and

Social Security Number (SSN)• A US Military ID• A certified marriage certificate• A court document, such as a divorce decree

or certified court order for child support

Complete the Notice of Change of Address Form (MVR-24A)

The address will be updated, but you will not receive another document showing the changes you requested. To obtain another vehicle registration document with your new address, you can follow one of the procedures in the Replacing Your Vehicle Registration section of this guide.

Changing your nameIf you have officially changed your name, then you will be required to update your name on all of your important documents, including your car registration documents. Before you can update your name on your registration materials, you will first need to change your name with the Social Security Administration (SSA) so the NCDMV can verify your legalname change. You will then need to update the name on your driver license.

Change your name with the Social Security Administration (SSA)

Visit a nearby DMV office to change the name on your driver license

Provide your name change document. This may include:• A certified marriage certificate• A notarized DL-101 form• Documentation from the courts or the

Register of Deeds establishing the name change

• A divorce decree that includes the name change

When you have your corrected license, you can then update the name on your car title and registration documents. You will need to visit a DMV Plate & Vehicle Registration office and take the following steps:

Provide your vehicle’s notarized title

Provide your corrected driver license (updated with your new name)

Provide your name change document. This may include:• A certified marriage certificate• A notarized DL-101 form• Documentation from the courts or the

Register of Deeds establishing the name change

• A divorce decree that includes the name change

If your vehicle is less than 10 years old, you must provide an odometer reading

Complete the Corrected or Substitute Title Application and have it notarized

Pay the fee of $20 for a Corrected or Substitute Certificate of Title

License Plates

When you register your vehicle, the NC DMV assigns a license plate number to you. Whenever you renew your registration, your license plates are also renewed.

The DMV will give you a decal that you must attach to the license plate. The decal has the expiration date of your registration, which must be up to date at all times.

Besides the regular North Carolina license plates, there are also specialty plates designed around a specific theme, such as professional associations, sports, universities and environmental causes. They may be purchased at an additional cost, which helps to fund the particular cause. You can obtain your personalized and specialty license platesonline, by mail or at a nearby license plate agency.

Getting custom platesThere are many different options for you to choose from if you are looking to obtain a personalized license plate for your vehicle. In North Carolina, you can create your own personalized “vanity” plate with characters of your choosing.On top of the plate fee, which varies for different specialty plates,there is an extra $30 fee to pay for personalized license platesthat uses characters of your choosing. You can check for availability online using the Plate Search, Personalize & Order Tool.This way, you can find out if it is possible to create and order the type of license plate you desire.

Ordering a Specialty and/or Personalized Plate Online

From the Plate Search, Personalize & Order Tool, you will be able to view and select license plates. When you are ready, you can order your plate online using this tool. To order your plate online, your vehicle must already be registered and titled in North Carolina.

Ordering a Specialty and/or Personalized Plate by Mail

If the ordering a plate online does not suit your preferences, you can instead apply for custom license plates by mail. To order your license plate by mail, your vehicle must already be registered and titled in North Carolina.

To order a standard North Carolina First in Flight plate with personalized characters, you must:

If you are a new resident, you will be able to order a customized license plate when you visit the DMV to register and title your vehicle. TipMake sure your personalized message on the license plate has the appropriate amount of characters. The character limits for plates are as follows:

Standard North Carolina license plate: up to eight characters

Motorcycle license plate: up to seven characters

Disabled license plate: up to six characters

Specialty license plate: up to four characters (must include one letter)

Replacing your license plateYour license plate is what identifies your vehicle. This is why it must always be in good condition and completely legible. If your license plate gets lost, stolen or defaced, you may request a new one. If your plates were stolen, you can first file a report with the local authorities.

To replace your license plate, visit your local DMV license plate agency and complete the following steps:

Complete an Application for Replacement Plate and/or Sticker (MVR-18)

Provide your current driver license OR two documents to prove your identity. Proof of identity documents include, but are not limited to:• A certified birth certificate• A valid, unexpired passport• Tax forms that include your full name and

Social Security Number (SSN)• A US Military ID• A certified marriage certificate• A court document, such as a divorce decree

or certified court order for child support

Provide one of the following proof of vehicle insurance documents: • An insurance binder• An insurance card• A North Carolina insurance policy• Form DL-123

Pay the Replace Registration Plate fee of $20

Vehicle Safety Tips

Before you get behind the wheel, it is important to make sure that your vehicle is safe and prepared for any trip. This means checking the safety features and making any needed changes to your vehicle to guarantee a safe drive.

WINTER DRIVING One of the most dangerous times to drive is during the winter, especially if you live in an area that is prone to ice and snowfall. Consider the tips below to drive safely during the winter.

Don’t Rush!

Roads are often covered in snow and ice after snowfall. Instead of driving fast and risking an accident as you hurry to get to your destination, try leaving a few minutes earlier than usual. This will allow you to drive slower and avoid other dangerous drivers without being late for your appointment.

Don’t Panic If You Skid or Slip

In the event that your vehicle does skid or slip while you are driving, make sure you do not panic and slam down on your brakes. Instead, apply slow and even pressure on your brakes until you stop. This will prevent you from spinning further out of control.

Check Your Vehicle

Before you leave your house, make sure your vehicle’s controls, brakes, tank, tires, antifreeze and exhaust are all in working order. It is also important that you remove any ice and snow from your car before you begin driving. This prevents the snow from blocking your view while you drive or flying off and hitting someone while the vehicle is in motion.

Drinking and driving Every year, thousands are killed as a result of drinking and driving. These unfortunate events can be prevented if drivers plan ahead of time and take certain steps.

Before you begin drinking, arrange for someone else to be the designated driver. If they also become intoxicated, it is important that you take a taxi. Never allow someone drunk to drive. Instead, take away their keys and call for alternative transportation.

If you see someone who you suspect is drunk and showing signs of intoxication while driving – such as making wide turns, weaving, swerving, breaking erratically or turning abruptly – call 9-1-1 and contact authorities immediately. Make sure to avoid them on the road to ensure your own safety. This could mean you pulling over until they are at a safe distance from your car.

Using your phone Driving while using your cell phone is one of the most dangerous actions you can perform. During those few seconds that your attention is diverted to your phone, a major accident could occur. Make sure to avoid texting, using the internet on your phone or receiving calls while you drive.

Aggressive drivingAggressive driving and drivers should both be avoided to prevent on-road aggression or accidents. Aggressive driving is categorized as exhibiting behaviors such as tailgating, verbally or physically harassing another driver or preventing another driver from merging or passing.

If you are an aggressive driver, you are putting others at risk every time you engage in any of the above behaviors. When you encounter a frustrating situation on the road, instead of becoming aggressive, take a moment, breathe and continue moving.

Wasting gasIf you drive often, you can start looking for ways to save

on those expensive trips to the pump. Some of the ways that you can start saving gas include turning off the air conditioning, not leaving your engine running and avoiding speeding. These things are preventable and not necessary for you to drive. Therefore, you can quickly reduce the amount of gas you waste.

Another way to save on gas is to make sure that your vehicle is functioning properly. You can do this by checking that your tires are properly inflated and your engine is properly tuned.
