INTRODUCTION
North 24 Parganas has a geographical area of 4094 Sq Km and Density is 2445/ Sq Km .According to Census 2011, Population of the district is 10,009,781 of which males are 5,119,389 and female 4,890,392 .In the year Population was 8,934,286 of which males were 4,638,756 and female 4,295,530 respectively. There has been change of 12.04 % in the population compared to year 2001 and 22.69% increased was noted compared to 1991 in year 2001.The district constitute 10.97% of Maharashtra Population. Sex Ratio is 955/1000. Child Population is 957,973.The district has five Sub-divisions and 37 police stations with District Head Quarter at Barasat . Gender Development Indices of WB North 24 Parganas District lies at 7 Position.Presently we are working in Barrackpore Sub Division mainly under Garulia,Bhatpara. Bhatpara is the biggest municipalitygrowing at the rate of 9.19 percent per decade. In terms of growth rate of population Garulia is a decaying town. Thepopulation of Garulia declined by 5.7 percent over the last Census decade. The scenario however is different in nearby Naihati where the decadal growth rate is 62.34 percent. Percentage of Slum Population of Total Population is around 61.82 in both Gaulia and Bhatpara Municipality acoording to 2001 Census
In India, ‘Slums have been defined under Section 3 of the Slums Area (Improvement and Clearance) Act, 1956. As areas where buildings-*are in any respect unfit for human habitation;* are by reason of dilapidation, overcrowding, faulty arrangement and design of such buildings, narrowness or faultyarrangements of streets, lack of ventilation, light, sanitation facilities or any combination of these factors which aredetrimental to safety, health and morals. (Provisional Population Totals, Series – 20, West Bengal, pp-A-67). Census2001, also identifies a slum area as follows: A compact area of at least 300 population or about 610-70 householdsof poorly built congested tenements, in unhygienic environment usually with inadequate infrastructure and lackingin proper sanitary and drinking water facilities
