1 FURTHER QUESTIONS 5.4 AND 5.5

Introduction

1. This document has been prepared in response to questions raised by the Examining

Authority related to the potential for traffic delays within Cawston Village resulting

from the construction of Norfolk Vanguard Offshore Wind Farm (the Project) and

cumulatively with Hornsea Project Three.

Further Question 5.4

“The Applicant submitted a cumulative impact paper at deadline 5 detailing the

traffic impacts on The High Street, Cawston [REP5-012] and these matters were

further explored at ISH6. The Hornsea Three project (H3) prepared a Highway

Intervention Scheme for High Street, Cawston dated March 2019 which was

submitted into this examination at deadline 7 by NCC [REP7-079]. That document

records daily baseline flows of 3,477 (all vehicles) and 127 HGV movements, as at

2022.

The maximum cumulative traffic would increase these flows by 271 HGV movements

(based on a flat demand profile of 127 HGVs for H3 and a maximum peak capped at

144 HGVs for Norfolk Vanguard).

In the context of a 12-hour working day and, assuming an even distribution of the

additional HGV traffic, this appears to equate to some 22.6 additional HGVs

travelling through Cawston village each hour. This would be in addition to the

existing baseline of 127 HGVs. If the baseline flow is apportioned over the same 12-

hour period, this equates to a total cumulative flow of 33.2 HGVs each hour passing

through the village or the equivalent of one HGV approximately every 2 minutes.

Please provide your comments upon this analysis and any further general

observations you wish to make. More particularised questions follow”

Applicant’s Response

2. The Applicant confirms that the ExA’s traffic derivation is correct. However, the

Applicant has since committed to a further reduction in the HGV cap for Norfolk

Vanguard traffic through Cawston to 112 movements per day, thereby reducing the

cumulative HGV traffic to 239 movements per day (equivalent to 25.2 HGVs per hour

allowing for timing restrictions). The further reduction down to 112 is in response to

concerns raised by the local community and is an effort to reduce daily HGV

movements to as low as practicable within the existing construction programme by

re-scheduling non-essential works. This commitment is captured within an update

to the Outline Traffic Management Plan (document 8.8 version 3) submitted at

Deadline 8.

3. Based on the current package of mitigation measures at Cawston as proposed by the

Applicant, Norfolk County Council has stated that they believe a suitable access

strategy can be delivered that mitigates the traffic impacts through Cawston. The

current proposal needs several amendments to address issues raised during the road

safety audit, however these can be addressed post-consent.

4. At present Cawston High Street does not have any formal parking arrangements or

Traffic Regulation Orders (TROs) to control indiscriminate parking. This leads to

inefficient use of the available kerb space whereby motorists have free choice on

which side of the road to park, to judge the spacing between vehicles and the

appropriate ‘staggered width’ at pinch points. This can frequently be evidenced on

site with the carriageway width particularly constrained by parking at the Chapel

Street junction and in the vicinity of Church Close.

5. Relying on the motorists’ parking judgement in a constrained highway environment

is problematic and can ‘waste’ available kerb space and potentially create an

obstruction (as evidenced by some of the images previously submitted to the

examination by Cawston Parish Council).

6. The objective of the Highway Intervention Scheme (HIS) is to improve the baseline

situation to accommodate the additional vehicles generated by Norfolk Vanguard

and Hornsea Project Three. The HIS will introduce enhanced pedestrian facilities,

managed parking, road safety measures, speed restrictions and timing restrictions

(avoiding school drop off and pick up).

7. Specifically, the HIS seeks to formalise and manage the parking through Cawston to

make more efficient use of kerbside capacity to create ‘pathways’ and waiting areas

to enable larger vehicles to traverse through the village unobstructed.

8. The scheme would also improve the conspicuity of the pinch points within the village

envelope with advance give way warning signing and road markings affording more

reaction time to motorists to avoid a conflict.

9. The HIS would be augmented with a delivery strategy that would ensure that Norfolk

Vanguard HGVs would be released onto the network at even spacings to lower the

probability of meeting an opposing HGV. In addition, drivers would be subject to an

induction which sets out the ‘give-way’ protocols for traversing the High Street.

10. With the implementation of the HIS potentially significant pedestrian amenity

impacts associated with the increase in daily HGV movements can be reduced to

minor adverse significance.

Further Question 5.5

“The H3 Highway Intervention Scheme dated March 2019 is still under consideration

and it provides an illustration of some of the mitigation measures which could be

utilised. This scheme retains some demarcated on-street parking which would result

in HGVs having to wait in turn based upon ‘single way priority working signage’.

Having regard to the traffic movement figures above, namely one HGV every 2

minutes, how is it envisaged that such a scheme would work and be effective?

In particular, how long would one HGV take to navigate the route through Cawston

village. How long would the wait times be for HGVs travelling in the opposite

direction?”

Applicant’s Response

11. Unopposed, it would take a HGV 46.2 seconds1 to traverse from Church Close (to the

east of the High Street) to Norwich Road (to the west of the High Street).

12. The HIS creates three areas for HGVs to wait to allow opposing HGVs to pass as

follows:

1. Opposite Church Close (eastbound traffic gives way)

2. Adjacent to Chapel Street (eastbound or westbound traffic gives way)

3. Adjacent to Norwich Road (westbound traffic gives way)

13. The locations are shown on the map extract below.

14. Table 1.1 sets out the traverse times between waiting areas assuming an average

10mph vehicle speed. The calculations confirm that if a HGV is stopped once, the

traverse time would increase to 65.32 seconds in total. If a HGV is stopped twice the

traverse time would increase to 104 seconds in total.

15. Waiting times have the potential to further increase if opposing vehicles (all vehicles

not just HGVs) are in platoons. To examine the potential for this to occur the worst

case 15 minute time segment for existing traffic flows has been determined with the

addition of the peak HGV traffic demand for Norfolk Vanguard and Hornsea Project

Three . This is presented in Table 1.2 and Annex 1 sets out the surveyed data from

which the worst case 15-minute period was extrapolated.

16. Table 1.2 indicates that the average arrival profile of traffic is such that there is a low

probability of large queues of traffic forming. For example eastbound vehicles

typically arrive every 22 seconds and worst case traverse time is 104 seconds. It is

not therefore expected that the worst case 104 seconds will be subject to significant

increases. Furthermore, the average arrival profile vehicle flows heading east (one

vehicle every 22 seconds) exceeds the traverse time between Chapel Street and

Norwich Road (15.52 seconds) indicating a single wait for a HGVs is possible and that

a more typical traverse time would be 65.32 seconds.

17. As such, with the introduction of the HIS the predicted time to traverse Cawston

along the B1145 during the worst case 15 minute baseline flows (with the

introduction of cumulative HGV traffic) is within the range of approximately 65.32 –

104 seconds. In comparison completely unopposed it would typically take 46.2

seconds to traverse Cawston. This is not considered to give rise to unacceptable

delays, and traverse times would be expected to be quicker outside of this worst

case 15 minute peak period assessed.
