1. Introduction

Three Spires Acoustics Ltd have been commissioned by LocknLoad Evets Ltd to assist in the control

of sound at SW4 2017 Music and Dance Festival on Saturday 26th & Sunday 27th August 2017 and

the House of Common Concert on Bank Holiday Monday 28th August 2017 , which took place on

Clapham Common, London, SW4. The purpose of this report is to provide a summary of the music

noise measurements undertaken at various locations specified within the Premises Licence issued by

the Licensing Authority at London Borough Lambeth (LBL) and to demonstrate compliance with the

noise condition limits set within the licence. The report supplements the Noise Management Plan

(NMP) ref CH/NMP/2016/30Rev2 issued before the event which detailed the noise control

methodology which was implemented throughout the concerts.

2. Premises Licence Noise Control Conditions

The premises licence conditions relevant to noise are reproduced in Table 1 below. The limit levels

reflect LB Lambeth’s Policy Guidance on the control of sound at out-door events (2016). and the

conditions attached after a Premises Licence Hearing by the Licensing Authority and planning consent

and are reproduced in Section 2.1 below.

2.1 Conditions attached after a hearing by the licensing authority

A Maximum music noise level (MNL) restriction of 70dB(A) Leq 15 Minutes and a low frequency MNL (LFMNL) restriction of 85 dB (C) Leq15 Minutes (free field) outside any noise sensitive premises at the Clapham Common West Side monitoring location in Wandsworth ( i.e. 14 Clapham Common West Side) .

A Maximum music noise level (MNL) restriction of 70dB(A) Leq 15 Minutes and a low frequency MNL (LFMNL) restriction of 88 dB (C) Leq15 Minutes (free field) outside any noise sensitive premises at 94 Clapham Common Northside in Wandsworth ) . The second respondent will monitor this location for the duration of the event and supply readings to all parties thereafter.

All music to cease at 22:00 on Monday 28th August 2017

2.2 Conditions attached after Temporary Planning Consent by LPA

Following a decision by LB Lambeth planning committee for a temporary use of the site, a further two noise monitoring locations were added and are detailed below and reproduced in table 1 above;

1. The noise monitoring at Large and Major events shall include an additional noise monitoring station on the Notre Dame Estate, to be located at the point outside the residential property closest to the event site boundary.

2. 53 Clapham Common South Side monitoring point – this is at the same levels as Trinity hospice, and Windmill drive – 75 dB(A) and 90 dB(C).

Reason: In order to monitor the impact of noise on residential properties on the estate (Policy Q2 and

PN5 of the London Borough of Lambeth Local Plan (2015))

3. Sound Propagation and Pre-Event Tests

A full propagation test for all stages was undertaken on Friday 25th August in order to establish a

correlation between the specified off site limits at the designated locations within the Premises

Licence and the Front of House position for each stage. This established objective target limits of

approximately 97dB(A) to 100dB(A) which would assist in the control at external locations.

3.1 Sound Monitoring Control

Sound levels at the five main stages and the four offsite monitoring locations were continually

monitored in terms of 15 minute and 1 minute LAeq and LCeq. This information was then relayed to

a monitored central control point. Rotational monitoring at the other offsite positions were relayed

back to the central control point via two-way radio/smart phone application. When necessary an

adjustment intervention request was made via the central control point to the sound engineers.

During the event levels were generally maintained at the propagation test levels and where

necessary either increased or decreased to allow sufficient entertainment levels whilst remaining

compliant with the licence conditions. As the music played was dynamic in nature with music noise

level in each of the stage areas fluctuating regularly, level changes could be made in order to affect

this objective.

4. Results

A summary of the measurement results is provided in Section 3 below. A full set of measurement

results for offsite and all stages is presented in Appendix A

4.4 Offsite Monitoring Results

Sound levels at the other offsite monitoring locations (MP5 & MP6 ) were monitored on a

rotational basis, other locations were monitored where possible in relation to a noise complaint. A

summary of the results for each day of the concerts is presented in Tables 2 below;

4.5 Results Discussion

Offsite levels at the four permanent monitoring locations (MP1 to MP4) and the two other

locations (MP5 & MP6) remained compliant with the Premises Licence requirements throughout the

concerts, with the exception of the a limited number of marginal exceedances of less than 2dB at the

Hospice and Windmill monitoring locations on Saturday 26th and Sunday 27th August.

Front of House levels at all stages were maintained at similar levels to the propagation test.

Both LB Lambeth and LB Wandsowrth employed independent consultants to monitor noise levels

and we understand that they did not monitor any exceedances at any of the prescribed locations

within the Premises Licence. No reduction request from officers were made and at no time did the

officers indicate that music noise was unreasonable or causing a public nuisance. The general

feedback on noise management was positive.

5. Complaints

A total of 26 music noise complaints were received by the Event Management Team; 12 during

Saturday, 8 during Sunday and 6 during Monday. Some of these were made on more than one

occasion by the same resident. Where possible complainants were contacted by a member of Three

Spires staff. A live Goggle map of complaints was also updated during the concerts and this is

presented in Figure 4 in Appendix C.

The geographical spread on complaints for each day correlates with the wind direction i.e. Saturday

and Sunday the wind was predominantly from the south west and west, increasing the perceived

levels at the community around Clapham Common West side. On Sunday evening and during

Monday the wind directed changed to a predominantly easterly/south easterly direction and

increased perceived noise levels to the north of the common.

There was a decrease in the numbers of complaints from 2016 from a total of 36.

5.1 Discussion

1) Both LB Lambeth and LB Wandsowrth employed independent consultants to monitor noise

levels and we understand that they did not monitor any exceedances at any of the

prescribed locations within the Premises Licence. No reduction request from

officers/consultants were made and at no time did the officers indicate that music noise was

unreasonable or causing a public nuisance. The general feedback on noise management was

positive.

2) It is considered that the Notre Dame Estate monitoring position is unnecessary and is to a

large degree duplicated by the Clapham Common South location i.e. compliance at CCS

equates to compliance at the Notre Dame position. It is advised that this position is removed

by the local authority as it takes consultant resources away from other noise management

functions during the event.

6. Conclusion

Three Spires Acoustics have recommended procedures for event sound control for SW4 and House

of Common concerts 2017 which were satisfactorily implemented for the duration of the event. It is

considered that this report demonstrates compliance with the relevant noise control conditions

detailed within the events Premises Licence and the objectives of the Licensing Act 2003.

Glossary of Terms

Noise Noise is defined as sound unwanted at the point of reception. The range of audible sound is from 0 dB to 140

dB. The frequency response of the ear is usually taken to be about 18 Hz (number of oscillations per second) to

18000 Hz. The ear does not respond equally to different frequencies at the same level. It is more sensitive in

the mid-frequency range than the lower and higher frequencies and because of this, the low and high

frequency components of a sound are reduced in importance by applying a weighting (filtering) circuit to the

noise measuring instrument. The weighting which is most widely used and which correlates best with

subjective response to noise is the dB(A) weighting. This is an internationally accepted standard for noise

measurements.

For variable noise sources such as traffic, a difference of 3 dB(A) is just distinguishable. In addition, a doubling

of a noise source would increase the overall noise by 3 dB(A). For example, if one item of machinery results in

noise levels of 30 dB(A) at 10 m, then two identical items of machinery adjacent to one another would result in

noise levels of 33 dB(A) at 10 m. The ‘loudness’ of a noise is a purely subjective parameter but it is generally

accepted that an increase/decrease of 10 dB(A) corresponds to a doubling/halving in perceived loudness.

External noise levels are rarely steady but rise and fall according to activities within an area. In an attempt to

produce a figure that relates this variable noise level to subjective response, a number of noise indices have

been developed. These include:

LAmax noise level: This is the maximum noise level recorded over the measurement period.

LAeq noise level: This is the ‘equivalent continuous A-weighted sound pressure level, in decibels’ and is defined in British Standard 7445 (BS 7445) [ ] as the ‘value of the A-weighted sound pressure level of a continuous, steady sound that, within a specified time interval, T, has the same mean square sound pressure as a sound under consideration whose level varies with time’. It is a unit commonly used to describe construction noise and noise from industrial premises and is the most suitable unit for the description of other forms of environmental noise. In more straightforward terms, it is a measure of energy within the varying noise. It is also the unit best suited to assessing community response.

Music Noise Level (MNL) : the LAeq of music noise measured at a particular location.

LA10 noise level: This is the noise level that is exceeded for 10% of the measurement period and gives an indication of the noisier levels. It is a unit that has been used over many years for the measurement and assessment of road traffic noise.

LA90 noise level: This is the noise level that is exceeded for 90% of the measurement period and gives an indication of the noise level during quieter periods. It is often referred to as the background noise level and is used in the assessment of disturbance from industrial noise.

Hz (Hertz): The tonal quality of a sound is described and measured in terms of the frequency content and is commonly expressed as octave or third octave bands, the latter being the division of the octave bands into three for finer analysis, across the frequency spectrum. The smaller the octave band or third octave band centre frequency number defined in terms of Hz, the lower the sound. For example 63 Hz is lower than 500 Hz and is perceived as a deeper sound. The attenuation due to air absorption and natural barriers increases with frequency i.e. low frequencies are always the most difficult to control
