1 Introduction and Summary

HGC Engineering was retained by 2591451 Ontario Inc. to conduct a noise feasibility study for a

proposed residential development to be located on the west side of Essa Road, north of Athabasca

Road specifically at 829 Essa Road, in the City of Barrie, Ontario. The proposed development

consists of one street townhouse block for a total of ten units. The study is required by the

municipality as part of their planning and approvals process.

Road traffic for Essa Road was obtained from City of Barrie personnel. This data was used to predict

future traffic sound levels at the proposed dwellings and in the rear yards. The predicted sound levels

were evaluated in accordance with the Ministry of the Environment, Conservation and Parks’

(MECP) noise guidelines.

Predicted sound levels exceed MECP guideline limits at the dwelling units closest to Essa Road. If

the area on the ground floor is considered an outdoor amenity area, an acoustic barrier will be

required for the rear yard of the dwelling unit with flanking exposure to Essa Road. Any rooftop

terraces should include a minimum 1.07 m high solid parapet. Forced air ventilation systems with

ductwork sized for the future installation of central air conditioning by the occupant will be required

for the first four dwelling units closest to Essa Road. Any exterior wall and double-glazed window

construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide

sufficient sound insulation for all proposed dwelling units. The MECP guidelines require that

warning clauses be used to inform future residents of the traffic noise impacts, proximity to existing

institutional and commercial uses, and to address sound level excesses.

2 Site Description and Noise Sources

Figure 1 is a key plan showing the location of the proposed development. The site is located on the

west side of Essa Road and north of Athabaska Road, specifically at 829 Essa Road in the City of

Barrie, Ontario. Figure 2 shows the proposed site plan dated October 29, 2018. The proposed

development will consist of one block of 3-storey townhouses for a total of ten units.

The primary source of sound is vehicular traffic on Essa Road. There is an existing 1.5-storey

dwelling unit occupying the site which will be demolished to make way for the proposed

development. There are existing residences to the north, south and west. Timothy Christian School is

located to the northeast of the subject site. There is a container storage provider (“Secure Store”) east

of the development. Noise from the facility was not heard at the time of the site visit, nonetheless, a

warning clause is recommended to inform future occupants of the development of the proximity to

existing commercial uses and that sounds may be audible, as included in Section 5.4. There are no

other sources of stationary noise within 500 m of the subject site.

3 Sound Level Criteria

Guidelines for acceptable levels of road traffic noise impacting residential developments are outlined

in the MECP publication NPC-300 “Environmental Noise Guideline Stationary and Transportation

Sources – Approval and Planning”, Part C release date October 21, 2013 and are listed in Table 1

below. The values in Table 1 are energy equivalent (average) sound levels [LEQ] in units of

A-weighted decibels [dBA].

Daytime refers to the period between 07:00 and 23:00. Nighttime refers to the time period between

23:00 and 07:00. The term Outdoor Living Area (OLA) is used in reference to an outdoor patio,

backyard, terrace, or other area where passive recreation is expected to occur.

The MECP guidelines allow the sound levels in an OLA be exceeded by up to 5 dBA (i.e. up to

60 dBA), without mitigation, if warning clauses are placed in the purchase and rental agreements to

the property. Where OLA sound levels exceed 60 dBA, physical mitigation is required to reduce the

OLA sound level to below 60 dBA and as close to 55 dBA as technically, economically and

administratively feasible.

A central air conditioning system as an alternative means of ventilation to open windows is required

for dwellings where nighttime sound levels outside bedroom or living/dining room windows are

greater than 60 dBA and where daytime sound levels outside bedroom or living/dining room

windows are 65 dBA or greater. Forced-air ventilation with ducts sized to accommodate the future

installation of central air conditioning is required when nighttime sound levels at bedroom or

living/dining room windows are in the range of 51 to 60 dBA or when daytime sound levels at

bedroom or living/dining room windows are in the range of 56 to 65 dBA.

Building components such as walls, windows and doors must be designed to achieve indoor sound

level criteria when the plane of window nighttime sound level is greater than 60 dBA or the daytime

sound level is greater than 65 dBA. The use of warning clauses to notify future residents of possible

excesses is also required.

4 Traffic Noise Assessment

4.1 Road Traffic Data

Road traffic data for Essa Road was obtained from City of Barrie personnel. Data was provided in

the form of current Annual Average Daily Traffic (AADT) volumes, and are provided in

Appendix A. The traffic volumes were grown to the year 2029 using a growth rate of 2.5% per year.

A commercial vehicle percentage of 3% was obtained and split into 1.2% medium trucks and 1.8%

heavy trucks. A day/night split of 90%/10% and a speed limit of 60 km/h was used in the analysis.

Table 2 summarizes the road traffic data used in the analysis.

4.2 Traffic Noise Predictions

To assess the levels of road traffic noise which will impact the site in the future, predictions were

made using STAMSON version 5.04, a computer algorithm developed by the MECP. Sample

STAMSON output is included in Appendix B.

Predictions of the traffic sound levels were made at various dwellings in the proposed development.

The results of these predictions are summarized in Table 3. The acoustic requirements may be

subject to modifications if the site plan is changed significantly.

Sound levels were predicted at the plane of the windows of the proposed dwelling units during the

daytime and nighttime to investigate ventilation and building façade construction requirements.

Sound levels were also predicted in the potential rooftop terraces of the townhouse units to

investigate the need for acoustic barriers.

5 Discussion and Recommendations

The predictions indicate that the future traffic sound levels during the daytime and nighttime at the

proposed dwellings closest to Essa Road will exceed MECP guidelines. The following discussion

outlines recommendations for ventilation requirements, building façade constructions, and warning

clauses to achieve the noise criteria stated in Table 1.

5.1 Outdoor Living Areas

The proposed townhouse units may have rooftop terraces greater than 4 metres in depth. The

predicted daytime sound levels in the rooftop terraces of all the townhouse units will be less than

55 dBA, assuming a standard 1.07 m high solid parapet around the perimeter of the area. Further

physical mitigation will not be required.

If the area at ground level is an outdoor living area, the predicted sound level will be 61 dBA, 6 dBA

in excess of the MECP’s limit of 55 dBA. Physical mitigation in the form of an acoustic barrier will

be required. An acoustic barrier 2.0 m in height will reduce sound levels in the rear yard to less than

55 dBA.

When grading information is available, the acoustic barrier heights should be refined. An acoustic

barrier may be a combination of an acoustic wall and an earth berm. The wall component of the

barrier should be of a solid construction with a surface density of no less than 20 kg/m2. The walls

may be constructed from a variety of materials such as wood, brick, pre-cast concrete or other

concrete/wood composite systems provided that it is free of gaps or cracks. The heights and extents

close to 55 dBA as is technically, administratively and economically feasible, subject to the approval

of the municipality respecting any applicable fence height by-laws. A sample acoustic fence

specification is provided in Appendix C.

5.2 Indoor Living Areas and Ventilation Requirements

Provision for the Future Installation of Air Conditioning

The predicted sound levels at the façades of the proposed dwelling units closest to Essa

Road (prediction location [A]) will be between 56 and 65 dBA during the daytime hours and

between 51 and 60 dBA during the nighttime hours. These dwelling units require the provision for

the future installation of central air conditioning systems. This requirement is typically satisfied

through the installation of forced air ventilation systems with ductwork sized for the future

installation of central air conditioning by the occupant.

Figure 3 shows the ventilation requirements for the development. Window or through-the-wall air

conditioning units are not recommended for any residential unit because of the noise they produce

and because the units penetrate through the exterior wall which degrades the overall noise insulating

properties of the envelope. The location, installation and sound ratings of the outdoor air

conditioning devices should minimize noise impacts and comply with criteria of MECP publication

NPC-300.

5.3 Building Façade Constructions

The proposed dwelling units will have daytime and nighttime sound levels at the top storey façade

that are less than 65 dBA and 60 dBA, respectively. Any exterior wall and double glazed window

construction meeting the minimum requirements of the Ontario Building Code (OBC) will provide

adequate sound insulation for the dwelling units. Any insulated metal exterior door meeting OBC

requirements will be sufficient to provide noise insulation.

The MECP guidelines recommend that warning clauses be included in the property and tenancy

agreements for all units/lots with anticipated traffic sound level excesses. Examples are provided

below.

Suggested wording for future dwellings with sound level excesses is given below:

Type A:

Purchasers and tenants are advised that sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the Municipality’s and the Ministry of the Environment, Conservation and Parks’ noise criteria.

If the area on the ground floor is considered and outdoor amenity area, suggested wording for future

dwelling units with daytime OLA sound levels exceeding the MECP criteria by 6 dB or more, for

which physical mitigation has been provided is given below.

Type A:

Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the Municipality’s and the Ministry of the Environment, Conservation and Parks’ noise criteria. The acoustical barrier as installed shall be maintained, repaired or replaced by the owner. Any maintenance, repair or replacement shall be with the same material, to the same standards and having the same colour and appearance of the original.

A suggested wording for future dwellings requiring forced air ventilation systems is given below.

Type B:

This dwelling unit has been designed with the provision for adding central air conditioning at the occupant’s discretion. Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment, Conservation and Parks.

Type C:

Purchasers/tenants are advised that due to the proximity of existing institutional and commercial uses, sound levels from these facilities may at times be audible.

These sample clauses are provided by the MECP as examples and can be modified by the

Municipality as required.

6 Summary of Recommendations

In summary, HGC Engineering has reviewed the site plan and performed calculations to determine

the potential road traffic noise impact on the residential properties with respect to MECP guidelines.

The following are the recommendations.

1. A 2.0 m high acoustic barrier is required for the rear yard of the end unit adjacent to Essa Road.

When grading information is available, the acoustic barrier height should be refined. A solid

1.07 m high parapet is required around the perimeter of any rooftop amenity areas.

2. Forced air ventilation systems with ductwork sized for the future installation of central air

conditioning will be required for the proposed dwelling units closest to Essa Road. The location,

installation and sound ratings of the air conditioning devices should comply with NPC-300, as

applicable.

3. Any building construction meeting the minimum requirements of the Ontario Building Code will

provide sufficient acoustical insulation for the proposed dwelling units.

4. Warning clauses should be used to inform future residents of the traffic noise excesses and the

proximity to nearby commercial and institutional uses.

6.1 Implementation

To ensure that the noise recommendations outlined above are fully implemented, it is recommended

that:

1. If the area on the ground floor is considered an outdoor amenity area, an acoustic barrier will

be required for the rear yard of the dwelling unit with flanking exposure to Essa Road. When

grading plans are available, acoustic barrier heights should be refined.

2. Prior to the issuance of building permits for this development, the Municipality’s building

inspector or a Professional Engineer qualified to perform acoustical engineering services in

the Province of Ontario should certify that the noise control measures have been properly

incorporated.

3. Prior to assumption, the Municipality’s building inspector or a Professional Engineer

qualified to perform acoustical engineering services in the Province of Ontario should certify

that the noise control measures have been properly installed and constructed.
