Proposed Property Acquisition:
Noe Valley Town Square
• Located at 3861 24th Street• Owned by Noe Valley Ministry• Home of Noe Valley Farmer’s Market• 3 Years public engagement • 200+ participants
• Roughly a ¼ acre
RPD Acquisition Policy Goals
(1) Acquire properties that are found within or serve a high needs and/or an open space deficient area
• Meets the definition of an open space deficient area (fills a gap in the ROSE distribution deficiency map for children’s playgrounds)
(2) Acquire properties that have identified funding sources for the purchase,
development, and/or maintenance of property
• $475,000 raised to date by Residents for Noe Valley Town Square for park development• $720,000 grant request submitted to State “Urban Greening” (Prop. 84) program for park
development (3) Acquire properties that encourage a variety of recreational and open space uses
• Can accommodate both passive recreation (e.g. seating, picnicking, and gardening) and active recreation (e.g. children’s play area)
Summary of Proposed Acquisition: • Purchase price is $4,242,510, with a price reduction (credit) of
$342,510 to be retained by City for environmental remediation
• Community has developed a concept plan; needs to be further reviewed by RPD staff
• Noe Valley Farmers’ Market to continue operating at the site
• Maintenance of site requires BOS appropriation

Timeline for Acquisition
• April 5 – Deadline for Urban Greening (Prop. 84) Grant Conceptual Proposal
• April 18 – Recreation and Park Commission Hearing
• May 22 – Budget and Finance Committee Hearing
• June 4 – Vote at Full Board of Supervisors
• July 1 – Close Escrow on Purchase of Property (required in order to be eligible for Urban Greening grant funds)
