Assessment (EIA) Registration and will be used to determine if an EIA is required and, if so, the

level of assessment necessary. Proponents must reproduce the text of each section as it appears

THE UNDERTAKING:

1) Name of Undertaking: Expansion of Existing Dairy Farm

1- 100’ x 120’ Steel Frame Machine Storage Building

We are planning to expand our dairy facility to include a new dairy barn, milking parlour, special

needs barn, a calf barn, concrete manure storages, bunker silos and machine storage. The details

are in the attached drawings.

2) Purpose/Rationale/Need for Undertaking:

Currently we milk about 450 cows and have about 850 animals, including replacement heifers

and calves. We need a new facility to expand the dairy farm to 800 milking cows plus 200 dry

cows and 800 heifers and calves.

The existing 18 year old 500 cow dairy barn will be used to house heifers and young stock, (4

month old calves to 24 month old heifers). Young stock are presently being housed at three

separate locations. Some are at a second farm that the company owns in Burlington, and the rest

are housed in rented barns in Park Corner. It will be much more efficient to have this livestock

housed on the main farm in Irishtown.

We are also preparing for new standards for livestock comfort that are being introduced to the

industry. We are going to follow proAction guidelines.

With this expansion we will also produce more manure. We are planning to build enough manure

storage for 8-9 months. We will spread the manure in the spring when it is most beneficial for

the plants.

With this expansion we will require more feed. Therefore, additional bunker silos will be

required. Precast walls from an existing silo will be incorporated. A machine storage building

will be constructed on the concrete pad that is left from the removal of these silo walls.

DESCRIPTION OF THE UNDERTAKING:

Under the sections below, the proponent must provide detailed information concerning the

preferred choice of location, design, etc., together with additional information on alternatives

which have been considered and rejected, but which may still be regarded as viable. Reasons for

the rejection of those alternatives should be included.

Preferred choice of location: The preferred choice of location for barns, machine storage

building, silos and concrete manure storages is the location located on the attached map. The

location of the barns has not changed as our options were limited due to the location of the

current barn, manure storage, machine building, silos, and farm houses.

Our preferred choice of design: The design of the barns has been discussed and researched

with Graeme Linkletter of Linkletter Engineering Inc. We also travelled to Nova Scotia,

Ontario, British Columbia and New York State to research and tour barns.

We considered and rejected the following designs: Tunnel Ventilation Barns, sand bedding

and robotic milking equipment. Rejected the tunnel ventilation barn, due to the length and

height of barn. Sand bedding is too hard on equipment and robotic milking equipment were too

expensive and high maintenance.

(ii) Physical Features:

- describe the major physical features of the undertaking, including buildings and other

1 - Calf barn 90’ x 181’ will be a “WECOVER” Structure with clear span gable steel frames and

tarpaulin type roof. Side walls will be ventilation curtains. Front and back end walls of barn will

have blue steel siding matching existing main barn. It will be set back 260’ from Irishtown

Road.

off the Irishtown road. Side walls will be ventilation curtains and end walls will be color steel to

match existing buildings

structure will be 740’ from the Irishtown road. Color steel cladding will match existing

buildings.

No access road will be required. We will be using existing access.

Transmission lines will be a combination of underground and overhead as per PEI Electrical

code.

Water lines will be underground, directly from well to building. Two Ground water wells will be

constructed to service new facilities.

Domestic sewage will be in approved septic and field tile system.

- provide the size and a description of the area to be impacted by the construction of the

proposed site;

The size of the area impacted will be 10 acres. The land is currently used for agriculture.

- attach an artist’s conceptual drawing or engineered drawings, if available;

- describe the current land use and indicate how the property is zoned (residential,

commercial, etc.)

Currently the land is used for agricultural purposes. It is zoned agricultural.

- describe the physical and biological environments within the potential area affected by

the proposed project, including topography, watercourses, wetlands, sand dunes,

vegetation, wildlife, fish, etc.

No watercourses, wetland, sand dunes, vegetation, wildlife or fish will be affected by the

construction of the buildings or concrete manure storages.

(iii) Construction:

- provide the approximate total construction period (if staged, list each stage and its

approximate duration);

Total construction time is May 2018 to December 2019. It will be in two stages.

All structures should be constructed by December 2019.

- provide the proposed date of first construction activity on site;

May 15, 2018 or as soon as possible.

- describe the potential sources of pollutants during the construction period(s)

including airborne emissions, liquid effluents and solid waste materials;

There will be no source of pollutants other than the construction equipment during the

construction period. The only waste material would be construction material which will be

cleaned up daily.

- describe how the construction site will be managed to control soil erosion and prevent off-

site sedimentation;

We do not foresee any soil erosion or run-off occurring as locations of buildings and concrete

manure storages to be constructed are surrounded by grass fields and the slope of the land is

minimal. The construction area will also we surrounded by a silt fence.

(iv) Operation:

- describe how the undertaking will operate;

1 - Calf barn 90’ x 181’: This building will house calves from 2 days to 4 months in group pens.

During this time automatic liquid feeders will be used along with calf starter. The calves will be

able to interact with each other, meeting proAction guidelines. The calf barn will be operated by

2 persons.

1 – 134’ x 349’, special needs barn for dry and calving cows: Animals housed in this barn will be

dry cows, sick cows and cows due to calve. The barn will have a center feed alley with free

stalls on one side and group pens on the other side of the feed alley. The barn will be operated by

4 persons. It will be built to meet proAction guidelines.

1 – Main Barn 210’ x 541’: This barn will house the milking herd. The cows will be divided

into 4 separate groups of 200 each. It will be operated by 3 persons. It will be built to meet

proAction guidelines.

1 - 60 cow rotary parlour 80’ x 276’: This will be where the cows are milked , 3x daily , 7 days a

week. This barn consists of the holding area, the rotary milking platform, a treatment area and a

bulk milk tank room, office and washroom area. It will be operated by 2 persons during each

milking.

2 – 84’ x 252’ x 10’ high Concrete Bunker Silos: The silo will be used to store corn and grass

silage. Filling operation will be June to October. Then they would be sealed until needed for

animal consumption.

3 –150’ x 16’ deep Concrete Manure Storage: Used for liquid manure storage. The manure that

is generated in the barns will be placed here by being pumped through underground PVC pipes.

Linkletter Engineering is designing the 150’ x 16’ deep Concrete Manure Storages to hold 8 to 9

months of storage. The liquid manure will be pumped out in the spring and applied to the fields.

During the year the concrete manure storages will be monitored by everyone and in the spring

they will be operated by 2 – 3 persons. The farm owns 1320 acres of land, 1240 acres are

farmable. We also rent an additional 680 acres.

Machine Storage Building: This steel frame building (100’ x 120’) will be used for the storage

of machinery when not in use. Machinery will be stored on concrete base left from bunker silo.

- describe all potential sources of pollutants during the operating period, including

airborne emissions, liquid effluents and solid waste materials;

1 - Calf barn 90’ x 181’: The waste water will be stored in a 9 month collection concrete holding

tank and solid manure will be hauled to fields for storage until spring spreading.

1 – 134’ x 349’ special needs barn for dry and calving cows: The manure will be scraped to a

concrete pit, then pumped through underground PVC pipes to the concrete manure storage.

Solid manure from calving and sick pens will be transported to field for spring spreading. Waste

water from the special needs single 8 milking parlour will also enter the concrete pit and then be

pumped to the concrete manure storage.

1 – Main Barn 210’ x 541’: Cow alleys will be scraped twice daily into a cross gutter, and from

the cross gutter into manure reception tank. The liquid manure will then be pumped into manure

separating systems which separates solids from liquids. Solids will be recycled for bedding and

liquids will be pumped to the outdoor concrete manure storage.

1 - 60 cow rotary parlour 80’ x 276’: The liquid manure and waste water will be scraped to an

inside pit then pumped through underground PVC pipes to concrete manure storage

2 – 84’ x 252’ x 10’ Concrete Bunker Silos: Silage runoff will be collected and pumped to

concrete manure storage.

3 –150’ x 16’ deep Concrete Manure Storage: The manure storages will be uncovered,

surrounded by a galvanized chain link fence, therefore, addition rain and snow will be added to

the contents. This increase has been allocated for in the engineering plan. It is expected that

airborne emissions will be released at the time of agitation, just before spreading. The liquid

manure will be spread on the fields in the spring following all regulations.

Machine Storage Building: no potential source of pollution.

List all permits, licenses, approvals and other forms of authorization required and include the

Insurance during and after construction from PEI Mutual.

SCHEDULE:

Indicate the desired construction period and the rationale for the selection of these dates.

Desired construction time is May 2018 to December 2019.

Rationale would be the size of project would require two years to complete.

FUNDING:

If this project depends upon a grant or loan from a government agency (federal,

provincial or otherwise) provide the name and address of the department or agency from

which funds have been requested.

There are no government loans or funding for the buildings.

We have applied for Manure Storage funding under the Agriculture Stewardship Program.
